rapidly as he wants to achieve them. >> announcer: this is cnn breaking news. it's just after 10:00 in the morning in ukraine, where new scenes of total devastation are emerging after a russian strike. these pictures are coming to us from kyiv. several explosions hit the capital overnight. at least one person was killed. and this is believed to be the aftermath of a russian attack that took aim at a shopping center. meantime, ukrainian officials are flatly rejecting russia's demands on the beseen to mariupol. they have had no concern for innocent civilians as recent strikes hit two locations used as shelters. on sunday, 7200 civilians were

evacuated through four humanitarian corridors. still, many remain trapped in the city. we have learned a senior russian naval officer is now among those killed. meanwhile, moscow's unprovoked on ukraine will be the focus of a nato summit this week. u.s. president joe biden will be there. we have learned he will also travel to warsaw, poland and meet with the country's president. ukraine's president spoke with ukraine earlier, and said he is ready for talks of his own with vladimir putin. take a listen. >> translator: i'm ready for negotiations with him. i was ready over the last two years. and i think that without negotiations we cannot end this war. i think that all the people who

are -- who think this dialogue is shallow and that it is not going to resolve anything, they just don't understand that this is very valuable. if there is just 1% chance for us to stop this war, i think that we need to take this chance. we need to do that. >> and cnn has correspondents positioned in key locations. we will have reports this hour from ivan watson, nada about sheer in london, phil black in ukraine and steven jiang in beijing. let's start with phil black. we heard there are multiple explosions in kyiv. what more are you learning about that? >> reporter: that strike last night impacted a shopping

center. there was a fire. at least one person was killed. we don't know if it was the intended target. kyiv remains the primary military target for russia. you mentioned mariupol as well. that is clearly a military target for russia, blockaded and bombarded by russian forces for several weeks now. overnight, yes, they were given a proposal, others say an ultimatum, to let russian forces in. the proposal was eight pages long. at the short of it, it says lay down your weapons, everyone who does that can get out, and it was rejected straight away. they said here's your answer by a colorful expletive. they still have the same two

options if they want to take this city, which they certainly appear to do. move in, try and take it by force. street fighting will be difficult and costly, or maintain the siege, continue to apply this horrendous pressure and suffering upon the civilian population. we got a sense over the weekend with what that means, another big building sheltering 400 we believe, hit and destroyed. it was a school with primarily women, children and elderly inside. there is an increasing picture of complete civil collapse. authorities there don't have the capacity to help anyone, to mount any sort of rescue operation, to recover bodies. it's too dangerous. they don't have the resources. so broadly the situation in mariupol remains the same. hundreds of thousands of people sheltering wherever they can without heat, very little food, very little water under daily

bombardment. that is to continue, rosemary. >> yeah. efforts to create this land bridge by putin. so this rejection of this demand from russia to surrender the city of mariupol, what could that mean going forward for those people there who were essentially standing in the way of putin's aims here? >> reporter: well, it gives insight into the russian thinking in terms of, yes, how badly they want it. we could already get a sense of that from the bombardment, the daily suffering raining down on the people there, indiscriminate fire, the willingness and acceptance of huge civilian suffering. that shows how badly they want it. but in making this ultimatum it

is classic warfare, make life uncomfortable and so horrible that they give it up and it can be taken easily without any great harm coming to the invading force. that's clearly the model being followed. it has been rejected. it seems likely to think that pressure, that suffering will continue to be applied by the russian side in their hope that, yes, the city will eventually fall far more easily than should they have to take it street by street, clearing it of defenders and holding it after that. >> phil, we just heard from ukraine's president zelenskyy that he is ready to negotiate with russia's president putin. but putin is not ready, is he? >> reporter: there are conflicting points where negotiations are at. there is reason to hope there is constructive progress. but the reality is at the moment

it seems very difficult to see how a deal can be strong that would be acceptable to vladimir putin in terms of discussing this huge military endeavor. also at the same time acceptable to not just president zelenskyy but the ukrainian people more broadly. it's unclear where there can possibly be a compromise that can achieve on that. on the one hand, issues like not joining nato, ukraine adopting neutrality in the future, that can be discussed. but there are much more difficult issues, and these are issues russia will absolutely demand, that the crimean peninsula is now part of russia. and republishes in the east of the country. these are things not acceptable to the ukrainian people. maintaining the territorial integrity is a fundamental goal of not just the government but the people themselves even as they are being invaded.

