you're about to get suspended. end of story. >> good morning, everyone. we'll explain the madness going on with twitter. that was elon musk trying to jus justify why he's banned journalists from twitter. what does this mean for free speech on the platform in a battle with one of the world's richest men? a winter storm, heavy snow and ice expected to bombard millions today. we are live in the severe weather center with your update. the stock market closing at the worst day in months. look at the selloff yesterday. we'll talk about what's spooking investors. >> we begin with the nor'easter, the storm expected to bring ice and snow from pennsylvania all the way through new england. now some areas are already getting slammed this morning like in north dakota where there's widespread outages from frozen power lines and parts of minnesota getting almost two and

solidifying trenches in the event of a russian ground association. belarus announced it was moving troops and military equipment citing counterterrorism threats. ukraine's defense minister spoke to our own will ripley. >> we have to be concerned because we have a not friendly neighbor. belarus, russia, temporarily occupied territories. we have to be ready. >> this comes as he tells economists, russian forces are regrouping saying quote russians are preparing 200,000 fresh troops. i have no doubt they'll have another go at kyiv. will ripley will join us next hour live from kyiv. overnight twitter banabrupt suspended the account of

journalists saying they violated rules. elon musk accused them of basically posting assassination coordinates for him and his family, even though there's no evidence any of them did that. >> you dox you get suspended, end of story. trying to be clever about it, like i posted a link to the real-time information, it's obviously a -- that is obviously simply trying to evade the meaning. that is -- there's no different than actually showing real-time information. >> the reporters, including cnn's donie o'sullivan, said the suspensions happened without any warning or real explanation after ward. they were suspended one day after twitter changed policy on sharing live location information mainly in part to justice suspended an account that tracked flight data and shared the location of elon's

private jet despite how he pledged to keep that online. donie o'sullivan didn't share the information. elon musk wrote earlier this year, quote, i hope even my worst critics remain on twitter because that's what free speech means. here's musk in his own words. >> i think it's very important for there to be an inclusive arena for free speech where -- yeah. twitter has become kind of the de facto town square. >> someone you don't like allowed to say something you don't like? and if that is the case then we have free speech. >> joining us now to discuss is senior media reporter oliver darcy and media reporter at axios sarah fisher.

>> what happened to that elon we just heard. >> just a few months ago. >> yeah. i think this exposed his lack of commitment to free speech. i don't know how you can claim to support free speech and then ban journalists from "the new york times," cnn, ""the washington post" and others yesterday. i think this raises a question of what the future of free speech looks like on twitter. are news organizations going to stay on twitter? news organizations have been the life blood of twitter for some time. people go there for real-time information and look for credible information from journalists at major news organizations. i think it's going to be interesting to see whether news orgs stand for this. cnn in its statements pointed out it was going to evaluate its future depending on how twitter responds. and so far elon musk has responded by smearing the

journalists he banned saying they posted assassination coordinates on him. that is not true. and i don't think it's a valid answer to what he's done here. >> is it just -- probably a combination of lack of a plan -- i think it's poor planning, no plan, and thin skin and making you know what up as he goes. >> journalists are willing to listen to rules if they really are consistent. the challenge is there's no consistency. he said the journalists were banned because they doxxed him. >> can you explain doxxing. >> yes. doxxing is posting someone's persona pers personally identifiable information. >> like an address. >> yes. these journalists were posting links to an account that was moved to a different social media site because elon musk banned it from twitter that had publically available information about elon musk's jet location.

