♪ good morning, everyone. top of the hour. it is monday, the monday following thanksgiving. i hope you had a good one. lots of news to discuss here, rare protests and clashes with police spreading across china. the crowds fed up with covid restrictions and calling for their president to step down. how this all happened and where it might be headed, that's next. an entire american city is without water right now. public schools in houston are forced to shutdown as the city put a boil water oil in place after losing pressure at a purification plant. and kim kardashian calling

for cnn this morning. thank you for your reporting on this. this is deeply personal to so many in china. how different is this from what we've seen in at least the last decade or so? it seems this time is different. >> reporter: this is unprecedented, since xi jinping took power. what we are seeing is surreal and unbelievable. last night i was there in the middle of a protest in the capital of china, talking about a country where it is extremely dangerous to publically criticize the party, especially xi himself, you risk jail time or worse. and last night in beijing they were chanting over and over again, we don't want covid tests we want freedom. some shouting for freedom of speech, human rights. many people holding white paper in their hands, a sign of solidarity against censorship. i talked to a protester who told me he motorcycled and biked more than an hour to get to the

scene. when asked how he was feeling, which is a what he told me. >> translator: i'm overwhelmed. everyone should be here. they don't have to voice their opinions but i hope they can stand with us. >> reporter: and i cannot overemphasize how rare it is to have someone speak to cnn maskless in public, shows how determined they are for their voices to be heard. after 2:00 a.m. more police filed in, forcing us to disperse, we saw the videos of violence in shanghai but what i witnessed yesterday was at least peaceful. >> it is dangerous, they're obviously putting their safety on the lines there. poppy asked the question, what happened this time. but do you think this will be effective this time? >> reporter: well, these people are extremely determined, but this is also extremely dangerous and the security presence is huge. i'm about to drive out right after this to go back to the
4:04 am
place we were, and i'm expecting to see rows of police cars there. what pushed people past their breaking point this point was so heartbreaking. a fire that broke out that killed at least ten people and videos of the scene indicated that covid restrictions prevented victims from getting help with the compound entrance blocked by the fences and metal barriers used in covid lockdowns. you can see flames coming from the building, no water able to reach them. it triggered people's worst nightmares, the idea that any one of us can be trapped in a building while fire is ranging, unable to get help. for more i want to bring in chief national security correspondent jim sciutto in washington. there have been signs of dissent, but do you think the new wave of anger is posing a bigger challenge for xi jinping's government. >> it is posting a challenge, the question is how big of a
4:05 am
challenge this is a government that built a security apparatus for two decades for this kind of thing. protests happen in china, a country of more than a billion and a half people but those are local. this is national. and it's affecting the biggest, most powerful cities, beijing, shangh shanghai, wuhan. when you look at the protests, they're not small and isolated, often involving hundreds of people out in public places with their masks off, allows them to be easily identified, that's an act of courage in this country. this is a country that tracks every act of dissent and knows who you are and punishes those people. it's an enormous risk to do what these people are doing to challenge the government. this is something that xi jinping is noticing. they're not just saying i have a problem with china's covid policy they're mentioning xi
4:06 am
jinping by name and freedoms by name. listen to this particular point in the south. listen to what the protesters are saying here. we'll play the clip. they're saying no to lockdowns, yes to freedoms. they mention freedom of the press, they mention freedom of speech, they mention freedom of action. these are things explicitly forbidden in china, kaitlan. that's a broader criticism than saying we're sick of the covid restrictions. >> this comes as xi has gotten his third term in power. what are you watching to see and how the government is responding to these separate factions and protests coming together under this pushing back against the covid restrictions. >> it's a good question and they are responding by tweaking. we heard today -- selina wang mentioned this, this is the moment that started this, you had a fire at an apartment building. there's the fire hose.
4:07 am
the reason the firemen could not get to the building is because of covid restrictions. there were barriers around the building. they're so far away, the fire can't reach the flames. they have since tweaked some of those policies, no longer for instance locking the doors to apartment complexes so in the even of a fire, firemen can get in there. those are tweaks. when covid cases went up again, they had to reimpose many restrictions there. to this point, kaitlan, china's covid policy is a failure, their vaccines largely don't work, people are still getting infected. one moment that i was told was powerful for the chinese people. they've been watching the world cup. they see maskless crowds in qatar, cheering for their teams. china is still behind masks. it's not just the developing world that seems to have put covid behind it, china has not,
4:08 am
that's causing frustration there. china has an enormous security apparatus, they'll crack down and crack down hard. >> we'll be watching. thank you. a power outage triggering a major chain reaction and causing havoc for millions in the city of houston. the chaos includes a boil water advisory and the closure of all public schools. straight to rosa flores live in houston this morning. good morning to you, what happened? >> reporter: good morning, don. as you mentioned, there was a power outage here yesterday, and according to the city of houston, that impacted one of the water treatment plants. and the water there, the water pressure dropped below 20 psi for one to two minutes. that's why the city of houston issued this boil order advisory asking residents to boil their tap water before using it. houston is a big city. this is impacting more than 2

million people and some school districts have closed today. so it's impacting parents, don, today. now they have their children at home. it's impacting at least the houston school district but other school districts are also affected. >> what has to happen for the boil water order to be lifted? don was saying how this impacts schools. there's going to be a lot of unhappy parents this morning. >> reporter: i know. this has to happen per state law. when the water pressure drops. so what needs to happen is the city of houston has to submit a plan to the state of texas, the state of texas then has to approve the plan, and then water samples have to be collected, that water sample has to be tested. and then these water samples have to sit for 18 hours to see if anything grows on the water. if nothing grows, according to the mayor of houston, then the water could be lifted as early as later tonight or tomorrow morning. but the mayor of houston did

