with water. >> look at this number, almost 200 miles stretch of land there of emergencies of portions of new jersey and onto new york and in place there going onto thursday morning. flash flood emergencies only a handful with issued per year and often you will see them with over topping of ada dam or levy. you have catastrophic flooding taken place. those are some what common. these won't happen every single day, this expansive of an area in the most populated region in the u.s. makes the story that much more serious across the east here. we'll watch this as we see additional rounds of rainfall coming down. we are seeing several tornados responding this morning as a result of what's left of ida.

we are going to watch this with 70 million americans underneath these flood alerts spanning the northeast and the u.s. >> so this is what i got, correct me if i am wrong. let me find my glasses. here they are. how much water fell in new york city area wednesday night and this is an estimate. if you assume 6.8 inches of rain fail equally, that would be a whopping 3.5 billions of gallons of water falling in the city. that's a lot of water. >> i believe it was 35 billion. we calculated the number. it is incredible. flooding is among the deadliest weather events.

>> the rain is for the first time we talked all night and morning, the rain is slowing down here. there i am concerned about connecticut, rhode island and massachusetts. we got reports from yale in new haven, the campus is completely in the dark and power outages and floodwaters getting into the dorms at yahle. the problems in connecticut and 95 in connecticut and floodwaters and submerging cars on i-95. the story shifts north ward and you have so many rescues underway in new york and new jersey. that's what we are hearing

standby brian, john avlon is joining us now. i got a cue that you are here, i am not sure where you are. tell us where you are and what you are experiencing? >> reporter: new york. i am outside the city right now. as you know, don, i work for the mayor of new york for many years, i am looking at this from emergency management and infrastructure perspective. folks who don't understand, super storm sandy was a cannery in the coal mine. we have seen in recent years and months routine storms flooding the subways which are already over taxed and you see the videos of water rushing down. this is not only in low-lying ar areas. as brian just pointed out, this is not only the most densely populated regions in the country, we are seeing north carolina overwhelming new york city streets and subways.

it just does make the urgent case that our infrastructure is not prepared for this new normal. it is overwhelmed by the climate crisis. the damage from this is going to be a ton of water. gallons of water flowing into new york city in a few hours. this is an extreme example of what's been happening on the smaller level, it makes an urgent case for investment and infrastructure now. we can't wait as a country. >> look out the window as i was preparing work. do you see this rain, it is coming down in sheets, i don't think you understand what's going on outside. i didn't until i get out. you know where we work at hudson yards. when i got here was high ground and maintained and drainage is all new.

the water was flowing here like i have never seen before throughout the city. what's happening in the city tonight, i think is unprecedented for a storm that did not hit this place directly coming from the atlantic. you know what i am saying? >> where you are from louisiana, the storms and the infrastructure have been overwhelmed. this area are more routinely hit by hurricane. to overwhelm new york city in this way is unprecedented and not only the degree of weather which is how folks is saying this is extreme summer weather, no it is not. you look at the history of the city, this kind of flooding is not normal. this is an extreme example of that. new york city's subways are

overwhelmed. the streets and the roads. the night of the concert a few weeks ago when we did have a closer to a direct hit, before that, before it made landfall, i was driving on jerricho and long island and the streets were flooded there in low-lying areas. this is overwhelming, the new york city infrastructure. this is going to take days and weeks to fix. the nta is overwhelmed and it is a screaming need for federal investment to mitigate the effect of the climate crisis, that's what we are seeing here. >> john avlon, thank you very much for calling in. i want to get to shimon

on 87 driving south, we were in albany passing the extension of moratorium. about 30 minutes in our drive, we could not see through our window. we tried to find a motel to stay in. it took about 45 minutes to do that. right now i am in hudson new york. i have been up receiving so many vid videos and complaints. so from places like mount vernon to castle hill and river dale city island which many people know it is a place surrounded by water is frankly under water and cars are under water. it is really been managing that and trying to calm people down but it had not stopped as we got on the road several hours ago.

. we are back now to our live storm coverage. mayor hector lora declares a state of emergency. he's joining me now. >> thank you very much. >> where are you? >> you can see behind me that we are experiencing some intense flooding. there are two vehicles that are stuck there. two individuals were rescued there. not every incident resulted in a complete rescue. we had a loss of life. i am presently going to our tenth street where our river ba banks pressed. i am having people evacuated from the area and brought into city hall. i am traveling with our police department. it has been very difficult

oo evening. the storm took a turn for the worse. the efforts of our police and fire emergency responders resulted in lives being saved and rescued and residents listening staying indoors and following the latest updates on the news of course. unfortunately again, we did have a loss of life in the city. >> walk us through that, i got a note saying that we are now retrieving bodies. i guess you were helping people but then how did that loss of life happen? >> we set up barricades in areas we had expectations and we had storms in the past and vehicles go through the barricades and sometimes they assume that they can make it through.