i should remind the audience this is not a unique thing to elon musk. in the past people have done this with celebrities all the time, tracking taylor swift's jet, cokim kardashian's jet. but to equate that with doxxing is not consistent with the principles he said, and it makes it hard as journalists to figure out how we abide by the new elon musk rules when they're not consistent. >> i think this is going to have a major ill chilling effect on twitter. there are no rules. it's clear there are no rules. if you irritate elon musk you can get banned from the platform. >> but we're talking ability it. >> yes. >> is this what he wants? we're talking about it. and all of a sudden everybody is going to be reinstated and it's a trump thing where you own the news cycle for the next 24 hours and then you do something else that's outrageous and we own the news cycle. why are we doing it? >> it's one of these cases it's difficult, right. you don't want to give someone attention if they're looking for

attention. but i think it's important to talk about what's happening on the platform because it is such a crucial information platform. this is how a lot of the world communicates. world leaders are on the platform. >> let's get outside of the united states for a moment. this is a show that airs around the world and there are many other countries not democracies like the united states that are so reliant on twitter for information, and for having their voices heard outside of the country. how does something like this potentially affect that? in a much more grave situation. >> yeah, absolutely. a couple ways. one, twitter's user base is mostly international and other world leaders look to leaders in america, whether they're politicians or business leaders to implement tactics against the press. other world leaders look at social media platforms in their country saying elon musk is targeting journalists we can do the same thing. where it has the most chilling effect is that twitter

journalists in the united states are leveraged around the world. people around the world rely on us to tell us what happens here because it impacts their democracies and their countries. and if journalists don't feel comfortable posting on twitter it impacts not just our democracy but people around the world. >> you're not kicked off yet. >> i'm not kicked off. >> are you nervous? does it make you think twice about what you post in a way you wouldn't have thought yesterday at this time? >> i'm not changing my behavior whatsoever. i'm reporting the truth and if that gets me banned, that gets me banned. but i have to invest in other platforms just in case. >> what does it mean for kaitlan's dad, my mom, poppy's dad -- >> who are not on twitter. >> they want to see recipes, see what's on the show, what does it mean for them? >> earlier this year spotify's ceo said something that stuck

with me, an investor asked him, what is elon musk's purchase of twitter mean for the future of free speech he said it sets a precedent for how all global leaders think about how they do content moderation. because now that elon is rolling this back, every other platform owner feels they can role their content policies back. >> i think of it in the bigger picture everything he said he was going to do versus what he's done. it's inconsistent. judging him by his own standards, he's not meeting the standards. >> it shows he doesn't know what he wants to do with the platform and he's making it up as he goes along. the guiding principle doesn't seem to be towards free speech. it's whatever seems to be best for elon musk. even the rule the journalists violated he said, he made the rule up out of thin air. it wasn't like it was announced, twitter users got an email

saying this is now the rule. journalists noticed this was updated quietly with the rule change. so there are a number of things he's done that show he's not committed to what he says in public. what he does is different. >> he knows if he bans journalists we're going to talk about it. he needs attention because he needs eyes on twitter. he is accomplishing exactly what he wants to accomplish. that's it. >> unless the advertisers pull. >> they won't. >> i'm waiting to see the threshold. for now user engagement is going up, but when does it start to go down? when do users get fed up with this. >> and when do companies like apple or amazon say we don't want to be associated. >> and news companies are the big biggest advertisers on twitter. how do they promote stories and spend money on the platform when the leader of it is banning journalists. >> oliver, sara thank you for

joining us on this. we're going to talk to donie o'sullivan himself, one of the reporters banned. >> i want to hear what donie has to say. a new defense bill passed by congress and awaiting president biden's signature calls for an end to the military's covid vaccine mandates. >> the yas are 83, nays are 11. the 60 vote threshold achieved, the motion to concur -- >> the measure also includes $800 million in aid to ukraine, an increase in basic pay for service members and up to $10 billion for defense modernization program for taiwan to deter aggression by china. the bill does not reinstate service members discharged for refusing to get vaccinated. some military officials fear ending the mandate could adversary affect troop

readiness. two police officials are coming under scrutiny with the lack of response to the shooting at the school in uvalde, texas that ended with 19 children murdered as well as two teachers. these revelations coming to light as state officials attempt to wrap up their investigation. shimon prokupecz joins us live in the texas capital for cnn this morning. good morning to you, what can you tell us? >> reporter: so those two officials much of our attention in the last several months our reporting has been focused on them, was the school police chief, pete air dan doe and the other person is mario pargus, the subject of our own investigation into his actions that day. the fact that he didn't take command, the fact he knew there was a 911 call but yet didn't lead, didn't use a team of law enforcement officials to break through that door and save some of those kids inside that room.

