top of the hour this tuesday morning, i'm jim sciutto. >> and i'm erica hill, it is a busy hour ahead to let's gigt rue to it. a horrific scene during monday night football, damar hamlin in a hospital after the 24-year-old collapsed on the field following a violent collision in the game against the cincinnati bengals. on the field reacting in shock and horror in those moments. medical staff performed cpr on hamlin for some nine minutes before his heartbeat was restored. he was driven out of the staid in an ambulance. that game ultimately suspended by the nfl. the bills updating this morning

that hamlin did suffer card rack arrest after the tackle. we'll take you live to cincinnati to get the latest on his condition in just a moment. >> it was so hard for us to watch and i'm sure for many of you. we'll do what we can to answer questions. and also a new congress begins with republicans in control. but there is still a battle underway. republican lawmakers are meeting behind closed doors as kevin mccarthy is still trying to get the votes needed for house speaker. will we see that this afternoon. let's begin this hour in cincinnati where damar hamlin is in crit can condition at u.c. medical center after that jarring collapse on the field last night. we want to warn you, this video is disturbing. we'll show it once this hour because we want you to understand the context of what happened as we ask questions going forward this morning. so here we go. his claps came after this hit. it seemed okay. in football. this was hamlin and bengals wide

receiver ty higgins and then he collapsed in just alarming style there. we now know he suffered a cardiac arrest. his heart stopped. >> adrianne broadus is live in cincinnati outside of the hospital. there was that collapse and then the ambulance. what is the latest on his condition at this hour, adrienne? >> reporter: well, roughly 12 hours later, he is still fighting for his life here at the university of cincinnati medical center. according to the buffalo bills, he is on a ventilator and was sedated. as you all mentioned, he did suffer cardiac arrest. at the age of 24. and you talk about how medics rushed on to the field within minutes. quickly within ten seconds they were at his side. and performing cpr for at least nine minutes. think about the parents and the family members of these players

who sometimes watch on tv like you and i do, or those who have the privilege of being inside of the stadium. we are told by one of damar's close friends that his mother was inside at the time of the incident. so it is already tough for these families as they watch the professional players take bumps and bruises and all sorts of hits. they describe last night as devastating but his friend jordan rooney said the 24 he knows is a fighter. >> be patient right now. there is a lot of narratives going around and a lot of people want certain answers, but this is a human being who has a family and they're well being, his well being is what is most important. but i'm excited for him to bounce back from this. because damar is someone who he will use things like this, adversity and he'll make sure he

inspires plenty of other people along the way. >> reporter: he also told us damar's family is taking it minute-by-minute, hour-by-hour. jim and erica. >> listen, they should know we're praying for them and rooting for them as well. thanks for being there with us. >> joining us now dr. sanjay gupta. i'm not trying to make you diagnose from afar and you're not in a hospital room but your a doctor. what was your reaction when you saw him collapse and what would you glean from what you saw there? >> well i think my reaction is similar to everyone else. it is really frightening. really scary to watch that happen even as a trauma surgeon, myself, it is jarring to see when you see that unfold that way. based on what we know now, last night we didn't have a lot of details, based on the facts he did suffer a cardiac arrest.

you see an injury like this and you think it could be a variety of things, a spinal cord injury, a brain injury, it is acardiac arrest according to the buffalo bills. and very importantly, they were able to restart his heart on the field. so those are important details. just the time is of such critical importance here in terms of taking care of someone like this. the response from the medical team was fast and seconds and minutes matter in a situation like this. what we saw was a -- it looked like a att-- a tackle that you commonly in football but a blow to the chest at the -- sat a specific location, at a specific time could cause arrythmia, to show you here. if this is the heart and a blow is coming here to chest, it could possibly cause the heart to go into arrythmia, where the heart is no longer pumping blood

the way that it normally does but instead starts to quiver, and fib ril ate and it is not moving blood through the body and what you need to do is restart the heart and restart the process of normal pumping and it sounds like that happened. so that is an optimistic sign but as you just heard from adrienne, he's still in critical condition and that is probably the case for sometime and then they'll need to evaluate how much of an impact did that lack of blood flow have on the rest of his body. >> and you noted that his heartbeat was restarted on the field and the seconds and minutes matter. it is about oxygen getting to your brain. just remind us what those minutes can mean, why it is so important that the medical team was there right away. >> yeah, i mean, you know, the condition that we're talking about here is something that is nobody as commotion cortis,

