this is considered an extreme event, an extreme weather event. that means it is dangerous, it also means that it is life threatening. i want everyone to keep in mind that for the next 48 to 72 hours is a lack of common sense, we know that it is coming, we know we are going to get a lot even if we do not get as much as resource to get. letter first responder, they're gonna be out there for the next 72 hours, they can do their jobs and get things back to normal as quickly as possible. a historic storm is bearing down on western new york, especially the buffalo area.

authorities have banned driving in an effort to keep people off the road. the governor has declared a state of emergency for 11 counties. the nfl game between the bills and the brown has been moved to detroit, the frigid winter weather is stretching beyond the northeast and the entire country is looking for freezing tankers to day. cnn meteorologist derek van damme is tracking it for. us so dark, even for areas used to snow, this could be historic for some locations. one of the dangers here? normally snowfall in buffalo new york does not create headlines. >> we normally would not show with, us but this is the potential to paralyze infrastructure in a populated part of western new york. this is a localized event and has some potential to cause some damage. we go to 2014, and that crippled the city but it also caused city to collapse just by the sheer weight of the snow. that is a concern going forward. we have heavy snowfall across many of the great states,

including michigan, but i'm going to focus in on western new york. under lake effect snow warnings, the driving ban in erie county, the state of emergency that is in place. it is where buffalo is located and it is on the far east and of lake erie. you can see the snow band that has set up across this area. i found this fascinating, this is about 200 miles in length, but it is only about ten miles in diameter. so it is dependent on where this band of snow sets up and who will see the heaviest snowfall. by the way, some of those lightning strike that you see on that our snow. this happens with this kind of event, this intense snow band that can go downwind of the great lakes. there are already unofficial reports of two feet of snow in western new york and of course it continues to pile on. i want you to pay attention to the direction of the wind and the forecast imagery here.

that westerly influence is so important because it determines who is going to see that heaviest snowfall. i showed you how thin and narrow that snow band is, only ten miles wide. a southwesterly wind direction puts it south of the city of buffalo, a less populated area but it has a larger effect across lake erie. that will have more opportunity to pick up the moisture from the lake and deposited it as heavy snowfall in downtown proper of buffalo. the strength, the direction of the wind is so crucial here. let me take you to near the shoreline of lake erie, just north. this is a suburb of buffalo, of show you what it looks like a few hours ago. within this particular area, it is dark and the snow is flying. but look at the waves crashing up on the shoreline, they're coming directly off of the water, that southwesterly influence. we will get back to the graphics. when it is all said and done, how much snow will we actually see? well, this is the most

important detail here. downwind of lake ontario and downwind of lake erie, we will not be measuring this in inches, we will be measuring it in snowfall. i've never seen this in the history of my career, we have broke our color table here. we are starting to see coloring in this area, i will highlight that for you. what is that, more of a magenta? i've never seen that before. that is over 36 inches, it is not even work out in our legend on the top portion of the screen. so incredible amounts of snowfall, again the potential here to cripple and paralyzed infrastructure depending on exactly where that snow sets up and take stay overnight and over the better part of the weekend. kim. >> interesting, seeing new colors on your map. eric van damme, we appreciate that. four years after the murder of journalist -- the u.s. has determined that saudi crown prince should be given immunity. a lawsuit brought against him in connection with killing. his fiancée in the order human

claim. the state department says that sovereign immunity is based in, quote, long-standing and well established principles of common law and it suggestion of immunity but these murderers as purely illegal determinations, but they condemned the murder as heinous. the human rights group dawn filed a civil lawsuit in washington back in 2020 a against envious, and others involved, and u.s. intelligence concluded that the town prince ordered the murder of -- who is an outspoken critic of mbs. you mentioned that joe biden has changed his tune, and certainly when he was a candidate in 2019, he described this as a flat out murder and that there should be consequences. take a listen to what he said in 2019. >> i would make it very clear that we will not sell more weapons to them. we are in fact going to pay the

price and make them the pariah that they are. >> president biden was in saudi arabia back in july where we saw him fist bump with and the us, he was trying to convince the kingdom to undo -- saudi arabia has refused to do that. obvious has not improved its human rights record. many are confused as to why the biden administration has given this recommendation for immunity. he showed images, before hand came, of the crown prince in thailand. he arrived there for the apex summit late last night. he was warmly greeted by the thai prime minister. we are yet to hear from him or the world leaders attending that aipac summit. we are however expected to hear from human rights groups who will condemn the biden administration's stance on these case.

poland says its investigators are moving quickly to get to the bottom of a missile blast that left two people dead. the government spokesperson tell cnn the investigation is expected to be done within days, polish and nato officials believe it was a stray ukrainian missile that flew over the border and hit a polish village on tuesday. is still not clear whether a ukrainian officials will be allowed to join them on site. polish president says that they will be able to observe the probe, but may or may not actually participate in it. ukrainian volodymyr zelenskyy

right now in buffalo new york. you can barely see anything, that is because there are so much snow they've been reporting even thunder snow. they have been seeing historic amounts of snowfall and predicted friday, as to conditions deteriorate. the national weather service say will produce near zero visibility, which we are seeing right now in our camera there. we'll have much more from our meteorologist derek van damme at the cnn weather center, that is coming up in about 15 minutes. the newly elected mayor of los angeles says homelessness will be your top priority when she takes office in december. karen bass made the bold statement in your first policy address since winning election, and she called on the entire community to come find adequate housing for the 1000 homeless boss. here's what some of what she said on thursday. >> no matter who you voted for, no matter who you are, or where you live, i will be a mayor for you. the people of los angeles, my message is we are going to