4:13 am
public health emergency? what are people in the health profession saying about this? >> what they're saying is they're concerned about the triple threat. you still have about 300 people each day dying from covid and tens of thousands of people in the hospital. you have hospitalizations due to covid, due to flu so high. also the young and old due to rsv. that's a lot of people. hospitals are so strained and a lot of doctors and nurses left the profession during covid because they got so sick of it. so we have a bad situation. three infections that are putting people in the hospital, not enough doctors and nurses. >> feels like they can't catch a break. thanks for that update. this morning, kim kardashian is speaking out over balenciaga, they released a holiday ad which appears to show kids holding teddy bears in bondage. let's go to erika hill.
4:14 am
good morning to you. how do they think this is a good idea? >> that remains a question. this ad campaign was pulled last week. tuesday there was a statement out that put out on social media saying they apologized for any offense our holiday campaign may have caused that the bags should not have been featured with children. these are teddy bears that appear to be in bondage gear with children. the photographer saying i had no direction here for the shoot of the pictures. you can see them here, why people were disturbed by them. as to why and how this happened, there isn't been a clear answer as to who thought it was a good idea. you have to get high up the chain of command. >> it's a teddy -- >> it's a ted bear bag with bondage in an ad with kids.

4:16 am
about it. do you know how big this is? is it penetrating? >> do you mean is it penetrating and damaging the brand? >> yeah. >> i don't know that's clear yet. i don't know that it has been long enough as to see whether or not there is a financial impact on the brand. has there been outrage and pushback on social media, absolutely? >> thank you very much. appreciate that. we'll continue to watch this. inflation is not slowing down holiday shoppers. and kim jong-un's daughter seen in public again. the second time in recent days typically she has been shrouded in is gre si. we'll talk about the strategy behind the sightings ahead.

because it's a break from precedent of what we've seen past leaders in north korea do where typically they haven't been seen with their children unless they're the successor. what do you make of this? >> the likely explanation is she is the successor. but this is north korea. so the most common sense answer is probably wrong. it could also do with kim's sister, who is extremely capable and seemingly ambitious. and maybe kim jong-un is telling her to back away, forget about taking over if kim jong-un passes. remember, kim jong-un is a series of medical problems. diabetes, heart issues, some other things as well. so succession is a matter of some importance in north korea right now. >> absolutely. we just learned about his daughter not that long ago from dennis rodman.
4:36 am
we didn't know much about her. what do you know and what have you learned? the photos are being released by state media, it seems quite intentional. >> we don't know much except she's probably 9 or 10 years old. rodman is the reason why we know her name. and the thing that's really interesting about these photos is that the mother, who was with them at the time, is not in the pictures. so, you know, we have to figure out what that means. but right now, we know very little, except that kim jong-un has three children, they're all very young. none of them are at the point they could actually be groomed for succession. so the designation of one of them is really unusual. >> well, this, coupled with what kim jong-un and the regime said over the weekend, very explicitly about wanting to be the foremost world nuclear power, i mean, how do you think that this ties into that?
4:37 am
>> well, the pictures of the daughter are both in connection with the 17, which is an intercontinental ballistic missile, tested three times, successful twice, this is a missile that can reach any part of the united states. obviously because north korea is so small, it's economy is wuny. it could never have the world's largest arsenal, which is what kim jong-un was bragging about. but remember, kim is a proxy for what could be the world's largest arsenals together, which is china and russia. so we have to be concerned that kim jong-un is signaling that he has the support of both beijing and moscow. >> good morning, gordon. good to see you again. i want to ask you about these protests in china and hong kong. you worked for almost two decades there and this is what you tweeted on sunday, the third chinese revolution has started. how significant are the protests, and how does it
4:38 am
compare to previous protests in years past. >> this is serious for the communist party. many people compare them to 1989, but i think they're more serious than that. they go back to 1949. 1949 is when the communists took power. they took power despite confronting a superior force, and the nationalist forces melted away because as one great chinese historian said, the nationalists had lost people's hearts. what we saw since thursday with the protests over the fire is that the communist party lost the hearts of the people. in 1989 protesters didn't demand the communist party leave power. they're doing it right now on the streets in china. the communist party has to be concerned. >> is that the key difference some of them are willing to say that xi jinping should step down? >> yes.
4:39 am
remember they do this at great risk to themselves because china is a total surveillance state. the communist party can recognize everybody in the crowd, what they're saying, doing, and what they're doing can put them away for decades. so there's a boldness in the chinese people right now. it can fade, it could very well fade because of the anger over the fire can dissipate. but we do know that this will come back, because the chinese people have made it very clear, they did not want the communist party and they don't want xi jinping and they want to govern themselves. >> you want president biden to weigh in. what do you think he should say here? >> i think he should privately say to xi jinping, that the use of force against the chinese people will result in severe consequences. like the severing of relations with china. it's in our interests to make sure this is resolved peacefully. and i hope that president biden who has concentrated on working with allies is on the phone with our friends and partners around