where you get that sort of arrythmia. the reason that i bring up the fact that it is rare, because there is not a lot of data on something like that. but if you do look at the outcomes, it is so dependent on how quickly that cpr and defibrillation restarting of the heart could take place. some statistics have said, 10% increase in mortality for every minute delay. so you saw, again, that response so quickly on the field. i think they said within 10 seconds they were aettending to him. we couldn't see anything that took place but based on the statement from the bills they were able to restart his heart there on the field. so the seconds and the minutes matter here. and also we're -- at first they said they may give us an update last night which surprised me because it takes time to get the test results back and know how the heart is doing and rest of

the organs, and the brain. and that will take some time to figure out. >> we showed a picture there of a little league baseball player because that is where we heard about cases like that, a little boy bit handgun in the chest by a baseball. but not on the football field. thank you for explaining it. dr. sanjay gupta. thank you. and joining us coy wire, i was struck by some of your comments in the last few hours about this. of course, it is important for our viewers to know you played for the buffalo bills and you played that same position, you played safety. i'm wondering, as a former player, when you're watching this happen, what was your immediate reaction in those moments to not only what happened to damar hamlin but also what we saw from the players of both teams there in those moments. >> i was standing as i usually

am when i'm watching a game and i'm excited and i sat down on the edge of my catch when i saw him fall. and started praying. seeing that scratched open a lot of mental wounds for me. erica, i think as players and professional athletes we're able to block things out and move on, but when something like this happens, a lot of stuff gets relived. i lost consciousness and one time i didn't realize what happened until the next day and i remember how scary moments like that could be. but those scenes, the ambulance and the players and the tears and crying, i've experienced that. one in buffalo, my teammate kevin everett was paralyzed when i was in college at stanford university. my teammate kerry carter hit a safety for the washington huskies and he was paralyzed from the neck down and he passed away from two years later due to complications.

so these players are not going to forget what they saw on the field on monday night football. >> steve deassy. with daunte stallworth on last hour. he said that had this happened ten years ago in the league, they plight have zwjust started the game up again. the league has become more conscious of reacting to dangerous injuries but players are seen too much as commodity in this game and i wonder what your view is? has it change changed the nfl and has this changed enough? >> my son just finished a 13 year career in the nfl and vice president of a union and involved in a lot of different things and he pointed out they have scenarios now in place in case of certain emergencies like this. so, whereas probably ten years ago, they might not have had some of these situations in

place. so, yes, it is definitely gotten better. and but the players still look at as a commodity, less so than before. but i really do think that -- because the players come and go. i don't care if your tom brady or steve beeassy, you go. and the nfl and the owner is still there. and it is the nature of the business. most guys understand it. it is still difficult to take in the light of what happened last night. >> picking up on that, colt safety ryan mccloud was on cnn this morning and he said you glamour the field. we talk and we should about what needs to change and what has changed in terms of safety protocol and how the nfl is treating players when they go back out on the field. is there also an appetite in this country, steve, to have the broader conversation as americans and even globally as

about the way fans view this sport and lift up this sport knowing full well what could happen to these players that they love so much, every time they step on that field. >> you're talking about societal changes and less changes to the game itself. any changes to the game are greeted with all sorts of skepticism when they made the game safer with some of the contact rules and no spearing and all of these things that we used to do back in the day, there were plenty of fans that were like, oh, the league is getting soft and what not. it is a smarter league now. it is smarter. they've eliminated some of the things that we were allowed to do or were of a victim of back in the day. and it is smart and it is going to get smarter. people say oh, well let's just make it flag football. that is an overreaction. but you'll get blowback from die hard fans if you try to change the essence or the physical nature of the nfl. >> coy, you know these are tough

questions to handle. i love the sport, i watch it every week. but i also worry about the dangerous hits, they turn my stomach. i have had a number of concussions, i played rugby and my son just started playing and he's playing center and i'm worried about him taking kids to the head. i asked this to daunte as well, is there something fundamentally violent about the game and that folks have to accept if they enjoy it or is there more that could be done to make it safer? >> i think there is more that can be done. there is advancement in the technology of the equipment and evens like this will expedite the research on how to make the game as safe as possible. but it is a violent sport. a path that these men have chosen. and there are other career paths out there that pales in comparison to those who serve in the military and they put their lives at risk for all of us. so there is room for improvement. the league is taking it

