until the house determines who is going to lead this chamber for the next two years. >> all right, manu raju, thanks so much. let's chat about this. one of the things that's so interesting, dana bash, is this hard-line group, the matt gaetzs, lauren boeberts, scott perrys who are far right of their party making demands according to leader mccarthy, according to him asking for special committee assignments, budgets, chairmanship, all sorts of things that he was not prepared to give them. >> no, not at all. look, i mean, that is in some ways good old-fashioned horse trading. that's the kind of thing where -- when a speaker or leaders used to have much more power, they could -- they could give things out in order to get somebody's support, maybe not to be speaker of the house but for a particular piece of legislation. the big challenge for mccarthy now is that he does not have anything that is givable to a

lot of these members. i'm told in this closed door meeting which you heard from our reporters was incredibly intense. i don't think anybody like we covered on capitol hill in our years there. that scott perry was asked point plank by kevin mccarthy, what do you want? what can i give you and he couldn't answer the question. that is the challenge that he has. there's nothing he can give them in order to get their support. >> for someone who has been dreams about being speaker for years and years, this is one ugly way to get there. and in the last 24 hours it looks like he's been losing vote, not getting them. one gop source who sees himself as a go between between the hard-line never kevins and allies of kevin said to me, this should have been wrapped up weeks ago. >> yeah. >> he's got nothing for these

concessions and the other thing this source pointed out was if he even gets there and this person was not sure that kevin would get there, he said the chaos caucus as john boehner used to call them, he's going -- kevin mccarthy will be held hostage. >> the nice term of what john boehner used to call it. >> speaking of john boehner, kevin mccarthy is living what two other past speakers experienced themselves, this has been over a decade in the making for republicans dealing with the small group within their conference who basically doesn't want anything. they just want to fight. i thought it was revealing what kevin mccarthy relayed from his conversations last night which was that matt gaetz, one of the hard-noses said to him, i don't care if this goes to a plurality, we'll have a hakeem jeffries -- >> the democratic leader. >> -- as a speaker that would give them a foil which is

essentially what a lot of republicans want, they want something to fight against and they don't really understand what it's like to be in the majority at this moment. >> let's go to the hill to cnn's lauren fox. what are you hearing from these die-hard mccarthy opponents whose numbers appear to be growing and what are you hearing from those who seem to be joining with them? yesterday it was five hard noes, nine mccarthy skeptics, now we have -- that's 14 total. now we have a total of 19 who are leaning against him. >> reporter: yeah, jake, nothing changed after that meeting for kevin mccarthy and instead it seemed like those detractors were moving further and further away from him and right after that meeting, we heard from one member, lauren boebert who said right now she's not going to be voting for kevin mccarthy. she wasn't on either of those lists, jake, just giving you an indication that that meeting was tense, that it did not change minds and did not make conservatives want to vote for kevin mccarthy. they are steadfast today that

they're going to be voting against him. here's what a couple of them said. >> so that's one question you should ask yourself, instead of saying to these folks that are standing with me, why have you brought us to this point, well, we surely haven't come here alone. there's one person that could have changed all this. >> so now here we are being sworn at instead of being sworn in. and we could have had this solved months ago. >> we do not want to be here at this moment. we would prefer to have a unity of purpose but we will not continue to allow the uniparty to run this town without a fight. >> reporter: and the challenge for kevin mccarthy right now is simply, jake, that he cannot hand them anything that would get all of them on board. that is his problem going into the vote today because he knows that all of them are opposed to him and there's nothing he can give them to change chair minds, jake. >> amazing. and kasie hunt, i'm reminded in the great mob movie "a bronx

tale," the mob boss -- >> you'll lose me quickly. i have not seen it. >> i won't lose you. the mob boss sonny says -- he's asked whether it's better to be feared or loved and he said it's great to be both but i'd rather be feared. is mccarthy feared or loved? >> no, not really and i think that's the crux of the issue here, look, we all know and to lauren's point, mccarthy could give them something that would make him speaker of the house, he would do it. he has compromised so much of himself, i mean if you think about when he went back down to mar-a-lago after the jazzy's bbq attack, what was that about? it was about becoming speaker of the house. he was willing to sacrifice what he had just previously claimed were core values of his to achieve that goal, so he really can't give these people what he wants and the reality is i mean i've covered -- dana, you know kevin mccarthy very well, so do you, john. i've covered him for many years and he is good at telling people one-on-one inside rooms exactly

