resignations on tuesday. a chancellor and also the health se secretary. and more resignations followed including the conservative party vice chair who made his announcement on tv. >> i just don't think the prime minister has not just my support or the support of the party or the country. and i think for that reason he should step down. i think you have to resign because i can't serve under the prime minister. >> these resignations following a series of scandals rocking the government. boris johnson himself fined earlier this year over the partygate affair that revealed gatherings in violation of covid lockdown rules. his office is moving quickly to fill the vacant posts. the previous secretary of education has been appointed

chancellor. and comments say that the prime minister does have integrity and is dedetermined to differ for t country. but just moments ago, another member -- two members of parliament also resigned. >> yes, and we're hearing the two resignations coming in. children's minister tweeted out his resignation saying with great sadness and regret, i have tendered my resignation to the prime minister after i repeated assurances to the media which are now found to be inaccurate. >> he was out doing media rounds and given a message this turned out to be true. this was in relation to this scandal around -- >> exactly. and the scandal around the deputy chief whip has really pressed a lot of these ministers to tender their resignation.

what essentially happened, it was found that he had been involved in sexual abuse allegations previously, most recently the prime minister repeatedly denied it. and there were questions around why the prime minister had even appointed him in the first place given the historic obligations. one of which was upheld. but the prime minister repeatedly denied it. and then of course it was found that the prime minister was aware -- >> and a civil servant saying that he had been briefed to the recent scandals. >> absolutely. >> so this is a question of trust. people are accusing him of being a liar, telling mistruths and is this the wider issue with his personality. >> absolutely. integrity is being brought into question. we've seen scandal after scandal, the partygate scandal. and there are real questions on

whether he is the right leader for the conservative party at this stage. and i think what was crucial really about the whole partygate scandal is the fact that we did see the prime minister issue any repeated denies of any wrongdoing yet time and time again we were back here with new photos of the prime minister being directly involved with the parties. so there are questions about whether or not the prime minister can be trusted and we are seeing him take a hit in the polls. >> and we were last here talking about the confidence vote which he won. we were told that there could be another confidence vote in his leadership for another year, but lots of commentary this morning that that is about to change, there could be another one, a rule change that would allow that. >> absolutely. so 1922 committee, which is the committee which oversees that vote of confidence, last month boris johnson narrowly maintained his position. and at the time we did hear from the chairman of the committee saying that if needed, those

rules could still be changed. so typically the prime minister would be immune for another vote from 12 months but that might not be the case anymore if the rules are changed. we are expecting a reshuffle within the committee, and so that could lead to new changes in the rules. particularly as we're seeing ministers stepping down. that could bring about another vote of confidence. >> thank you. and the other thing we're watching closely is to whether or not there are likely contenders to replace boris johnson. that is the big thing we're moving. so we'll wait to see what is said today. also expecting to hear from boris johnson at lunchtime in parliament. now a seventh person has died in the july 4th parade shooting in highland park, illinois and an eighth victim is fighting for his life after being taken off life support.

meanwhile the country -- rather the county coroner's office has identified six of the seven victims including 64-year-old katherine goldstein of highland park, a young couple irina and kevin mccarthy were also killed, their 2-year-old son survived and is being taken care of by family members. a local synagogue has identified jacki sundheim at another victim. a statement says she was a former preschool teacher and events coordinator. 78-year-old nicolas toledo was visiting from mexico. he was a father of eight and grandfather, one granddaughter said he loved fishing, painting and going on walks with his family. and then there is 88-year-old stephen straus, his grandsons say he was very active, he loved music festivals, the outdoors and sunday dinners with his family. the state's attorney says the suspect in custody is facing seven first degree murder

charges and more charges are expected. >> there will be more charges. we anticipate dozens of more charges centering around each of the victims. psychological victims, physical victims, attempt murder charges, aggravated discharge charges, aggravated battery charges. there will be dozens of more charges against mr. crimo. >> police have revealed additional information about the attack but the one thing that is still not clear is a possible motive. drew griffin reports on that. >> reporter: lake county sheriff's office reveals two incidents involving the suspect bobby crimo, the first in april of 2019, a suicide attempt that was handled by mental health professionals. >> second occurred in september of 2019, a family member reported that crimo said that he was going to kill everyone and crimo had a collection of knives. the police responded to his

residence, the police removed 16 knives, a dagger and a sword from crimo's home. at that time there was no probable cause to arrest, there were no complaints that were signed by any of the victims. >> reporter: police say the suspected shooter pre-planned his attack and getaway for several weeks, leaving his high powered rifle behind, dressing as a woman, and slipping away with the retreating crowds. it was that rifle purchased legally and traced back to him that helped police identify the suspect, track down his mother's car and make this arrest. >> at this point we have not developed a motive from him. >> reporter: while police search for a reason, it turns out that there were warning signs. posted all across social media. music videos with dark images depicting violence, a school shooting and a cartoon of a stick figure apparently meant to be the suspect. face down in a pool of blood in a shoot-out with police.

