4 a.m. in washington and the bahamas where sam bankman-fried has been arrested and will appear in court later today. he was arrested at the request of the u.s. government which is expected to request his extradition. it's not known what charges he's facing. federal prosecutors in new york will be unceiling an indictment in a few hours' time. >> the u.s. securities and exchange commission announced it will be unveiling its own charges against bankman-fried. he will no longer be appearing in front of a banking committee but house financial services committee chair maxine waters said she's committed to finding the truth. the american public deserves to hear directly from mr. bankman-fried about the actions that have pawned over 1 million people. >> bankman-fried resigned as ceo of ftx last month on the same

day the company declared bankruptcy after traders rushed to withdraw $6 billion in a period of 72 hours. bankman-fried is facing a class action lawsuit. and endorsers like tom brady, larry david of deceptive practices. we're joined by matt husbasy. thank you so much for joining us. this happened much more quickly than people expected but it's not a massive surprise. >> no, not a massive surprise at all. i think the size and scale has prompted regulators to act much more swiftly. >> in terms of the specific allegations, what do you understand them to be? there are so many different

charges he could face but what do you think is the primary one? >> reporter: great question. he's facing civil charges from the securities and exchange commission. the recent revelations are criminal charges. i would say misappropriation of customer funds and potential fraud. >> it's unclear how much money people who had invested will get back at the end of these bankruptcy proceedings. do we have any indications of that? >> we don't. sam bankman-fried took to twitter just a few weeks ago to say he had managed to raise a significant amount of money to make customers whole, in his words, but he said he was falsely resigned which -- and he said the money that he had allegedly tried to raise was now off the table. so it's very unclear how much they'll be left to reimburse customers who lost money and the

balance sheet documents that we have seen suggest that it's fractions of a percent of how much the company was worth and how much the customer funds actually had on its books before it collapsed. >> in terms of how the industry is feeling, obviously this has had a huge impact. a lot of investors have pulled out of crypto altogether. are you confidence it has a future if this trial goes ahead effectively? >> i am. i think what it proves is that regulators are now going to have to take the industry seriously. some believed the technology was enough to not be regulated by third parties. i think for crypto and blockchain, they cannot survive without regulation. i feel it's a good thing for consumers to have better regulations in place.

i think it will slow down the skyrocketing growth and companies like ftx to go from zero to the second largest in three years. it will curb the pace of change. >> matt hussey, thank you for your perspective ahead of all of the developments. in the u.s. a winter storm is heading east after dumping snow in the western states. >> blizzard conditions will ramp up in the upper midwest and central plains and more than 15 million americans nationwide are under winter weather alerts. >> to get the very latest let's check in with meteorologist brittney britt at the national weather service. >> snow this morning and even severe and strong storms stretching from parts of nebraska down into north texas. this whole system spins eastward and is going to cause quite the issue. notice the ice across parts of

north dakota, back into southwest minnesota and into northwest iowa. ice storm warnings in effect. talking about picking up half an inch to roughly a quarter of an inch. regardless, it's going to cause widespread power outages if that's the case. blizzard warnings in parts of the upper midwest and back down into the northern plains. this is where we're picking up winds of 35 miles per hour over a three-hour period dropping visibility down to a quarter mile or less. winds already strong. we have advisories in place for iowa back into the midwest. high wind warnings where we can expect wind gusts over 60 miles per hour at times. not only that, but we're also focused on this here. the notice how the winds stay strong even when the snow stops, it doesn't take much. visibilities will be wiped out for the next 24 to 48 hours. forecast snowfall totals picking

up high amounts here over 30 inches within just the next three days' time. that's across the rockies. so higher peaks could pick up more. look at this, bald hill picking up almost 1/10 of an inch of ice. this is in north and south dakota as of this morning with additional ice accumulation. we talked about quarter of an inch to half an inch, you can see where it's going to fall. the purple where we have the thinger ice. it doesn't take much for widespread power outages and slick spots all over. travel not advised within the locations. the area between the warm front and cold front, a lot of warm, moist air coming in from the gulf of mexico. wind sheer and you see the area highlighted in red traveling eastward. we are expecting this to come into play late tonight and into early wednesday with an enhanced risk of severe weather. what's that mean? we have a greater risk of damaging winds as well as long

