this is cnn "newsroom". welcome to our viewers here in the united states. and around the world. thank you for being with us. we wait to hear the ruling. on the future of 15 year-old russian olympic skater kamila valiyeva. tested positive for a banned heart drug in december. it came to light last week. after she already won a gold medal part of the team event. a news conference in beijing is expected at any moment. reporters have gathered in the room there. where officials will make the announcement. expected at any moment. you'll see it here. when it does. we wait for that let's go to bei beijing bureau chief. following this from the beginning. we may have to jump out at any moment and go to the news conference. we wait. what are we expecting to hear?

>> the ioc clarified a few key points about the case. this decision you are about to hear is going to be narrowly focussed -- >> sorry. we have to cut in. let's go to the news conference. >> the court arbitration for sport actually the division of the court issued its decision in the procedures relating to the figure skater kamila valiyeva. in charge of the matter has decided to let miss valiyeva continue her participation in the olympic winter games beijing 2022. it means that no suspension should be imposed on the skater. the panel has given reasons for the this decision. we try to summarize them. first, it has a firm the jurisdiction and the jurisdiction of the division. and has overruled a preliminary

objection raised by the athlete and russian olympic committee. in this regard. then the well aware of the rule on mandatory suspension. but as determined the athlete should benefit from the following exceptional circumstances. first the athlete is under 16. and is a protected person under the world antidoping code. the antidoping rules of and the world antidoping code are silent with respect to provisional suspension imposed on protected persons. why these rules have specific provisions for evidence of for different standard of evidence and lower sanctions in case of protected persons. the panel was therefore concerned that if a preventive suspension would be imposed on the athlete. and later the end of the day

after the completion of all procedures, she would not be sanctioned or have a lower very low sanction. the suspension would of course serious damage. the panel considered fundamental principles of fairness and harm and balance of interest between the applicant and athlete who didn't test positive during the olympic games in beijing. but still subject to a disciplinary procedure on the merits following her positive antidoping test. and the under gone in december 2021. in part the panel considered that preventing the athlete to compete at the olympic games would cause her ir repable harm in circumstances. the panel emphasized there was serious issues of untimely notification of the results. of the athletes test performed

in december 2021. that impinged upon the athletes ability to establish certain legal requirements for her benefit. such late notification was not her fault, in the middle of the olympic games. the late notification is extremely unfortunate. as it affects not only the athlete but those organizers of the olympic winter games. in other words, we will not have this case and not be here if these antidoping test procedures would have been completed in one week or ten days as it is generally the case for example at the olympic games. the division was requested to determine the narrow issue as to whether a provision suspension should be imposed on the athlete. it was neither requested to rule on the merits of the case nor to examine the legal consequences related to the results of a team

event in the figure skating. such issues will be examined in other proceedings. and not necessarily cast. quick final word, this decision has been rendered by three arbitrators specialized in sports law. working outside any kind of pressure or influence. all though they have a specific nationality. these three human beings operate under one flag. the flag of the court of arbitration for sport. this concludes my report. thank you very much for your attention. >> i guess they'll be no questions then. we heard the decision from the court for sport. that kamila valiyeva will continue to compete at this years winter olympics. let's hear back now. steven james live in beijing. and patrick world sport standing by. let's start with steven. they talk specifically about

whether or not this provisional suspension should stay in place. and be not allowed to continue to compete. they listed a bunch of reasons. the fact she was under 16 and the protected person seemed to play a big part in the decision. >> that's right. age is a factor. even before the ruling was announced. we have been hearing from experpts that age is factor here because she's a minor. so the that was why there's a separate investigation going on regarding her entourage and also you have heard because she's a minor. any potential sanctions she may face from that separate investigation on her case may be reduced or maybe she will not face punishment at all. because of that, this three person panel says it's unfair to impose that temporary ban on her now. this of course is a very narrowly focussed decision as the panel emphasized it's not

really drawing any conclusion on whether or not she has committed a doping offense. and also as you have heard, also not ruling out what will happen to the russian gold medal from the team event last monday. one day before her positive test result returned. it seems to me that the panel has been really siding with the russian authorities. a lot of the arguments including for example valiyeva has been passing her doping tests after the december 25 date. that was when the positive sample was collected. and she has been testing negative since she arrived here in beijing. for the winter games. and also they said of course the circumstances surrounding that positive test result that is how unusually long it took the lab in sweden to return the result is also a consideration. that is obviously not giving the athlete and organizers and other people involved a lot of time to prepare the legal defense. all the factors take into consideration the panel says for now they decide to let her

