center. rescuers evacuated 37 people. they say two were injured. and meanwhile the city is under a curfew until thursday morning. russia intensifies its strikes on residential neighborhoods. mainly the out skirts of the capitol. and against that backdrop ukraine president zelenskyy will deliver a virtual address to the american congress in the coming hours. expected to ask for more military aid and no fly zone over the country. he's asked for ha repeatedly. but nato resisted from the beginning. source tells us the u.s. will announce another $800 million in security assistance. president biden traveling to brussels next week. will discuss russia invasion of ukraine with nato leaders. and extraordinary in person summit. despite the fighting in and around kyiv, the prime minister of poland and czech republic made their way to the city to

building. kyiv mayor wore a jacket as he walked through the streets surveying the damage. >> we never seem to leave. it's our home. we defend. our children, family. our buildings. our city. and our future. >> the curfew in kyiv is intended to prevent civilian casualties. people are not allowed to leave their homes without special permission. unless they are heading to bomb shelters. authorities in the eastern city of kharkiv say one person was killed in strikes on tuesday. officials reported 65 instances of shelling in a single day. with 600 residential buildings destroyed. to the south, the deputy mayor says russian forces are holding doctors and patients against their will at a hospital there. >> the russian army used the doctors and patients as hostages

in this building. so we do not have access to them. and of course it's war crime. >> ukrainians are fighting back in. these satellite images show the airport where ukraine military has destroyed at least three russian helicopters. and a number of vehicles. the russian advance is stalled in parts of ukraine. even as russian forces pound cities with shelling. western observers say moscow initial play book for invading ukraine had not gone according to the kremlin plan. we look at why this invasion is not unfolding the way russia predicted. >> russian still having a devastating impact on civilians in key cities.

that no fly zone? >> i have to to be honest. there's not much that can be done. if the no fly zone is not imposed. that is as clear as day to the military command here in ukraine. and to every day citizens. we need the no fly zone. otherwise the russians will not stop bombarding cities. killing our people. and destroying the infrastructure. no fly zone is crucial. for the survival of the ukrainian state right now. we are not asking for the major states to intervene directly. we understand they are not willing to get involved. we do have tough feelings about that. that's different story. we can impose this no fly zone. as long as we get the equipment necessary. the jet ands air defense systems. that can help us cover our sky. >> so you can impose a no fly zone yourself but you need

additional weapon ri and help. is that -- president biden is expected to announce further aid. is your expectation that part of the package would include surface to air missile and that type of heavy weapons that you need to impose a no fly zone? i assume you also welcome fighter jets for instance the ones that poland was willing to give you through an american base in germany. >> yes. we very much hope that we shall be getting. that is the major thing that we need. all the other things are additional. if we don't have the no fly zone or the jets and air defense systems that can help us establish one. and doesn't really matter. that is actually the crucial. we are doing quite well on the ground. that ukrainian army is pushing the russian army further from the major cities.

they pushed the russian army on the ground from kharkiv. the russian did get into the city on the ground. they continue to bombard and destroy from air. bombarding and destroying maripol from air:. that's pain in my heart. they're trying to bombard kyiv. the air defense is better than other major cities. we see missiles hit by the ukrainian air defense system every day now. three days in a row. another residential building has been hit from hair. we need the air defense system and jets. it's a the polish jet situation has been taken so long to get resolved. we could have got the jets. and saved lives. within the last week if we got the jets earlier. >> so, where do you see --

what's the best case scenario for you know obviously the nato allies have said they will not enforce any no fly zone. the weapons you need to enforce it yourself that puts you in a much better defensive position. let's look fard to a potential -- exit here. from this horrific conflict. what form could that take if the ukrainian military is able to defend itself against russian jets and air strikes? what'sth possible off ramp here. in your opinion. >> only way for us to survive is to win. in this war. there's no other way. we need the russians to surrender and accept they are losing this war. and the no sense war. we need to win. there's no other solution to this. every time we do try to make some sort of peace agreement with russia, they take it as a

sign they can go further. this is what happened in 2014. when they annexed crimea and didn't get a tough enough reaction from the west. this is happening now. we need a win in order to ensure we can continue building our country. rebuilding it now. >> i wonder did you expect the russian invasion. so few people actually did. because of exactly what you're laying out. it doesn't make much sense. ukraine is a huge country. on the ground the russian military would have a hard time holding any territory. did you expect vladimir putin to go this far? >> i'll tell you this, we were getting many reports they were planning to invade. week ts leading to the invasion. i did make plans to my son. i talked to his father saying he make sure our son is safe. if the war starts. we were kind of preparing to that. on the other hand it did feel unrealistic. it still feels that way.

three weeks ago exactly i had my life. i was living in my house. with my son. i was living a regular life. i was building for 20 years in kyiv. and now it's all gone. i cannot stay at my place. i haven't seen my son for three weeks. my boyfriend is with the army. i don't know where he is. and i'm able to see him again. it feels surreal r. that is just making so very little sense. i would say that we knew that the russians hate us enough and the fact that we are trying to build a democratic state. close to the russian border. they hate it enough. we could never imagine missiles hitting the city of kyiv. that's unthinkable. we could think they can try to go further in don bas.

