since russia invaded. later he'll deliver remarks to a joint meeting of congress. this morning president biden sent a tweet, i hope you're having a good flight. he's flying on a u.s. military plane. plus, former president donald trump's tax returns will be made public in just days, after the house ways and means committee, on a party-line vote, decided to release six years worth of returns. it claims the irs fade to properly audit trump at all, as is the possible. and the committee is set to release the final report today, as well as roll out thousands of pages of transcripts, many have been eager to see. we'll have more in a moment, there's a lot to cover. we begin with president zelenskyy's high-stakes moments to the u.s.

m.j., first to you, tell us what we expect beyond the significant moment of the u.s. president meeting the ukrainians president, what do we expect as deliverables? >> well, jim, first of all, this visit was a tightly health secret basically until the very last minute, of course, we expect it to be heavy on symbolism, as the war on ukraine continue to say grind on and really enters the winter months. we know this is the first time the ukrainian president has left his country since the invasion began back in february appeared the details of this trip became together in a matter of days. once he had accepted the invitation to come to the u.s., the two sides had to figure out very sensitive travel arrangements to make sure certainly security parameters he felt were necessary were met. as a part of that, we are reporting that a u.s. military aircraft was used to bring him to washington and that the u.s.

really was closely involved in all the logistical details involved getting limb out of ukraine and ultimately, of course, bringing him back to his home country. we know zelenskyy will make an appeal not just to u.s. lawmakers, but generally to the american public, trying to send a message that the war is still continuing to go on and that the ukrainian people continue to need as much help as they can get. to that end, of course, president biden is set to announce a new aid package that amounts to some $1.8 billion. a part of that is this new patriot u.s. missile system, something that the ukrainians have been asking for for so long. i want you to listen to what john kirby sid this morning about our significance of that, in the context of how much the war as changed over the course of months. >> you know, the capabilities that we have been providing since the beginning of the war have evolved.

when it first started, we talking about the javelin antitank missile, now we're talking about advanced air defense, because the war has changed. >> reporter: now, president zelenskyy will be on u.s. soil for a matter of hours. in the evening he heads over to capitol hill to address lawmakers. it will be very interesting to see how the two leaders talk about this just peace that zelenskyy has been talking about. jim? >> m.j. lee, thank you. will ripley is in the ukrainian capital of kyiv. i wonder, as you speak to ukrainians as this news comes out, they're about to see their president standing on the floor of the u.s. congress. how important is this to the

ukrainian people to see this moment? >> it's a very important moment at at crucial time. -zelenskyy was asking years ago for this, and the ukrainians think this one weapons system will solve the problem for them. obviously not. they're living with the reality on the ground that every day russian air strikes are pummeling the civilian infrastructure. after zelenskyy tweeted that he was on his way, it was just a few hours that a nationwide air warning was sent out. and people are counting on their president, president zelenskyy, to not only said the new u.s.

aid, but to have conversations to convince lawmakers they need to support ukraine for the long haul. there might be some skepticism that even though this is billions are being pumped in here, the lines are essentially holding. ukraine is not gaining grounds, not losing much ground, but in moscow, at the kremlin, vladimir putin talked about the modernization of his own military, essentially moving russia towarded towards more of a military state stance, talking about ukraine as one of potentially many fronts. that's why the war matters so much. >> no question. thank you. ambassador haas is here, and jeff zeleny and nick paton w

walsh. first to you, am ban dos . -- ambassador. >> if russia cannot defeat ukraine, why in the world would russia want to take on nato and the united states? i don't see the logic of that. i think there's a big question, not simply as to whether the united states continues to help ukraine, obviously it will, but the quality of the systems we provide. do we give certain offensive systems that will help them reach more into russian territory? that some people believe could raise the risk of escalation. putin always has the threat of nuclear weapons. bottom line, no, i don't think this changes the fundamental of

the war or the calculations around it. >> nick paton walsh, you have spent a lot of time in ukraine. will there be satisfaction with the deliverables from this visit? >> i mean they should be, frankly. they're getting essentially the gold standard, which are often handed out to particularly close or precious allies. it's remarkable, frankly that the u.s. is taping the logistical -- you don't just drop them up. there's training, logistics, backup, so it's a big leap of faith from ukraine's forces, and united states' own ability to deliver as well. there's an important thing that

possibly has become the abiding logic in the minds of western officials. they always thought there might be some kind of red line for russia in terms of what they would and would not september to back up ukraine. there doesn't appear to be one, as nato continue to say escalate, and essentially puts the unlimited budget of the u.s. government, it seems, behind ukraine. that certainly gives russia this is not something that they can out-patience or out last the west. >> i want the ambassador's thoughts on that first, but first, if i can, jeff zeleny, this is a remarkable try, if nothing else from a security standpoint. he's going to stand on the floor the congress, meet with the

president at the white house, that has enormous significance. how did it all come together? >> it's just full of history. it came from a phone call, where the white house first suggested this. there were many details that had to be worked out. he's coming at the end of speaker nancy pelosi's timssand unity around the assistance to ukraine. this is much more than symbolism. the congress is voting on more aid, and will there be the appear tide to vote for more. it came together with the idea of a closing message for the white house and president biden as he ends the year, but really about the beginning. is this the end of the aid or beginning? it won't be like winston

churchill's historic visit, this is only a matter of hours, but so important for the history and symbolism. what does does the divided congress that takes over in a few weeks going forward? >> will it be harder to say no to zelenskyy as he comes to the house? does russia respond to this in any way, beyond rhetoric and saying this is a bad idea? is there a substantive response that russia should be concerned about? >> i expect we'll see more of what we have seen. i expect we'll see the russia attack the ukrainian population. there's some power generation facilities, water facilities, that's their strategy. they're trying to break the back of ukrainian society, to play for time, hoping that the united states or europe, ukraine t.

