accident. we'll have an interview with mark esper in a moment. >> and the "new york post" reacts saying it could have been an accident last night, referring to donald trump's run for president. breaking news, u.s. officials confirming it was likely ukrainian forces that was responsible for the miss ile strike that killed two people in poland. and it was just revealed that authorities believe it was an accident. >> melissa bell is standing by at nato headquarters in brussels. matthew, good morning. you've made it there with your

team. what can you tell us? >> reporter: it's still a very tight security operation here. we can't get any closer than this, a couple of hundred yards away from where the missile struck and exploded and caused that damage and really set the world on edge because there were concerns this could have been a deliberate or a deliberate accident by russia to strike a nato country. that does not fortunately seem to be the case right now. we're getting ahold of officials who are suggesting it's more likely to be have been a ukrainian missile that struck this area of poland and killed these tw people. when yesterday this missile struck polish territory, it was during a time when ukraine it was was being absolutely bombarded with russian missiles, cruise missiles, other missiles across targets, across the countrys are up to a hundred according to ukrainian officials

and the ukrainian ministry was desperately attempting to defend the country from those missile strikes. it's easy to imagine how a ukrainian interceptor could have overshot its target and landed on polish territory. even though it's not been confirmed yet because there are experts on the ground trying to piece the bits of the missile together to get a definitive answer to this, the general view at the moment is tending toward this was not a russian-fired missile but it was more likely to be a ukrainian interceptor that overshot its target. of course that's serious. it terrible for the two people killed here but it doesn't necessarily lead us down the road of broadening fortunately this conflict beyond the ukraine to bring in potentially the nato military alliance. >> thank you very much for that reporting. >> and leaders from the g7 and nato are holding an emergency

meeting this morning to discuss that missile that killed two people. we heard from the head of nato addressing the incident, the explosion, at a news conference. >> we have no indication that this was the result of a deliberate attack. and we have no indication that russia is preparing offensive military actions against nato. >> and cnn's melissa bell is live at the nato headquarters. that is a critical update we are getting that this does not appear to be any kind of deliberate attack here. >> that's right. speaking after that emergency meeting of ambassadors to nato, the 30 ambassadors that represent its members and it was looking at that intelligence in order to understand what needed to be done next, whether article

4 or article 5 needed to be invoked. they believe this was a ukrainian air defense missile used to defend. all the other leaders involved because of the dangers of what we've long suspected could happen, a mistake, a missile overshooting its target, something that could bring this nato alliance into direct confrontation with russia. this has increased calls from countries on the eastern flank of russia, which is a no-fly zone, that this would bring nato forces in more direct contact with russian air forces. so for the time being, no suggestion there's going to be a

bolstering defense on the eastern flank. what we've heard from jen stoltenberg are calls for calm, for acting together in a very measured way and trying not to escalate the rhetoric or military buildup. >> certainly a relief from a lot of these leaders. thank you for that update. >> i want to bring in the former secretary of state, mark esper. nato secretary-general is saying there is no indication that the missile that landed in poland that it was intentional. it was not the result of a deliberate act. they don't believe at this point. they think it was an accident. what's your assessment? >> well, that was my suspicion yesterday afternoon when i spoke on your network then, that it was likely an accidental russian firing into poland and, second,

maybe a spillover from an ukrainian air defense system that were trying to knock down the missiles fired into ukraine yesterday. i'm glad to hear they've concluded their investigation and found it was likely an accident. >> where does this put those discussions about invoking article 4? >> i don't think it's necessary at this point if the determination has been it's an accident caused by ukrainian air defense. i would stand down on that. i do think it's important to make assessments about going forward, how do we prevent such accidents in there needs to be a question between ukraine and nato. ukraine is using old systems. lviv, which was probably

targeted is only 40 miles from the border. there needs to be discussion about air defense placements and continued discussion about the united states and its nato allies providing more and more capable air defense systems to the ukrainians to defend this unwarranted russian onslaught. >> and it is a border town. >> right. i was there in 2018 to see u.s. and allied forces training ukrainians and i think it's made all the difference here in the conflict. look, it's very close. and when you're shooting missiles, if they go up and they miss, they're going to come down somewhere. i'm just surprised this hasn't happened earlier frankly. >> secretary, thank you very much for being with us this morning. i'm going to ask you a question that i think is really important and that is do you think it's important for president zelenskyy to come out and publicly acknowledge what intelligence now indicates this was? make it very clear for people to

