live at cnn. we blink breaking. news police and chesapeake, virginia are reporting multiple fatalities and injuries from a shooting at a walmart. officers were up spotted to the store littlest in three hours ago, just after 10 pm local time. a spokesperson says he cannot confirm the number of dead but believes it is less than ten. a statement from the city of chesapeake confirms that the gunman is deceased. let's bring in cnn national security analyst juliette cayenne. we also have neil franklin joining us, a former maryland state police officer. juliet and neil, we know now have the lay of the land. the gunman walked into that store a bit before 10:12 pm local time, and he opened fire. there are multiple fatalities, multiple injuries. police responded shortly after. we heard from the police spokesperson who said that the

officers walked straight in. we don't know what sort of confrontation there was with the gunman, but the gunman is now dead. that was an active scene for about half an hour. neil, let's start with you. talk us through what would've happened. >> so, again once the officers would have arrived, and a half an hour active scene is a very long time. most of these shootings don't take that much time. it's just a matter of minutes. so if we had a think you said earlier less than ten hopefully deceased, we are pretty fortunate, but once the police officers arrived, they form a team, and they would enter the building. they would systematically go through the building trying to find the shooter to neutralize the shooter, listening for gunshots, talking to people, trying to get a direction, at a

scripture so that they can identify the issue, so that they can neutralize the shooter. again we don't know what happened. we don't know if the shooter took his own life, we don't know if it was done by police officer or someone else. but, as you said it is confirmed that the shooter is deceased. there's one other thing that i failed to mention earlier this can be a significant part of building this case in the evidence and getting the information. retailers such as walmart, these huge retail outlets have a plethora of cameras. if cameras everywhere, and so one of the things that the police are currently doing is collecting that video. it's going to take a long time to go through each the -- footage for each one of those cameras to try to learn exactly what happened. where did he enter from, what was he carrying, where illegal first, how he went about the

process of shooting people in this store. >> juliet, we heard from police. they say that the death toll is less than ten. that is yet to be officially confirmed but this is just days out from thanksgiving. this is a super walmart. many shoppers would've been there doing their last shopping for this holiday. the death toll could've been much higher considering he was in this store. it was an active scene for half an hour. >> that's right. what we are looking for it's such a large scene remember the police are getting conflicting reports. someone says he's here, another person says he's there. that's common in these situations. when they enter, when they say 30 minutes it does not mean that they are standing aside like we saw uvalde. they are inside the building. it's are not hearing shots,

that indicates suicide or stopped by someone else. they don't know who is. they don't know what person or individual people, running in, people are running it, they don't want friendly fire. they don't want to shoot anyone who is just a customer. so the length of it is not surprising, if the active shooter will yeah i calling, they not hearing gunshots, they don't know where he is. that's how this would've unfolded in the room -- it's not a room, in the warehouse essentially. these walmarts are huge. until they can make sure that the killer was dead, we'll find out how that happened. the numbers no more than ten. i've been watching a lot in hearing some reporters comment on that. they've got to identify the bodies and get the family

notification. it's the holidays, it's the right thing to do, but they are keeping that number, we will get a definitive number, one hopes that they are accurate in the sense that is so tragic you just don't want to be a higher number. and then find out more motivation into. stage that's gonna be key if he walked in the eating of the facility, someone who knew the facilities, aranda walmart, is it an employee. there's conflicting reports. i would say it's been about three hours, i would anticipate the police department having a press statement or a press conference relatively soon so the people can begin to understand what had happened in that room and what level of horror happened that we're dealing with tonight a compare with what we dealt with two days before and two days before the. >> it's just never ending with this gun violence coming out of

america. neil, in the last hour we spoke about the state of shootings that many of them have been carried out by people suffering from mental illness. talk us through the possible motives. obviously, the weekend shooting in colorado springs. that gunman is looking at hate crimes, murder, the motive being hate. what could the possible motives be for this government to walk into the walmart on a tuesday night, shoppers going about their evening shopping in preparation for the holidays. what are the possible motives that we could be looking at? >> sure, especially when you have a foundation of mental illness, it doesn't take much to send the person over the

edge. again, it could be a hate crime towards a particular group of people. could be a disgruntled employee. it could be a disgruntled customer who again is dealing with issues. when you hear about the background of the other shooter, and leave his name is aldridge, in his history there was some bowling took place. we see this a lot especially in a number of our school shootings that we have. whether it's online, or whether the bowling took place somewhere else. so there are many possibilities, many things that can send someone over the edge to strike out, target people or random people. usually when it's a situation like this, when you've got this large retail outlet and it just appears to be random, this doesn't appear to be a targeted

