texas. this is road clearing, road clears. there's no question about road clearing. arkansas did it just fine. texas didn't. this is on texas leadership. while these power outages highlight frankly hout fragile all of america's infrastructure is, something could happen somewhere else in the country and this could be you. the fact it's happening in texas, the state that produces more power than any other state, is a result of failed policy by a republican governor. "the washington post" reports that according to his own energy department, most of the losses have come from failures to winterize the power generating systems. after all, wind power words just fine in canada, right? think just put the winter package on it. abbott is passing the buck, trying to blame progressive democrats for their plan trying

to tackle climate change. >> this would how the green new deal could be a deadly deal. the wind and solar got shut down. they were collectively more than 10% of our power grid. that thrust texas into a situation where this was lacking power on a statewide basis. >> again, the wind turbines aren't working because texas's governor didn't buy the package no cold weather. there's no explanation to why texas can-- arkansas can pave t road and texas can't. this is governor abbott scrambling for answers, while people are burning child gates. >> reporter: a lot of political finger pointing here in the state of texas, and everyone trying to figure out exactly who is to blame and why this is happening, but erin, as you mentioned people are literally freezing in this state. this has been going on for days, and still about 2.3 million
4:04 pm
people -- we last checked by five minutes ago, those millions of people are still without power as we speak. they want answers as to when the power is going to come back. at the moment, they're simply not getting those answers. unlivable conditions in texas. >> no! revenue frozen pipes bursting, flooding homes in bitter temperatures. >> the fact is every source of power in the state of texas has access to has been compromised because of the over-cold temperature or because of equipment failures. >> reporter: substantial relief is still days ago as more than 3 million remain without power. utilities companies are shut down, unable to generate electricity. >> we knew for a week this was coming. if we knew for a week, why weren't we ready? our house is 32 degrees inside.
4:05 pm
>> linda shoe maker was forced to take her 101-year-old mother to this warming shelter overnight. >> you could freeze in the middle of the night. so we had to find some place to go. >> reporter: the mayor of austin says texas should have been better prepared. >> i have a community that's scared and frustrated, confused, angry. >> reporter: governor abbott says the dangerous lack of power is not the state's fault, but the failure of ercot. >> it stance for electric reliability council of texas. they showed that they were not rel rel reliable. >> reporter: some 90% of the lone star state's power is managed by ercot. it operates mostly independent of other power grids and mostly alone in its efforts to restore power quickly and safetily.
4:06 pm
>> they in their best judgment prevented even a more catastrophic loss. >> about 19,000 megawatts of gas-powered generation is still off-line because of either mechanical issues or the lack of the supply of gas. >> reporter: abbott isn't letting his state's fossil fuel industry taking blame and face backlash. >> our wind and solar were shut down, collectively more than 10% of our power grid. it shows that foss the fuel is necessary for the state of texas as well as other states. >> reporter: as time goes by, the situation here in texas becoming more and more dangerous.
4:07 pm
just to give you the big picture, 70% of the population here in the state of texas is under a winter weather alert. that means that texans are cold, they are upset, they are, of course, wanting answers, and the reality is that no one is able to tell them when they're going to get their power back. fema and the white house is looking at this. they say they're monitoring the situation and bringing generators. they say they're bringing blank either and diesel to keep the infrastructure here in the state running and supporting that infrastructure. they say they'll help with things like hospitals and the water supply, but for texans, that is not enough. they want their power back and they want it as soon as possible. erin? >> camilla, thank you very much. i want to go to democratic representative eddie morales. tens of thousands of households in your district are still without power. it's been that way for many of your residents now for days.
4:08 pm
representative, have you been able to get any answer as to when the power comes back out, even as i began the program they're worried about cascading blackouts at this moment? >> thank you for having me on. yes, we have not received an actual timeline of when my major metropolitan areas in house district 74 will get back power. we were informed but one of the service providers that sometime this afternoon -- they could not give us an compact timeline they were going to try to get del rio and eagle pass, the more urban areas in the 12 counties that i represent. it's important know that house district 74 is the largest house district in the state of texas and in the united states. it's actually bigger than 17 states. the demands and the needs of the constituents in my district are many, and we're not receiving the answers that we should expect.
