the united states and around the world. it's monday, october 17th. i'm christine romans. we begin in ukraine's capital where rescue operations are under way right now after russian forces attacked just a short time ago using kamakazi drones. that's according to ukrainian officials. the city of kyiv hit at least four times. i want to get straight to cnn's clarissa ward. she is on the streets of downtown kyiv. clarissa, what are you seeing? what do we know? >> reporter: so, christine, we're here at the sites of one of those four explosions that woke kyiv up this morning. and i think you can see behind me this is an on going rescue effort. this is quite clearly a residential building. we have already seen one body being removed from here. we also saw another elderly woman being rescued from the rubble, actually from the balcony on the neighboring building.

we just spoke with the head of the ambulance services who says they don't know for sure but they do believe it's likely that there are other people still trapped inside. earlier on there had been reports of voices being heard from underneath the rubble. but you can just get a sense here, christine, i think if we sort of look around of just how chaotic this scene is. there are dozen and doz ens of paramedics, fire workers, many, many journalists as well who have gathered here and we also just spoke to the mayor of kyiv who said that this was quite clearly an attack on a civilian target. here you see this residential building, but the likely intended target was kyiv's civilian infrastructure, which russia has been hitting harder and harder in the past week, clearly trying to cripple energy plants, power plants, heating plants especially as we go into

the winter. but the effect of all this you can imagine is quite dramatic in terms of the psyche of people living here in the capital. up until last monday, it had been relatively quiet here since the beginning of the war. now you have hordes of kamakazi drones coming in, dropping explosives on to residential areas right in the heart of the capital. the ukrainian air force saying they intercepted 15 kamakazi drones trying to get into the capital this morning. and obviously four of them did manage to strike and cause explosions like the ones you see behind me, christine. >> it's been some months, clarissa, of relative calm in kyiv. and russia was retreating on the battlefield. this seems like a new strategy from the russian president, the russian military? >> it definitely seems like a new strategy. it's one that's very chilling and grim for ordinary civilians.

i think the ukrainian authorities would say this is kind of a mark of desperation that the russians feel they have no resource left on the battlefield but to try to strike at civilian targets, at civilian infrastructure. and clearly they want to maximize whatever damage they can do as the country heads into the winter. obviously it gets very, very cold here in the winter. that's why you're seeing attempts to hit things like heating plants, like energy plants. but the consequence, of course, of that is that it does have a profound impact on the psyche. i asked the mayor how this is affecting the people of kiev. he said they want to intimidate us. they want to frighten us, but what they're actually doing is making people even angrier and making people want to fight even more, christine. >> interesting. clarissa ward, thank you very much. lot of working behind you.

keep us posted. the kremlin claims the gunmen were from former soviet states branding the attack as an act of terrorism. frederik pleitgen live from dnipro, ukraine. what more do we know about this attack on russian military draftees? >> reporter: yeah, it certainly is one that seems to have been devastating for the russians, christine. one thing we need to know about this region, it's right on the area bordering ukraine and is really a very militarized town there in russia. it's where the russians have a lot of their military stationed that they've been using for the war in ukraine but also a place where a lot of that training takes place for those more than 200,000 russians who have already been mobilized to then go and fight in ukraine. this happened over the weekend when they were obviously training shooting and then two of the people there apparently opened fire on a crowd of those being mobilized but of course also on the trainers. as you mentioned, the russians

are saying 11 people were killed. 15 people were wounded. and generally in this belgrade region, one of the few areas in russia where the war is really affecting also the population there in belgrade and that city of belgrade. there were also strikes that the russians say were done by the ukrainian military infrastructure in belgrade also some military installations as well. and now this very devastating attack. it's unclear who exactly was behind this, whether or not there was some larger plot, whether something else was behind it, but it certainly is the case that this is something that is absolutely devastating for that mobilization effort that vladimir putin has been undertaking and we saw vladimir putin right before that took place saying that the mobilization is going to end soon. he said within the next two weeks. it's clearly something that's been weighing the russians down. and now this incident certainly will make it tougher as well, christine. >> fred pleitgen, thank you so much for that. nato and russia both conducting annual nuclear force exercises this month. nato starting today.