so it is very difficult how that can be agreed upon. what that means is the moment proceeding from here seems very likely this bloody war of attrition will follow. >> phil black joining us live from lviv. appreciate that. >> well, what once was an arcade where children played in pretend gun fights has become a place for ukrainians to escape. many are fleeing the port city of mariupol which has been under russian siege for weeks now. ivan watson reports. >> reporter: normally, this is an arcade, a place where children come and play laser tag. instead, now, that there is this awful war in ukraine, people have been using this as annism advised shelter. the owners have opened up their doors to ordinary ukrainians, civilians who, for the most

part, have been fleeing the port city of mary holy, which has been under russian siege for weeks now. and we have been talking to some of these displaced ukrainians who have described horrific conditions where they are hiding in basements. where there is no electricity, no running water, no heat. constant bombardment from warplanes, artillery rockets and even now there are reports from russian ships in the black sea. they have provided a place for families who have endured the people to come here and get several days of rest and relative quiet, which is really a blessing. and we can see the children have really responded positively in this space that was, quite honestly, built for them in the first place. the attacks and the horrors in

mariupol, though, for the parents, though, it's really traumatizing. we've been talking to people who have left behind parents and grandparents still under russian bombardment. people who are now trying to figure out where to take their families left if there are other safe places in this country. before russia invaded ukraine, mariupol had a population of more than 400,000 people. ivan watson, cnn, ndipro, ukraine. nato allies are meeting to discuss ongoing deterrents and defense efforts in response to russia's unprovoked attack on ukraine. for more on this, we want to bring in cnn's natasha bertrand live from brussels. what can we expect to come out of this extraordinary nato

meeting set for later this week where u.s. president biden will also attend. how far might they go in helping ukraine, particularly with pressure coming from president zelenskyy for a no-fly zone over ukraine skies? >> reporter: well, that's really an open question still, rosemary. obviously the nato member countries have been supplying a lot of weapons to ukraine and even by threats that they could be a target for russian forces. we see clear unanimity that there will not be a no-fly zone over the skies despite what president zelenskyy has been calling for. they are considering sending more anti-air systems to ukraine so ukraine can try to close the skies. it is still contested and they have a chance to retake control if they do have those weapons.

ultimately this summit is going to be about protecting nato, about protecting europe. and that is what the nato officials that we have spoken to have attempted to drive home here. this is a very, very dangerous moment for not only ukraine, obviously, but also for the nato alliance, also for europe. as we saw just last week, russian attacks are going further and further west. we saw just last week missile strikes 10 miles from poland's border, very close to the nato territory. and the eastern flank countries are getting very nervous about the potential that this could actually spill over into their territory. what we can expect to see is more discussion about the kinds of support that can be provided in terms of weaponry but also about the kind of support that the nato alliance can provide to the countries on the eastern flank who are feeling threatened by russia's advances. nato has sent thousands more troops to the nato eastern flank

countries. they are shoring them up in any way they can. especially after a trio of drone incidents last week. seeing drones kind of enter into nato territory and that airspace without being caught by the alliance. obviously there's a lot of risk that this could spill over into nato territory, that it could spill over into europe. that is going to be the main topic of discussion when president biden meets with the leaders this week. rosemary. >> many thanks. well, the tide of refugees fleeing ukraine is worrying european countries. 3.3 million displaced ukrainians fleed the violence. meantime, some 800 evacuees

and also the founder of the free crimea project. thank you to both of you. >> thank you, rosemary. >> before this war in ukraine began, you were both analysts. now you're actually fighting against this russian invasion. peter, i want to go to you first. what is the situation on the ground? where do you see this war going in the next two critical and perhaps decisive weeks? >> yeah. that's what everyone says, the next 10 days will be decisive. so far we're standing in the middle of kyiv in the square. there is a little bit of a lull. if you do not take into account regular sonic booms and tracer fires -- just yesterday i was walking in the city and there were air defense missiles shooting up in the sky with tracer fires. as i was going to bed around 11:00 p.m., my bed shook from an

explosion. mostly these are rockets being shot from the sky. we had a chance to visit with the territorial defense leadership here in kyiv with the deputy mayor of kyiv. and everyone is digging in for the long haul. it seems like the enemy does lack sufficient force to take kyiv. but it does not mean they will not try. there is also an option to lay a siege to the city to literally starve it of water, power, everything. but folks here know they have nowhere else to go, nowhere to retreat. so they are staying put. >> we have actually been showing our viewers footage that came in. we had some live pictures in fact, of the destruction in kyiv of the strike by the russians at that shopping center. russia's war has been faltering and not going according to plan