the actual suspect was arrested without shots fired hours after the shooting. former classmates tell cnn in high school he was withdrawn. >> he was very quiet. he didn't talk that much. and when he did talk, he seemed very gentle. he didn't seem like aggressive or anything at all. it was very shocking especially that somebody i know, very heartbreaking. i never thought that it could happen in my town or especially somebody that i even know at all. >> reporter: despite the social media posts, an uncle who lived with the suspect told cnn and chicago tv station wfld his nephew was not violent. >> there has been no warning signs as i saw. i saw him yesterday evening, as i went home, i said hi to him and when i came back downstairs, i said bye and en he he said b.

i see nothing that would trigger this. >> udo you have any idea wherhe acquired the weapon? >> i don't. >> reporter: and we now know of the warning signs, the suicide attempt, the confiscation of the knife collection by police and the disturbing social media posts. despite all of that, he was still able to legally purchase weapons including the rifle police say he used to slaughter seven people. drew griffin, cnn, highland park, illinois. back to you. investigators are combing through the crime scene for evidence and we're hearing some harrowing stories from survivors. one man told cnn that training his granddaughter received at school may have saved their lives. >> our granddaughter had been through active shooter drills. and she heard this and then she just hit the ground crying, she grabbed her brother, her

9-year-old brother, and shielded him. my wife lori who was standing with me in a state of shock, and then she dove on her two grandchildren. i was still standing in a state of disbelief and then i like two seconds later, i dove on them. but we were not in a situation where we were behind a barricade. we were totally open to the shooter probably the closest potential victims to the shooter. and we were just sort of frozen there holding on to each other. we waited for the gunfire to subside and then there was a store adjacent to us and i said let's take a run for it, so we ran in there. >> and as we mentioned, police were call to the suspect's home twice in 2019, one for a reported suicide attempt and the

second time when he threatened to kill family members. the mayor of high planland park she wants to know why. >> i'm looking forward to an explanation of what happened. we in highland park, our police department, did the right thing, filed the necessary reports and i am waiting for that explanation. i expect it in the next few days. this should have never happened. and let's be clear, this is a unique circumstance but it is 1,000% not. it has been going on all over our nation. and we know that in other countries people suffer from mental illness, they suffer from anger, maybe they play violent video games, but they can't get their hands on he's these weapo war and bring this kind of carnage to their hometowns. this has to stop. >> u.s. vice president kamala harris is calling for congress to stand up to gun makers and reinstate a ban on assault

insurrection has scheduled it next hearing. the seventh public hearing will be held tuesday at 10:00. adam schiff says that they plan to focus on efforts to assemble what he called the mob of rioters as well as connecting between -- connections, rather, between the trump white house and extremist groups known to be at the rally that preceded the attack on the capitol. and meanwhile former deputy press secretary sarah matthews has been subpoenaed and agreed to testify at an upcoming hearing. sources tell cnn it could be as early as next week. and in a separate investigation a grand jury in the state of georgia has subpoenaed a handful of key trump allies including these three men, former attorney rudy giuliani, u.s. senator lindsey graham and former trump adviser john eastman amongst others. the grand jury is investigating trump's efforts to overturn the election results in georgia. sara murray has the details on

that. >> reporter: a special grand jury in the atlanta area investigating whether donald trump and his allies committed any crimes in their efforts to overturn the 2020 election in georgia is escalating its activity and it is getting closer to donald trump's inner circle. court filings show that the grand jury wants to hear from a number of folks close to donald trump's inner circle including his former attorney rudy giuliani, south carolina senator lindsey graham and a handful of other legal advisers who advise the trump campaign in 2020. among the folks they want to talk to are folks that are pushing the fake elector scheme, people like john eastman, people like kenneth chesebro, he was pushing forward the fake elector scheme. rudy giuliani went before georgia state lawmakers, he made a bunch of conspiracy-ridden claims. it is unclear whether or not they will comply with the subpoenas. we have reached out to everyone

but did not get any responses. an attorney for rudy giuliani for instance said he had not received the subpoena yet and had no plans to comment further. sara murray, cnn, washington. donald trump facing a number of investigations surrounding his efforts to overturn the 2020 election. cnn legal analyst shan wu is a former prosecutor. listen to why he believes that georgia investigation poses a serious legal threat to the former president. >> what is really dangerous about this georgia investigation, it was always felt like it was the biggest danger to trump, is that it is so tightly focused on that phrase asking for that specific numbering of votes. and in that sense it is a very clean case to bring. you don't have to be worrying about separation of powers, executive privilege, is he really talking about something that he really believes in. it is a very straightforward type of factual case here. so the charges that the d.a. is contemplating such as solicitation of the election

