alexander. the trump administration at the end of the day is leaving one more vital piece of the effort up to the state. so even as he rightly takes pride to develop not one but two vaccines in record time with more yet to come. he's not taking responsibility for the fact that promises like these are not being kept. >> overall in the month of december with the vaccines, we expect to have immunized 20 million of our american people and keeping 20 million doses for

their second immunization. that was their promise two weeks ago. 20 million people immunized. four days later, the language changed and the gold post moved. >> we remained on tract allocate around 20 million doses of vaccines to all jurisdictions by the end of december. with distributions of those pushing into the first week of january. >> that's no the same thing. from 20 million people immunized to 20 million doses allocate. not shipped. allocated. only about 11 million doses of the vaccines been distributed and of that 11 million only 2.1 million so far have been administered. here is what president-elect biden said about those sad facts today.

>> thank you, jim. >> dr. gounder, if i can begin with you because you are advi advising the biden administration about this. the roll out today, what is your view and how quickly can this be turned around? >> look, jim. we came into this really wanting to enter into this with good faith and give everybody the benefit of the doubt and we really held back on being while we have done our due diligence and try to learn the status of where things are of vaccination plans. what we have learned essentially that there is no plan. the plan was to purchase vaccines and leave it to th the -- the states need to have guidance on how to distribute the vaccines. none of those plans were in place. so we are unfortunately yet

again finding ourselves flat footed here. >> secretary civsylvia, you hav great experience here and also served under hhs, is a system in place in my or most states to distribute something like this? i had a doctor on early this week that so much is being put and so much of the burden is being put on private pharmacy chains like cvs, like you guys distributing this and the real question is whether they can do that. is the infrastructure in place to make it happen? >> jim, i think celine said it well. there has never been a federal plan and any point along the way to testing and gather ppe and now we are at the place of vaccination, it is exciting that scientists and the private

industry and the government came together to accelerate successful vaccines. this is the most dangerous relay race that we have been involved in as a country. when you think of a relay race of what should be happening is the team in place right now, the trump's team will be in place for 22 more days, god help us all should be running through the tapes as fast as possible, gathering all the resources and making sure that states have all the help and support they need to get the vaccines to the locations where they can begin vaccinating people including money. the biden team is beginning to run to catch that baton when they are both in motion. what has happened that trump's team have stopped running, i would say about the 7th of november when the election is called. donald trump stopped being president. trump stopped being president

seven weeks ago and we do not have the infrastructure and states. our governor did not know how many vaccines she would get. she was not sure which vaccines she would receive and that depends on storage. she's supposed to figure out all the logistics from getting from the storage places to the remote part of the state. when the number is uncertain, she can't put the right people on notice to say line up your staff tomorrow. her numbers have changed three different times. the president just two days ago finally signed the bill that congress passed giving additional resources to the stat states. they are desperate for money and they can hire people to get the

logistics right to begin to mobilize vaccinators but none of that has happened on donald trump's watch. >> i am sure many people are watching tonight are shaking their heads. there was time to get ready for this. none of this should be a surprise. >> you bet. >> dr. gounder, president biden is aware of this. he set this ambitious goal of administering 100 million doses in his first 100 days in office, is that a realistic goal? it is another three weeks before he's occupying the white house. it sounds to me there is a lot of work to do to get the infrastructure in place, to get these shots in people's arms. there are no sugar coating. >> unfortunately, it is going to require a lot of catch-up. we need to increase funding and

localities to do the work. and so to 100 million doses in 100 days is really going to depend on congress allocate funding. this is happening, kathleen was talking asbout what's going on n her state of kansas of 25% of public health officials have either quit or been fired over the course. we need to be hiring up and expanding distribution and all of these things rapidly. >> i am shaking my head as i am sure you are and many people are watching tonight of this ground work was not already laid. before we go, dr. gounder, we are keeping up with the medical developments in this. the u.k., this new covid-19 variant, the first known case in the u.s. confirmed today in colorado. dr. fauci had been saying we need to expect it is already here. >> yeah, this is not unexpected. another example of why we need

back -- when mcconnell, it is always and he uses senate rules to block to obstruct popular will in this country. and he's got most of 52 republicans that are essentially spineless and always backing him up. it is usually siding with the president and now siding with the majority leader and think how much mcconnell funded these campaigns. there are a whole lot of senators that's going to get sworn in with the beneficiary of mcconnell's tens of millions of dark money that he raised and put into those races ochlt. >> we'll know on january 6th. another bill up for consideration. the massive defense bill.