all of this is happening as we learned -- basically we caught up with the head of the texas department of public safety which is leading the investigation. their investigation is wrapping up, we spoke to the leader of that agency yesterday. take a listen. >> one thing is important. i know people talked about what investigation, it can't be a criminal investigation, the subject is dead. she's looking at criminal culpability for law enforcement officers. why should we not be as judicious and thorough investigating law enforcement officers. >> you think you've done that? your rangers, your investigators you think have been doing that? >> absolutely. and we'll continue to do so. >> reporter: so she's going to -- the district attorney will be receiving your information within days or so. but for all intents and purposes, besides some follow-ups that may come down the line, you believe it's

basically the investigation -- >> that's correct. >> so now it will be in her -- >> yeah. if she finds gaps or additional things, we'll continue to do those particular things. >> reporter: and so now the district attorney there in uvalde will decide whether or not this case goes before a grand jury and whether or not any of those officers that the texas rangers and the texas department of public safety have been investigating whether or not they'll face charges. one note on the internal investigation going on by the inspector general, seven officers have been under investigation, that's still ongoing. the head of the agency wouldn't talk to us about that. but he said that investigation is still ongoing. of course as i say after every story here, there is still a lot more to come. we're still digging in on our own stories and investigation. so the next several months are going to be important here. >> we know you will stay on it as you always have pressing for answers, shimon, thank you.

point. the fed chair indicating more rate hikes are coming and further stoking the recession fears a bigger drop in retail sales than expected. joining us now is anchor of "early start," christine romans and rahel solomon. not really the end of the year rally people were hoping for. >> no. sometimes you get that. this year for stock investors that's all of us in a 401(k), looking at 18% loss in the s&p 500 this year. that's the biggest loss. it rallied 26% last year, rallied 16% the year before the 28% in 2019. so we have had a really big run here. the stock market, the s&p is up 45% the past five years, that's the important perspective on the step back we've seen. the economy is ftransitioning from the post pandemic boom to

what it looks like next. high inflation, a strong job market and consumers with money in their pockets from the pandemic spending, an extra trillion and a half dollars is their fire power. so transitioning to something new here. >> that's what jamie dimon and j.p. morgan said they were concerned about, when that money runs out. >> that money will run out and we don't know how consumers will handle it. we saw in the retail sales numbers you're seeing a change in behavior. >> not good for november. >> not good for november. a lot f it was auto sales. two reasons, used car prices are falling finally, and people can't get the car they want, they're worried if there's a recession next year do i need to buy an optional auto purchase, maybe i shouldn't do that. that's good for people's personal budgets. >> you're seeing inflation shift how people spend. so we saw falls in furniture,

electronics, sporting goods. if you bought a tv over the last year, maybe you don't need another tv. but part of this is maybe you're holding off on buying a tv because you're hearing the recession warning, seeing the higher interest rates and thinking i'll sit this out. >> and you saw the huge price cuts so the price cuts for sporting goods, tv, apparel, appliances, that means the sales number is less because the price tag is less. >> we need more tvs. >> we don't. >> you need more tvs to look at us. >> people want experiences not stuff. >> this is an experience right here. for the tv. >> so the concern is that also the economy is not going to grow in 2023, that's what the fed is saying now. >> the projection i think was 0.5% exactly for 2023. >> what does that mean? >> minor growth. we'll see consumer spending slow. saw it in retail sales and now looking transition team gdp reports to see if we see it slow. the main takeaway for people at

home, seeing the stock market, have the volatile moves is we're probably going to see more of that into 2023 until jay powell and the fed finally pauses. >> we were talking about this debate in the commercial. there is the camp, the fed and i'd say majority right now are saying the pain of more job losses, right, powell is predicting about a million job losses in the next year, is worth it to get inflation down, but, but, but, all these rates are not as meaningfully bringing inflation down as they wanted. >> not yet. so the question is, when does this wall of tightening hit. we've seen the beginning of the tightening. started raising interest rates in march, a little nibble. then a 50, and then four big 75 in a row. that wall of tightening is going to hit at some point next year. so that could bring inflation down. but you're right. there's this tradeoff we're trying to figure out. inflation hurts every family.

