welcome to our viewers joining us here in the united states and around the world. i'm rosemary church. just ahead on "cnn newsroom" -- >> i'm cautiously optimistic. i always have hope. i do know that time is ticking. >> as rescue teams work around the clock searching for the 150 people still missing, new disturbing images show the state of the ckcondo before it collapsed. and a report in collaboration with amnesty international exposing the horror of a massacre perpetrated by ethiopian soldiers. and bill bar or turns on donald trump, details about the interview he gave about the former president. we begin in south florida

where the death toll in that high rise collapse has risen to 11 with 150 still missing. the mayor of surfside, florida says rescue efforts will grow in size and intensity over the coming day. horn 400 rescuers are working in 12 hour shifts to find anyone who might still be alive. but they acknowledge that any hope of finding survivors is fading. miami-dade county's mayor says that it is a painful time for everyone. >> so we have people waiting and waiting and waiting for news. that is excruciating. we have them coping with the news that they might not have their loved ones come out alive and still hope against hope that they will. they are learning that some of their loved ones will come out as body parts.

i mean, this is the kind of information that is just excruciating for everyone. and they know that we're working around the clock on search sand rescue efforts. >> family, friends and naebs are holding a vigil on the beach near the building as one says praying for a miracle. and we are learning more about the condition of the building in the days just prior to that collapse. "the miami herald" obtained new pictures of damage at the condo taken by a contractor only 36 hours before it fell. cnn spoke to the reporters who broke the story about what the contractor told them. >> he was being escorted by a building employee who then walked him downstairs to the north part of the building in the garage below. and that is where he told us

that he saw deep standing water in the parking garage that he found odd and concerning. he asked the mremployee what it was about and the employee said that it was probably waterproofing issue that was going to be fixed. and he was led to the south side under the pool area to where the pool equipment room was. and in there he saw exposed rebar and spalling. he found it alarming enough that he snapped photos. actually septent them to his bo. >> and he wondered why is this building not maintaining itself better, why haven't they taken care of this problem, because that problem doesn't happen overnight. he is a contractor and saw that and thought, okay, well, they will need to repair the

structural slab up under the pool that he is looking at. so he is thinking of telling his boss we'll have to remove pipes and other things, this job will be more complicated even if we're just coming in here to do a koz me cosmetic repair. so that is what was going through his mind two days before the collapse. >> and cnn has independently reached out about the report and a spokesperson for the champlain tower south condo association declined to comment. in an op-ed, "the miami herald" newspaper was critical of the construction standards at the time the condo was built. they wrote when we look at the images of the destruction in surfside, we'd be fools not to wonder whether slipshod construction and look the other way enforcement of that era played a part. residents of condos across

florida and beyond are watching developments here with anxiety about their own safety, ramifications of what happened in surfside likely are to be enormous. and drew griffin has more now on the investigation. >> reporter: as new evidence emerges of past inspections, cracks and potential danger, this short surveillance video remains the best clue so far as to how and why it fell in what forensic engineer calls a clean collapse. >> there was a pancake effect, so it was almost symmetric and vertical. and what that causes is the structure to come straight down instead of collapsing sideways or collapsing in any other trajectory, which would mean that whatever caused it, which is in-knunknown at this point, cause a clean vertical collapse of those towers.

>> reporter: but while engineers ten to speculate from afar, in reality the answer lies like the vehicle tells trapped under rubble. the 40-year-old structure was due for massive repairs. an alarming 2018 inspection report warned of abundant cracking and several instances of deteriorating rebar especially on the pool deck and parking structure garage under the building. according to the report, failed waterproofing was causing major structural damage to the concrete structural slabs below the pool deck and entrance drive. as dire as it may sound, several engineers cnn spoke with say that the 2018 report did not foresee a catastrophic collapse and minutes from the condo association board meeting the following month shows that town official told residents that it appears that the building is in very good shape. champlain tower south was in the process of recertification, a miami-dade county government

structural and electrical assessment of any building 40 years order. according to the condominium attorney, the building had multiple inspections and was in the process of extensive work which would have cost $15 million. structural engineer jason bore did not examined the tower last y year. >> i saw things that i typically see when we look at this investigation or study. i saw cracks in the facade, detear detde t detear dedoor ttear color race [. >> reporter: and now sending chills through residents in other aging buildings along this beach and beyond. inspections under way, voluntary vaccinations for their sister building and a railroad to find t rush to find the answer to why this building just fell.