russia expected to begin in the next two weeks. until then, the u.s. the monitoring moscow for any unexpected movement of its nuclear arsenal. national security adviser jake sullivan tells cnn the use of any form of nuclear weapon by russia against ukraine will be met with the same response. >> the use of a nuclear weapon on the battlefield in ukraine is the use of a nuclear weapon on the battlefield in ukraine. and we're not going to slice this salami. so the notion that somehow there's differences in use here i think is a dangerous notion from our perspective. >> claire sebastian is monitoring the latest developments for us. claire? >> reporter: yeah, christine. these exercises both the nato exercises and the russian ones expected to take place, as you say, over the next two weeks, are both planned. they are regular events, but of course the context as jake sullivan made very clear there is far from normal. we have been hearing increasingly blunt nuclear threats from russia. they are on the back foot on the battlefield. u.s. officials have been saying

they are completing their supplies of conventional weapons raising concerns the nuclear capabilities will form an outsized share of their overall capabilities. so obviously when we see those exercises taking place in russia, they will be closely watched by the u.s. and other nato allies. meanwhile, nato is starting today with its own nuclear exercises over western europe. this will involve 14 countries, 60 aircraft, including a u.s. b52 bombers. this will not include live weapons. nato made that very clear. but of course these exercises are part of the delicate balance of the nuclear deterrence that both sides endeavor to keep up. these will be very closely watched by russia as well and the u.s. and nato will closely watch when russia starts its own exercises for any sign that these exercises are perhaps a cover for something much less routine. christine? >> claire, thank you so much for that. keep us posted. just ahead, a suspected serial killer captured in

national correspondent for the washington post. matt, good morning. nice to see you this morning. what did you make of walker's police badge and then his claim on nbc news it gives him the right to do things with it? is this going to help him or hurt him three weeks left in the election? >> well, yes, definitely. it should be made clear that walker's badge was not able to afford arrest abilities to him or any official capacities that you would actually see from a police officer. but it is the type of prop or addition to his campaign that he's been able to accrue and just show he is actually a celebrity in a lot of georgia. a lot of sheriff's departments all across georgia actually do like him and support him and these are the types of things that you give to local celebrities. it doesn't actually mean it has any power, but i do think it is walker's own unusual way of trying to show that he does have adoring fans from his days as a heisman trophy winner and very popular college football player

here at georgia, that he does actually have some type of influence. i can't explain why he continues to insist that this has been a thing that allows him to have actual ability to work with the police. >> national sheriff's association said not about this badge in particular but in general these are meant for a trophy case, right? they're given, as you said, to celebrities and the like. in that other tight georgia race, stacey abrams and brian kemp face off for the first time tonight. what are some key debate points to look out for, matt? >> this is a really interesting race to look at here. it's a rematch between current incumbent governor brian kemp and his challenger stacey abrams. the two of them could not be more different in policy areas. kemp is running on his economic record, the fact that he had one of the shortest covid lockdowns in the country during 2020 and that he stands on very socially conservative issues like abortion and lgbtq issues.

abrams is diametrically opposed on a lot of those issues and see her try to hammer him on some of his economic policies in the state that she believes left behind a lot of people. you're going to see her hammer him on questions about abortion and his ability to legislate issues relating to that. and then you're going to see kemp counter with questions over inflation and whether or not democrats more broadly have a plan to steer the american economy in a state that kemp says is doing pretty well right now. >> so we're going to see former president obama on the campaign trail in georgia at the end of the month, in michigan, in wisconsin. how helpful is he going to be for democratic candidates, do you think? >> look, obama is still one of the most popular democrats in the country right now. he is still far more popular than the incumbent president joe biden, his former vice president, and still has large popular standing that his only -- if anything increased since his term in office. that is something that i think is still very powerful tool for

democrats as they're able to see that obama is going to take some of what is turned from political celebrity into just actual celebrity as he's able to go around the country and rally some campaigns in the midwest and down here in georgia that have so far in some cases lagged what democrats would be hoping for to maintain their senate majorities or potentially here in georgia flip the governor's mansion. >> i think you'll see pete buttigieg out there, too. we're told by campaign operatives a lot of campaigns are asking for him to show up as well. that's sort of interesting turn, too. matthew brown of the washington post. nice to see you. thank you. also tonight, the two candidates for ohio's open senate seat republican jd vance and democratic congressman tim ryan meet in their second debate. this could get interesting. last week's initial face-off descended into a fiery, sometimes personal attack from both men. the two candidates running for governor in arizona won't be sharing a debate stage, but on

chinese leader xi jinping pushing a top down, nationalistic vision on sunday. opening of the 20th party congress where xi is set to secure an unprecedented third term in power. right at the outset, xi defended his rigid zero covid policy, a policy led to frequent, huge lockdowns, crippling economic growth and widespread public frustration. >> translator: we will continue to strive for peaceful reunification with the greatest of sincerity and utmost effort but we will never promise to renounce the use of force and reserve the option of taking all measures necessary. this is directly solely at interference of outside forces and few separatists. >> steven jiang is live in beijing. what are the take aways from this major speech? >> reporter: well, christine,