hear it from him? >> absolutely. i think he should come out and speak to it. i think he should apologize and i think there needs to be some discussion of what are the reparations for the family who were tragically harmed in ukraine. how do we prevent this from happening in the future. with regards to the placement of air defense systems, what is the range of thos systems because, again, these are long range weapons systems. we. >> i wonder if you think this changes the war in ukraine at all. because the ukrainians indicated this morning that be we wouldn't be in this scenario if it weren't for russia. so -- it's important there's clarity about who and what and why and how but do you think this fundamentally changes the

conflict? >> i don't. look, that your right, we wouldn't be in this situation if it weren't for the russian attack that began nine months ago. but we are where we are. we know the ukrainians are desperate for nato to get move involved and we understand why. i think the important thing now is to look ahead. we need to help the ukrainians defeat this onslot of their infrastructure. vladimir putin is trying to break the will of the ukrainian people, and the more we can help the ukrainians defend themselves, which means urgently rushing -- and allow them to have the tactical enhancements

to push russia out of their territory. >> you saw another development happening in florida when it comes to your former boss, former president trump, announcing he is running for president. what's your reaction? >> i wish he wouldn't. i think he's unfit for office. i thought his remarks were very subdued and very uninspiring and i think it's time for the republican party to go to more unified leaders and work on policy issues and not on personal attacks. >> what would you say about former colleagues that might go work for him again in his campaign or if he's reelected? >> my message has been there were accomplishments in the trump administration, better border security, conservative judges, lower taxes, deregulation. i think you can get all those things with a new generation of republican leaders who may be

more online with what i consider myself, a reagan republican, who can do so without the peshl attacks and self-centeredness of donald trump and can grow the republican base as well. the election last week is an example that donald trump is incapable of winning election. he's done more to help the democrats than the republicans. there's no reason why we shouldn't have a bigger margin in the house and we we should have taken the senate and yet we haven't. if you want to govern with conservative principles, you have to win election and donald trump can't win an election. >> who do you think can? what republicans do you want to see run? >> desantis is at the top of that list right now. he did a great job in florida, he brought more hispanics on board. he appears to me to be the

front-runner. with need, rally republicans and grow the base and really reach to independents and others out there across the country and allow him to return to office in 2024. >> you said he's unfit for office. why? >> look, he puts himself before country. his ambassadors are all about him and not about the country. and we saw last weekend it's it's short coming number one. and i believe he has integrity issues and character as well. >> what do you mean? >> i don't think he's an honest prn. we saw the falsehoods in the remarks that came out of his mouth last night. this is that's what i've mentioned, that's what ronald reagan gave us. >> thank you, defense secretary.

about is donald trump's talking points. and it's not just donald trump, it the base's talking points. what he was criticizing mcconnell for was legislating, infrastructure, other issues that he worked across the aisle with the democrats on and that is where the republican party is right now. they -- the base doesn't want any -- to give even an inch to joe biden and that is one of the reasons why they're very mad at mitch mcconnell. the or main reason is because donald trump is mad at mitch mcconnell and attacks him all the time, sometimes with pretty racist language about his wife so they're following suit. >> the "new york post" barely gave an inch to the former president's announcement. welcome back to cnn this morning. as president trump announces his third run for the white house, there are questions whether president biden should be the one to take him on in 2024. let's talk about that and a whole lot more with james clyburn of south carolina, the third ranking democrat in the house of representatives. thank you very much for your time. thanks for waking up early. >> thanks for having me. >> we all know and you remind us that everyone said you were wrong in 2020 when you put everything behind biden and you were sure he was the one who could beat trump and you were right. i wonder what your reaction is to trump's announcement last

night that trump is running again and whether that makes you even more confident that biden is the one who takes him on. >> well, i doubt very seriously that we're going to have that as a contest. we'll let the republicans go at each other and make a decision, but biden in my opinion is best for us democrats, irrespective of who may be put up on the other side. we have never seen in the mid term the kind of success that we have just had and that's due a large measure to the agenda and the approach of joe biden. joe biden was exactly the personality that was needed for us to come back from this pandemic and he put forth an agenda that was perfect for us to run on. and those of us who ran on that agenda were very, very