continue compete. in the winter olympics. and according to ioc that set earlier if she wins on tuesday, she could conceivably get a new medal and but as they have also said if the separate more thorough process find her guilty of doping later, that medal could be revoked. even with the decision being announced there is a lot of uncertainty surrounding her future. >> viewers just joining us there has been a decision in the kamila valiyeva case. she will be allowed to continue it compete in the olympics. a decision on the gold medal she already won will be made at a later date. does it sound as if she's got off easy? >> it's an extraordinary story. we were watching this closely this monday. the age let's not forget. just 15 years old. i think this is the question for me, when we come back to reflect

on the 2022 beijing winter olympics, how will we conclude, how will history come to judge this particular set of games? it's quite extraordinary. particularly taking into account russia history of state sponsored doping. allegations back to 2014 winter games in soech. russia hosted in that year. russia denying allegations. and worldwide ban that followed. that's why athletes who are russian competing at the games have to do so under another name. not under the guise of russia. just to put it from an athlete perspective. what's it going to be like for her competing moving forward? the cloud over the games. how will she be able to focus with this hanging over her? what impact will it have on her performance. pause no one denies her ability at the highest level when it comes to the fine echelon of her

sport. this is one that i have been thinking about. how will other competitors react to her? we have seen instances of this at the summer games. swimming events. how will competitors react. how will limited fans in the stand watching these games. what sort of reaction will we get from them? it's all going to be fascinating to see. how this plays out. we're watching development closely. this monday. so see how it pans out. more q we want more questions answered. no doubt the games are tainted. no question. >> to touch on something. this is the show interesting point. she rose to the top of the sport in just a few months ago. the darling of the figure skating world and fated everywhere she's gone. seen as a phenomenon. it's quite a dramatic fall from the heights. just a week ago. >> yeah. exactly. we learned a lot about this in

the coming days. that positive test it was last year. and christmas day. it was december 25. and has been in the spotlight. she hit global attention when she won that first gold medal. and steven was saying earlier not impossible to add to her medal count as well. moving forward. look, when you factor in the history of the country this is what i think is so much in play here. russia history of state sponsored doping going back to 2014. all those aelss that came out on the word wide ban. and russian denial. 15 years of age, the eyes of the world upon her and now we know this is highly significant. the fact that her entourage the adults around her are going to be scrutinized by the world antidoping agency. investigations there. there's so much more to come on all of this. >> to you, what happens next for kamila valiyeva?

does she compete -- continue to compete in the winter olympics. when do the other investigations begin into the gold medal? when can the teams compete against the russians when will they know what medals they'll get? >> that is a very good question. i think the separate process the thorough process has already started. according to to our understanding. it's going to take much longer to complete. that's why this uncertainty over the now suspended or delayed medal ceremony will really cast a shadow on the russian team but other teams that won the medal including u.s. that won the silver. we were talking to nathan chen who was part of the team usa. he the medal ceremony has been such a special part of the olympics. so not being able to have that moment to share with the team is actually a big regret. or will be potentially. that's why the ioc itself says this is not a very satisfying result. or out come.

they wanted to have everything all the issues resolved once and for all. obviously they couldn't get everybody on board for that to happen. you heard the announcement just now. the panel the people are trying to stress their independents and fairness. they know no matter how they rule they'll upset some people. >> somebody is always upset somewhere. thank you both. we'll stay with the story. sports analyst in beijing. joining us now for more on this. great to see you. i wonder your take on the decision? does it sound fair? leniency, how do you see it? >> great to talk with you. we just came out of the process conference room. it was a sympathetic decision. looking out for a 15 year-old. a protected athlete. as the rules say. if this she were older than 16. not a minor, they probably would

have ruled differently. because of her being young and also because -- this is interesting, we hadn't talked about this. because the test that she took was christmas day. december 25. and didn't get the result until during the olympics, february. what the court was saying she didn't have enough time to mount a defense. while we're looking at russian incompetence or maybe some kind of crazy stuff going on and uncertainty, they looked at it as the athlete not having an opportunity to defend herself. and i think that's an important distinction. this doesn't mean by the way that at the end of the day in six, eight, ten months. when ever. should he win the gold as she's favored to do. that doesn't mean she'll keep the gold. this means i guess kicking the can down the road.

