at 19, a number that is almost certain to rise in the days ahead. the u.s. president warming up thursday poll of a lot of loss of life as one official sank likely the biggest natural disaster disaster the state's ever seen. that's the biggest disaster in florida's history. tens of thousands of emergency workers and deployed statewide. now 2 million homes and businesses stay with the electricity. large parts of the state are underwater. instead it's a one in 1000-year rainfall. the governor ron desantis decided describe the storm surge is biblical. >> some of the damage was almost under scribe-able to see a house just sitting in the middle of a sterile bay. you must be flown because of the massive wind speed and storm surge and deposited in a body of water. there were cars floating in the middle of the water. some of the homes were total

losses. >> he is expected to hit south carolina and coincide with high tide on friday, greatly to increasing the potential for flooding. the government they're now saying that human error is the biggest risk there is. >> we know what's coming. so there's a little bit of wiggle room in exactly how strong the rains and the winds will be. but the biggest variable is human reaction. people failing to take the necessary precautions. that's the real danger that we have is human error. >> over and over again florida residents say they were shocked by how quickly hurricane in turn from bad to worse to life-threatening. cnn's brian todd has this report. >> up and down florida's west coast residents facing flooded homes naples underwater,

streets littered with abandoned cars, roofs turned off. roads blocked by flooding and debris after a stormy night of tearing winds, rushing water and last-minute escapes. the category four hurricane ripped through. >> all of a sudden, our house flooded. it's not a going deeper and deeper. by the time we were walking out, we were mid-thigh in water. >> the naples fire department carrying out water rescues, even though some of their own stations were flooded. first responders even spotted on jet skis. bill hogan says the water reached two or three feet in this house. he thinks the boat on this lawn came from two blocks away. >> we will give you some sense of how much water was here. there was at least three feet of water from the whole street. >> fort myers among the hardest hit from the waterfront to downtown to inland neighborhoods. >> the house is built in 1987, so many memories gone. >> fort myers beach now a debris field. in port charlotte, flooding at a hospital icu.

>> we have people out of the icu. the problem then ended up being that this water went down to the stairwell, as you see there and two other. flores >> sanabll island breached in several places, anyone staying there, cut off from the mainland. more than 2. 5 million customers lost power with the repair crews beginning to fend out. officials warning residents that hazards remain. >> there are things that could truly hurt you in the water that could be electricity, there could be downed power lines. >> please stay off the road, unless itès an emergency. >> it's not just the west coast. damage extending well into central florida. orlando saw more than a foot of rain, prompting high water rescues. >> holy mackerel, the first trailer here was actually underwater. >> residents at a nursing home evacuated. in kissimmee, trapped victims brought to safety with airboats. this family say they lost everything before taken out a window. another woman wishes she had evacuated before the storm. >> i was screaming, i looked at

the window, the car was submerged. we tried to get the vehicle out but it was too late. >> even in the east, jacksonville and say august seen multiple flooding and strong winds. we've come across scenes like this with people tossing it possessions in naples. city officials telling reporters saying the property damage going's highs $20 million. the damage to personal property could go as high as $200 million that's a conservative effort. brian todd, naples, florida. >> let's check in to get the very latest on eons path. >> yes, we know that when he moved across puerto rico, it wiped out all the electricity across puerto rico. it's claimed only 16 lives. across florida all day long here we've shown you these pictures coming out of southwest florida and across

the central florida peninsula, and now there's going to be another landfall more than likely somewhere along this coastal region of south carolina. it's called the lowlands for a reason. it's very prone to flooding, especially charleston. i know charleston very well. they are expecting maybe 5 to 10 inches of rainfall, maybe some isolated heavier amounts. i want to show you where that rainfall is going to head as it moves across the central sections of south carolina to north carolina. but everybody here, this is such a broad rain field, that everybody here on coastal georgia, coastal south carolina and into north carolina, maybe into virginia may be affected. but now there's a little bit of a shift. it looks like we could split the difference between myrtle beach and charleston and we could see landfall somewhere there. we're not gonna rule out charleston completely and we're not going to exclude some of these other areas, but these have been the target songs that

we have been talking about all along. the national hurricane center gave us an update at 11:00 eastern time, 50 minutes later we got another update, which have the winds at 85 miles per hour gust to 100. already we're starting to see the winds really kick up here. we don't have a clearly defined hurricane. it looks anything but, but don't underestimate this. because we know just how fragile even a little bit of rainfall can be in some of these coastal regions. from beaufort to, savannah, to charleston to sullivan's island. i'm into surfside and a little bit and towards polling ten. i know south carolina so well, i can name those cities up and down the coast. as we go to the forecast for friday, early morning hours, those winds are going to be picking up, tropical storm force winds, hurricane force winds eventually. when do we think landfall? probably mid day, 2:00, just

about the time you're looking at high tide in the charleston harbor. that would be exceptionally bad should that occur. but this is also going to sneak up as we go to the future forecast for saturday. some gusty winds here, the system is going to be raining itself out. very interesting day when it comes to stores, i and maybe retire, but these are the i name storms just since 2000 that we have seen. they have been so devastating, they have been eliminated and john, more than any other letter in the alphabet these i name storms of really wreaked havoc, all the way from the caribbean to the atlantic. and the devastation continues. we will be back about 20 minutes or so. >> absolutely karen. thank you for that. 20 minutes from now we'll be watching.