senator sanders say he'll block a vote until there is an up or down vote on those stimulus checks. is that a tactic you endorse to get money in people's hands. >> i will support anything. let's get money in people's hands. i don't think there is a way around senator sanders want to do that mcconnell can do. it takes three days to do it. >> final question before we go. we began this program and i know you are well aware of a disappointing roll out in this vaccine. none of the administration's targets being met here. the real question is whether states have the capability to get this vaccine out into millions of people's arms. what can the senate do to help the administration to get this done? >> well, the first thing the

senate can do is what we did and pass that covid package would help to put the money in people's pockets so the economy would falter less if this is happening. president trump is playing golf today. he has no interests in doing this. mcconnell has done nothing to help him do this. the most important thing is we win the senate next tuesday and special election in georgia and we come right back to work and working with the president-elect when the president of the united states won't even meet with biden and allowing his team to meet with biden's team. it is the number one priority for all of us. that should be in the senate and certainly for the white house, the new white house. >> cnn has a new story of the defense department not cooperating with the biden administration. senator brown, we wish you and your family the best for the

now? we are at a point here where distribution of the vaccine is running into serious roadblocks. >> reporter: officials of his administration is making efforts to try to talk to reporters about that. we found out there is going to be a preefing with hhs officials and pentagon officials so answer questions why the u.s. is so far behind from those goals. when it comes the the president himself, he has been what he has been the last several months which is unin involvolved in th process. you saw his tweet where he was talking about vaccine distribution and really putting ilt on the stage and ppe for hospitals and saying it is basically up to them. that's true. the question people are raising is whether or not states are prepared to hand this. there are strain as it is when

it comes to testing and contact tracing and they got vaccine distribution as another speedometer so those are big questions and in the president's tweets he passed it to state and he criticized joe biden for the handlinging of the swine flu an that's something the president turns to when he's criticized from his administration. we'll see what the president will say and why they are behind the numbers and the goals they set for themselves. >> well, listen about 335,000 more people died from coronavirus than the swine knew. the other focus here is the stimulus payments and the possibility of raising them to $2,000, has the president reacted in any way to leader mcconnell and new bills that tie these checks to two things that the president has wanted and relating to liabilities and also

voter fraud connection? >> yeah. those are the things that the president wants and what mitch mcconnell is saying he's going to put it all trogether on a bil that's introduced on the senate floor. they're not getting the vote that they need. that idea to bring the $2,000 to the senate floor today. mitch mcconnell blocked that. we are not doing that. that's what you saw when he was on the floor. the president has not responded to what's going to be. it is what he want to see but it is not what he want to get. that's the question here. what we do know is the $600 stimulus checks that were part of that bill could start going out as soon as a matter of hours according to the treasury secretary. whether they get to what the president is demanding saying it

you can say there is no voter fraud. >> why do you need that attach to stimulus check legislation. >> why did democrats attach any number of things to the stimulus legislation that just passed in the house. the reality is the president issued a signing statement, he said he wanted three things. $2,000 checks and repeal of 330. mcconnell has done the exact same thing. if the president wants to put it on the floor, he's going to do that. i think there are republicans who want to vote for the whole thing or some of it. i don't know democrats would block the vote to $2,000 payments. there is a growing bipartisan consensus that some of these tech companies need to have their ears pinned back anyway.

the world announced the troop plans and the cyber attack attributed to russia. >> what's your reaction to that? these are about sharing information intelligence on the most severe threats to the country's national security. should that stop? it is extremely troubling. in terms of transition and some of these agencies, the reality is the transition does not make all that difference of how the new administration operates. in the area of national devefen and the vary of vaccine distribution, you need the most seamless hand off that you can have. more broadly protect americans from the external threats that we face and so i am extremely troubled by that. i have not seen the reporting, jim. i would say the pentagon, the trump administration and the biden's transition people, they need to be together everyday to ensure that we don't miss a beat

three weeks? >> he provided evidence this he's unfit for that job. the last 30 days have been the worst days of his presidency. as you see what happened with last weekend and the false start and the ultimate signing of the bill and the veto and now you got these 22 days left where he's completely checked out but he got his people frozen and he's putting a tremendous amount of pressure on vice president pence. i don't know what he's suggest and he sends out tweets related to people coming to washington on january 6th. i want to give him the benefit of the doubt but it seems nefarious to me but it is unconscionable. you got 22 days to go and they feel like forever frankly. he's leaving. i think he knows he's leaving now and one last guess and fund
