>> this is cnn breaking news. >> hello, everyone i'm anna coren. we begin with breaking news. police in chesapeake virginia are reporting multiple fatalities and injuries from a shooting at a walmart. details are still coming in, and we are working to get you the very latest information. again, police say they have responded to a shooting at a walmart in chesapeake, virginia. they report multiple fatalities and multiple injuries. well, let's bring in cnn
9:02 pm
national security analyst juliette kayyem, and we also have neil franken joining us, a former maryland state police officer. juliette, let's start with you, what details are you learning? >> walmart opened two days before thanksgiving opened late. and so, you are going to have dozens of people, if not, more in a large facility of which they are new to it. so, they do not know what is going on. you have a shooter. we don't know if the shooter was an employee of the walmart, are someone who came in at the stage. there's conflicting reports. and at least several fatalities at the stage, including other injuries. so, what is happening right now is obviously making sure that threat is no longer. it seems that's the. case and now, you are in the family reunification stage. which is, the people who there getting out and getting with their families, or getting away from the scene after providing
9:03 pm
witness testimony. and then you will have the identification of the victims, which is the horrible part right now, so close to the holidays. another mass shooting event in an open area that is almost impossible to secure, especially in states that allow -- that have more of a gun culture in other states, i guess, i will put it that way. but i law enforcement now is going to figure out what, presumably, is the motive at this stage of the killer. and whether he is alive or dead. we do not know that yet either. but another night in america, unfortunately. >> we are obviously looking at these live pictures of chesapeake, virginia, where we can see the police cars. they look like they have secured the area. neil, tell us, what would be happening on the scene whether or not the shooter as been subdued, whether he has a, dead.
9:04 pm
we know that there been multiple fatalities and injuries. >> sure, there are some things that we know for certain about how the police will respond to such an incident. unfortunately, we have done it too many times. so, the first thing is to neutralize the shooter, to identify the shooter or shooters, find them, neutralize them, and then you have to take care of the injured. you have to survey the entire store, locate anyone who is injured. some may have left the store. but then you tend to those. and then becomes the arduous task of figuring out what happened. people are scattering, people are leaving the, store people are hopping on cars and leaving. and you want to do your very best to find anyone who is a witness to this. and then you have to go through the process of collecting evidence. and it is going to take a long time. this crime scene is going to be working for probably days. and so, collecting that evidence, again, finding out
9:05 pm
what the motive is of the shooter or shooters, and then moving in a direction of but -- i think will prevent these from occurring in the future. i know we have been down this road many times before, and are probably going to have more. but we've got to do the work of prevention. >> neill, you have obviously attended these mass shootings in your career. i know that you have retired from the police force. but to look at these mass shootings, you know, week after week. what is going on, you know, would gun violence in america? but >> well, unfortunately we have a society where we have grown. many people are dealing with mental health issues. and not just dealing with these issues. but they don't know how to mitigate them. but we have just gone through a period of covid shut down for a couple of years, which has accelerated mental health issues. i'm not saying that that is the only reason. but as we investigate the shootings, we can come to learn
9:06 pm
that in many of them, we are dealing with people who are suffering from mental health issues, unresolved mental health issues. and we are trying to deal with red flag laws, we are trying to deal with -- let me just say this. reasonable regulations should be background checks. there is no reason why both sides, both parties, all parties, can't come to some sort of agreement on this. that is a beginning point. we can do this. but mental health is a big part of this. identifying it, and then mitigating it for those people who are suffering from it. but >> juliette, let's talk about what happened on the weekend in colorado springs, with that gunman walking into that club, the lgbtq club, and just firing on the crowd. i mean, if it wasn't for that former army veteran who tackle that man, the gunman, to the
9:07 pm
ground, there would've been so many other people dead. but you are talking about a society that, you know, we are grieving the loss of five people from the weekend, and now we have a another shooting. as you say, at a walmart, a supermarket, days before thanksgiving. >> that's right. and right before, that you had a killing at a virginia university, three football players. we are sort of now just in the cycle. and i think it is really important, to pick up on what neill said, in terms there are two solutions here. and if we focus too much on one of the other, we are not going to come to any solution. the first is of course the means. in colorado, the shooting was over within two minutes. and by fbi statistics, about 75% of active shooting cases and before law enforcement arrives. that's a fast they are occurring. and about 25% of them are over
9:08 pm
within two minutes. so, these are multi fatality events that are happening because of the speed of the weaponry, the kind of weaponry we have on the streets. and so, looking at at least those weapons that would kill lots of people faster makes it almost impossible for a law enforcement to help. we don't know what happened tonight at the walmart. but we certainly know that in colorado, it took the bravery of an army veteran as well as others to stop the assailant, even though that response was relatively quick, just three or four minutes. and then you look to the motivation, whether it is hate, whether it is harassment, that leads to hate, which may be the case in colorado. or an employee issue. those motivations are also important. the data is clear, and the research is clear that people do not just wake up, get a gun, and shoot people. that they are talking about it.