fraud, you know, those are serious charges. i think it is one to three years and of course the most serious charge that she has mentioned is the georgia form of racketeering to interfere with the election administration. so it is dangerous because it is narrow, it is very factual, and it has got some penalties. >> meanwhile some u.s. lawmakers are receiving threats of violence as they investigate the january 6 attack on the capitol. republican congressman adam kinzinger shared a series of voice mails and calls his office has received in recent weeks. before we play you some of them though, a warning because the messages contain graphic language. >> i guess i don't say a whole lot more other than i hope you naturally die as quickly as [ bleep ] possible. >> you back stabbing --

welcome back. if you are just joining us, two major resignations are rattling the british government and putting further pressure on the prime minister. in a huge blow to boris johnson, the chancellor and health secretary announced tuesday that they were quitting saying that they could no longer work for a government mired in scandal. today another minister has just resigned, the uk children and families minister says that he had no choice and is stepping down with great sadness and regret. last month mr. johnson survived a confidence vote and now according to channel 4 news, a conservative mp is vowing to overhaul the party's rule which is currently prevent a second vote of confidence within the same year. he told them, quote, we will change the rules and throw him out. joining me now, tom brookes, professor of law and government

and adviser to the opposition labour party. thanks for joining us. were you as shocked as everyone else when you heard the news about the senior cabinet ministers on the way out? >> i was shocked. mainly because there have been so many scandals and so many problems going on for so long for boris johnson, you might have expected that more would have resigned during the pa partygate scandal. but they hung on for that and they hung on for other scandals with boris johnson. but the latest was the straw that broke the camel's back. and now that they have, others have followed suit. >> and we're looking there at the news paper headlines, they

are pretty damn going. and when you look at papers like the telegraph and daily mail which have always been supportive of boris johnson, giving very negative coverage, it becomes very negative for him, doesn't it, because it reflects on voters who have already been hugely supportive of boris johnson whenever he has been out polling. i want to read from the resignation letter. he says we may not have always been popular, but we have been confident in acting in the national interests. and public are concluding that we are now neither. do you think that this is a tipping point for the public vote which is obviously crucial to boris johnson and any prime minister? >> i think you're absolutely right. the press that has been supportive of boris johnson has completely turned against him. and it is easy to see why. because in situation after

situation, whether it be about breaking the covid rules, whether it be about what to do with upheld allegations against members of the government, it has been one thing after another. an utter breakdown of rtrust. less than 8% trust anything he says. and hard to get much worse than that. it makes it bad for the government and if there was ever a situation requiring a rollout or lockdown, trust in the government is at an all-time low, it can be terrible for the country trying to renegotiate the brexit treaty, the eu, it is

numb. the 78-year-old grandfather attended the fourth of july parade with his family. it was supposed to be a day of fun. instead it ended as a horrific nightmare. investigators say the gunman fired more than 70 rounds from a rooftop into the crowd lining the parade route.sundheim was s killed. and her congregation says she was a preschool teacher and events coordinator. in all the gunman killed seven people with a high powered rifle, one authorities say was similar to an ar-15 but declining to provide other details about it. lake county officials identified four other victims as 64-year-old katherine goldstein, 88-year-old stephen straus, irina and kevin mccarthy were also killed in the shooting. their 2-year-old son was found alive in the aftermath. he is now being cared for by the couple's family. 39 other people at the parade suffered gunshot injury.

>> the people who were gone were blown up by that gunfire. >> reporter: this doctor helped treat some of the victims as police say the gunman was blending in the crowd and escaping the mayhem. >> the horrific scene of some of the bodies is unspeakable for the average person. the bodies were literally -- some of the bodies there was an evisceration injury from the power of this gun. and the bullets. >> reporter: and dr. wendy was a parade spectator, she saw a man with injuries and tried to save him. >> people were holding pressure on abdominal wound as he was profusely bleeding. the paramedics had what we call an ambu bag which is a mask attached to a bag can i could then breathe for the pargts. but unfortunately he had lost way too much blood and his injuries were too severe and he did perish at the hospital. >> reporter: and barbara was marching in the parade, she ran away from the scene with her

