to get off? russians who are calling putin out for his lies. let's go "outfront." i'm kate bolduan in for erin burnett. thousands of russian troops on the way to eastern ukraine. thousands of troops are on the way to donbas region in addition to the soldiers who have made their way into ukraine in the last few days. the russian foreign minister calling this the next phase of putin's invasion. tonight, the new mass of russian forces is ramping up the assault, and more strikes across the country including the southern region of nikolaiev, and now the mayor is making the unsettling request for 200,000 gas masks to protect the innocent. and now, ukrainian officials are

the donbas area, and this is a whole different level of fighting. >> we have reporters all across ukraine, and we want to start with jim sciutto who is there on the ground, and what are you learning this evening? >> that is right, kate. it is the early stages of russia's renewed focus, we should say on the east and the south, and i am told so far no, more russian advances there, and no ground gained so far, and really probing attacks, but that does not sort of foursquare what is going to happen next, because they have taken kyiv and the capital, and moved in other forces from russia, and this is becoming the new focus for now. getting more of the donbas and parts of what they have occupied since 2014, and we have to be clear here, they have already gained ground there just in the

last several weeks as the attention has been focused on the north in terms of establishing the land bridge, that area there in the red connecting crimea already held back to russia going back to 2014, and smaller parts of donbas and they have in effect connected the two areas, and it does not mean they stop there in the east and the south, but the intention is to move further west in the area to grab really that whole eastern region of the country. there is no guarantee they do it, and the ukrainian forces are formidable there, and by the way, as we mentioned the u.s. and nato sent an enormous new tranche of weapons there in the last few days and new weapons are going, because they are preparing, kate, to what is going to look like to all of us world war ii, and you are talking about trenches and major armor formations on both sides and artillery strike, and bombing campaign ps, and infantry moves and what you are

has expired, but the officials in charge of the operation says they will allow them safe evac evacuation. >> we will guarantee safe evacuation, and the convoy movement in any way they choose. >> reporter: it is unclear if they will take the word of the russian general who has been accused of excesses in the mariupol campaign. tens the of thousands are also trying to survive in other parts of the city. reuters found these people cooking outside of a residential building monday and chopping wood to boil water and soup and cook pancakes. t this woman who is cutting water says they need to quickly fix the water supply problem, because it is horrible. this woman said of the

hearing from the ground there, and what is the latest that you are hearing from there? >> matt described the situation pretty good. we have really bad situation in mariupol, and our troops are surrounded, and what they are doing now is far behind heroic. and russia does not want to in reality want the city to exist, because we see they bomb intentionally civilians, and the infrastructure, and they have destroyed the city to the ground. everything i have seen in the city, and everything i have lived in, like my old neighborhood and the whole city is destroyed to the ground. my city, my university, my schools, hospitals, everything. now our defenders are in the

>> i think it is not my reaction or the ukrainian reaction or the reaction from all of the civilized world, and the russian strategy is if you don't do what we want, we will kill you, and we have seen it in the unoccupied territories and many mariupol, also, so if you are not with us, you are a dead man. that is very simple strategy. russia has decided if mariupol, if pit doesn't want to be russian city, mariupol will have to be destroyed to the ground. they need this corridor to crimea, and now they are not interested in a ukrainian city. >> in the end, if the ukrainian forces will not surrender, and no indication they will. what will get russia to stop

talking about, it is depending upon hanging on to the city, and they believe it is hours they have left. and where do you see this going at this point, and at this point, what does mariupol mean to the overall war effort? >> kate, it is good to be with you, and this is a symbolic situation, now, and it is going beyond the very fact of mariupol being the center of utter devastation, and utter destruction it is, but it is a symbol for the ukrainian nation, and what the ukrainian defenders have done is to tie down a number of russian troops that are tied down in the effort to besiege the city, and in essence to lay at waste as dmitry mentioned. it is tragic situation, but from a military situation, the russians are not going to gain

what they believe they will gain, but they are going to be gaining a pyrrhic victory, and they will have empty buildings, and a land bridge they are hoping to get, but it is not a land bridge to use between crimea and the donbas. >> i wanted to ask you about the weapons that the united states is sending in. and the sources are saying that the u.s. is not able to track the weapons going to ukraine, and there are not boots on the ground to follow them through, and one person briefed said it is like this. it drop into black hole, and you have no sense of it after a short period of time once it crosses into the border, and they call it a risk that they willing to take right now, but how big of a risk? >> it is a potential huge risk, because they should have a tagging and tracking system like

with a amazon or fedex package to help us to determine not only how much is going there, but where it is going, and whether or not it is being used effectively. >> it sounds dumb, but can they do it with the weapons? >> for some of them, yes, you can, and you put a tagging device on it or put a bar code on it, and you make sure that the recipient, you know, signs in, in essence when they receive it, and then you can track it. it has to be an agreement with the ukrainians to do it, but that is how we track a lot of the logistic supplies, and there is no reason that it cannot be done in this case, and it should be done, because we don't want these weapons to fall into the wrong hands, and we want them to be used effectively, and this is not about the use of the firepower, but the effective use of firepower, and we need to find every efficient means possible to make sure that it is doing the right thing, and, you know, giving us the right, in essence bang for the buck in this case. >> it seems almost that they are

appeal this ruling if the cdc says it is necessary, and this is where the timing of where two weeks before it expires is coming into play, but you have to new white house lead on covid, and he called the judge's decision deeply disappointing, and also saying, and writing this, the cdc scientists had asked for 15 days to make a more data-driven durable decision, and we should have given it to them, and is he wrong? >> i don't necessarily think he is wrong, but it is unclear what would have changed in 15 days. we know that ba.2 is going to increase, and it is unlikely to see the hospitals get into any problem in 15 days, because of the decoupling that we were talking about, and so i am not sure what they were trying to answer in 15 days and maybe buy some time, but it is not that difference of the mask mandate lifted yesterday or may 3rd as scheduled. i don't think that things will be ap prpreciably changing in 1

day, so i am a little in the dark of what is going to change. >> it is a good point. i talked to dr. sanjay gupta about that and he cautioned and reminded me that we were blindside when the delta hit last summer, and the country was starting the off ramp if you will, and do you think that dropping the maxes is giving the people the false sense of the security against the next variant? >> we are always going to have threats of the next variant, but it is not going to erase all of the protection that the medical counter measures will give us, and this is one small part of life where the mandates exist. everything else does not have a mask, so if we are going to be blindsided and if another variant is going to takeover, it is not using airplanes and planes and bus, but it is in the bars and the restaurants and everyday life where there has not been a mask requirement for a very long time. >> thank you for coming in, dr.