judging by early damage assessments the total cost of hurricane ian will be in the tens of billions. one city alone, naples, just in the south were in made landfall in florida, damage to government vehicles buildings, it's $20 million according to city officials. as for private homes and businesses, a drive-by assessment by the city manager but the damage bill more than $200 million. whatever the, caused recovering and rebuilding is likely to take tom for more now. rick look costa is on the phone he's one of five district commissioners which includes naples. rick, thank you for being with us once again. when we were talking this time we, we're talking about the damage caused by the 12 foot storm surge. so now what is your assessment? >> i was driving to the community yesterday at marco island and a big chunk of naples falls into district one. i was assessing the damage. folks who didn't evacuate were

on hand and they were pulling a lot of things out of their houses. you see the level of water rise, the level of flooding was something i had never seen before. you're talking some people had five feet of water in their houses. i heard from a lot of people who are currently evacuating, wanting to know when they can come back. the roads are open, so nothing is in impeding them from coming back, but a lot of them are gonna be really surprised and shocked at the devastation that we have had due to the storm surge. >> when you are talking recovery here, are you talking weeks, or more likely months given to give us a timeline? >> way more than months. even when i heard, officials are giving estimates for damage. i think it's really premature because there are a lot of things we haven't even seen it. talking with the senior leadership from the utility company and one of the reasons why we are still without power in most parts of marco island are totally dark, and say the

vast majority, vast percentage of my district is probably still in the dark, is instead of repair that you would have a sometimes after normal store things to be knocked or transformers, there is so much damage, excessive amount of water from the surge, that you are talking about replacement of major components. transformers, major pieces of our utility system here, just for the power alone. not to mention all the other damage that we have and has impacted our community here. >> just to be clear. it wasn't a situation in puerto rico where it was in bad shape before the hurricane arrived. what was a like around your area wasn't easily in good shape? >> it was okay but you can only do so much to protect yourself from that type of seawater hit.

this is one of those ones for the book storms. and then it was more about the storm surge. we had recently in 2017, were hit by hurricane irma, strong cat four, but that was more of a classic hurricane. i heard your last caller say there was nothing classic about this hurricane, and that could not be less true. the many times you get less than what is estimated from these storms because you get the estimates on the side of caution. this hurricane, the way that it hit us and we were in that southern eastern side of the eye so me to hide i didn't it is directly but we were on that dirty end of the hurricane. and it impacted my community

hurricane ian is gaining strength and shifting slightly to the east as it hurdles towards the south carolina coast. national hurricane center says it's now expected to make landfall just west of myrtle beach in the coming hours. this is a monster storm that is already claimed 19 lives in florida. the death toll is expected to rise. the ravaged community of fort myers, an official tells cnn there is nothing to come back to. millions of people across the

state still have no electricity. much more to come on hurricane ian, but have more on our other big stories of the day. we have just this just into cnn. police in afghanistan are reporting after an explosion at an educational center. no word on how many people were killed or injured and what caused the blast. police say officials have reached the area and will get more information as we get it. the the stage has now set for vladimir putin to announce the illegal annexation of four provinces after a widely discredited referendum. just in a few hours, a signing ceremony will be held at the kremlin, but the russian president delivering a speech. voters overwhelmingly supported joining russia, but in reality the sham referendum was veiled credibility to illegally seized

coming into at 150 miles per hour, producing this type of storm surge, dumping weighing, rain, causing flooding, and if he can make it through that, you probably did it pretty good. so this is a 24/7 effort, to stabilize, and to restore. >> and ian swamped across the port charlotte for about above and below, forcing hospital employees to move patients. >> very, very quickly, we got people out of the icu. the problem then ended up being that the water flush down the stairwell that as we see here. and on to other floors. >> we saw scenes of flooding all over central florida. residents say they never seen the water rise so fast. the rain was unrelenting for hours and people are just hoping to dry out sometime soon. reporting in orlando, florida, ryan young, cnn. let's get the latest now, meteorologist karen mcguinness, very important to find out where exactly in it, so we know that this has been a changing event all evening.

all morning i should say. where are we at now? >> john even more changing than we were thinking about 45 minutes ago. because of the. we haven't showed these spaghetti models, and they are guideline. we put in information and different parameters and this is what we are seeing here charleston. one block of, them a little over the north, central coast, of south carolina now don't let your guard down. we have a state of emergency issued for all of south carolina. so there are definite things that you need to be prepared for. maybe you will lose electricity certainly possible. maybe you'll be so fighter that you can't leave the area that you are in. those are definite possibilities. but look at this. we are kind of shifting that a little bit towards the north. along the coastline near myrtle beach, near surfside, near the island. near models and let's. kind of in that region.