everybody gets slammed by inflation. the trade off here is if you slow the economy to kill that inflation you may kill a million jobs. now you're balancing a million jobs in exchange for 320 million americans, 308 million americans that suffer inflation and that's what they're trying to do. >> elizabeth warren saying it's not worth it. >> the fed used this inflation as a leak in your roof, if you don't treat it now, you're not sure you have treated it now on the front end it could potentially become a bigger problem to solve. that's powell's and the fed's point, we have to tame it now because the risk of not taming inflation means it lingers higher for longer. >> i'm dealing with it now with the furnace. >> you have inflation on your fur furnace? >> i had a guy come in, we can patch it, it's 20 years old --

getting slammed we'll tell you ahead. plus a student at an hbcu arrested in the classroom. all of it was caught on camera and what the school has just said about it. also airlines pulling back the perks, why are they switching things up and not trying as hard to reward passengers? this morning there are concerns among some democrats about 2024 and this is about the black vote. here's a snapshot of critical senate races this year. in arizona black voters made up 4%, in pennsylvania 8%, and in georgia where democrats hope to keep building black support it was 28%. and new reporting that reveals democratic operatives are worried about what dwindling black voter turn out could mean for the party in the next presidential election. it's prompting questions how to get more black candidates to the polls especially in swing states and tough districts. let's go to isaac.

help us understand this, i was confused about what the numbers actually show and why democratic operatives are worried. >> what you see here, poppy, is there is a trend that is concerning a lot of democratic operatives. black turnout has not been at the high levels that it was certainly in the days of barack obama running for president. and it's continued at that pace and not kept up with where a lot of white turnout is, especially in the elections in 2022 where you saw a lot of white independent suburban voters show up but vote for democrats. those voters. and that helped deliver a lot of races for democrats. whereas the black vote in a lot of places really was underperforming where democrats wanted to be. they look ahead to 2024 and say, if we can't turn that around if things look different, the candidates look different that's going to be a problem. >> in georgia, where it mattered, wasn't there strong black support? >> it was stronger than in most

other places around the country. that's a big part of this. that's why we see people saying let's look to georgia what raphael warnock did there, specifically it's raphael warnock and the senate race it mattered in. stacey abrams was doing well with black voters about par with where warnock did. she did not have the support of independent and swing voters the same way that raphael warnock did that helped deliver the runoff to him and get the seat secured for the next six years. >> it wasn't the democratic party that was getting black voter turnout, it was people like black voters matter and other -- >> fair fight. >> fair fight. those are the people getting the black voters to show up so the democratic party has work to do. >> sounds like it. everyone should read your reporting, isaac, on cnn.com. >> thank you. this morning administrators

at winston salem state university in north carolina are trying to explain why police slapped handcuffs on this student over a dispute with one of her professions. look. >> please get off of me. >> y'all standing there letting this happen. >> so the video went viral and captures the arrest inside a classroom at the historically black university. dian di diane gala ger is live for us. it shows the arrest, we don't know what happened before but it's very disturbing. what do we know about the altercation and how did police get involved in this? >> reporter: so, don, i want to be clear about that. there's still a lot we don't know about this video. but you can understand why it went viral, it is disturbing. i want to make sure people see this. you see the young student crying, shouting things to the professor, i hate you, i hate you, you get me taken out in

handcuffs because i won't apologize, because i won't apologize you start yelling at me, you try to embarrass me about my paper. according to both the school and a student who shot video there, they say this all started over an assignment. this was the final exam day according to that student. that same student tells us at no point were there physical threats and their classmate and professor were on different sides of the classroom. according to the school it was a different faculty member who called the police. but look, there is this additional layer here, there is an hb contcu and the chancellor issued a statement saying our officer's first priority is to assess the situation and provide every opportunity for a positive resolution. we understand the weaponization of police is prevalent in our community however that is not what happened in this incident. we're not sure what caused it to