shooting where he was going in and looking for a particular person. again, most of the time that we see shootings like this as someone who went over the edge, random shooting. multiple reasons why could be in this particular case. we'll find out what the motive us hopefully in this particular case. i believe we will. >> juliet and obviously we are still learning details and grabbing what we can from what police have told us over the last three hours. but certainly if we look at what happened just days ago in colorado springs. that gunman had obviously threatened to detonate a bomb, he threatened his mother, threatened a community. his mother called the police and warned them of what her son was threatening to do. and yet the red flags did not

go up. is this a recurring theme that we are seeing when law enforcement is has told something yet it is not put on the record and that red flag doesn't go up? >> we don't know the killer who he is, is, history the relationship that warmer, or his relationship with anyone who may have worked at that walmart who may have been in that warmer. this is a high fatality event. obviously not targeted as neil was saying against a particular individual. i was against lots of people who perished tonight because of this, the kind of attack it was. we just don't know what was motivating. virginia's and open carry state. as areas that don't allow and some places the don't allow. walmart has its own rules about

open carry. i will say warmer is a very serious company when it comes to safety and security in terms of, you talk about video cameras, i'm curious if there is a security guard or someone else under the. it's not uncommon for walmart to have their own security. and then of course the employee protocols in an active shooter case, they are trained as well. there are a number of features because of walmarts huge news in the united states that it would've been available, and minimizing if the employees were properly trained. i'm curious about whether there was a security guard at the stage and how the individual was and it eventually killed. we will find out more at the first press conference. there's lots of different details going on. but we don't know right now as

if this wasn't an individual who might be captured because a previous conduct that would've gotten noticed by law enforcement. >> juliet, neil yes please. >> one of the things we don't know yet is the type of weapon or weapons that were used by the assailant, which is very important relative to the numbers of deceased. >> obviously we are hoping that the police will provide us with that information in the coming hours. obviously their priority is the injured, informing the families of the victims. there are multiple victims, we know that and obviously carrying out this investigation. juliet, neil please stand by. but let's now go to virginia state senator louise lucas

chesapeake in the district that she represents. she joins us now by phone. luis can you please now give us the latest about where you are learning about these mass shootings? >> >> i've learned about a lot of it i've learned a lot about, it and it's absolutely. horrible and seeing the victims, think that this gunman -- this gun violence is out of control. and unfortunately we have the power to do something about it, it's just not the will on the part of many of our legislative members to do it. listen, all i can say to you, is that emptiness -- it's a sad night for us in virginia. sedated sympathy and it's gonna be really sad time tomorrow when people wake up and see the sad news. and we can do something about. it there is too much easy access to firearms. and we have got to do something to bring it under control. many of us have been fighting in the legislature for decades

to try to get gun control measures passed. but unfortunately, there is always been pushback, pushback, pushback. but we've got to bring it under control. how many people have to die before legislatures, not only in virginia, but all across the nation, come to the reality that there is just too much access to firearms? >> senator, explain to us the gun laws in virginia. speaking to people, not just in the united states, but around the world. >> well, in virginia, of course, we have easy access to -- because we are an open carry state. and that is one of the problems. the other problem is that i do not think there is enough being done to make sure we follow the red flag laws. i think that we need to have more restrictions, stricter restrictions on how easy, people have access to guns. i mean, i just don't think the criminal history background check was strong enough. there is just so much more that can be done. and we can do it. but there is always that pushback. and i'm just hoping that this

will be one incident that will begin to bring an end to the gun violence that we are seeing here in virginia. i am just horrified. hi i'm horrified that both access to guns is just too easy. >> you say that you hope this incident might help, you know, bring about gun reform. but we are seeing these sorts of mass shootings happen week after week. in the united states. people not just becoming desensitized. to what is going on but the gun violence in america. >> i think that's important. but i think also a lot of this violence has been driven by hate speech. a lot of this violence is being driven by people who are following other people on social media. and they are just trying to mimic and mock what other folks are doing. and i just don't think there is going to be any -- until we bring some common sense gun measures to virginia. i, mean we have got to do.

