ill man died in police custody after being tased several times. the deputy holding him down with a knee onto his back. let's go out front. good evening, i am erin burnett. out front tonight, congresswoman ocasio-cortez commented on marjorie taylor greene. >> this is a woman that needs help. at this point i think -- the depth of that unwellness has raised concerns for other members as well and so i think this is an assessment that needs to be made by a proper professional.

>> questioning someone's mental health is not something that should be done lightly or thrown around. this is happening after cnn reported on a disturbing video of greene from 2019, she traveled to capitol hill at the time to taunt ocasio-cortez and her staff through a mailbox. >> ocasio-cortez, i pay your salary because i am a tax self-defense of the united states. you need to stop being a baby and come out and face the american system you serve. if you want to be a big girl, you need to get rid of your diaper and come out and talk to the american citizens instead for us using a little flap. sad. >> that video coming to light after greene chase ocasio-cortez out this week and repeatedly

screaming. she was so taken aback and surprised by greene's behavior at that moment. she clearly said, greene was screaming. greene denied what happened and some was actually caught on tape. >> i was talking to aoc saying you need to debate me about the green new deal. she does not need to file ethics violation whatever she's doing. that's reacting like a child. adults are able to debate policies. >> that's not what happened, people who were there and saw it. >> as you can see greene's behavior is not okay in any way shape or form by any standard. when the republican leader of the house was asked about greene's harassing ocasio-cortez, this was what mccarthy's response. >> i didn't see that.

manu raju is "outfront," you have been talking to people all day, you talked to others who have been speaking the truth. what are you hearing? >> one republican who did see what congressman clyde said. she was offended. lisa murcowsky told me today said "i am offended by that" when i asked her about the down playing and white-washing event. we got to get behind that rhetoric and acknowledge that what happened was acts of insurrection and a destruction towards our institution. i tried to ask the same members of the house, republicans who is have been down playing this all week about why they are making these remarks given what we have all seen and i tried to ask

severe w several of them refused to answer my question. >> earlier this week, you suggested that maybe trump supporters were not responsible for what happened in january 6th? >> i didn't see it. >> what you said about the hearing, you said trump supporters may not be, you know, they're the ones who were the victims, january 6th, can you explain that? >> common sense. >> reporter: also on the house floor today. the texas republican senator also down played what happened on january 6th and said this was not an armed insurrection. i asked him why are you down playing it. he told me any violent should not be down played but people who are not engaged in violence should not be charged. >> manu, thank you very much.

i want to go to our democratic congresswoman, i appreciate your time. manu was trying to get several of your colleagues who happened to be republicans who down played january 6th to explain why they have done so. they would not speak to him, no comment, please get out of here. what do you say to them? >> well, we don't say much to them at this point. because i can't debate ign ignorance. i am grateful that we do have some republicans as in the ranking member who's willing to partner with chairman benny thompson, sort of a 9/11 commission that's equally

divided and we'll be able to see what were the factor that is created an insurrection on our democracy. and be able to make recommendations and work with those federal agencies that are doing ongoing investigations to say there was no violence there. we know people die that day. over 100 officers were injured and police officers battled for four or five hours trying to keep the capitol safe. and, it is just -- that's the reason we continually have to have these discussions. because we have members on the republican side who continue to gaslight and lie about what happened. if they would in fact say what happened, we could have the commission do their work and move onto the people of america's business. but, because we have a leader like kevin mccarthy and others too afraid to stand up to donald trump who does not want us to continue to discuss what

happened on january 6th because he was the person who led the insurrection. he was the person who tried to overthrow our democracy for his own gain and that's why they have to continue to lie. >> you coseen the video of marjorie taylor greene harassing congresswoman ocasio-cortez. this is not the only time greene harassed the congresswoman and others. what do you make of her behavior? >> well, i don't make much of her behavior, i think congresswoman ocasio-cortez is being very kind when she talks about her having mental instability and you know that's being very generous with her. a lot of what she does, her formative politics and attempting to get information and get an audience of platform

that we are providing for her. one day she's going to say something to the wrong person and they're not going to walk away. some of us are not going to walk away when she attempts to harass us or come to say anything to us. >> when congresswoman ocasio-cortez says she's concerned of her perception and reality, you think that's fair, would you agree with that assessment? >> i think that's being generous to who taylor greene really is. >> one final question before we go. obvious obviously you have to work with republicans, you have to work with them to pass priorities like biden's job and infrastructure that you hold dear. can you work on marjorie taylor greene on anything? >> most of the work that's going on for the american jobs plan and other bills are taken place in committees. she does not have a committee assignment. there is not a need to work with an individual like her.

