you not only can't win in a popular vote which i think they will never do. you can't win in key states that are swing states. the senate elections will be decided in swing states and the house election will be decided in swing states. you can't win of the small percentage in it. i think they are continuing with donald trump. before donald trump we need to expand our electric. we need to coalesce our smaller electric. they fundamentally understand that and that's why they are pushing restrictions and state to keep the electric being diverse. they understand and retain only a minority of the country right now and they can't win if that does not equal the popular voting in a given jurisdiction. >> what happens to the republicans who are putting their career in the line here. liz cheney obviously. she's at a leadership at least or probably more.

matthew chance. kaitlan, let me start with you. we heard president biden, biden has been quick to blame russia in other attacks, what's going on here? biden went a little further when they were briefing us and saying they were investigating whether any kind of nation sanctioned this colonial pipeline. he went on saying the intelligence officials have said no evidence that russia was behind this. it does not appear that the group is based from russia. that question and how that factors into the upcoming meeting that he's supposed to have with president putin remains to be seen. he did say definitively that meeting will be happening. his officials say they are working through a time and the

date. he seems to be saying yes, we'll have this meeting and it does seem to be something that'll be brought up in that meeting. >> tonight chairman mark warner says the idea that any crime syndicate in russia -- is not believable. does he have a point, matthew? >> i think he does. an or there is very little data in my mind that vladimir putin would know of the existence of the operation and either of proofs of it and the crack down of it. the other thing i would say is that russia has a record of

attacking, not just using cyber attacks to gather information around the 2016 elections or trying to get information of espionage purposes. its got a record of attacking infrastructure in countries that does not like and estonia and the baltic. and in 2015, it took control over the ukrainian palace station and disabled it and cutting off power to more than 230,000 homes. so this may well be nothing to do with the russian state. the russian state does have a record of attacking critical infrastructure in countries it does not like. >> it is very crucial. >> until now biden is taken a tougher stance against putin than trump. he took it to a whole new level when he talked about how he described the putin's interview

relationship. i think that he's right that if this group is residing in russia, we know how russia operates. it is something that may not formally sanctioned. that's the question facing the white house. this is something the white house known about for a few days. they had emergency meetings over the weekend, they are looking into this and what it means. they did not tell us why intelligence officials believe russia and they're not behind this. those are still things we are trying to learn. of course you got to keep in mind and they got that upcoming summit in their head. that obviously is a factor in this. >> matthew, that goes along with the top opposition leader that russia's life is in danger. lexie navalny, he was treated after found alive and other top doctors, two of them have died

including the one treating navalny died suddenly. the white house says to release n navalny and putin had not done it. does putin feel he's untouchable right now? >> there has been this weird instances at the hospital where navalny was saved. the third guy who is the head of the hospital who we thought was dead. the russian government is trying to clear out any witnesses. then there is something else happening which is not a conspiracy theory. that's putin and the kremlin ramping up its critics and c casting navalny to jail.