with the ukrainians offering an incredible level of resistance. this of course has frustrated president putin, so he has turned to these heavy bombardments hitting civilians targets from a far. what are you learning about the level of desperation being felt right now across the country for civilians trying to deal with this? >> yes, rosemary. thank you for that. w for vladimir putin, things are not going towards his plan. the central street in kyiv was supposed to be a place where military parade of russians with troops, tanks to capture kyiv in 72 hours. they even brought their special military uniforms, parade uniforms.

with flowers thrown on the tanks. but nothing is going to plan. this is the most secure area here in kyiv with a lot of military, a lot of vehicles, things around. it is absolutely secure. you're absolutely right. russians using the most outrageous war far against civilians. last night i saw myself the russian missile hit by ukrainians. the shopping mall is three and a half miles only from this place. but we still no signs of panic.

people are walking by, going for coffee. but people here in ukraine they want to fight for their freedom, they want to fight for their country. and we will do that. and vladimir putin -- definite. >> yeah. i mean, we have to say the ukrainian people have been extraordinary with their pushback here. peter, ukraine has rejected russia's demand to surrender mariupol in the south. but president zelenskyy says he is ready for negotiations with putin to end this war. there are options for compromise already being discussed. but how delicate will this likely be for zelenskyy in terms of what he will and won't accept in any possible peace negotiation and what the ukrainian people will or won't accept? >> you hit the nail on the head with this question, rosemary.

putin knows that zelenskyy is between a rock and a hard place on the one hand. and the ukrainians have shown an ability and desire to resist the invader. and it seems they have convinced putin there is no outright military victory here. on the other hand, putin knows zelenskyy can only deliver on so much as far as signing up on crimea's annexation or gone bass being turned over. those are nonstarters. thank you. . >> they bring people together. zelenskyy cannot promise to

one person was killed during sunday's attacks. >> to the south, leaders have refused russia's demands to surrender the be sieged city of mariupol. bombardments have made it difficult to get aid in. more than 7,000 people were able to escape on sunday. but more remain trapped. and civilian shelters are coming under attack, including an art school and a theater. well, the violence and devastation in ukraine is staggering for anyone watching it unfold. for ukrainians trapped amid the fighting, including children, it may be even harder to comprehend. on sunday, fareed zakaria spoke with the president on how he is explaining the situation to his own children. >> translator: my children know for sure what is happening. and i don't know whether it's good or bad.

this, particularly as it fails to condemn the violence? >> reporter: that's right, rosemary. the ambassador's remarks are consistent with china's longstanding condition, they are firmly opposed to all forms of sanctions saying they are not behind this conflict and they will maintain normal economic trade with russia. we have started noticing changes in the last several days. they are starting to mention ukraine's security concern as part of their consideration in formulating their position and policy with the ambassador and foreign ministry here also highlighting the humanitarian assistance to ukraine, even though it is small in scale. moments ago, the chinese foreign ministry announced more assistance to ukraine at $1.5

million. president xi still pointing to nato's eastern expansion into this root cause. but a reflection of beijing's concern about the u.s. building alliances to encircle china. with officials herein increasingly talking about a threat posed by a so-called endopacific version of nato. that is the kind of concern. that has been ponding xi and putin the last few years. w they want to see a new international order more affordable to authoritarian governments. at this stage few people see china pull back from their close ties with russia despite repeated warnings from the u.s. rosemary. >> that's steven jiang joining us live from beijing. many thanks. as we reported earlier this

hour, nato allies are meeting in brussels this week to address the russian invasion. u.s. president joe biden will be there where he will meet with g7 and eu leaders, followed by a visit to poland to address the growing humanitarian crisis growing. arlette sainz has more. >> reporter: president zelenskyy is set to embark on a high stakes endeavor this week as u.s. and allies find ways to punish russia as they defend themselves against this invasion. here in washington on monday, president biden will meet with business leaders as he outlines the u.s. response to russia's invasion. and then on wednesday, he will travel to europe where he will hit the ground running on thursday with a day full of meetings, beginning with an emergency summit with nato specifically focusing on

