putin is threatening more strikes after targeting cities in civilian infrastructure across ukraine with some of the more's missile strikes since the beginning of the war. president biden today condemned the attack including his words advanced air defense systems. at home, to retire generals about the significance of today. first cnn's nick paton walsh. >> this was the day the war came back to all of ukraine. the capital kyiv, like many cities for months edging towards normal, hit by multiple missile strikes. carnage at rush hour, central streets hit. the target unclear. the aim. utter horror. over 100 missiles and drones. civilian death toll rising along with global fury, but there was nothing the kremlin would not hit.

a call for this chilling moment of terror across the country will only amplify. >> nick, is it clear that vladimir putin thinks it's television's been certain sort of success? is it expected to be repeated? >> i think certainly for the domestic audience which i think it is mostly likely intended for there has been an element of success. certainly critics have said they are now happy with the conduct of the war, and after the extraordinary failures of the past weeks and months they've changed tactics or have been, quote, tougher. is this something that russia can repeat on a regular basis? you have to ask yourself, there's not been some sudden change in how merciful russia wanted to be towards the billions. they have hit civilians since the beginning of the war. whether or not this has been done in the past, there maybe limits in russia's own arsenal.

we don't know how many the cruise missiles they have. but you can probably imagine they don't have 80 plus cruise missiles to use every day. so they probably used as limited use of their arsenal to send a message to ukraine, that probably hasn't worked, but probably has more of an impact on russia's own elite dampening that criticism showing the russian leader vladimir putin still has a card to play in this war. it's done some damage to critical infrastructure here. it's taken some civilian lives. i think for a few hours this morning, many ukrainians were shaken, because some cities that we're getting back to some degree of normality, in the south in the southeast were suddenly being hit intensely. do we think we will see this again in the weeks ahead? it's possible. i think russia is struggling with all of its inventories here. shells, cruise missiles, basic diesel fuel for tanks, soldiers that are all struggling right now. this i think has been a show

brutal force but i'm not sure it's something they are able to pull off on a daily basis. >> appreciate it. careful. now with russia reduced to targeting cities and people in the, what does that say about the state of the war for what it's called a david and goliath? joining us is retired general mark hertling, also retired general he served as it catch difference to russia, during a crime mechanization of crimea in 2014. >> general hertling, even though a week and goliath can cause destruction, do you have any idea how long russia can continue to carry out attacks on the scale? >> i think we have to point out anderson that this is not a change in tactics by russia. they have been doing these things since the very beginning. in terms of answering your question, how long can they do it, they obviously attempted to do the equivalent of a shock and awe day yesterday. even with the 84 by ukrainian count, 84 missiles and 24 drones, half of those numbers were shot down by ukrainian forces as they flew overhead. so yes, there was a lot of damage done to civilian infrastructure but again, mr.

putin is a one trick pony. he has been attacking civilian infrastructure with rockets and missiles since the beginning of this campaign. none of that has contributed to him achieving any have his political or military and goals. i have to believe that sanctions are hurting him, that his weapon systems are faltering. remember, way back long ago we were finding it at about 60% of russia's missiles were failing during launch. saw a combination of fewer with more failures, with the same strikes against civilian targets which are criminal, i don't know, i don't think he can keep this up much longer. >> what does this say if nick is right and these attacks, these strikes, were largely for domestic russian audience since? what does that say about what lies ahead? >> these attacks as general

hertling had mention a really a follow-on of behaviors going all the way back to the first evening of the 24th of february. they are amping it up, i sense that i feel frustration in these strikes. the russians have not been able to beat the plucky nimble and capable ukrainian military in the field. and then the bridge was dropped days ago in crimea. i just think that this is sort of a manifestation of frustration, rage, power and i think all it's going to do is harden the ukrainians even more that went through incredibly anxious days in february and march. this just continues the negative narrative. he may get some points for being strong and tough but this isn't long term gonna play well in russia. and also, it really enhances to continue to black cat russia in the international committee and the united nations. >> so general hertling, just in terms of the months ahead, what does the war continue to look like? >> we are going to see some changes in the environment

certainly anderson. that affects both sides and i'm talking about whether. ukraine continues to generate momentum. there's an attempt by russia to incorporate mobilize soldiers which we have seen through internal russian reports. there are more people running out of country then there are moving and marching towards mobilization stations. -- that are actually depleted, low

they will do with elections. but we have had some excellent work and thankfully by a lot of good volunteers to be helpful. so i think this one will be fair, but depending on who is elected, what happens next is what i'm worried about? >> after losing your election bid in august, you said and i'm quoting, the constitution is hanging by a thread. what do you think the future of american democracy looks like and how do you make it more than just a thread? how do you make the constitution embedded deeply not hang by a thread? >> how do you beef up the thread? >> yeah. >> recently we have opened a trade office in germany, her zone has and talking to people in europe, they are all watching arizona and we have

mentioned that. they have said how arizona goes, we are very concerned, we are very interested. it was a little baffling but they said as arizona goes, we fear that's how the country will go. so i know that there is the concern just today, i had denmark interview me. the issue of a threaded constitution lies in everybody 's hands. this constitutional republic depends on that democratic foundation that we can count on elections being fair and square, straight up and everybody has to count on that, both sides. and so, that's at stake, that really is at stake in this election. when you live in arizona. >> you're a lifelong conservative, republican. i've seen quotes, you never

expected a threat to the constitution like this from the republicans. liz cheney, lifelong conservative like yourself said that election deniers like carey lake in arizona, the gop secretary of state nominee mark finchem could put the republic at risk. she says that if she lived in arizona now she would vote democrat, for arizona governor and secretary of state. do you agree with that idea? >> i wouldn't blame anybody for doing it. i don't plan to support anybody who doesn't pass my litmus test of honesty. that honesty is was it stolen or not? and if you can still believe after all we have been through, after all the rounds of audits and reviews of the processes that yes it was stolen, then you fail my litmus test. i would never vote for mark finchem. i'm not out looking for a fight with mark finchem, but i know mark finchem and frankly in my opinion he's a very dangerous man. we don't want him at the helm of the elections. >> it's just stunning, politics aside a reasonable person looking at the election of 2020

and all the recounts and all the audits, legit and even the ridiculous audits all have shown the same thing. there was no widespread fraud there are paper ballots backing up all of these votes it's remarkable that this has taken hold it's just insane. >> mr. cooper one of the things about the constitution that's critical it's a paper, it's a paper ballot in a way as well. but the thing that makes it work is that i can look at someone who poses my point of view and says that the consensus that we can reach as americans is what keeps our country together. if we have the capability to come to a consensus on an issue. pick an issue, some we won't,

voters is bart barker in a position to influence? >> at least 70 million people identify as evangelical. kevin he can have a huge impact on why they vote for that candidate. >> brian versus than in 2016 evangelicals accounted for 32% of all those get cast votes for donald trump. but bart barker wasn't among. them >> in 2016 you sad, i think it hurts the credibility of my testimony for me to be a supporter of a evil man, whose campaign platform consist mainly of his evilness. >> yeah, i did not vote for president trump in 2016. and that lays out my rationale for that pretty well. >> what was the evil-ness you saw? >> the way he treated women. it had been documented at that point. i thought, a lot of the rhetoric about immigration was wrongful. a lot of southern baptist thought the rhetoric about immigration was wrong. >> formally -- >> legal immigration. >> you embrace? it >> i embrace it. i'm thankful for people who have immigrated. i live in texas, i'm surrounded by people who are in a married, and our families, they make our community better. >> courtney from wrong, 2020