it was caught in one of those areas by the state. our firefighters respond ed in way it would rescue two vehicles. an elderly gentleman was unable to be rescued and car was taken by water. firefighters dragged under the vehicle and it became impossible to reach the vehicle as water rose above six and seven feet in that one area. we just recently were able to retrieve the body and pronounced the death and informed the family. we are now hearing more reports. we have unconfirmed reports of other individuals that may have been swept through this storm into the river. we have divers into the scene right now. our rivers have gone over the banks on tenth street. we are currently evacuating

individuals who are in downtown right now. >> this was predicted that there would be bad weather. mayor, i don't think anyone predicted that the water would come down so quickly and there would be such flash flooding in the area. obviously catching your citizens off guard and i am sure you as well. do you have enough resources right now to help people? >> that's a great question. we received a phone call from governor phil murphy extending resources or assistance that we need. we begin planning as early as monday. we had all of our police officer and emergency responders and we took the pragmatic approach. you are right, there is no way

we could have predicted how bad the storm would get. the intense rainfall and the concentration of water result in trees coming down. the winds are what's causing trees to come down. the saturation of the ground and roots and trees coming down, we were getting reports all over the city where fires responding. i have said it before, cars can be prepared and property can be replaced, the loss of life can't. today as a city and a community, we are dealing the loss of life in our city potentially more. we know this storm have devastated our state all over. again, i want to commend the efforts of firefighters, police and emergency responders, we unite together. they are beyond heroes. their efforts have saved countless lives.

s we are looking at conditions we have not seen since 2010 in irene. we need to make sure that we get these people out this evening. i made the call to evacuate individuals now. we'll be working through the night to get them out the area. >> mayor, i want to let you go. i want to keep the pictures up for you. you can see how high that water is to some of the cars. it is up to the windows. it is unbelievable. this is on the streets of passaic where the mayor there unfortunately hector lora said at least one death and possibly more as he believes some folks are swept away in the river. they went out on the rescue and rescued some people in the car and there was a 70-year-old gentleman where unfortunately rescue could not get through and it became so dangerous for them. almost at the top of the car in the background there.

so kind of hanging out in the lot, until some of these roads open up. >> so take us through it. how fast did the water come up? as you were driving, you could see it? what happened? >> yeah, as i left the restaurant, there was about a foot of water in the streets. got in my car, turned around to try to get to route 3 and as i got closer to route approximate 3, i saw cars ahead of me. the water was up to the bottom of their trunks, middle of the car. and i pulled a quick u-turn but did that in about 2 to 3 feet of water. never did that before and it's very -- you can lose control pretty quickly. >> uh-huh. >> i've never seen rain come down that hard, ever. >> yeah. so you were -- you have been stuck for five hours. what are you gonna do, anthony? >> i'm going to wait here. i told my wife i will probably see you when the sun comes up. so i am going to sit here and wait till route 3 opens. one of 'em has to open. i can't go -- i can't go east or west so i am kind of stuck. and, you know, i got to get up early to work. i work for the power company.

so we probably -- am going to have storm duty tomorrow. so either way, it's going to be an early morning. >> well, i mean, you should know if you work for the power company, you have to deal with these emergency issues. you said you've never seen rain like this come down so quickly. >> 63 years in new jersey, never saw rain like this in new jersey, ever. >> did you see other folks who were stuck out there? i know you said you saw some cars with the water was up to their trunks. but did you see people who were just stuck in the water? >> we all kind of managed to get out and i sat on one of the highest points for about an hour, in front of somebody's house. but i saw all those people get out but there were people stuck because i saw police cars go down. and next thing, there were flatbeds and when the water receded, i think they were pulling some of those cars out. >> are people trying to -- i mean, listen. we were here in new york city. our correspondent here saw people stuck in the subways because they are not moving. the roads obviously in big trouble there, as a state of

emergency in new jersey and also flash-flood emergency, as well. so are people trying to get into hotels? are you -- have you tried -- have you gone that route -- route? >> i haven't done that, yet. but listening to the radio, there is a lots of people like me sitting in their cars for hours on the turnpike on the parkway, on route 287. so this -- this just overwhelmed the highways. >> uh-huh. so, if you work -- if you work for the power company, what i want to know is that -- did you guys expect this? or is that not -- >> yeah, yep. i don't know if we expected the -- usually, we're more concerned with the wind. um, and things like that. that are going to take that -- take out the power. we do have substantial i think outages today in new jersey with all three companies. but this -- i think it was yesterday, yeah, we were prepared. we were all on -- we were all on storm-duty prep as of this morning. so the -- the power companies are always a day ahead and a step ahead.

>> yeah. well, john, we wish you nothing but safety and best of luck getting home. we appreciate you joining us. be well. >> thank you, don. >> thank you so much. thank you very much. so tlhere you have it. stuck in his car for five hours and that's kind of the story of what's going on here. you have people who are still out stuck in the subways in new york city. they don't know how they are going to get home. the folks who work for the mta say they are going to eventually get people out there, but they have to deem it safe first. states of emergency in new york state and also in new jersey, as well. there is a state of emergency here in new york city. and all over the northeast, people are dealing with the results of the -- the remnants of ida and they are dealing with lots of floodwater, lots of wind damage. there have been some deaths. we won't get a full grip of it until the sunrise, when emergency workers are able to -- um -- assess the damage of all of this. what a couple of hours it's been for the folks here.