in other words a bigger more important case will be coming in front of the court for the sport. no time for it between now and the women's short program on tuesday. but that case will be about the merits of the case. the testing sample. why the delay. and it will look at everything. and that anything could happen there. we have seen gold medals taken from athletes for all kind of doping violations. london, beijing. rio. and that could happen here. the bottom line is she's competing. she'll be in the short program and long program. expected to win. we have a story unlike any other for another five or six days. >> it never ends. i'll put you on the spot. apology in advance. talking about the heart drug she was found to have taken. it's to monitor heart conditions and give an advantage at high altitudes. like beijing. is there ever a defense for

taking this medication? for an olympian. >> no. there's never a defense for this. this is a very significant drug. this drug is banned in the united states. this is a drug that is heart medication. it's used to treat angina. she's 15. you can -- i'll let people figure out if she has angina or not. one banned from tennis. the same drug soviet souliers were using to stay awake and alert during the afghan war. so that's where we are. you're asking me. i would have said she shouldn't be competing here. total sympathy to the 15 year-old. the adults in her life did this. the adults should be looked alt and they will be. her coach and others. her team around her. because she's not making these decisions. the adults are. so for me, i think this is a

a russian invasion of ukraine appears to be inching closer by the hour. officials in the west say a diplomatic solution is possible. german chancellor the latest european later to head to kyiv and moscow to end the crisis ask avoid war. expected to touch down in the coming hours. u.s. president biden held another call with ukraine president on sunday. vowing u.s. will act swiftly and decisively in response to aggression from moscow. the kremlin showing no signs of

between the u.s. and ukraine president. >> when presidents zelensky and biden spoke sunday. zelensky made a significant ask of the american counter part. suggesting that he come to the ukrainian capitol as soon as possible. to help calm the situation down. we are told by u.s. officials that that is extremely unlikely. but this is what president zelensky office said that he told president biden. i'm convinced that your arrival in kyiv in the coming days which are crucial for stabilizing the situation will be a powerful signal. and contribute to deescalation. now, that is a near impossibility. because right now, the u.s. is trying to get as many as citizens out as possible. it's removing non-essential personal from the embassy and moving core diplomats no the country and asking americans to leave ukraine as soon as possible. now on this call we're told by a senior ukraine official who

spoke with our colleague. that ukraine also asked for more financial aid. and more military aid. we have been hearing from ukrainian military officials that despite the tons of military assistance that has come in from the u.s. and other countries over the past few days they are in need of sophisticated weapons. particularly antiaircraft against helicopters and fighter jets. this highlights the careful line president zelensky has been walking in agreeing with the u.s. assessment there is a significant threat coming from russia. but at the same time down playing that threat. in order to not cause panic in his population. and prevent chaos. we saw that on full display on saturday. when president zelensky visiting ukrainian military exercises. and in speaking of the new u.s. intelligence that talked about russia invading ukraine. president zelensky said he needs

to analyze the information and he has other information. so this difference in tone from ukraine and from the u.s. continues. growing threat from russia. >> russia military build up has been compared to troop movement during the height of the cold war. when nato and u.s. intelligence officials pore over images taken by satellite and spy planes. these days, social media can reveal a lot about what the kremlin plans to do next. >> this is just one element of the russia armor gathered on three sides of the border with ukraine. tanks and infantry fighting vehicles parked near ukraine border near the russian town. these videos posted on social media confirm from different angles and located by cnn. the russian build up includes heavy armor. including elements of the elite

first guard tank army. moved to within 20 mile of ukraine. also on the move a substantial number of short range ballistic missiles. with the range of some 450 kilometers. long columns of military vehicles rumble along a highway. a cnn analysis of the russian movement shows the extent of the build up. in crimea, to the east and north of ukraine. and in belarus the russians have released video of the large scale exercise being conducted with forces. exercises that include top line russian hardware. among the equipment being paraded. defense systems and ground attack aircraft. those exercises are extensive. according to nato the largest russian military presence in belarus since the fall of the berlin wall. cnn has also located russian military movements along way from the exercises in the far

southeast of belarus. and just over ten miles from the border with ukraine. this convoy including multiple rocket systems headed south in the last couple days. a long way south the russian navy has begun drills involves 30 ships in the black sea. exercising in black sea a mix of forces that include several large ships. the latest satellite imagery shows a build up of troop accommodation and units close to the black sea in crimea. altogether the analysis of video from russia, when added to fresh satellite images, shows a relentless build up of forces that seems almost complete. bases are emptied and unit take to the roads and rails. >> in the last ten days or so we have seen an acceleration of the build up and the movement of russian forces. of all varieties, closer to the border with ukraine. in position where they could launch a military action very