even a public shaded area here that suggest possible up to 20 inches of rainfall. now some of the rainfall totals that we have seen in the south florida, that is turned deadly now. probably those fatality numbers will be going up. we had about 16 pace tally so far in puerto rico. but now the third landfall, this sometime along midday,, all that central or northern coast of south carolina. that looks to be a given. it is not a classic looking hurricane. it is a category one hurricane. but in the last few hours,, we have seen some of these deep convection that seems to be organizing a little bit more. but it's still so close to land we are not gonna see a whole lot of organization here. but it is still pretty warm water. right now, 85 per mile winds and before i go, i want to say, if you are watching me, stay until the top of the hour at least. so we can tell you what the national hurricane center is telling us. the new update.

does it increase intensity? it is there more of a shift? are we going to split the difference between that north and northward, northeastern movement with hurricane ivan? this wind field is huge. it's about 600 miles. so it encompasses all of the coastline of georgia. all of the coastline of south carolina. and much of the coastline of north carolina. so we know that the impacts are there. and environmentally speaking, because this is the low country, and southern south carolina around charleston, into sullivan's island, into it is so beach. these are fragile areas. where an inundation of water is potentially catastrophic. environmentally, and people wise, we saw what happened in fort myers, and the naples area. so devastating when this was a category four hurricane. now there is a state of emergency out for the entire

little bit more for the ace, so it looks like a direct hurricane now, that will make landfall just east of north east of charleston. >> so the situation as far as leading up to this as because supply chain is what a lot of people are concerned about here. there's reduced hours at your ports and other ports in the area. and all the vessels that we're in port now being basically sent out to sea, right? is that how it works? >> that's correct. on wednesday evening, we have seen working vessels, at least 6 pm, we wanted to make sure we can clear the vessels, and get them out of harm's way before any tropical force winds arrive. and we successfully did that. and that is part of normal hurricane planning, you know any major storm. we have a contingency plan in place. and on the gate side, chuck gates and whatnot we continue to operate and continue to deliver cargo to our customers as you mentioned the supply chain has been a little bit backed up which we all know.

so this is really important for us to continue to service our customers. and we are doing that. and we have shifted our -- slightly, but we will continue to do that. >> and just to the supply chain, even if they will be savannah winds, direct hit, that there will be obviously trouble to the north with charleston and other ports, and that impacts supply chains as well. you don't escape all of this just because the storm was moved to the east, right? >> well that's correct. look, i mentioned that our vessel sailed at on wednesday. some of those had to return, we have or to have a backlog. i think what we are pleased about that, and hopefully the storm continues and shifts away from charleston and even head out. i know that's not likely. but for savannah, we will be back to normal operations by saturday. and there has been a disruption though. so we got to overcome that. we get back to it. >> you are at your busiest month, i think last month, at the port of savannah? >> i'm sorry -- >> go -- >> i'll just say yes, your

previous, month just with that in mind, you now have this disruption. how long in terms of days or weeks will be so it makes your way through the system? >> i think that's a great question, it'll take several weeks pressley catch-up. we were on a great trend as you mentioned, august was the largest, month biggest month we've ever had. an all-time record. we handled 575,020 foot equivalent units. this was growth of 18% year over year. this was amazing. and september was going to be double digit growth as well. obviously shutting down on wednesday and losing the last few days of september. this would not gonna be there and it may be down slightly. so it will take a couple of weeks to get back on track, and clean all of this up. >> obviously an expectation now that as the climate changes, as the climate warms. the storms will become more frequent, and more intense. so clearly, you'll be dealing with this problem a lot more and in the coming years. how do you do? that's what are the plans for

that long term? >> well, look, we've been dealing with hurricanes for many years in the southeast. i think all the ports in the southeast are very well prepared for these types of storms. clearly, when you talk about our category four or five. that's very concerning and not much you can do to prevent damage there. so you know, it's tough to answer that question. with every, storm we break out our hurricane checklist. and we go through. that we do the best that we can to prepare for them. >> while hopefully this time you've dodged a bullet. and we will see that everything sort of works itself out for the best. thank you so much for being with, us griff lynch, >> thanks don i appreciate it. >> while the u.s. vice president visits the dmz and as expected, live report from seoul after the break.

technology or whether this is a message. and of course on this occasion, the speculation it is a message. and also naval joins ongoing between the u.s., japan, and south korea, which showed gain annoyed pyongyang. so that's why they are carrying out these short-range missiles not just. we understand that the presidential office here in south korea was briefed by the national security office just last week saying that they believe a submarine launch ballistic missiles. cats could be fairly eminent from north korea. so this particular naval drill is an anti submarine naval drill. so really when you put all of those issues together, when you have such a high profile visit to south korea, to the region, and you also have these drills, with the uss, ronald reagan, a nuclear powered aircraft, carrier, in the region. these are all elements that even on their own, would irritate pyongyang. so the speculation is certainly right. these misaligned chants were