seriously. i think we cannot overstate enough that there is a paradigm shift happening with regards to player health and safety. you look at the two coaches last night, for them to have the cognizance, and the awareness to say i'm looking at this room full of men and they are not mentally fit to carry on. and we have the tua tagovailoa concussion and his head coach, mcdaniel, he asked him the next day are you okay? i think you should go see the doctor. he reported that. that didn't happen ten years or ago or not even a year ago. that is changing and that will effect the collegial level and the youth level so we know to take players safety very seriously. >> well steve and coy, we know you have a lot of personal experience with yourself and family. steve, thanks so much for joining us this morning. >> thank you. this just into cnn, the man who wants to be the next speaker of the house, kevin mccarthy

the speakership and he said he's gone so far and refusing to get yes and he's raising his voice and detailing everything that he's done and said i've earned this job. and also get something pushback in the room, our sources are telling our capitol hill team that lauren boebert head bullshit in response to what kevin mccarthy said. one aspect here is kevin mccarthy said he's not going anywhere. if he doesn't get the 218 votes today he's going to grind it out. and he's going to fight this going forward and one of his allies dran crenshaw said the block of hardliners will not dig in as long as they are. the mccarthy supporters will be more stubborn when it comes to the vote on the house floor. listen. >> this handful of members is, um, very clearly looking for notoriety over principle. that is where it is. and anyone who suggests

differently is in some kind of make believe fantasy reality. this should have been the end of it, because that is how a team works. you hash this stuff out and figure it out and then you move on. but if you're a narcissist, and you believe that you're opinion is so much more important than everyone else then you'll keep going and tear down the team for the benefit of the democrats just because of your own sense of self-importance. that is exactly what is happening here. we will not vote for anyone else but mccarthy. it is going to be so much worse than that. they are enemies now. they have made it clear that they prefer a democrat agenda than a republican one. >> reporter: but right now the conservative hardliners are not going anywhere. they have the votes to deny mccarthy the speakership and we're told behind closed doors

from that venue to the public v venue. it could resolve it and much ado about nothing. it is more likely to be a protracted drama that we haven't seen in about a century. and, you know, what republicans like dan crenshaw are so frustrated about is they they feel strongly is what this does is weaken not just kevin mccarthy but the new republican house majority and actually very much empowered the new democratic minority. if you're hakeem jeffries, you would like to be speaker. but hey, if you're not going to be speaker, you'd like to have a very weakened speaker, which is why you're not hearing very much from democrats. they're going to sit back and watch this play out. but, look, here is this group. there is a dozen or so hold outs, five core holdouts who said no matter what they will never back kevin mccarthy and they are at risk at overplaying

their hand and getting shunned by their entire caucus with repercussions. but look at where they come from. they come from districts like matt gaetz, this district backed donald trump two to one in 2020. and the other four similar situations where, you know, their voters and their base is saying, tear down the house, it is time to reorder congress. so they have really different motivations. >> margaret, that raises a point for me. because i was thinking this in cases like this, what are their own political -- what this their political interest here? right. and mccarthy can't give up. he wants that gavel to be house speaker but the members who are standing in the way, they don't want to get voted out next term and being as having caved to the mainstream gop. so, how do they, i mean mccarthy doesn't want to blink, but how do they blink? >> it really is the $64,000 question.

procedurally there are a couple of things that could happen. we talk about 218 being the threshold, 218 but the sub-rule to that is it is a majority of those who have voting. so if enough of the never mccarthy group could be convinced to go home or skip the vote, he could get what he needs. it looks like he's going to require several rounds, though. and the question is for some of the members, it really is personal and they might rather have -- no mccarthy at any cost and that is the game of chicken that we're seeing play out right now. if you are a voter at home, a regular american at home and think why do i care about this, i'm more interesting in buffalo bills, if you're worried about inflation or china, nothing happens until there is a house speaker and the strength of the house speaker and that house speaker's ability to compromise with the other party, to the extent to twhich he's going to e empowered to make my deals with

just a few hours from now, bryan kohberger the suspect accused of killing four idaho college students is set to make his first court appearance in pennsylvania where he's expected to waive extradition to idaho. prosecutor have charged him with four counts of murder and felony burglary. >> jean casarez is outside of the courthouse where this will take place in pennsylvania. how do we expect things to play out today? >> reporter: well i think we're