expect from the meeting. >> yeah, this is a very last minute hastily arranged meeting of the nato leader. here at nato headquarters next week. and president biden will also be meeting with european leader. all in effort to discuss of course the latest assessment of the russian military operation in ukraine. when they meet next week it really is going to be a discussion of what are we seeing on the ground. how is this affecting potentially nato security, european security. and how can we try to deter any potential aggression by russia against the nato member states. we know that countries have been sending in weapons. to ukraine. steadily over the last several weeks and months. ukraine wants more. they have been asking of course for the fighter jets for the surface to air missiles. heavier weapons they hope can make a difference in the conflict. importantly president biden is expected to announce additional

$800 million in security assistance to ukraine. today when he's going make remarks following president zelenskyy speech to the u.s. congress. we are not clear yet on what that security assistance will entail. officials have declined to preview what the new systems and weapons will include. we are told they could include armed drones. that is something president zelenskyy has been asking for. that would bring the total if he does announce $800 million in security assistance bring the total to $1 billion that the u.s. allocated to ukrainian security. just in the last week alone. 2 billion in the last year. pretty significant. obviously president zelenskyy and ukraine are asking for additional assistance from nato. including the no fly zone. it doesn't seem like that is going to happen. there's a defense minister here today at nato. they will be discussing of course the latest assessment on the ground and of course how

welcome back. the russian journalist arrested after that dramatic antiwar protest on live tv is speaking out about what she endured in police custody. >> indeed difficult days of my life. i spent two days with no sleep. the questioning lasted 14 hours. i wasn't allowed to contact relative or friends. i was not provided with legal assistance. i'm in quite a difficult position. >> so far she's been spared prison time. she was fined 30,000 rubles. $300. that fine wasn't for breaking onto the tv set. it was for message she recorded before the protest.

>> the russian people think it's only in our power to stop all this madness. go to the rallies. do not be afraid. they cannot arrest us all. >> her protest on monday came with a crack down on antiwar messages in russia. a new law passed earlier this month allows up to 15 years in prison for anyone convicted of spreading what the kremlin considers fake news ability the invasion. for more i'm joined in london. is she -- is that the extent of what authorities will do to her following her on air protest? do we know? >> we don't know. people are concerned about this, as you said. there are two charges. one relating to the prerecorded message that was after her arrest. after that protest on the main evening news on russia. she was fined 30,000 ruble.

the mayor says residents will only be allowed to leave home if they have a special permit or headed to a bomb shelter. meanwhile ukrainian president zelenskyy will address u.s. lawmakers in the coming hours. expected to ask them for more help including additional weapons for ukraine. and no fly zone. something that has many of you know the u.s. and nato have ruled out so far. cnn has learned that the american president joe biden is expected to announce even more security aid. after zelenskyy's speech. the white house also announced tuesday that president biden will travel to europe next week to meet with world leader and discuss russia's invasion. on tuesday several european leader traveled in person in to ukraine. on a train. meeting with zelenskyy and reaffirming their support for ukraine's fight. ukraine president said their visit sends a powerful message.

over the next ten years. then there's agricultural. the same week the west launched severe economic sanctions on russia, beijing announced details of a new wheat deal. expanding imports from all regions of russia. it adds to what was an already massive surge in russia china trade. chinese state media says in 2021, trade between the two jumped $150 billion over the previous year includes russian seed oil, barly and beef. every dollar counts when you are losing customers as quickly as russia. the west cuts russian banks out of the dollar swift system, russia could look to settle the trade debt with china. using chinese currency instead. some analysts believe all of china's potential economic relief efforts still won't be enough to back fill the massive void in russia left by western nations. with russian trade volume dwarfed with deals wi u.s. the economic risk might be too great for china.

many rejecting the possibility that china leader had the control over putin. what would you say to those who just can't wrap their minds about the possibility china leader does have that level of influence over president putin? >> first there's just no possibility. that president xi and putin sign the february 4 agreement saying no limits to their partnership. two weeks before the invasion of ukraine. and the possibility of an invasion of ukraine wasn't discussed. as a matter of fact the agreement between china and russia was the green light that putin needed to know that he could take this aggressive step and china would have its back. if china announced it no longer had russia's back, and was no longer supporting this brutal attack on the people of ukraine, russia would have absolutely no choice but to withdraw. it's the possibility of future

point on wednesday. the big unknown is how many rate increases the federal reserve is planning for the rest of the year. with inflation at a 40 year high analysts say the fed could announce up to seven rate hikes for the year. crushing western sanctions a crumbling economy and now russia could be on the brink of a foreign debt default. moscow is due to pay $117 million in interest payments on government bonds today. it has warned those payments may come in ruble. not u.s. dollars. cnn anna stewart explains why that's a problem. >> russia hasn't failed to pay back international investors of the sovereign debt since the revolution over a century ago. it might not just be a lack of willingness to pay back investors from countries that russia deems unfriendly. it may not be able to do so. one of the round of western

sanctions targeted its central bank. and that essentially means that around half of the russia foreign reserves are frozen. around $350 billion. that is why russia says it can only repay creditors in ruble. the local currency and lost around half of the value against the dollar this year. that doesn't just make the ruble less attractive for investors. using it to repay this debt would be considered a default and here's why. moscow is due to pay $117 million in interest payments on dollar denomination government bonds wednesday. they have bonds that can be we paid in multiple currencies. these payments must be made in u.s. dollars only. interest payments come be a 30 day grace period. credit ratings agencies could declare russia to be in default before that period ends. if moscow makes clear it doesn't intend to pay. now the potential consequences