engineers caution that that answer could yet be months away. drew griffin, cnn, atlanta. one resident who survived the collapse is filing a lawsuit against the champlain tower south condo association. steve rosenthal alleges the disaster could have been prevented if management had not neglected necessary repairs to the building. he managed to escape thanks to fire and rescue crews that arrived on scene. he spoke with cnn earlier about what was going through his mind when he learned the tower had collapsed. >> i thought it was an earthquake so i'm looking to see what damage there was across the street or were there fires in the city or something. and i saw there was no damage to the tennis court, to the house and other buildings and i'm going, this is probably because of the roof. we were doing some -- they were doing roofing work. that is all that came to mind. and then someone in another balcony said no, the building --

death here. it is very difficult. i just hope that we can have some kind of closure and hope that they investigate this and the people responsible are held to be responsible, held to be accountable. >> and later this hour we'll hear from sergio who lost his parents in this tragedy and was with them in their con toedo ju hours before the building collapsed. an unprecedented heatwave is gripping parts of the western u.s. and canada and bringing with it some of the hottest temperatures this well over a century of record-keeping. it has led many to seek relief in cooling centers. on monday all-team highall-time reported in many major cities including seattle where the temperature reached 107. more than 20 million people are under excessive heat warnings or advisories. so let's turn now to pedram

javaheri who has been following this closely. just shocking temperatures there. let's talk about how long people can expect to be living under these conditions. >> this upcoming week we expect to see these temperatures run about 10 degrees above average. but as you noted, these temperatures have been far greater than that in the last couple of days. 46 tho 46,000 days is how many days seattle has kept records of temperatures. top three warmest days ever, this past saturday, sunday and monday. you will notice all-time records from sunday into monday about 18 of them coming in on sunday between the northwestern states of washington, oregon, 21 in total going into monday and the all-time maximum temperature in the state of washington occurring there in dallasport which was 118 degrees, tying a couple other instances when we

have temperatures at this magnitude for that particular region. but you will notice again all-team temps from salem to vanc vancouver, washington. about eight miles from the pacific ocean sees 8 feet of rainfall every year. and the average temperature is 65 degrees this team of of uyea. and it was 112. an incredible heatwave. and you notice that it gets considerably cooler from homond down to 97, mind you the ampvere is 77, and next couple days around 90 degrees. and so how about 100 degrees across the most densely populated corner of the united states. but you notice the major cities whether into new york on into boston, temps 96 to 97.

. some early research on covid vaccines, a new study from washington university shows the pfizer/biontech vaccine could offer long term protection meaning people could in theory go years without a booster shot. but so far the findings are based on animal testing. another study shows mixing and matching the pfizer and astrazeneca vaccines will create a strong immune response but more research is needed to see

whether the mixed vaccine schedules which could ease logistical problems work in the real world. and the world health organization top scientist says vaccinated or not, everyone must still practice caution because the delta variant and others pose a major threat and vaccines only provide up to 90% protection against them. the u.s. which has been accused of vaccine hoarding is making a greater evident to share its supply. the biden administration is sending out millions of doses this week. and phil mattingly has the details. >> reporter: president biden and his white house team have made clear that their focus is still very much on trying to get americans vaccinated. but over the course of the last several weeks, the white house has really started to push out its international vaccine distribution programs both through western allies announcing that they would be willing to give 500 million doses which would be leveraged by g-7 countries to 1 billion

to covid-19. what the government is telling us, that we need to live with it, that the delta variant being so transmissible means that we may not be able to get to a situation of zero cases. so how do we live with it? boosting vaccinations is key and singapore wants to see at least two-third of its population vaccinated by august. and what is interesting about that, it compares with other nations in this region which show that vaccination levels at a much lower level in particular another area such as hong kong where the uptick of vaccination has been much slower. here in singapore, the focus is also on testing. for example, test kits will be made more readily available in pharmacies and singapore is also developing a breathalyzer which will help detect covid-19. alongside this, it will all be about making sure that we don't see further spread. so in the seam way that you meet

sunrise is just about two hours away in south florida. and rescue crews are working nonstop to find survivors in the rubble of that highrise collapse. 11 are confirmed dead, 150 others still missing. the wait for friends and families is excruciating. as the chances of finding anyone alive fades with each passing day, the nearby city of miami beach has canceled its fourth of july festivities out of respect for the collapse victims and their loved ones. and we're also learning more with those killed in the

collapse. among the dead are antonio and gladys lazano, married for 59 years. the couple had dinner with their son just hours before the building fell and he spoke with randi kaye. >> reporter: they lived on the ninth floor at the champlain towers. it had been antonio's dream to live on the beach. their son had dinner with them at their condo just hours before the building collapsed. >> after dinner, i hugged my mom good night, kissed my dad. that was it. no more. >> never imagining that would be the last time that you saw them. >> no. >> reporter: sergio returned to his condo in champlain east, same complex but two blocks away, only to be awakened around 1:30 in the morning by a

