i did ask her how she was doing and how she was feeling, but i was wrong. i have heard charlotte and her lawyer and i understand what they are saying. but they read into comments that i made and draw inferences that i never meant. >> reporter: paula reed, kcnn, new york. joining me now, cnn's senior analyst. good have both of you on. good to have you. jennifer, 11 women now speaking out against governor andrew cuomo, and they interviewed 179 people and reviewed 74,000 pieces of evidence. cuomo is denying any wrong doing but this is an extremely thorough investigation.

argument. they all full under sexual harassment. democrats, some felt in the wake of al franken, you didn't want to rush to judgment. is detailed. when you have the entire new york congressional allegation, all the regional governors and the president of the united states, a friend and former ally of andrew cuomo all saying resign, the situation is untenable. >> you have speaker pelosi, schumer, governors from new jersey, connecticut, rhode island. the list just seems to go on here. >> yeah. >> do you think he can hold on politically? >> no. i think he's going to have to make a choice about whether he is willing to risk impeachment, and cnn's tallying the numbers. the vote count is coming in. it does not look good. we haven't had a governor impeached in new york since

1913. or resign. or possibly, he promises not run for re-election, and has an orchestrated time out the door. but his own lieutenant governor today denounced his behavior. >> you're making a very good point. but it's not like what we see with the presidential impeachment. you don't stay in office and when they decide. he has to temp rorarily step ase until they figure out what to do, and if they decide to conflict him, he mains governor. but if they do, he is already gone. >> this is not looking good for him. for all his effectiveness in many respects as governor, it's a challenging position, he has not ingendered an interpersonal

loyally. there is not interpersonal good will towards him, and that is proving to be the final straw when it comes to andrew cuomo. >> jennifer, some of the quotes here. squared and uncomfortable, freaked out. deeply humiliated. violated. this is how women describe the way governor cuomo made them feel. it is stunning. what does it say about the workplace office that it went on like this? >> the report is clear about that too. they interviewed 179 people, and said effectively that everyone had knowledge about the entire in the executive chamber with the exception of a few top aides said it was a bad environment, a toxic environment. people were uncomfortable. that is stunning. not just the women harassed but the entire atmosphere was a negative place to work, a

negative environment. so i think it really speaks to not just his actions with respect to women who have accused him but his ability as a leader to create an environment where people want to work. you jnt can't be an effective leader about the place that you want. >> look, norah o'donnell today of cbs evening news spoke to one of cuomo's accusers about the video response. this is charlotte bennett. >> his propaganda video was not only uncomfortable, but weird and unnecessary. >> why do you call it a propaganda video? >> it's not about anything other than protecting him and his office. it's not protecting new york. he is not speaking for new yorkers. he is not trying to do anything other than maintain the power that he has currently. >> in that video, cuomo showed multiple pictures of himself

embracing people over the years to show this is how he reacts to everyone. it doesn't answer the groping, imtim dags that he is accused of. what do you think of his response in the the video and her response after seeing the video? >> i thought the cuomo video was designed to try to put one specific photograph the new york times put on their page. he is a touchy feely politician. there are times that he is touching foreheads, et cetera. but it does not address the allegations, and there is an allegation of grabbing her butt and reaching into her breast. it's not the same universe. while he was trying to say, the old bill clinton argument, i

want to go back and work for the american people. there is a cultural divide i have not been sensitive to. it does not address the specifics of the complaint. >> and what the definition of is, is. that is what we're feeling with. jennifer, bah what's next? do you think that cuomo could be in criminal jeopardy? >> i don't think so, don. you have to obviously violate a skrimal statute. and the only one that seems to apply here in new york is forcible touching, and that implies genitals, breasts. there is one complaint by executive assistant that alleges groping under the top. but again, you're talking about a claim that is credited by investigators. it's a different matter to prove beyond a reasonable doubt that

held accountable for this? i spoke with an attorney, and she believes so. what do you think? >> i think so. i think it is a systemic thing. but i think he should be held accountable for his own actions and for creating that environment. this is a culture of abuse and systemic abuse that is very, very jarring. you know, reading this report, i'm still digesting it because there is so much there. his own formal council is calling for his recsignation. it takes a lot to the actually come to the the conclusions. but i think we finally -- very harsh reality. >> finally, did you see his video response? >> i definitely saw his slide

doing to liz cheney in wyoming right now. this is a party that cannot grapple with their past. and until you do that, you will not walk in the future. in 2022 in the congressional races f they are going to run these candidates, republicans will get their butts kicked, and they should. instead, they need to do what the democrats did tonight and find candidates that will work with both parties to get things done. but so far, you're not seeing them win the respect? >> yeah, mark is saying yes, jim may be correct. but texas. because there was that same defeat for trump's candidate in a texas election. how do you square the two results? >> well, the nature of the races were different, don. i think when you have a situation like you did in ohio. a big multicandidate field,

experiencing moderate to high levels of transmission. the washington post reporting that maryland doctors are basing for a surge in the coming months. what is your concern level? >> don, i'm concerned too. the delta variant is on the rise. it's on the rise in maryland and around the country, which is why i also agree with the statement president biden made today about how we have many of these governors, republican governors, taking a reckless position of banning mask mandates. it's one thing not to impose one. it's something else altogether to say to businesses or to local school districts or officials you may not require masks indoors as the cdc may recommend. so i think we have a long way to go, clearly to finally defeat this virus.

the congressional gold medal to both the capitol police officers and the d.c. metropolitan police officers. we did that by unanimous vote in the united states senate. i'm still disgusted by the fact that in the house of representatives, you had a number of republican members who really disgraced themselves by opposing awarding the congressional gold medals. as you said, we see the continuing toll of the trauma from that day. the very least we can do is recognize the heroism of the officers, and beyond that, beyond the gold medals, the four officers who testified in the house asked, we have to get to the bottom of everything that happened january 6th and hold people accountable. >> we covered a lot. i have one more thing to talk about.