7-year-old daughter in the stampede of people running, she tripped and fell. she knew instantly her arm was broken. >> i thought it was gunshots but i didn't want to believe it. and then it almost -- i was trying to convince myself no, it has got to be like a drum roll from the band up ahead of us. it was just like a -- just a noise and then all of a sudden everybody started running from central street coming around the corner to where we were and is that when i realized that we had to run and get out of there. >> reporter: about 39 other victims of the shooting needed hospital attention. the good news is that the vast majority of those people have already been treated and released, but we're told by hospital officials that at least nine other people are still receiving medical care in at least three different hospitals in the area, one of those includes a 69-year-old man who we are told is in critical condition. ed lavendera, cnn, highland park, illinois. in ohio the body of jayland walker who was shot by akron police dozens of times arrived at the medical examiner's office

according to the autopsy report. the report also reveals the gunshot wound spanned the length of his body from his ankles to his cheeks. authorities say the 25-year-old black man was killed while trying to flee an attempted traffic stop last week. body cam video shows the police chasing after him. he was shot after he appears to reach for his waistband and then turn towards officers. he was unarmed at the time. but investigators say a gun was later found in his car. an attorney for walker's family says that he was sickened after watching the body cam footage and he will seek justice. >> we had no such threats to these officers. not one time. you can't find one frame of film where my client's gun is pointed at any officer ever. and having a weapon in the presence of police officers even if, and that is a big if, but even if that is what it was, is not a crime.

and by the way, the conversation really needs to stay where it belongs. when he leaves his car, he is unarmeded ee eed a and the ach mitted it. and i'll echo what the chief said. each one of those bullets, and there were over 90 of them, have to be accounted for and have to be shown to be meaningfully shot because each one of them was dealing with a threat. and i need to say this because folks didn't see what i saw, and i don't like saying it, but you know what, his body moved takes laid on the ground as they continued to shoot it. so i promise you, i will get to the bottom of this and i promise you we are not going to rest with their excuses. >> eight officers are on paid leave pending the outcome of that investigation. still ahead, officials in eastern ukraine are urging residents to evacuate now as russian forces set their sights on a new target. we're live from kyiv after the break.

russia is stepping up attack on the donetsk region in its push to seize the entire donbas. ukrainian officials say at least two people were killed and accept wounded amid heavy shelling in lysychansk on tuesday. the local governor says there is no longer anywhere safe in donetsk. heavy fighting is also under way in luhansk. russia declared victory there monday. but local officials say that fighting continues on the outskirts there. an estimated 2 million tons of grain meanwhile are being harvested in the russian controlled parts of the zaporizhzhia region according to

the military head of the russian occupied areas. he also noted that 70% of last year's grain harvest from the russian-controlled areas has already been sold. claire sebastian is standing by but first let's go to scott mclean live in kyiv for us. it ask feel as though the russians have the momentum in that region that they are focused on. >> reporter: absolutely does. but the ukrainians are not exactly sitting on their hands either. the russian-backed separatists in that area say that there was ukrainian artillery strikes that hit the city of donetsk in an area where it had some parts stores and auto dealerships. and there were subsequent explosions seen suggesting that there may have been ammunition store there had which suggests that this is a legitimate military target. but the separatists said that there was also a 10-year-old girl killed, something that cnn is not in a position to confirm.

on the other side of the front leans, u lines, ukrainians accuse the russias of targeting civilian areas calling it pure terrorism after there were strikes on a central market and other residential areas. the local governor is calling on people to evacuate the area. but as we saw in lysychansk where thousands and thousands stayed behind, some people simply will not be convinced until it is too late. the thousand of packing up everything you own and leaving your house is a pretty daunting task for a lot of people. if there is good news, it is according to the local governor the russians are being hampered in their efforts to move forward. and so they are not progressing as quickly as perhaps they would like because they are taking in his words heavy losses. cnn is not in a position to confirm any kind of deaths on the russian side, but there has been commentary even from pro-russian commentators saying that the fight for lysychansk was far too costly when it came

to human lives, max. >> okay. scott, thank you. and clare, we're getting a better sense of how the grain is being cleaned out effectively from ukraine and used by russia as a resource? >> yeah, certainly building up a picture here of what russia may be trying to do with ukrainian grain particularly in the areas that it has occupied. this was the russian-installed head of the military operation in the zaporizhzhia region, an agricultural rich region. he says not only are they harvesting about 2 million tons of grain which will be more than last year's harvest, but also about 70% of last year's harvest has already been sold. we don't know exactly who it has been sold to. he said that that was facilitated by the authorities in crimea. so sort of mysterious where that has all gone. but the bigger problem of course for the world is that even though perhaps some is being sold by russia, not enough grain

is getting out of ukraine. russia is still blockading the black seaports through which 90% of ukraine's grain and its sunflower oil used to be ex exported, alternative routes are being explored by the international community but they are slow and consume better zl. so we s cumbersome. but efforts are being stepped up, they are trying to broker talks between ukraine and russia through the united nations. he hopes to have some kind of deal in the next 7 to 10 days. and we know as well that the g-20 meeting of foreign ministers will take up this issue when they meet in indonesia. time is running out. these are the harvest months. and president zelenskyy warned tuesday if something is not resolved, 60 million tons of ukrainian grain will end up in jeopardy and trying to be stored if they can't export what is already in storage. >>