what they want to hear. everyone comes out of the room thinking, he's on my side, oh, okay. he gets it. he's really smart. he understands what i want but the reality is he can't be all things to all people and it's clearly coming back to bite him now. >> what's interesting, the subtext about donald trump who has had a rocky relationship with kevin mccarthy but has been all in with kevin mccarthy on this race. >> but it's one of those relationships where trump is only all in as long as kevin mccarthy is on the path to be speaker. there's a world where mccarthy loses out and trump is okay with that. i mean he declined for awhile to actually endorse him, finally in mid-disease he said he deserved a shot and talked about john boehner and paul ryan. i am told last night trump called kevin mccarthy and urged him to accept the deal being offered to him by hard-line republican, a lot are the concessions kevin mccarthy was prepared to make. obviously mccarthy declined to take that. i think part is it's so personal for a lot of these members.

when mccarthy either endorsed their primary opponents or didn't come out in support of them, that is why they're not willing to accept any of the concessions even though it would make him a weak speaker and be everything they want. >> they live and thrive in a parallel universe. when we covered the hill you're from a border state so you want to be on that committee. okay, i can cut that deal and give you more seek yort. that's not what this is about. they don't want to govern. this is not about america's place in the world. they live in a maga media empire where being no, being against, being an outcast, being the problem gets them fame and attention and gets them f fund- fund-raising. they're not here to govern. and that started under john boehner. it grew under paul ryan. it went on steroids when donald trump, a president with no philosophical or ideological core, what do i want to do today is different than yesterday was in the white house. they don't care. it's not about the united states government but their personal,

political ambitions. they don't like kevin mccarthy, they don't trust him and prepared to blow him out. >> let's bring in rodney davis who is an ally of kevin mccarthy. so let me ask you, sir, these are your colleagues, i know you're in touch with them. what's your take on what's going on? how long it's going to go and do you think kevin mccarthy is going to win? his vote count seems to be going in the wrong direction. >> i think he will win, jake, and thanks for having me on. it's great to finish my career in congress by with you guys here and then watch my colleagues right now on a special day. look, this is going to be like no day we've seen in the last four to six years. there's more people on the house campus than ever before. this is post-covid. you have family members, you have friends, you have supporters and the pressure is going to get to many of my colleagues, especially those new colleagues and i think as you look at this alphabetical list that's going to be called here in a few minutes we're going to know very quickly, jake, how many detractors kevin mccarthy

is going to have in this first round. >> very interesting. as you watch this with us, how quickly in the voting process will we know, do you think, if mccarthy can win? i think it's very unlikely he will win on the first ballot. that doesn't mean he won't ultimately be speaker but what are you looking for to see if he actually is going to be able to go the distance? >> when i was in congress i voted pretty early because my last name started with a "d." i think we'll know before we get to the ds if kevin mccarthy is going to be able to become victorious in the first round or -- and/or we'll also know how big the opposition will be. if you look at the as, a wild card. i don't expect him to vote against mccarthy but new member out of missouri, mark alfred, if he comes in against kevin or not voting then you get down to biggs, boebert, and then eric burleson, don't count eric out as being against kevin mccarthy. he hired andy biggs' former

staffer to be his chief of staff. they're all names if they vote no or don't vote at all, that's going to be a pretty big number against kevin mccarthy. >> explain for our viewers between voting no and not voting. >> well, if you vote no which we expect out of matt gaetz and out of andy biggs, we expect it out of scott perry and others, if they don't vote, that means they'll come back around but they will have to cast a vote at some point if they are on the floor of the house. if they are not on the floor of the house then kevin mccarthy's margin of victory goes down. he doesn't have to get 218 and he can then squeak by like nancy pelosi did two years ago. >> all right, so there might be some people from the lack of spine caucus who are hiding in their broom closets for a little bit. we're getting closer to this make or break moment for kevin mccarthy and house republicans. you'll see it play out live on cnn. our special coverage continues.