more we are losing lives every day. and it is just unconscionable that we have not done enough to try to stem this tide. >> and senator, to think, this is just days away from thanksgiving. >> yes, just imagine the number of people who will be waking up this morning, the day before thanksgiving, and just wanted to have some time with their loved ones, just to give thanks for the things they have been able to afford in this life. and just to have to sit around a table with empty chairs and just mourn the loss of more people in our families because of the senseless killings. and because we do not have the control, the wherewithal, the willingness, to bring gun control measures to our legislature. >> so, senator, what is your appeal? because if we look at the polls, people support, you know, background checks. and yet, it has held up, you know, as a political and. the political -- the gun lobby is so powerful

united states, the republican party, they back that gun lobby, that very powerful gun lobby. so, how are you can to bring about reform, you know, in a reform -- in a country where the president united states is a democrat? it beggars belief to think that gun reform cannot be brought in whilst the democrats are in power. >> well, you know what? and i dare to defer. i think we can do whatever we put our minds to here in the united states of america, no matter who is in the chair. because this is about the lives of -- it doesn't matter if you're democrat, or your republican. it doesn't matter who you are and what statement you have in life. these gun violence is so out of control, it knows no community, it knows no sex. and we can do something to curtail this. and i believe we need to do that at all costs. look at what happened in virginia beach. violence all over.

-- help with the county regarding relief. we need to do that right. now we need have boots on the ground. we need have people dealing with the trauma. i am just horrified. and i am just infuriated that we have not done more to try and bring about more gun control measures here in the commonwealth of virginia. as i have said before, many of us have been working on common sense gun control measures for decades, only to get pushed back year after year after year. i am hoping that this -- of mass killing will make people come to the realization that it's left up to us to try to do something to bring gun control measures into our legislative body. >> senator louise lucas, we certainly appreciate your time. let's hope that there is the political will to bring about gun reform in the united states. we'll take a short break. more on our breaking news in just a moment. stay with cnn.

breaking news out of virginia, where police in chesapeake say there are multiple fatalities and injuries after a shooting in a walmart store just hours ago. police have not confirmed the number of those killed, but say it is believed to be less than ten, and the shooter is dead. while, just moments, ago chesapeake police gave a news conference on the shooting explaining what happened. take a listen. >> so, we responded an issue a. we found, soon as we got on here, based on the evidence that a shooting has occurred. there was actively going. on we responded in an active shooter fashion. we are trained for that. we had calls within our area. so, we go inside. and long story short, over the course of the next 30, 45 minutes, we are able to find multiple fatalities and multiple injured parties. with the chesapeake fire department, we are able to put rescue in tactical teams the

other to go inside to provide lifesaving measures rapidly and quickly. and then through the course of investigation, we believe there -- single shooter, and we believe that shooter is deceased at that time. officers are still on scene at this, time coming through the building just to be sure. but as of right, now we believe it's only one shooter, and that one shooter is believed to be deceased right now. like i said before, there is multiple fatalities in multiple injuries. so, we're just a little over an hour into the incident. unfortunately, it is very fluid right now. that's all i have at this time. >> do you want to say the shooter is self inflicted? >> we do not know this time. >> -- shot by police? >> not to my knowledge, no. >> when you got here, was it pretty much, over, i guess? >> i do not. no i don't know the timeline just yet. i kind of just got here quite a bit after the fact that it happened. i believe that the shooting had stopped when we arrived. but i'm not 100 censure. so, we did treat it as an active threat response, which is within our our normal

response tactics. >> and whether the chesapeake police that responded or was it -- >> officially, it was just chesapeake police. but there are -- outside earlier. we're looking for assistance. >> and you said multiple fatalities -- over five, any major? >> i don't know. i think, right now, it's less than ten. that's right now. >> did the shooting happened inside the store or outside the store? do you know? >> i would have an outside. >> any employees involved? >> i do not know. >> there is at least one deceased announced outside the building, correct? >> correct. because one person is deceased outside right. now >> but the shooting happened at least inside, perhaps outside as well? >> could be, could be, but i'm not 100%. >> what is your next step? >> right, now it is an open crime scene. it's an active investigation. we've got officers inside, detectives responded. we're still combing through the building to look for more victims, both injured or