4:09 pm
>> so, as you're speaking, representative, you know, we just saw icicles hanging from a fan, empty grocery store shelves a few moments ago. i showed people burning a baby gate, something i saw on a twitter feed today. these are stunning images. when anyone sees this, you say, what? do you -- what are you hearing from your residents? how people are doing, what they're doing to get through this? >> it's exactly what you just pointed out. it's that drastic. unfortunately jeff davis is one of the counties i represent also. a family there, the family of robert rubio, jr., he recently passed away from covid two weeks ago. hi wife stephanie and the two kids were trying to stay home. they lost their home last night. that's the level of emergency that we find ourselves in, and also a dire situation that many of the constituents find
4:10 pm
themselves in. thank got we were able to receive word from the county judge and one of the commissioners in jeff davis that now they have restored power to a large portion of the unincorporated down of port davis. >> governor abbott is calling for the resignation of the leaders of ercot, who oversees the power grid. is that where the blame lies? he also blamed democrats. obviously only 10% comes from green power, and it's used everywhere. so that doesn't add up. who is to blame here? >> yeah, exactly. look, this is not my point in time to point fingers. there will be a hearing of the board of directors from ercot on february 24th. i'm not worried about february 24th. i'm worried about provides electricity and water to my constituents now.
4:11 pm
i have heard that. there's a lot of misinformation on social media. i've had to go on my social media and actually clear up that wind turbines did not cause this. only 7% of ercot's forecasted winter capacity was expected to come from various sources, wind sources. so that myth and misinformation is not acaccurate. then you end up politicizing the issue than addressing the needs of the constituents. i have people who have not even received water, because the water treatment plants don't have the electricity. they are now going on 72 hours in some areas that have not had power. this idea also of these rolling blackouts that are taking place, i'm not sorry to say they're not taking place in our district, so you have certain areas of the
4:12 pm
community that have gone all 72 hours without electricity. >> representative, i appreciate your time. thank you very much. i hope people hear you loud and clear. >> thank you. i have to go to matthew dowd, the chief strategist for the bush-cheney campaign, he also lives in well betterly, texas. he's lost power and water. i know you've had to leave to try to go to a hotel where you still have these rolling power problems. so, first, matthew, right now three days in and the cold snap there, who is to blame from your understanding for what's happened? >> well, thanks, erin, for having me on. first of all, i'm more blessed than most. i have the capacity -- i grew up in michigan, so i have always bought a four-wheel-drive truck so i can help people the past few days. i was able to find a hotel 30 miles from my house to check
4:13 pm
into. 15 minutes after i got into the hotel, the power went out. i'll have to go back home in the next few days to figure out frozen pipes and all of that. i'm totally willing to point fingers, and you have to point a finger at the governor of texas. it's a series of decisions that have been made over the last 10 or 20 years, including by this governor, who put the interests of others over the head of the community of texas. he for some reasons think whenever you have community action, it's a bad thing. he attributes it to socialism at a time when communities come together or ask government government to do something involved. the other thing i will say is we have dealt with leaders in the aftermath of not telling the truth, not being transparent with citizens and actually lying to them. we saw it in the flint water crisis where people died and citizens were lied to. we saw it in the midst of covid
4:14 pm
where the president and other leaders didn't tell the truth. conspiracies consider started and insurrection happened at the capitol, and people died. now we're seeing it in the state of texas, where the governor is somehow dreamed up this idea of renewbles or the green new deal is somehow responsible, where every single fact points to his own lack of leadership. 9 green new deal is an idea. it hasn't been enacted in any way, shape or form. the representative said 7% of wind is used for the power. it does well in cold temperatures. you just have a winter package which texas failed to procure. this is texarkana. on one side it's paved. that's the arkansas side, and on the other side, it's not paved at all. charles peak from the weather
4:15 pm
channel tweeted this out. arkansas could do it, and they're not used to it, either. this isn't an amorphous discussion about a grid. this is plowing the road. >> it's a perfect example. keep in mind arkansas is market of the eastern grid, so not only are they providing services better, but their power didn't go out like it did here, because they had capacity to go to other places to get it, which texas doesn't because we have this independent power grid that wasn't facilitated in a way to handle something like this. this goes completely to the point of -- in texas -- and we've done it nationally, but texas is a perfect example -- where we have kept taxes low, tried to attract businesses and tried to attract people here, but what we have done is complete le underfunded infrastructure and completely underfunded services to constituents. one thing, as i said.
4:16 pm
i'm blessed, i'm in a more privileged position, the people receiving the worst of the effects are the most vulnerable. just as you know happened in covid. the people who suffered the most are the most vulnerable. many people who suffering the most because of the lack of leadership are the most vulnerable and most of them are people of color. >> i appreciate your time. matthew, thank you. you have lucky in many ways, but we hope you get that power on and can get back how many. just how effective the moderna and pfizer vaccines. plus trump called mitch mcconnell last night a hack, and now we now hoe mcconnell plans to respond. and why were federal investigators investigating roger stone's ties to the proud boys, even before the deadly siege on the capitol? s