9:09 pm
they are well being or lack thereof is known by community. it's going to take people stepping forward. it's not just a matter of red flag, laws it's a matter of a community also recognizing the threat inside in terms of family members or others. both of those are -- will make things less worse. because they can't get worse. i guess they could hear. but both of them have to be focused on. what we have is gun rights activists sort of ignoring the means, right, they're not talking about the guns. and then we also have sort of talk about just one part of it. and it's important that the challenge today is how frequently they are occurring. how often they are occurring. and then also, how quickly the deaths are occurring. that is a relatively new phenomenon since the semi assault rifle ban ended after ten years, which was showing
9:10 pm
good success by stopping this kind of killing. >> neill, if i can ask you about background checks, as you mentioned before that that is something that is desperately needed. public opinion will show that people are in support of something as basic as a background check. and yet, it is the politics that are holding this reform up. that must frustrate you to know and, to know that it is up to congress, at the end of the day, to passed gun reform. something that the majority of americans desperately want. >> you are absolutely correct. i live down in fort myers, florida. and i talk to people every day from the left, from the right, a lot of people from the right. i'm not one has disagreed with me about reasonable background checks. not one has disagreed with me about having the age of 21
9:11 pm
before he can purchase a firearm. so, it is political. because the people want something done. and these are just a couple of things where we can begin. and it is reasonable. and again, as juliette set, there are multiple pieces to this. this is complex. it's not one or two things. but it's multiple parts to the solution. >> one of the things that we've seen, sorry to interrupt, is i teach young people's generation lockdown. coming of age, and they are voting. and neil and i are, older so we are not experiencing this phenomena. but what we put these kids through in terms of the only solution we would provide them is they are the ones who have the lockdown. this generation has come of age. they are in their 20s and 30s. they view gun violence much like climate change, as the threat. they do not worry about international threats. they are not worried about nuclear threats like i did in the 80s and 90s.
9:12 pm
this is their nuclear threat. so, generation lockdown has come of age. and god bless them, in some ways. because i think that the unity of their response, which cuts across both parties, is that this is an unacceptable way to raise a generation of kids who are now voting. >> well said. >> for our viewers who are just joining us, let's update you. there has been a mass shooting at a walmart in chesapeake, virginia. it happened a short time ago. we are waiting for more details. we know that there are multiple casualties, multiple injuries, as we look at these live pictures, we can see that police seem relaxed. they seem to have certainly secured the scene. but we are obviously waiting for any updates from the scene. juliette, if we can talk about what happened on the weekend,
9:13 pm
because that is obviously a mass shooting where we do have details. the gunman had told his but his mother, had threatened his mother that he was going to buy off a bomb some years ago. now, you would think that that alone would have raised a red flag within the community, within the police force. and yet, it did not. so, i guess this is two both juliette and two neill, are there cracks in the way that things are reported and then logged? why are these red flags not going up? >> in this instance, we know that the gap in the law which would require the mother to come forward and file a complaint, so, she calls the police. then she goes quiet. might have -- might have triggered a red flag law. there is a lot of variances in each law. and then there is the jurisdictional issue of whether that particle jurisdiction actually enforces the red flag
9:14 pm
complaint. because you can have a law, but if you are police or others are not enforcing, it will not matter. so, what you had as an incident that less than a year passes. purchasing his own guns. his motivation is unclear at the stage. we have not seen the charges yet. we are meeting with hate of sometime. but nonetheless, that is essentially what happens. and so, once again, going back to what neill said, look, you can have laws, i want more laws, i want responsible laws. but you also have communities that are aware of this. and each case that are where this, and that we are dependent on them to make the judgment call for us that the person that they know might be a threat to others. and that is not an easy thing to ask. but it is necessary at the stage. none of these come at surprises,
9:15 pm
when you look back at them, right. all of these guys you know had a lot of things going on. neil i can get you are they're cracks major flaws in the system? >> obviously there are. juliette spoke to some of those. i think a big part of this is it takes a lot of resources to track this sort of thing and it seems to fall into the hands primarily of law enforcement. but again for us to be really safe within our communities and safer within our communities, it takes the people within that community to get involved and be inquisitive, to be curious. but we seem to be moving further and further apart from one another as we go forward in time, not wanting to get involved, or stick your nose
9:16 pm
into the business of someone else. but we have to know more about our neighbors, we have to learn more about the kids down the street and not just go in your homes and close our doors. but not get to the point where we report things it shouldn't be reported. we need more education on it, we need to know more about what to report, one of the telltale signs? there are a lot of cracks in the system and it's just going to take a lot of work and it's going to take our political leaders, politics aside and again to do those things that we know will make a difference. but it's not just one or two things, it's a multitude of things. i guess we're gonna have to vote or weigh into, boats and people out of office. >> yeah. neil franklin, and juliet kayyem, we certainly appreciate your giving us this context, this is a fluid moving story.