>> returning to our top story this hour. police in chesapeake, virginia, are reporting multiple fatalities and injuries in a shooting at a walmart. we don't know the exact number of people killed. police say it's less than ten. police are at the scene, securing the store and gathering evidence. in a tweet, virginia senator mark warner says he is sickened by reports of yet another mass

shooting. he is urging all of those in the community to listen to guidance from local law enforcement, and to stay away from the scene. we will continue to follow developments and bring you the very latest. ♪ ♪ ♪ well, now to ukraine. and a startling assessment from the head of the country's power grid, who says a major russian attack last week caused colossal damage at power stations across the country. he says more than 100 missiles were used in the assault on energy facilities. for now, the grid is stabilized its. scheduled blackouts continue. but the destruction is widespread. >> [interpreter] the scale of the damage is colossal. practical no thermal or hydroelectric stations have left unscathed. to understand the scale of these attacks and what we have to deal with, practically all thermal and hydro generations, meaning major power stations,

have been damaged by missile attacks. >> as ukraine works to keep the power running, more aid is on the way. the u.s. and world bank each expected to provide four and a half billion dollars in assistance in the coming weeks. and the european union has announced two and a half billion dollars in financial aid. joining me now is cnn political and security analysis david sanger. he's off the white house national security correspondent for the new york times, and author of the book the perfect weapon. david, great to have you with us. the head of ukraine's national power grid says last week's missile strikes have caused, quote, colossal damage. from your assessment, how dire is the situation? >> well, it is pretty dire because much of the power for ukraine came from the zaporizhzhia nuclear plant, europe's largest. that is completely shut down now, at least for power generation.

that was before the strikes. the strikes themselves were interesting because we thought that when ukraine lost power, it would be because of cyber strikes that the russians conducted. after, all they turn off the power in parts of the country in 2015, 2016. but it turns out that we'll -- short of war weapon, during the middle the, war the most efficient way to turn off the power is the way the russians have done it. which is to put missiles right through the substations, the generators, just do as much havoc as they. could and they have been quite systematic about it. so systematic that were not a hearing the ukrainians and many other people, millions of, them to leave the country for the winter. take up residence in poland or romania or any place that might take them in or where they have relatives.

so that they are not an additional drain on an already limping along grid. >> david, we know that ukraine is expecting a harsh and brutal winter. temperatures can drop to minus 22 degrees celsius, that's minus 71 degrees fahrenheit. president zelenskyy has said if we survive this winter, and we will definitely survive it, we will definitely win this war. do you agree with his optimism? he gave this sort of -- speech the other day that said the tide has turned here. but when churchill gave that speech, britain still had several years left to the war. and i suspect the same is true of a part of the ukrainians. the russians and vladimir putin have long thought that the winter is their best option here. that the war would slow down. and thus, they retreats.

that europe would grow fractured because of the high cost and perhaps shortages of natural gas, everything that had been flowing through nord stream 1 into but. that you'll see cracks in nato. and that you might actually crack the ukrainian drive to win the war. i think the miscalculated on that. i think for europe, is very possible that next winter may be more important. and for the ukrainians, nothing that putin has thought would break their will so far has tended to do it. but we are going to have to watch this winter to see if the sheer cold actually does alter the determinations of the war. and there is going to have to be a rush on the u.s. and its allies. so to make sure some alternative fuels get there. . david, the world bank, the, eu

have announced multi billion dollars in assistance to ukraine. >> how long do you think this will last? >> i think it is going to last a while. i think one of the results of the election in the united states and the failure of some of the pro trump republicans to win means that the factions within the republican party that was basically saying america first, why do we need to pay for this war in ukraine, they are not in this great numbers as we thought they would be. i think there may be some objections from the left, from those who think the money should be spent largely at home. but i suspect that biden is pretty much going to get his way with additional aid. i think the question for the world bank and other

we are working closely with law enforcement, and we are focused on supporting our associates. the suspect in the mass shooting on the weekend at a colorado lgbtq nightclub is now out of hospital and in jail. anderson lee aldridge is due for a initial court appearance in the coming hours, and will face multiple murder charges. the district attorney says hate crime charges are also being considered. cnn's rosa flores is in colorado springs. >> new information is surfacing about the suspected gunman, 22-year-old anderson lee eldridge. >> our investigators are combing search warrants, and looking for any type of items such as computers and other technologies. >> the suspect was caught on camera surrendering to police during a bomb that incident last year. >> this is your boy. i've got the [bleep] looking back. they've got the heat on me. >> when his mother called police on him, saying he had

guns and ammunition, according to authorities. but the case was not adjudicated, and the file was sealed, which means it would not be detected in a background check. >> go ahead and come on in boys. let's [bleep] see it. >> the incident failed to trigger colorado's red flag law, raising questions with the strength of a tool that allows firearms to be removed from someone who is deemed to be a risk to themselves and others. at the age of 15, aldritch was known as nicolas f brink. he literally changed his name to anderson l aldritch in 2016 through the courts in san antonio texas court records show. prior to that, in 2015, the shooting suspect was the subject of intense online bullying on a still active internet parity page. cnn has found evidence of the mocking comments that span a five month period when he was 15 months -- 15 years old. the page, resembling wikipedia shows photos of him, mocks's weight, and accuses him of engaging in illegal activity.

