♪ it's a beautiful day in the neighborhood, it beautiful day in the neighborhood. it's a neighborly day for a beauty. would you be mine? won't you be my neighbor? ♪ >> welcome to our viewers in the united states, and all around the world. you are watching cnn newsroom. as if eastern kentucky has a mentor enough a devastating flooding the past few days, much of the same area is bracing for even more rain. a flood watches now in effect through monday morning. at least 25 people are confirmed dead, and the government says the damage could amount to hundreds of millions of dollars. for some residents, the true scale of their own losses becoming

heartbreakingly real. cnn seven morrison has that. >> and the flash flood came to this part of kentucky, locals watched houses, cars, their lives get submerged by water. wonder what kind of damage would be done. now that those waters have receded, they are getting a chance to see it. a huge swath of destruction across many counties in this area. crews are still going out to find people who may be trapped. those who may have perished when the waters came through. one local, here, described the impact on this area, of these floods. >> thinking about all the devastation i've seen all over the county, there are some things that can be revealed. water had gotten into homes that had never been concerned with water issues. now, their homes are gone.

where are all these people going to go? were they going to live? if they don't have a family member that they can go to? >> here, in jackson, crews are staging from this shopping center parking lot. going out and trying to find people amongst the destruction. people say it is going to be a long time before this place recovers, at all. it is going to need a lot of help to get there. evan santoro's, cnn, jackson kentucky. for more on the latest threat, let's turn to cnn meteorologist, derek van dam. derek, what do you see? >> allison, this is the lesson we want to see across eastern kentucky. a new flood watch has been issued from the national weather service. as you mentioned, it is valid through monday morning. we do anticipate showers and thunderstorms to become more numerous in the areas that have been hardest hit by the recent flooding, late last week.

let's look at the current radar. light showers are starting to move into this area. there are light showers as we speak, but the ground is so saturated, some of the river is still swollen from the flooding that took place not 72 hours ago. as we start to see, even the onset of these light showers, they will start to become more numerous and heavier as the day progresses. that will continue into monday, lingering into tuesday as well. the weather prediction center has a slight risk of flash flooding. all of tennessee, we can't forget to mention memphis, nashville and knoxville. look at this forecast radar, going forward. you can see how the showers and thunderstorms become more numerous. jackson, eastern kentucky, that is an area that could see anywhere from 1-3 inches of rain through tuesday.

some of these local areas could see locally higher amounts because of the training of storms. storms that move over the same location for several hours at a time. just a few tips for some of the things you want to keep in mind . don't run a generator inside of your house. carbon monoxide is a major killer after storms and national disasters. people try to get electricity. floodwaters can contain harsh contaminants. by the way, floodwater can hide dangerous debris, and washed off road waste as well. you need to be aware of these dangers that are post after a national disaster. let's talk about the pacific northwest. a different scenario. hot conditions. record-setting heat, today. right through monday for many locations, seattle, portland, even into interior portions of the pacific northwest.

hundreds of thousands of people who are still there. the ukrainian government will send trains and buses to get them out. russian artillery has been pummeling the region, which is facing the front of a major russian offensive. resident zelenskyy says, it is in everyone's best interest to leave. >> translator: the more people leaving donbas, the fewer russia will have the ability to kill. please, convince them that it is necessary to leave -- especially if there are families with children. if you have the opportunity to help displaced people, please do it. meanwhile, russia is inviting the international red cross and united nations to investigate a strike on this prison that holds ukrainian p.o.w.s. the facility was struck on friday, killing at least 53 prisoners. more than 70 others were injured according to pro- russian separatist. key avenue and moscow are still true trading blame.

been reported from countries outside of the regions where monkeypox is typically found. the agency says that europe is at high risk. spain reported second monkeypox -related death, saturday. meanwhile, in new york city, the epicenter of the outbreak of the u.s. -- officials declared a public health emergency becoming the second american city to do so following san francisco. after testing negative for covid on four consecutive days, joe biden has tested pies positive, once again. >> hey folks, joe biden here. i tested positive this morning and i may be working from home the next couple of days. i feel fine, but the commander and i have a lot of work to do. >> the president has no symptoms but is isolating a working from home. the white house physician, dr. kevin o todd connor, thinks it is likely a case of rebound covid-19 positivity. a small percentage of patients treated with backflow bid.

covid in the clinical trials. there have been estimates in a variety of studies showing that it could be much higher than that. in any case we need to understand this because it is important. what we are probably saying is the course of the prescription is five days. that might not be enough to be able to eradicate the virus out of the system. in which case, you end up with a rebound, which is what we are seeing president biden experience. that is what we saw tony fauci experience, and many other people. >> let's turn to the outbreak of monkeypox. is the u.s. going to be able to contain the outbreak? it has so far infected thousands of americans. if you think it is too late? >> we're losing daylight on this. it is clear that there are more cases than we know about, right now. we don't have enough access to testing for everyone, at this

point. first of all, we need good situational awareness. we have to do better with testing. we need to be ever to get as much vaccine out there into the system, and into the high risk individuals, to be able to prevent onward spread. there is still a window of opportunity to be able to get in front of this. at least to mitigate the spread. but, in terms of where we are, we don't really know because we don't have situational awareness. >> why do you think officials at the cdc, at the federal government, why have these officials been slow to react to the monkeypox outbreak, here in the u.s.? and around the world? >> i don't think it is an issue of being slow to react, in general. i think what the issue is is that we don't have enough infrastructure . locally,

nationally, or globally, to be able to mount the response that we to have. that requires a significant amount of investment. we have vaccines, we haven't been able to get them out fast enough. we don't have enough of them. testing has been slow to roll out. we don't have that ability to reacts quickly because we are still overloaded with covid-19. the systems were weak to begin with, at the beginning. >> what concerns you most about monkeypox? the situation now? the what that the world is in? >> i published a paper on 2010 with monkeypox. i've been working on this in the democratic republic of congo and my colleagues there. what we said were the same issues that i'm concerned about, today. i met concerned about this becoming established in the human population. i'm concerned that, if it becomes established, eventually we may see reverse spillover into animals in non-endemic areas. i worry about this virus

supreme court overturned roe v wade, ashley all is part of the coalition working to preserve abortion access and kansas. >> the amendment on the ballot will mandate government control over our private medical decisions. ultimately, pave the way for a total ban on abortion. >> in 2019, the kansas supreme court ruled that the state constitution protected personal autonomy. include right for a woman to decide whether to continue a pregnancy. the ruling blocked legislators from passing laws to restrict abortion access within the state. if passed, on august 2nd, the so-called, value them both amendment, would bring back power to the republican super majority legislator, to legislate access to abortions in the state. >> we believe that if this amendmen t passes, they will act quickly to ban abortion out right. that has been a goal for a long time. >> out into the worries, the issue being voted on in the primary, rather than the general election. in a state where registered republicans vastly out numbered