successful, and i do believe that we can build upon that because so much that's in that agenda really kicks in come january. if you look at the cap on insulin, that was just a promise during this campaign. it it's going to be a reality come january. same thing with negotiating for the price of medicine for people on medicare. and there's a lot in the infrastructure bills that going to be blooming next year at this time. so i just think that people will see the real effects of the biden agenda and it's going to be great for us to run on. >> let me see if i can ask you this in a different way and i promise i'll get off of this. if there is one person who you believe would increase the chances of joe biden winning in 2024, would that person be donald trump? >> well, you know, i'm a history

the three of us were together last night at an event that i hosted for the new members, and we had a good time together. so i'm not going to get involved in making my choice in this public way, but i have said to both of this many that i will not pursue the position of leader of our party or speaker. it won't be a speaker for us, it looks like. so whoever may be the candidates for leader, i will make a choice at the proper time but i won't be a candidate for leader. >> and when would you like to see pelosi make her decision? obviously she makes her own decision but when do you think is an appropriate time for that decision to be made? >> i don't think there's any real appropriate time to make a decision like that. i know these races have not been declared. i think you all have given us the most optimistic -- i think

congressional races in many places across the country, like here in new york where nobody thought they would be. what are democrats saying now? like what should we do, how are we going to change strategy? >> look, we lost seat that we had no idea we would lose. you have to take a look at that and see why would we lose? there are seats in california that it looks like we're not going to be successful in that we are not going to be successful in. having said that, we were successful in a lot of places where people did not think we would be successful. i said it to another shetwork the sunday before the election, that you all are going to be in for a surprise tuesday night.

we won 22 seats and the two that we lost, i am rahal -- i don't know what to think about thos two. they were tough races, we knew that gloria would have a bib but we didn't intend to lose by that margin. i thought she would win and she lost. so i'm taking a look at both those as well, not just where we won but where we lost so that we can do it better the next tomb around. >> you say need to at least significantly affect that agenda. what does that look like for you, even if it is in the minority. >> i think we have to coop this

a your ago i started saying that what think country needed, especially after january 6th, was a very definitive election. in order to get to that point, we needed for people to step outside of their comfort zons. that's what happened on tuesday. we got a very definitive election and it allows both sides to come together and come up with an agenda for the american people and stop some of the acrimony. people are sick and tired of that. you see all these election deniers that lost. now there may be some down in lower positions in legislatures that won, but all the biggest, the nationals, they lost. that out to tell them something. so let's sit down around the table and figure out how to move an agenda forward that would be a benefit to the american people our parents left us a good

♪ because players are going to play, play, p♪ taylor swift fans unable to shake it off. ticketmaster's website appeared to crash and freeze on tuesday during the ticket pre sales for a handful of dates for her highly anticipated eras tour. irate fans took to twitter, were calling out ticketmaster saying it wasn't loading, wasn't allowing him to get tickets even if they had the code for the verified fans, the pre sale code. to join us to tell us what happened on the business aspect of this is our business correspondent rahel solomon. they should have known that this was going to crash the system. >> she knows this because she was one of those fans calling

and complaining. >> everyone waiting. >> a lot of critics and swifties feel that way. this was a presale event meant for fans not bots not resalers to be able to buy tickets before general sales on friday. what ended up happening was there was so much demand some people were stuck in cues for hours, other people waited in cues, waited in line and by the time they got to check out and pay they were kicked off the site. ticketmaster says, look, there was historically unprecedented demand with millions showing up to buy tickets. i think the reason why some say they should have known is you had to get a code in order to even participate in this presale event. some are wondering if i got a code clearly you know what the demand was, ticketmaster saying, look, you had the opportunity to buy a ticket but just because you had the code doesn't mean that you were necessarily guaranteed a ticket. >> seems fishy. >> kaitlan is getting me tickets. >> i thought don was getting us tickets for christmas. >> that, too.

my second point is why does ticketmaster seem like the only place we can buy these tickets from? is washington looking at this? >> certainly a lot of critics would like to know that, too. ticketmaster does have dominant share, 70% to 80% depending on which estimate you look at. when ticketmaster and live nation merged there were concerned back then, i think it was 2010, about whether this would create monopoly and anti-competitive behavior. what you have with that merger essentially is you have the ticket sellers, ticketmaster, you have the venues, the promoters. >>er the artists. >> by the way, the artists all represented under the umbrella. i think where it starts to get anti-competitive at least from a legal sense is are they using that dominant market share to also perform or participate in an anti-competitive way to then charge higher fees? i think that legally is maybe why the bar is so high. >> there are some lawmakers i'm sure would like to look into it. ilhan omar, congresswoman ocasio-cortez and new jersey congressman bill parcel has been