33 minutes past the hour. welcome back everyone. a seven day protest and occupation at the busiest border crossing is over. fi officials in detroit announce the bridge is now fully reopened. earlier on saturday police began a crack down on protesters opposed to pandemic restrictions. dozens arrested. vehicles seized and we were there. >> the main protest that took place here in front of the bridge is clear. police here in se they made 25 to 30 arrests. charged with criminal mischief. a few cars were towed. amazingly nobody was injured. there were no police officers or protesters that were injured throughout the entire ordeal. it was a lesson in patience on the part of police agencies that responded to the protests.

police now dealing with the ongoing issue of keeping that bridge open. that is their first priority. and ongoing priority. it's a very long stretch. about a three mile stretch. of surface streets from the bridge here in canada. to the main transportation corridor. highway 401. they will have to secure. that's what police are doing now. trying to figure out how to secure the area. all the side streets that lead to the surface street. and keep protesters from blocking traffic in that area. and on the bridge itself. in the days ahead. they have to coordinate with the u.s. and the state of michigan to make sure that all the pieces of this massive puzzle come back together. >> thank you. live to toronto. with the disinformation project at the university. she spent years studying the narrative and conspiracy theories in canada. thank you for being with us. >> thank you for inviting me.

you to motivate to go out and actually participate. in convoys or protests such as this. this is really long standing. because we have been in lock down for so long. everyone social group has been on social media. articulation of the ideas and freedom and lack of freedom because of the the mandates here in canada has really been resonating with people and being attached to conspiracy theories and ideas of like one world government and the great reset. motivating people to be heros to save canada. and save our nation from interpretation of tyranny. >> it's interesting you bring up the motivation. for some of the protests. i want you to listen to what some protests are saying. about why they occupied ottawa. >> ending all mandates. it's been two years of this stuff. evidently it's not working. we all need to get back to normal. >> our freedom at stake here. they're treating us like something we're not.

basically. trying to do our part. we understand the economy is coming to a halt. >> okay, let's start with the mandates that aren't working. the covid death rate in romania. with low vaccination numbers and no national response. to mandates. it's three times higher than canada. per 100,000 people. as for the economy at a standstill. moving into 2022 economic activity will likely remain robust. above trend growth. expected to lower the unemployment rate further. i guess fact and reality doesn't matter for much of this. is there a common thread to the antigovernment protest groups joined into this? they live in a world nothing is true and anything is possible. >> it's really first of all they need civics lessons. the government actually didn't -- it's not federal. each province has rules. the approach to this is that when you are talking about ideas of freedom and wanting mandates

to end, i think everyone is frustrated as the mandates that we have been facing. the truth is the that it's linked to so many other things. when we look at the social media or watch their video channels we see that what they are articulating this is far greater than mandates. it's really about tyranny and frustration. and fears. when you think about the conspiracy theories or social mobilization such as this. it's really inherently someone feeling a sense of disaster. one thing going wrong after another. and they try to find a reason why this is happening. and so who is in control of this issue? here it's been articulated by populous governments and protests. against mandates. it's articulated it is our prime minister. and it's not focussed on the government as a whole. but the individual. so there's a sense of what we call social heroism. that you know you are going to

be os stra sized and attacked and friend might stop talking to you or lose yor job. the most important thing is to fight to save can ta from the tyranny. it's attached to ideas of populism and patriotism and nationalism. >> we have the protesters cleared from the bridge. still thousands of them in downtown ottawa. jamming the streets there. how does this end? there's been a deal made between the protest leaders and police. >> they're retracting that. sorry. >> how does it end? what's the end look like? >> that's something that will be questionable. at this point. the agreement that you are talking about they are declining they made the agreement with the mayor. and so they're not saying they will do that. there's chatter on the social media to go back to windsor. and take over of the bridge again with even more trucks. and this is just going to continue. what could happen is that the

prime minister could enact emergency act rules here. and declare marshall law and try to end this with military and police. he could have more populism at the end of this. with the government people who are supporting them from various parties. and encouraging them to be a part of this. and the encouragement they are getting from other countries jumping onto this. or fizzle out in a bad way. they articulate that they are peaceful and generally it has been. but these ideas of freedom. they have hot tubs set up and bouncy houses set up. it's becoming something that's an occupation. much more than a proest it. they moved in. and it could end with tomorrow i know that trudeau had a meeting. there could be a declare of emergency tomorrow. >> i guess let's hope -- we'll see. it doesn't seem to be heading
