>> good evening. i am erin burnett. out front tonight, help is here. those are the words exactly of president biden who marks his 50th day in office with a major legislative victory. his massive relief bill is heading to his desk after passing the house today. this represents a historic victory for the american people. everything addresses a real need with investments to fund our entire vaccination effort. >> i meant trillion. $1.9 trillion is the price tag here, the second most expensive relief bill in american history behind the $2 trillion bill signed a year ago under president trump. if you ask how much the united states earmarked for covid

relief, roughly $5 trillion. we upped the national debt by 33% in one year. borrowing a total amount of money almost equivalent to the gdp of japan. here is what does not add up. republicans s voted for what is the most expensive bill in history. now only that it is joe biden's bill they balked at the price tag. every democrat but one voted yes and every republican voted no. >> mr. speaker, i ask for a motion to add junior. those in favor say aye. those opposed say no. the nos have it. >> mr. speaker ask for a roll call vote.

throwing down the debt and borrowing money. that is clear. how is the biden administration planning to manage this bill now? >> well, i think managing it will be the next big challenge this. is a big bill. the biggest cash infusion going to the american people, especially during the pandemic. >>menting it -- now the politic battle that is facing them. this is coming during tax season. the irs has a lot to deal with. they have to focus on sending out the $1,400 stimulus checks to americans that are eligible for them and how they are going to work with the child tax credit. this is something the white house press secretary talked about earlier today. it is not going to happen in the next week. the implementation of the bill. in the next few days we will see president biden picking someone to oversee the implementation of this and what it is going to

look like, making it goes surely on behalf of the administration. look for that over the next few days as americans are trying to figure out which benefits they are going to qualify for. how it will help them with the lower and the middle-income americans. next big thing for president biden is selling it. starting on tuesday when he goes to pennsylvania, he will be pitching the bill to voters to make sure that it has the popularity that we saw come out in the cnn poll today. about 61% of americans favor the bill. that is what they are using to say they can't believe any republicans did not vote for it as you were just pointing to and what tim ryan was saying. they are going to try to make sure that it stays popular. tomorrow night when president biden does address the nation in primetime for the first time we are expecting hadim to out to the bill, and also to talk about what they think they are going to do next when it comes to the federal government and the pandemic response. >> thank you very much. i want to go to tim ryan.

you saw him there in the video moments ago, you know, speaking so passionately to his republican colleagues about not working with democrats. you sit on the house appropriations committee. not a single republican voted for the bill in the house or the senate. they can't say it is a problem with the price tag or running up the debt. they had no problem voting for a bigger bill a year ago. that does not add up in any way, shape or form. this time not a single one voted yes in the house or the senate. does that surprise you? >> not with the modern republican party. this is the same group that voted for a $2.3 trillion tax cut. 83% of that went to the top 1%. then you turn around and say we want to help people that are unemployed the, the middle class. you want to raise the minimum wage. take care of your pension. all of a sudden this modern

republican party has bailed on them and bailed on the middle class. i really feel like they are fighting the last battle. they are trying to inject culture wars when the vast majority of the american people want public help, and they want help around their economic situation. the current republican party is missing in action. >> so, there was one of your fellow democrats that did not support the bill as i mentioned. his statement about why, he says when combined with the over $4 trillion we have spent battling the coronavirus, borrowing and spending hundreds of basketbal -- billions more, the priorities i would like to work with the biden administration to achieve. i wanted to ask you about a specific point. he talks about in excess of the need. the bill is five to six times bigger than it would need to be

simply to replace lost covid income. there is other stuff in there. i understand you think it is important. are you concerned about it, that it will end up being way too big? >> no. not at all. the mistake we made in 2009 and 2010, we passed a bill that wasn't big enough. we needed to inject more money into the economy. it is not just about meeting the level of need. it is about going beyond that so that we can jump start the economy once we get everybody vaccinated and we are ready to move and the virus subsides. we want to jump start the economy. that is exactly what this is going to do. what else it will do, erin, because of the investments in the local communities like youngstown and akron and the little communities there in my congressional district and others around the country, it is going to jump start and it is go

to plug the communities back in. the money that they are getting, they can use for infrastructure. they can use for broadband. so, water and sewer. they can invest into their community so when the economy starts to grow, the communities are plugged in to tap into the growth. that is how you build a middle class. that is how you plug the forgotten communities back in. the republican party is mia. they don't see these as helpful. we find them essential to plug in the forgotten communities in america the last 40 to 50 years. they will be on the menu for growth. >> you mentioned the culture wars. i played it to you. you said stop talking about dr. seuss and start to work with us. eric eriksson tweeted i know a lot of smart people are out there saying the g.o.p. was so focused on dr. seuss they couldn't mount effective opposition to the covid plan. more voters will remember sdr.

and visiting their doctor and putting meat and potatoes on their table because they got good paying jobs. i think we are on the right side of this. i don't know what the modern republican party will do at this point. they are going off of a cliff like wily coyote. >> i appreciate your time, congressman. i want to go to a "washington post" columnist and a former director of the nixon presidential library. tim, when i put numbers out there about the increase in debt and the size of the bills. this is the second biggest bill in american history. when i say five to six times bigger than it needs to be, because it has other things in it that are extremely significant in terms of what they are going to do to the country and how government operates. how sequential is it in terms of the expansion of aid? >> it is sequential. americans are going to be asked in 2022 are you better off than

you were in 2020. there is no question that cultural issues matter. but the bet that the republicans are making is that in the end, when people have more money in their bank accounts and are more fully employed at a year and a half, they will remember that the republicans on the side of their culture as opposed to the fact that they are happy they are in a better economic and better space. so, i think that the other elements of the christmas tree, all of the other elements of the package that might not have been as essential, if they further the development of our economy and if they make people feel better by 2022, democrats will benefit more than republicans. >> congressman ryan made the argument on the size and the excess of need. he said the bill was about going beyond need and he feels that is important. when you look at it, i know you have been through it, one of the people that has in full.

was the bill focused enough? was there too much in it or no strings attached to the spending? >> i think this is a good bill and a necessary bill. in that sense it is a good thing. i think there are things in it that may be priorities this time around. funding pensions. i don't know if it was important to put in this bill. that might hamstring some of the other ambitions that biden has for his agenda later on. spending a lot of money on infrastructure. in general, i think that it was a totally reasonable response.

there is a lot of suffering out there. hugely transformative priorities like the child tax credit. something democrats wanted to put in place for years now because it could put child poverty in half. not just during the pandemic but going forward. >> implicitly, once something is in for a year or a couple of years. it can happen. the price tags come in there over a longer period of time with the good and the bad that comes with it. tim, biden said he is all about bipartisanship. we are calling out the hypocrisy of republicans. okay. but the bottom line is that this was incredibly partisan. and he has really big stuff that he wants to do, right.

in infrastructure is an example. how hurtful is this. >> if you pushed it through without talking it would have been difficult. he did try. he did try. the bill is different than it was before. no minimum wage. we know how it got removed. i don't think biden was that unhappy about minimum wage not being in this package. better politically to vote on that separately. it does reflect consultation. what matters is that you are seeking to help the american people. you have a partisan bill that is sectarian, that is a problem. when you have a partisan bill that 61% of the american people like, the american people that voted for republicans also like it. >> right. >> in a national sense it is bipartisan. i think republicans made a mistake. they didn't support a bill this time they would have supported if the president was trump. i think that is a flaw.
