. this is cn nn breaking news. hello and a warm welcome to the viewers in the united states and around the world. i'm live in ukraine. eevacuations for the lucky few in mariupol offer hope for safe passage for those still there. they must survive the relentless shelling from russia as the kremlin looks for victory in the day ahead. >> in atlanta following the other top stories we are learning north korea has fired what appears to be a ballistic

the evacuees to a town east of mariupol. as we have been showing you for the last few days in fact, the sprawling factory has been under constant shelling and bombardment, president zelenskyy said that he is pursuing diplomatic options for the safely evacuation of the soldiers inside. on friday, u.s. president joe biden announced $150 million in additional military aide, but warns that the u.s. is running low on what it is send without additional approval from congress. 200 soldiers have been trained to operate equipment that arrived in the region. on the latest on the dire situation in mariupol. >> reporter: a ukrainian soldier in shocked silence, his arm shredded and burned his vehicle hit by a shoulder grenade launcher. another victim in the bloody

has been on going for eight years for him. since the russians invaded and occupied cricrimea, now, terror rushes over another place and the bombs continue to fall. cnn kyiv. i want to show you the live pictures coming in to us. i believe they are coming in from moscow. victory day preparations as you can see, dress rehearsals in the center of moscow, which is now 10:00 a.m. in the morning and of course, victory day in the president putin has been used to project really as we see it over the years an image of strength for a large military parade and you are looking at really red square moscow where the kremlin is preparing for monday's parade. russia celebrates may 9th each year as the defeat of nazi germany in world war ii, this year stands in sharp contrast to
12:06 am
the military campaign that is next door in ukraine. and out of the images we have seen you, the steel plant is still besieged, it's been hammered for days on end. and you know, the success of course, has been questionable. putin's success. and the losses of the russian military very, very steep. yet the images no doubt that we will see tomorrow as we look at the live pictures coming in tuesday of the dress rehearsals will tell a very different story. at least that's what putin will want. the message he will want to convey at home. let's go get more on all of this. joining me now is a senior researcher in russian studies. you know, perfect timing having you hear, as we look at the live pictures we have heard so much in the last several weeks about russia's victory day on may 9th. this is supposed to be, you can correct me if i'm wrong. kind of a somber occasion, and
12:07 am
under putin, as we see the dress rehearsals, a show of strength and military hardware. take us through the significance for russia and putin? >> thank you, so, 9th of may, it's the day when russia celebrates victory of world war ii and as they call the experience from 1941-1945. i think to many westerners victory day probably does conjure up issues of military parades on red square, marching and sort of little children dressed up as soldiers. and certainly, as you very correctly stated, under president putin this has become a militaryistic and i suppose, commodified holiday. for many it still has the same purpose and the holiday of tears in your eyes.
12:08 am
the state and ordinary russians remember it differently. >> exactly, remembering the significance differently, apologiys i said that it was tomorrow, it's not tomorrow, it's monday. i have got my days mixed up being here. but let me ask you this. i mean, i have been hearing from officials here and we have been hearing from sources the russian generals are under pressure to deliver some sort of win or prize for putin on this day. do you, is that needed? does he need it? given what we are seeing in terms of the image he is trying to convey at home? >> firstly i'm not quite sure it's needed just because i suppose if i think about it in the uk context, i would think he was under pressure, but he does not live in the democratic context with the pressures on him. so, he does have a lot more freedom of maneuver, and of course, as well, he has the
12:09 am
whole state under his control. he can always manufacturer a win. and i think that others of course have been a lot of speculation about what might be announced. >> hm-mm. >> and i think that the only thing we can be sure of is there will be a however grotesque it may seem, there's going to be victory day in mariupol and that will look grotesque, the russian viewers won't see it, they will see it as oh, this is, or many of it will see it russia has liberated mariupol and now they are allowed to celebrate victory day. one of the big lies that the russian state has told people that in ukraine, you are not allowed to celebrate victory day and the veterans are beaten up and abused and spat on in the street. which is just nonsense. >> in that case, if that message is not needed, if clearly, what
12:10 am
everyone will be seeing is this, if he does not have to deliver any sort of win, as you said, who is this directed to? is this to the west? is this some sort of warning or show of force for the west? >> hm-mm, so, it is a bit, but it's always because, world war ii since 2012. especially since russia last invaded has become the central idea of russian identity, so, it's the state that has been adept at using the powerful cultural memory of world war ii and trying to cohere a sense of nation hood that russia has struggled with since the most soviet era. so it's one thing that can unite all russians. is that, their pride in the memory of world war ii and we see how powerful it is, in the way it's been used to discredit the ukrainians, who are
12:11 am
considered under a nazi government under the last eight years. there's that, certainly the appearance of the doomsday missile. i think that certainly is intended as a bit of a message to the west. this is also for the shoring up, domestic support as well. >> and you know, as i look at the images of the preps are under way for monday's victory parade, my mind takes me to the images that i have been seeing now, for weeks on end, of mariupol being bombarded relentlessly, it's a different image from the pomp that we are looking at now on the screen. and we have seen mariupol that russia is replacing road signs and putting up statues, we showed a woman holding a flag. does this help further his aims, you think? >> yes, i think it does, if we
12:12 am
are talking about domestically, although, even, i mean, one of the things that i think people under estimate is how powerful russian propaganda is, if you hear it, it's the consistency of it hammering away at you. as well, it will begin to take affect. the occupied territories of course, mariupol is in ruins. many, one of the first moves was to shut all of ukrainian television stations and replace them with russian stations. it's deliberate and it's difficult to know how it could be effective in mariupol given the scale of devastation. it's will be tragic and interesting to see how it works out. >> yeah, and that we have seen of course in 2014 as well. always great to get your insight. we could talk for hours about
12:13 am
this. the history behind it and the meaning and the propaganda, really appreciate you taking the time to speak to us and as we look at the live images coming in to us from moscow of the prep, the dress rehearsal for monday's parade, tune in for live coverage and we will have live coverage. troops and officials gather from 9:00 a.m. moscow, that is 7:00 a.m. in london and the parade is expected to get under way an hour later. and kim as you just saw from the live images, we are expecting another image, more images of putin trying show power, military power as well, an image like we heard from our guest just now, intended more propaganda purposes and clearly for the west. >> yeah, absolutely and i will be in fact having a guest talking about the russi fficati

launched ballistic missile. now, a submarine lunched ballistic missile is something that is particularly troubling for any country really that has a coastline. because unlike an icbm, where a launch can be detected ahead of time, an slbm, or submarine launch ballistic missile, they can roll up and basically fire almost like a surprise attack, if you will. granted north korea's submarine fleet is older and noisy and, far more loud technology than the stealth u.s. nuclear submarine fleet. but the fact that north korea is perfecting submarine missile technology and demonstrating it, keeps consistent with what kim jong-un has been doing throughout the year. he has been launching weapons at an unprecedented pace. this is the 14th test missile launch of 2022. that is more, kim, than 2020 and 2021 combined. and it comes less than two weeks after kim jong-un gave a speech