9:17 pm
we're not looking at live pictures coming from chesapeake, virginia. we can see the site has been certainly taped off. there are ambulances, there are police cars. police are looking relatively relax. we don't know what has taken place inside that walmart other than that there are multiple fatalities with multiple injuries after another mass shooting in the united states, this time in chesapeake, virginia a short time ago. please stay with us. we'll have much more on this breaking news story in just a moment. it goes on clear. no mess. just soothing comfort. try vickcks vapostick. living with plaque psoriasis? otezla can help you achieve clearer skin. don't use if you're allergic to otezla. otezla can cause serious allergic reactions. it may cause severe diarea, nausea, or vomiting. otezla iassociated with an increased risk of depression. tell your doctor if you have a history of depression or suicidal thoughts or if these feelings develop.

9:29 pm
at 10:12 last evening. we responded to the walmart on sam's drive in chesapeake nestle for a report of a shooting. what's on scene, responding officers believe that we are dealing with an active shooter responsibly, switched our response tactics to that active shooter response which is well both within our training and within our area of how we do things. over the course of the next 30 minutes or so, officers went inside the building along the chesapeake fire department and were able to use a tactical response to provide aid to several injured persons. we've located several people that were killed by the gunman in the building also. a little while later, we'll able to determine that it was actually a single shooter and that should we believe he is deceased. >> selina, how many people have been killed? >> i do not have an exact number at this time. there's multiple fatalities

>> we had multiple injured. i don't have exact numbers on that either. >> they have all been taken to hospital and are receiving treatment obviously. >> correct. >> is there any other information leal that you can share with us? i appreciate that this is a fluid scene, but anything else you can share with our viewers. >> we believe it was just the one shooter. officers are still on the scene investigating. it's gonna take several hours, several days probably. we're still actually looking through the walmart superstore, it's very large in size. persons could being here at the event and tried to hide, some are still searching the building for anybody who may still be inside, injured and it's still kind of a rescue slash recovery, but the investigation starts right now. >> okay. all right, leo we will leave you there for now. leo kaczynski from the chesapeake in police public information. we certainly appreciate the

9:33 pm
it's going to take them a while just to make sure that they have located everyone in the store. then beginning the process of identifying evidence and everything else. this is going to take a while. it's probably going to be active at least into the morning probably late into the day tomorrow. and again, being able to locate, people who are made it to the hospital, people may be transported by other people in the hospital, maybe other people, and there may be witnesses, they got a lot of work to do. >> juliet, what was your assessment of what leo said? >> they have not notified -- look we know how to read into these things. they've not been able to identified individuals, notify next of kin. that is their primary responsibility. i know we want the number, but the primary responsibility is
9:34 pm
obviously to get people with their families, get the witness reports neil was saying. see if people went to hospitals on their own. you have immigrants for other people -- community members to come forward as well. as neil was saying in the earlier segment, it's a military community, so there's going to be that factor in as well. we just don't know who the victims are at this stage. that's primary. i will say one thing. it is never good when they cannot tell you the number, because that means they have either not sweep the whole area or the number, they're trying to figure out unfortunately how many bodies are in a particular room, who those individuals are. normally, if you got a shooting
9:35 pm
with water to, you'd be able to know that. i also noted that he said the original calls they weren't sure it was an active shooter, then switch to the active shooter protocol and i had come to believe by 30 minutes that the assailant, the killer was not able to kill anymore. whether he committed suicide or something else happened in the rooms, we don't know. this is a big event with an unclear number of dead and families being notified right now. if you know your family member was there, you are standing right outside the parking lot waiting. >> and i presume as you said this is a super walmart, so this is a very large store. multiple rose, multiple places for people to hide. neil, your sense when you heard that this was an active scene for half an hour. tell us, how would police have

9:37 pm
teams, they are going in. they're not gonna stand by like we've seen in other places. they're gonna go in and they're gonna do the job. that's probably what happened here. i would think, i'm not saying for sure, but i would think that it's if the shooter was neutralized by police officers i think that would've been reported by now. but again i don't know for sure, but two hours into this i'm sure that they would have that information to report that were in fact the case. >> so if police killed the gunman they would've reported that? your sense is that this government would've committed suicide? i'm >> i'm not saying that. i'm not don't know for sure, but it seems that maybe in the case. it happens quite often especially if they run low on ammunition or something else happens. or have we have seen before if someone else, a customer or a worker or someone else could've been involved in neutralizing