lived strong tornadoes. you have to pay attention to that. on top of that, the threat for flooding picking up an additional 2 to 4 inches of rain. >> thank you. now the body of the prominent sports journalist grant wahl is being returned to the u.s. >> his manager tells cnn an autopsy is being completed and his family is expected to provide a statement in the days ahead. earlier the u.s. state department said it had seen no indication of foul play. >> wahl died friday after collapsing between a match between argentina and the netherlands. he was just 49 years old. standing by for the latest inflation in the united states, the bureau of labor consumer price index report is due out today and it's expected to show inflation cooled from 7.7% in october to an estimated 7.3% in november. the federal reserve has been

watching closely as they're set to meet on wednesday. the u.s. central bank is expected to raise interest rates again. u.s. congress expected to pass a stop-gap measure after government. the temporary measure is called the continuing resolution or cr for sure. cnn's chief congressional correspondent is manu raju. listen to the democratic and republican leaders. >> our democratic colleagues have already spent two years massively, massively increasing domestic spending using party line reconciliation bills outside the normal appropriations process so clearly our colleagues cannot now demand even more, more domestic spending. >> later this week members should be prepared to take quick action on cr, a one-week cr.

i'm optimistic we could take action on cr quickly and avoid the shutdown neither side wants. >> reporter: congress still struggling to get a deal to fund the federal government. this is something that should have been done, according to the dea deadline, september 30th. they punted 12 appropriations bills to fund all federal agencies until this friday creating a new deadline of this coming friday. if they are unable to meet that deadline as well. they're expected to delay another week to give them more time to cut a large scale spending bill. the final number has not been decided yet. it could be around the range of $1.75 trillion. if they do get an agreement on that large bill, it will be unveiled, likely pushed through congress in a matter of days giving lawmakers very little time to review it. if they don't get a bill on that big bill, it will likely be punted into the new congress.

democrats have a narrow majority in the house, republicans will have control of the house. 222 seats, 218 votes to pass legislation and the question will be if they punt it into next year getting this congress on board as well as getting agreement between the senate democrats all raising major questions about whether they can get there which is why there is an enormous push to get this done this year, get an agreement that would include all funding not just for the pentagon, key agencies like that, also funding for ukraine, $37 billion to fund the effort in ukraine as well as policy issues such as overhaul the electoral count act which would be aimed to prevent another january 6th. can they get there? still an open question as lawmakers struggle to get a deal after months of talks. manu raju, cnn, capitol hill.

u.s. president joe biden will be signing the respect for marriage act into law today. it grants federal protections to same-sex and interracial couples requiring all states to recognize marriage performed in other states. >> a celebration will be held on the south lawn for the signing with musical performances and thousands of guests. georgia's secretary of state brad raffensperger has been subpoenaed by special counsel jack smith as part of the investigation into donald trump's efforts to stay in power. >> raffensperger could prove to be a compelling witness in the case. you'll recall early last year he resisted effort from trump to find enough votes to overturn the 2020 presidential election. >> earlier this year raffensperger testified to the january 6th house select committee about the threat he received after standing up to trump. ahead on cnn, the family of an american student studying in france says he hasn't been heard from in weeks and now they fear the worst. we'll have details on his disappearance.

>> reporter: scientists at a department of energy lab have figured out how to success 234ri6 produce a nuclear fusion reaction with a net energy gain. they've succeeded in taking two hydrogen atoms and using 192 powerful lasers and force those atoms to fuse together unleashing the same energy that powers the sun and stars. until now that has been incredibly difficult to replicate here on earth. the key is they've been able to release more energy from the reaction than they use in the fusion process itself. that's critically important. for anything to be a viable force it needs to be a higher energy output than energy input to generate power. this is huge because it could unlock an unlimited cheap, clean power source for the world. this is a viable energy source and no longer a hypothetical scenario, but as major as this

is, in the quest to move away from dirty energy sources, there is still a far way off from powering our homes by way of nuclear fusion. it's estimated it will take two, even three decades before this energy source is widely used. rene marsh, cnn, washington. the governor of alla ban ma has banned tiktok from allstate owned devices and networks. she says the social media app poses a security threat from china claiming the evidence speaks for itself. the governor also admits she's never used the app. south dakota's governor signed a similar order in november. twitter owner elon musk is undoing many policies. the council was meant to address hate speech, child exploitation and other issues.

three members of the council resigned be in protest last week writing in a statement that, quote, contrary to claims by elon musk, the safety and well-being of twitter's users are on the decline. meanwhile, twitter is bringing back the blue check marks. the coveted option is available for those who paid for it. you'll recall, the company had to pull the feature last month after a wave of supposedly verified accounts started popping up imposing well known names and brands. it will cost 8 or $11extraordin that they're coming back. an investigation of an american student who disappeared from france. they haven't heard from their son in two weeks and they fear the worst. cnn's melissa bell reports. >> he was looking forward to coming home for christmas. >> reporter: kenny delan jr.