going to see a no cameras in the courtroom, i'll be in the courtroom so i will come out and i'll tell you everything. but it is a short proceeding. it is going to be a very formal proceeding here in the commonwealth of pennsylvania. and but it is also a very important proceeding. i want to tell you, there is an increase even from the last hour of police presence here in around the courthouse. all of the streets are blocked off. you have the pennsylvania state police, you have the local stroudsberg police, because the defendant himself is going to be entering and brought to this courthouse and has to enter through one of the doors sox there is only a few sides to the courthouse and i feel anticipation building because the hearing is not until this afternoon but there are areas that he could be held in until the proceeding begins. but the whole point is that under the law, the commonwealth of pennsylvania must surrender him if he agree to then the other state where there are

charges awaiting him. of course, that is idaho. and so the judge is going to want to talk with him. the judge is going to want to hear from him that he is brian christopher kohberger and the judge will ask him some questions, apprise him of the charges. his attorney will speak also and the prosecutor, of course, which is representing the state of idaho in a sense, will also weigh in as far as that extradition is appropriate. we don't see any issues. his attorney has told us he will waive extradition to get back to idaho. but this is the first step to then up to 72 hours later, that is how long they have to get him back to the originating state for the four homicide charges. jim. >> jean casarez, thank you. so what does it all mean. to talk about this now, areva martin, good to have you on this morning. >> good morning, jim. >> so, first of all, he is not

challenging his return to the state of idaho for next steps in this case. does that surprise you? and are there any differences with how this will then progress there as how it would progress if it stays in pennsylvania, at least for now? >> no surprises. when you look at statements that his attorneys has made. his attorney has stated that he's neither denied or admitted the charges. but yet he has said that he is anxious to do back to idaho to face the charges because he believes he will be exonerated. somewhat of an unusual statement coming from an attorney given the seriousness of these charges. but apparently kohberger believes he can exonerate himself. >> i think back to the beginning of this when police had said this was an isolated targeted attack, could those statements come into play at all in this case and if so how? >> they are very important statements because we haven't

seen what the sealed affidavit said about the evidence that the police have. we've heard some rumors about there being dna evidence that links kohberger to the crimes and also the issue of the car, this white hyundai elantra that apparently was seen at the scene of the murders and it is the same car that he used with his father to drive from pennsylvania to washington. unusual that someone would use a car to commit such a horrific crime and then take what appears to be a casual drive from one state to the other state. so interesting to see what that evidence said about whether this was a targeted attack and, if so, who was being targeted. >> so now we will or at least may get a look at this affidavit as he gets back to idaho here with the prospect that it is being unsealed. how much information is typically in a document like that in terms of the evidence

that investigators already have. >> well i think we're going to learn a lot more because that affidavit had to provide sufficient information in order for there to be the warrant that was issued for his arrest and for the hold that we're seeing taking place in pennsylvania. so there has to be some evidence that links him to this crime. and once he gets back to idaho, he'll be arraigned and answer before a judge in idaho to the charges and the prosecutor is going to have to lay out some evidence that will allow this court to hold him over, presumably without bail given the seriousness of those crimes. so we'll learn more than what has been told so far to the media as it relates how is he assessing. his family said they were shocked by the arrest. as well as kohberger himself. apparently through his attorney he was surprised. so we have two very different stories being painted. one by the prosecutors that they

florida governor ron desantis begins his second term in office today. but the political world is focused more on what is possibly next for him in the form of a potential 2024 presidential bid. >> a lot of talk. i'm sure he's aware of it. jeff zeleny joining us now from tallahassee. the theme of the inauguration is the free state of florida. sounds like a national campaign message, perhaps for 2024. is this an audition? >> reporter: well, jim, there is no doubt, is certainly seen as an audition. we're just of course beginning the calendar year 2023 but all eyes are on tallahassee. at least until the speakers race in a couple of hours on ron desantis. he was re-elected by an overwhelming margin, the once competitive state of florida.

but his inauguration and his speech afterward is going to be closely watched by other republicans. is he going to embrace and double down on the culture wars that have made him so popular inside of his party, or is he going to give more of a broader national message or a mix of both. aides i'm talking to say that governor feels no rush to announce a presidential bid. that will not happen today. any announcement is expected to come after the florida legislative session which is in may or june. but you could be certain that all potential candidates are watching this because there is no doubt that governor desantis, and how he handled covid and pushed back against government restrictions talking about freedom in schools and businesses is -- has been one of the anthems of his campaign. many donors are here and a former florida governors are here, i'm told jeb bush will be here. so that is a big moment for the state and the governor and the question is another florida