aldrich is the grandson of california assembly met randy lapel, who initially compare the january 6th attack to the revolutionary war, but later said he did not condone or support the violence and lawlessness that took place on january 6th. aldrich's family life is chaotic. he was primarily raised by his maternal grandmother, the ex-wife or the assemblyman, a source told cnn. and since the shooting, police have been trying to reach out to the suspect's mother, laura voghell. police say they do not know where she is. >> she has not offered to come forth and speak with us. >> the suspect's mother receive three years probation for public intoxication and falsely reporting a crime to police in california, when aldrich, then known as brink, was just eight years old, according to court records obtained by cnn. the court records show that she made a false report in 2008 about a break-in and berkeley attempt, where she was tied up with a kite string and duck taped. weeks, later she admitted to

making up the whole incident because she was lonely unwanted attention. a 20, town court records also show she sought custody of her son, 19 years old. when he was 12, his mother was again in trouble with the law. she was arrested for suspected arson, and the charge was later reduced to criminal mischief. rosa flores, cnn, colorado springs, colorado. while, back to virginia in just a moment. an update on the deadly shooting inside a super walmart store.

>> returning to our breaking news out of virginia, where police and chesapeake, are reporting multiple fatalities and injuries after a shooting at a super walmart store. police received a call after 10 pm local time. a police spokesperson says it's believed less than ten people are dead, including the gunman. we will keep you updated with any new developments. we are also following breaking news out of jerusalem. the israeli police are investigating two explosions near the entrance of the city. at least 11 people were reportedly injured in the first

blast. let's go to cnn's harass gold, live for us in jerusalem. harass, what else are you learning? >> so what we understand is that less than two hours ago, 7 am local, was the first of what has been deemed a series of explosions in the jerusalem area. the first explosion took place at a bus station near one of the main entrances to the city. this is sort of a highway turning into a city road part of the city. there is a major bus stop there. and police believe that some sort of bag was placed on the ground before it exploded. we know that at least 11 people were injured and that blast. man, a second blast took place in a different part of the city but also at a bus station. not clear if this was a bag on the ground, or something else. but at least three people were injured in that. at least two of them are considered to be in serious or critical condition. now, we have been talking for months about how the situation here is so tense. and how there were fears of a

third intifada. and these types of explosions really sort of define the first and second intifada's. so, there is a major fear right now that we are at the cusp, that this is the opening to another intifada. because explosions, bonds like these, bombs, especially placed at bus stations, they have not happened in drew slum or israel proper in years. in recent years, if there are some attacks, they tended to be stabbings, shootings, or ramming attacks. these sort of explosives, these bombs, this is something we have not seen in quite a long time. now, there is a rise in these new militant groups in the west bank. and there reports in the last few days of a potential car bomb that might have gone off in the west bank, sort of a failed car bomb. so, already tensions were high. but this is, i think, very surprising for a lot of people. still, despite the fact we have been talking about how tense the situation here is. just because there have not been bombs like this in so long. people are now immediately thinking back to the second infant -- intifada. suicide bombings on buses

especially. back in those days, many israelis which is completely avoid riding buses or avoid bus top. their regular searches at entrances to any sort of public place. and there are concerns that now israel will be going back into that situation. there are also concerns that there will be more explosions. there are some reports of security personnel trying to dismantle something. else we don't have that confirmed. but right, now the situation here is very tenuous. there are concerns that there will be further explosions, either in jerusalem, or elsewhere. and concerns this will only open up into something much larger, potentially a third intifada, anna. >> but hadas gold joining us from jerusalem, we appreciate the update, thank you. un human rights council be holding an emergency meeting on thursday as iran's government intensifies its crackdown on protesters continue. the un human rights chief says the situation in the country is, quote, critical and his office has received reports of iranian forces responding forcefully to protest in the kurdish regions.