there are those who you know want to support the people of america and willing to sit down, i represent virgin islanders who needs jobs training and need the components in president biden's bill, i am willing to work with them. unfortunately, what i think will happen is we'll attempt to negotiate, we'll work on something that's bipartisan among the american people and many of these republicans most of them are not going to believe it and they're going to take credit for it in their districts. that's their mo and that's what they'll do. they did what the american rescue plan and bringing support to the american people during the covid pandemic to stop the bleeding that's going on in this country. i suspect to do the same of the american jobs plan to jump start the economy and move us into the 21st century >> congresswoman plakett.

who's more conservative than she is. have you seen chaos in a party like this before? >> no, not even close. the closest we have come covering the capitol hill was the tea party. that was chaos for the most part based on ideology and the people who were fighting the tea party fight wanted less bending and wanted smaller government and it came at a number of things but one of the things it came out of was the healthcare bill and the stimulus bill and george w. bush having too much money while he was at the white house. not about this at all, which is why that figure you just showed so fascinating. it exposes this is not about ideology. this is about fieelty to one ma. that man is donald trump.

wealth management. i tonight joel greenberg is facing decades behind bars plans to plead guilty to six federal charges, sex trafficking of under age girls. he admits engaging in sex at least seven times. paula reed is "outfront." what more have you learn about greenberg's plea deal. >> it is significant.

and congressman matt gaetz is not mentioned anywhere gragreemd with any crimes. the most important part of this 80-page plea agreement is where we learn that greenberg is going to admit that he introduced a child to other adult men who then engaged in commercial sex act with that minor. the question is of course who were these other adult men. notice the congressman is not mentioned here. greenberg admits to falsely accusing someone else of being a pedophile. he claimed that a teacher who was challenging him for his tax collector was a pedophile.

it is an important note because even if greenberg had all this information about whomever, he's a problematic witness. we'll learn more on monday when he's expected to appear in federal court. >> thank you very much. >> all crucial details and paula is reporting, they know this about greenberg and he's a liar. when you get to a point giving someone a deal who's a known liar which means you corrocorro corrocorro corroborated a lot of what they had to say. cooperation deal like this one is transactional. it is about business and bottom line. joel greenberg is not cooperating because he suddenly became a good person. he's cooperating because he wants a lower sentence. you can bet the defense lower is going at him hard. he's as avulnerable to all sort accusations. is he corroborating? you used the right word. has we been able to back him up and are we willing to pay the cause of letting him get lower sentence in exchange for the benefit which in this case has to be charges against somebody else or some other people. >> greenberg admits he met this under age girl and engaged in commercial sex acts with her at least seven times.

again, this is under age girls. greenberg introduced her to other adult men who engaged with sex act. >> it is depraving. but, do you think given all that's been out there that there is any question that this seems to be about congressman gaetz in addition to others possibly? >> well, certainly pointing in that direction. the fact that the cooperation agreement did not mention matt gaetz is meaningless. i know matt gaetz have said it is significant. it is not. you will never do that, you would be tipping that person off. here is what we know. the prosecutors corroborated greenberg. he's particularly -- okay,

not supporting biden's plan. they're saying it is way too much money. they know only $115 billion of it are for bridges and roads and highways. that's a really small percentage. how do you respond to that criticism? >> well, it is more money in roads and bridges than the $15 billion. you know when you think of the american jobs plan. its infrastructure of our roads and bridges and public transportation, we are seeing in the case of as you just mentioned bridges across america in desperate need. last congress had an opportunity to pass legislation and do infrastructure and they did not get it done. we also have money in there for infrastructure, many parents had their kids learning from home because of coronavirus. we have $100 billion plus to do broad band access. we have 400 led pipe s in the

country. there is money in there to replace the pipes and for the economy. a lot of parents can't go back to work because there is no place for kids to go during the day. this plan that the president puts forward is a great plan for the american people and infrastructure. the president has been clear and i have been and other secretaries, we are ready for a bipartisan solution and ready to have a convesolution. i don't know what will happen, right now it is only going to get worse. as much as for roads and bridges and everything else. >> president biden says he's prepared to compromise. mcconnell says the bill should cost no more than $800 billion. biden comes with $2.3 trillion. mcconnell counters with