russia's attack on ukraine. it will give biden an opportunity to reaffirm the u.s. commitment to defending nato allies. president biden will also attend a summit of the european council and meet separately with g7 leaders. now, much of this will amount to a western show of unity against russia, but the u.s. and its allies talked about ways they can further punish russia, as well as offer security assistance to ukraine amid this invasion. additionally on sunday, the u.s. confirmed the deaths of four u.s. marines who were killed in an osprey crash during a nato training exercise in norway. the marine corps. released the names of the four marines. captain ross reynolds of massachusetts, gunnery sergeant james speedy of cambridge, ohio, captain matthew tomkiewicc of

building, private cars were hit. there is no word whether there were any casualties. u.s. confirms russia has used a new kind of missile, hypersonic missiles. the threat goes beyond speed. they can be highly maneuverable. they fly low, flat, and pose a major challenge to missile defenses. nada bashir joins me with more on this. good morning to you, nada. what more are you learning about the capability of these hypersonic missiles and how russia is using them in ukraine right now? >> reporter: we have heard the last few days from the russian defense ministry saying they have been used for the first time in combat by ukraine. they have targeted a weapons

depot in western ukraine and claim to have a fuel depot used by the ukrainian armed forces in the southern mykolaiv region. as you mentioned there, there is some concern around the missiles. they travel five times faster than the speed of sound at a low trajectory, which makes them difficult to detect. they can invade missile defense systems, which is a key concern. we have heard from multiple u.s. sources that putin may be using these weapons to send a message to the west. we did recently hear from u.s. defense secretary lloyd austin who says this may not be a game changer. >> you wonder why is he doing this? is he running low on munitions, the ability of his troops to

establish momentum. >> reporter: we have in the last few hours heard from british intelligence that while the russian troops are still attempting to encircle kyiv, their military stalled somewhat. they are not making the progress they had hoped. this is because they face logistic cal challenges and waning troop morale. we heard over the weekend that president zelenskyy saying russian forces have suffered unprecedented losses and that does echo the remarks we have heard from nato and other western officials that troop losses within the russian armed forces do stand in the thousands at least. the estimate is pegged between 3,000 and up to 10,000. there are significant challenges being faced by the russian armed forces and putin using these, according to sources, to send a clear message. . >> just on that hypersonic mis missile, what evidence do they have that this is being used

right now? how extensive is that use? do they know? >> reporter: we have the russian defense ministry telling us they have used the weapons for the first time in combat. we haven't heard from the u.s. defense secretary confirming that russia has used these weapons. however, we have heard from u.s. sources that they are actually able to track when the missiles are launched in realtime. according to a source, these were tracked by american officials. we do have that. but at this stage, the u.s. defense secretary hasn't said they have used them. the russian defense ministry still claiming they targeted the weapons depot in western ukraine and a fuel depot in the southern mykolaiv region. rosemary. . >> all right. we'll continue to watch this part of the story. nada bashir joining us live from london, many thanks. well, african students were among those forced to flee when

russia invaded ukraine. but many afternoon an leaders have been hesitant to condemn the war. >> reporter: in the three weeks since russia invaded ukraine, president vladimir putin's actions have been strongly condemned by several african nations. >> ghana is worried. >> reporter: but still denouncing the violence unleashed on civilians have been much more muted in their response to russia. when the u.n. general assembly voted on the cease-fire withdrawal, 17 african countries abstained, including senegal. >> there is also a strong strapped of thought in african diplomacy that says african

should maintain noninterference and shouldn't get caught up in proxy wars between the east and the west as some did during the cold war, for instance. >> reporter: nelson mandela said it is a mistake to, quote, think their enemies should be our enemies. south africa also abstained from the u.n. vote. and the president has since blamed nato for considering nato membership which russia is against. >> if nato had heeded the warnings from amongst its own leaders and officials over the years. we are insisting, insisting there should be dialogue. >> reporter: south africa has historical ties with the former ussr. the former president here seen

here in 2013 said he believed the russian president was a man of peace who would take steps to make peace a reality. >> there are many people in many parts of the world who would like to see other regions gain in strength and would like to see the end of western nomination of world order, to put it simplily. no one looks at ukraine now and thinks that is a good thing. >> reporter: in recent years, russia has established itself as one of the most valuable trading suppliers, with key alliances in nigeria, ethiopia. african leaders will likely tread carefully in response to the war in ukraine. some breaking news coming in