terrible noise. >> i thought it was a tornado. i opened the door. i told my wife, oh, my god, oh, my god -- she goes what do you m mean? the building -- what do you mean? my parents' apartment is not there. >> reporter: through tears he said that his parents' apartment wasn't there, that the building was gone. he says that he used to be able to see in his parents' kitchen from his own apartment. >> i could see my mom cooking from my own apartment when night would fall. their kitchen where my cdad woud sit and watch tv, it wasn't there. it is just leak like -- i don't know. >> did you have any hope that they would be found alive?

>> i didn't. just praying to god that they went quick and that they were together. >> reporter: when officials told him that his parents had died, he said that they were found together. >> i was told that they were in bed together. that is the end of a romantic story. they were together. [ crying ] >> reporter: they had been married 59 years, antonio was 82, gladys was 80. they first met in cuba when they were 12. after antonio came to the united states, he septent for gstladys they got married on the beach. and they often joked about who height die first. >> my dad would say to my mom, if you die, i don't even know how to fry an egg, i'm going to die.

my mom would say that if my dad would die, i don't know how to pay the bills. i always told my mom, don't worry, i'll do it. [ crying ] but they died together. it's not fair. >> reporter: next month would have been their 59th wedding anniversary. instead of planning a celebration, their son is planning a funeral. now more than ever, he is grateful for happier times like when he took his parents to europe and how his mom cried visiting the vatican. and he is also cherishing those final moments. he remembers one the last things his grandfather told him is that he was proud of him. >> you hear that news that same

day, it is just -- it is unimaginable. unimaginable. >> reporter: they believe behind two children, seven grandchildren, and two great grandchildren. a family that is in pain but at peace knowing antonio and glad decem glad dec gladys are tell together. >> they are just two amazing -- too totally amazing people. >> reporter: sergio has said that he has not been back to the building since it all happened, he can't bring himself to go back to that apartment of his. every team he opens that sliding glass door, he says that he would have a flashback of what happened that night and that building going down. also as far as planning his parents' funeral, he says that not only do they lose their lives but of course they lost out of their belongings. so now he doesn't have a pretty dress or a nice suit to dress his parents into bury them. he told me that he will have to go shopping now to dress his ted

conflict, ethiopia has promised to hold all accountable, but they haven't. we must warn you, what you are about to see and hear is horrifying. this is how many saw their loved ones for the first time. some beheading, others burned beyond recognition. for six months families had been denied access to the execution site. remains tell a grim story. corroborating cnn's original april. in the aftermath, this soldier tosses a jacket. notice the black and gray color scheme and blood stain. same jacket, same blood stain. the man who took this picture confirmed this jacket belonged to his brother which he found at the massacre seethe.

this video of bullet casings was also filmed at the seeite last week. and experts confirm that they were in line with bullets ethiopian soldiers would use, and it reveals the same location as the execution site. my the dissdistenk difference r in this new footage. and we also verified the digital foot footprint. it is a match. locals say that they have collected 36 i'd i.d. cards froe scene but others remain missing. and so the massacre could have been much larger. they believe the desecration of the bodies was a deliberate attempt to destroy evidence. and more video has emerged to shed light on the perpetrators. given to cnn by a pro tigray

organization, it reveals the nickname of the whistleblower and the rank and unit of those committing these crimes. and this is the or course of the soldier turned whistleblower. he names himself in the video twice. and names his unit and division. enough evidence for the ethiopian government to pursue an investigation, but none has been confirmed. the whistleblower gives his phone to another soldier so he can also be filmed carrying out an execution. with this level of detail now revealed, we ask the ethiopian government whether they have investigated and punished the perpetrators. we received no response. after the ceremony at the church, the families gathered to bury the dead in a mass grave.

their grief they say inflamed by their government's inaction. the identities of the victims are known, the division of the person trpetrators is known. hard to imagine how that enaction can be justified. for the months of this conflict, the u.s. and international community have said that they support an investigative mechanism that pairs the state appointed human rights commission with the u.n. office for human rights. it is clear from what we have been able to uncover there that that mechanism cannot possibly be seen to be fit for purpose given that massacre such as that months after it was first committed still there have been no consequences for the perpetrators and no attempt to provide any solace to the victims. what many have been telling us from tigray and around the world is that they do not trust the