that russia can't compete on the battlefield, and so this is their strategy. >> you've made the point that the strategy is to wait out the u.s. can it? given the economic cost, the military seems to be in di disarray. can it wait for months? years? >> russia can do this for years. it's selling oil, selling gas to china, india and other countries. putin controls the political narrative for the most part within his country. if there's any pressure, it's from his right, not from his left. sure, he could do this as long as it takes, i would think. the one thing they can't handle is a collapse. that's the question, what would putin do if russian forces ever faced collapse. i'm not suggesting that they will, they certainly don't now.

he can play the long game, and the real question is, can he play the long game? i think the goodness is we can. ambassador, jeff zeleny, nick paton walsh, thank you to all three of you. we're now finally days away from sees trump's tax returns. the documents are expected to be redacted to some degree, though they should be released within a matter of days. we are already learning more about how the former president used huge loss to say lighten his tax bill, and this is key, that the i.r.s. did not audit him at is the i.r.s. policy. manu raju joins me now. this is quite a moment here.

how will it play out in the coming days? >> reporter: we expect the returns to be released within a matter of days, and we have already seen some information that has come out from the committee. last night two reports, with you, an investigation into how the u.r.s. conducts mandatory audits, and a separate report about how the tax returns, a top summary, of course. it found in just one year that the audits did not take place in the first two years of the trump administration. it wasn't until 2019 when the audit actually took place. that was a result of richard neal sending a her to the irs

inquiring, later spawning them to conduct a review. they had not been done for the first two years of donald trump's presidency. i asked richard neal about that. he said he didn't know why the irs didn't do that. you mentioned, too, that donald trump had huge losses he reported, meant to defray his tax liability, even reporting zero dollars in federal taxes owed in 2020. >> zero dollars for a self-proclaimed billionaire. the senate adjourned overnight without ha time agreed to to pass the bill. any count whether they get it done? >> reporter: it's,a matter of time, even though republicans are badly divided over this issue. you're seeing republicans trying to urge senate republicans to block this. now, this comes as the potential

right now, more than 25 states are under winter weather and windchill alerts. this week, every single lower 48 states is expected to reach temperatures below freezing. in cities such as seattle, the first snow has already fallen. a major concern for americans is will the weather affect holiday travel plans? it's an understandable concern. we already have long lines at airports. our reporters are across the country. l lucy kavanov is in denver. man, if denver will have one of the coldest days in years, it's

at some of the flightaware map, and o'hare is leading the country in delays. so significant number of cancellations at this pint, which is what most people would be concerned about heading into the holidays. while it's about 10 degrees outside, it feels even colder, it's really tomorrow and into the weekend where the combination of snow, we said gusts up to 50 miles per hour, and terms dropping as long as negative 30 with windchill. that combination is what people fear with people trying to fly or get on the road. we have people who know or believe that that is coming, and they adjusted. >> the native chicagoan knows i have three terrible months a year, and we're coming into them now. >> we were planning to travel on

moscow police specifically. does the addition of fbi officers give you more confidence in the investigation? >> maybe they're listening to what we're saying. maybe they're starting to bring in people who are a bit more qualified and able to further the investigation from where it's gone right now. >> i want to zero in on a couple details that have become of importance in recent days, steve. has the family learned anything more about why police are interested in this white hyundai eland roa, and have they led on whether they consider the person inside this vehicle a potential witness or even perhaps a person of interest? >> they haven't given us those kind of details. they showed a clip of where the camera was, so you get an idea of the street it was filming. it would be suspicious, i believe, for a vehicle just to be rolling around at 3:00 in the

morning. so i think they have a good reason to talk to that individual and see what was going on during that time. >> have they shared with you any progress, either the fbi or moscow police, in recent days, any progress in finding that vehicle or the person or persons inside it, steve? >> they have eliminate fred vehicles. the community has reached out, probably flooded them with every white car which resembles one of these hyundais. i appreciate that. if i had one, i would sent in a picture and good et my name off the list. there was a description in oregon, i believe as well, and eliminate that had one there. >> there's been discussion of an attendant at a gas station who may have seen a similar vehicle. have police made any progress with information provided by that person? >> not to my knowledge, sir.

okay. your daughter has been doing her own worse, in terms of encouraging -- olivia, encouraging people to give in ring camera video, any video they may have. she's the one i should know for folks watching right now, who found video that verified when they got home that night. i wonder, has any of the videos she's been looking up turned up any sitings of this white hyundai? >> not to my knowledge that they shared with me, but you're right, she found the food truck, and helped them find more information about the driver as well. >> another question. this has been a frequent topic, the question of a stalker. in some of your interviews so far, whether a daughter had a stalker, whether that's material to the investigation, you have expressed doubts about that s. but we can notice that police are at least still looking into

this possibility. i wonder, have you learned anything that still holds this up as a possibility or eliminates it, in your view, the idea of a stalker? >> i think we're going to need to do an interview with them. we haven't got to that point yet, but we expect them to. we're not positive of any dedicated stalker, but there were some incidents that they have looked into and cleared up, but i don't know if they have looked at all the incidence that is we know of. >> so far the once they have looked into, they have cleared up? >> yes. before we go, perhaps i could ask both of you, given the frustrations here and the timeline, and five weeks without