the main take away that speech and his ruling philosophy is actually now very clear. that is the only way to restore china's rightful place on the global stage is restore the party's dominance in every aspect of chinese society and he has proven himself to be the man who can make it happen in the past ten years. now, from their perspective, he said all the right things including promise to renew economic growth by focussing on innovation. but critics long said innovation has been stifled resiesly because of his government's sweeping crackdown on the private sector and the tech industry and the sharp economic slowdown here is due to the insistence on the zero covid policy despite mounting evidence it is not working. if you listen carefully what he said, one term he used time again is to struggle to fight. he talking about fighting covid, fighting separatists in hong kong and taiwan and without naming the united states. it is very clear he is unlikely

to back down from his policies including on zero covid and his desire to reshape this u.s. world order. so that, of course, will have long-term implications not only for china but for the world. one thing we're very clear in this opaque, political system he is here to stay and likely far beyond that third five-year term you just mentioned, christine. >> casting himself as the helmsman there. thanks so much, steven. xi jinping and the party speech underscored their desire to reunify with taiwan. despite nothing controlled the island. you heard the sound bite we played in steven jiang's interintro duction, chinese leader being very forceful about his intentions. >> i watched it live christine along with so many millions of people here in the region, certainly here in taiwan. the government watching very closely. the general public, not so much.

they know that it's happening, but they have other things to go about with their lives because the borders are open, businesses are open. life is relatively normal here, but what was noteworthy watching the broadcast is every time he talked about taiwan, christine, the audience would erupt in -- as spontaneous as you can get in a carefully scripted event like a communist party congress where there's simply no room for almost anything but what's on the script. and yet people stopped and they applauded when he talked about taking taiwan back by force if necessary. this is something that is not new for the leadership and the people here in taiwan who over the last 70 plus years of having their own government, their own what is now a democracy, a hard one democracy that people fought and died for and served years in prison to get. these words from beijing i would say they ring hallow but of course, beijing now has a massive military to back it up and as a result the government here issues rebuttals when

jinping or other communist leaders say it is their territory. taiwan said it won't happen unilaterally or willingly. they're throwing billions of extra dollars into their defense budget, buying more weapons from the united states. they're trying to modernize and update their military strategy looking at lessons learned in ukraine. even though life feels normal, people know at any moment that could change and they want to be prepared to defend themselves. >> thank you so much from taiwan for us this morning. let's bring in josh rogin now, columnist for the washington post. josh, so nice to see you. you know, you wrote this piece in the washington post, this op ed. has biden altered the one china policy? yes and no. explain. >> well, good morning, christine. i think as will just laid out so expertly, we're facing a period of heightened tension between the united states and china on taiwan. and it seems like xi jinping is

determined to reunify one way or the other and the biggest question in washington is will the u.s. come to taiwan's aid? our official policy is we don't say, but president biden has said four times that we would. and that could be confusing to a lot of people both inside the government and around the world. and what i found out by talking to a lot of top u.s. officials is that actually what has happened is that u.s. policy has changed and the president of the united states made that decision himself and the staff is forced to go along with it. but the bottom line is that we don't know whether or not that will be necessary because we don't know what xi jinping plans to do. we have moved to a more impressive the ball is still in xi jinping's court. >> the outset of this change in and tone from the president was thought to be a gaffe. it's happened enough times. let's listen to one of those examples. this is the president talking to cbs's scott pelley. >> there's one china policy and

taiwan makes their own judgments about their independence. we are not encouraging their being independent. that's their decision. >> but would u.s. forces defend the island? >> yes, if in fact, there was unprecedented attack. >> how do you think president xi interprets this? >> well, i'm quite sure that president xi sees this and as an escalation, but what the biden administration would say is they are responding to china's escalation. in other words, it's a chicken and an egg. did they make the situation worse or did we? i think most of the evidence shows that the fragile piece that has existed between china and taiwan for 50 years was based on the idea that china would not take the island by force. now they abandoned that, that's a whole new game. the onus of the escalation falls more with the chinese side. of course they don't see it that way. in the end it will be up to all three sides to manage this very dangerous situation because nobody wants war.

two of the country's top supermarket chains are merging. kroger announcing plans to bile albertson's. why are they merging? >> so the companies are facing competition from amazon, walmart, target, costco, dollar stores. they want to merge to be able to fight off these competitors. the merger would create one of the largest grocery chains in the united states. last year they had -- the two companies had more than $200 billion in sales, nearly 5,000 stores, 700,000 workers would be one of the largest private employers in the united states. >> how would i feel a difference? what are the ceos saying about different products or pricing or what? >> right. so, the companies say it's going to mean lower prices for consumers. but there's a lot of skepticism about this claim. corporate consolidation often drives up prices for consumers. analysts also say this merger,