from upstate new york hasn't been heard from in more than two weeks according to his family. >> we're waiting. we're worried. we don't know what -- you know, where he is. >> reporter: this is deland on a security camera december 3rd in the last known footage of him. a missing person's report was filed getting local police involved when he didn't return to his host family or show up for classes. >> i haven't heard anything from him. >> reporter: that store deland was seen at is an hour's ride south. a prosecutor confirmed to cnn that deland appeared to leave of his own accord. he told people he had arrived in france under prepared and was having difficulty making friends. he also mentioned that he wanted to go to marseilles before he

institutions are discussing how to help ukraine survive the winter and how to repair its badly damaged infrastructure. >> the ukrainian prime minister arrived and president volodymyr zelenskyy is appearing via video link. this is being covered live from the french capitol. what do you expect to come out of this, jim? >> reporter: max, i think it's basically what president macron said he wanted to do, to get ukraine through this winter. basically address very short-term needs that the country has, needs in terms of food supplies, in terms of electricity, help, heat, transportation. the conference is meant to address that. the so up to 50 countries, nearly 50 countries are here explaining how much they're goings to give. it's expected to be tens of millions of dollars, maybe more than that. then this afternoon there's going to be a meeting with the

officials and french businesses to talk about what exactly they can do, the private companies can do to help out immediately. it's really on very short-term aid addressing a very cold winter that's already started here, max. >> jim, thank you. back with you as you get the results of that. palestinians are mourning a 16-year-old girl who was shot and killed by israeli soldiers during a raid in the west bank town of janine on monday. >> the israeli military acknowledges the shooting but says it was unintentional claiming their fire was directed at armed gunman and the girl was on a roof nearby. her family believes her death was no accident. >> we're joined from jerusalem. we might be hearing from the palestinians and they said it was unintentional. her family said she was shot four times, twice in the head. are we hearing anything more from the authorities?

explain this. >> reporter: yeah. the this is an absolutely tragic situation. what we understand happened is on sunday night the israeli military carried out the raid in janine in the west bank. something that's been happening on a regular basis. this has been a very violent and deadly year. they say they're going after militants. this 16-year-old, her name is jana zakarneh. when the raid began they heard heavy shooting. she went up to the roof to see what was happening. after the raid was over, to minutes later her family went looking for her, they didn't hear from her. as you noted, she was shot four times. the israeli military says during the raid they engaged in exchange of fire. they say some of the militants were on rooftops. i'm going to read you part of what the idf statement was.

they said that the girl was killed by unintentional fire aimed at armed gunmen in the area. the they regret any harm to uninvolved civilians, as you noted, her family rejected that assertion. they say there were no militants around them and they say it was no mistake because they said a mistake is one bullet. you don't make a mistake with four bullets. what we're hearing so far from israeli officials is sorrow and condolences from the israeli defense minister and the prime minister emphasized that he still has trust in soldiers of the idf and said they do their utmost to prevent harm to bystanders. i want to put this in the frame of the context, political context of what we're talking about. i've talked about how this has been a violent year for palestinians and israelis. we're seeing some of the highest number of deaths that this region has seen since honestly

fans who showed up to wish him good well. >> reporter: he's exchanging his life for barracks at dmz. he became the first member to start his mandatory military training. around quarter to 2 we did see six black vehicles heading into the military barracks and there was significant security. it is believed that jin was part of that convoy. now they have asked, bts and also the management group, that fans don't turn up to say good-bye. bts does have particularly loyal fans called the army. there were a few turned up. one, mandy from hong kong, who flew in for the occasion. >> we are here. we want to see him going into the military and want to miss him the best, stay safe and

healthy. we will await him, 18 months. >> jin will be spending the next 18 months for basic training. it is something that's expected of all able bodied men up to the age of 28. they're expocketed to carry out this mandatory military experience. he was able to wait until he was 30. there was a law passed a couple of years ago saying everybody who excelled in popular culture could defer it and bts certainly ticks that particular box. there was a debate whether they should be exempted altogether from military service. it is the case for some professional athletes who won a medal at the olympics, for example, or a gold at the asian games but kpop artists are not involved in this. there were others who were starting their military training. we actually met his namesake, a 20-year-old called jin who said he was nervous to be starting