$800 billion. republicans came in and they had this great meeting with biden and they came out and everybody said it was great and compromise. republicans put the number less than half what biden wanted and so he said too bad and steam rolled him and passed the bill on what it was. are you expecting less on what you put on the table? >> to be honest with you, the conversation is what do we cut? tonight we are talking about infrastructure. six months ago we are talking about lack of access for the internet. on your show in the past you heard stories of dirty drinking water and on your show in the past, we tactlked about child care. this plan that president biden put forward is a plan for the american people. there is a way to pay for it. the plan does good things. it does a lot of great things. not for joe biden, it jdoes gret

things for americans. when you look at the plan and we have a chance to talk about it. these are investments for future in america. it is not a one-time investment. it is going to be paid for corporations and investment in the american people in the future of the american work force as well as infrastructure for america and how it will be defined in infrastructure in this bill. it is all types of infrastructure. >> you mentioned the unemployment, a piece of this. 17 states said they're going to eliminate the weekly unemployment benefits early. they're saying that people are choosing to take that instead of coming back to work as the economy reopens. those are republican states. those labor shortages are happening in your state, too. officials with the massachusetts restaurant association told the "boston herald" today, that it is a contribute factor.

these benefits are supposed to go through september 6th. is it time to acknowledge things have changed look, maybe we should not be doing that the next three months as we want the economy to reopen and everyone go back to work and have a summer season? >> the $300, that was in the rescue plan is less than the $600 that was in the cares plan. it is about creating opportunities for people going through a difficult year. we are still living in the midst of the pandemic. a lot of people want to go back to work and go back in the workplace. we just had a jobs report on friday, it shows strong growth and areas of hospitality in restaurants and we are seeing and we have been talking about the light at the end of the

infected but they're not perfect. yankees and bill maher has mild symptoms and that's the key, that shows that the vaccine is wondering. the new science is showing that even if you have a break-through infection, your chance of being contagious and spreading it onto someone else is really low. that's relatively new science. remember they used to say wear a mask even in you are vaccinated. >> except for the yankees, there is a lot we don't know. those eight either there is some issues with injection, we don't know which it is. it is hard to make of it right n now, i guess. >> we don't know if they spread it to each other or contracted some where else or from the same american. we are not sure about.

but, i think only one person if i read correctly had any symptoms and the others did not. i think that's sort of the key here. there is not evidence really,er a erin, even if you have one of these breakthrough inspection that you would spread it. we have to see what happened with the yankees specifically, i don't think we can jump to that collusion yet. >> in these cases they're all unusual in the sense of fully vaccinated people being regularly tested, that's not the case in the general population. we don't know what we would see if we were testing everybody. let me ask you this case, what we have been told of this race between variants and vaccines and the variants spread and they can mutate in all of this. if it is spreading asymptomatic ly, do you have any concerns that it is mutating there in any way that could be troubling? >> that's a really good question

leading up to the death of 31-year-old jamal sutherland a black man awaiting a bond hearing for an alleged misdemeanor assault. sutherland whose family says he was diagnosed with mental health issues was in voluntary treatment in south carolina. on the night of january 4th, authorities responding to an altercation that broke out at the facility, arrested souther land after he allegedly assaulted a staff member. his family says they were never notified and are speaking out for the first time since the video was released. >> we got no information from anybody. we never knew he was taken from the mental health center. >> reporter: sutherland died in custody at the defense center after he was removed from the cell to attend the bond hearing. the body cam video shows the timeline tof who occurred. >>. it shows officers at his cell door for several minutes telling

him to put his hands out to be cuffed. after several more failed attempts, he's hit with more pitcher spray. about a minute later the doors open again this time deputies taze sutherland and tell him to get on his stomach. he can be heard asking what's the meaning of this? deputies enter the cell telling him to relax and not resist. deputies taze sutherland multiple times to get control of him. he can be seen and heard screaming on the ground. two minutes later, sutherland is cuffed and slid out of his cell. his family saw the video for the first time a week ago. >> mental ill nness give anybod the right to put their hands on my child. >> reporter: sutherland's father says a mental health professional in the cell with his son would have changed the out outcome. >> he was already afraid and confused about the situation and there was nobody in there to talk to him with any compassion