the new republican led house of representatives is now in session. we're expecting a contentious vote. launching a chaotic floor fight. to melanie zanona. as the house republicans are getting ready to duke this out ahead of this vote what are democrats doing? >> reporter: first, the house is voting as we speak to determine how many members are present. that is going to determine how many votes mccarthy needs to become speaker, because, remember, he needs those present and voting for a candidate. we should not democrats help bail out mccarthy in any way. they could have voted for mccarthy on the first or subsequent ballot or voting present. but katherine clark, the number two democrat tells us that is not going to happen. i also caught up with hakeem jeffries, the incoming house

minority leader saying they are solely focused on making sure every one of their democrats shows up and votes. we'll have to see whether this plays out the way republicans think it will. democrats are also being open to supporting a motion to adjourn, something republicans could do if they can't get there and need to regroup, anderson. >> no doubt we'll talk to you a lot throughout this afternoon. john kick is at the magic wall with the breakdown. walk us through the process. >> i will but interrupt me if the floor gets interesting. a break down, 22 republicans, 212 democrats, congressman mceachin recently passed away. the house has already gaveled them into session taking attendance of the members right now, how many are there. then next will come you can place names into nomination. how many name, we will see. we know democrats will nominate congressman jeffrey, a republican will nominate mccarthy. andy biggs says he will be nominated. members can choose to vote by name or abstain or leave the chamber or vote present. they can vote present.

these are the scenarios to win. if all members vote, if everybody is there you need a majority cast by name. that's important. majority of the votes cast for a candidate by name. excuse me. so it's a 218 threshold. 218 votes if everybody votes and everybody vote force somebody by name. that's unlikely to happen. that's how you get started. the threshold drops by one, that 218 number drops by one for every two members who do not vote or vote present that take themselves out of cassianing by name. kevin mccarthy's math which is what makes this so interesting. if six republican members just decided to go to the sidelines and protest threshold drops 2015. if ten members go to the sidelines in protest, the number would drop to 213. here's where it gets dicey. if 12 vote present then the threshold drops to 212. there are 212 democrats would could be in that room. if the critics wanted to play mischief and voted present on the first round they could drop

it down to where you could have a democratic speaker. unlikely to happen but that's the leverage they have over kevin mccarthy. members can change their vote before the gavel comes to a close. watch to see if democrats vote present just to play a little mischief here to move the final number. that's what makes this so fascinating and unpredictable. you can cast a vote one way and change it at the end so there be horse trading and mischief evening at the end. this is not just about kevin mccarthy. this is not just about the personality clashes. voting continues until somebody wins. candidates can emerge later. you can nominate somebody else on a second, third, fourth, fifth ballot. this is the important part. this is the united states government. the house of representatives is paralyzed. can do nothing until it elects a speaker of the house. what's the history? since 1789 all the way back to the beginning 14 times, 14 of 127 speaker elections have had two plus ballots, 14 of the 127 in history have gone to more

than two ballots, the last time was 1923. it was settled after nine. the record, kevin mccarthy says he's happy to be the new record keeper. he says he'll stay in. it took 133 ballots over two months back in the mid-1850s, anderson. is that what is going to play out today? the first chapter we'll get soon. >> let's hope it doesn't go that long. john king, we'll check back in with with the team in new york. you've seen a lot of battles like this. what is going on? >> well, there's going to be a lot of drama today, anderson. look, we kind of saw this with boehner. we had these experiences where there were some members usually from the hard-liners wouldn't vote for boehner and sweated it out where he barely met the number. this is much worse. >> things are more hard line -- >> more hard-liners and the margin is smaller so right now it appears that kevin mccarthy does not have the votes. he has five that publicly declared they will not support

him plus 9 or 10 others out there maybe opposing him but many of these guys, they made it personal. they've made it personal with mccarthy. you know, mccarthy can make concessions to them. he can appease them, but it will never be enough. >> it seems like mccarthy has based on the reporting manu raju and others, he asked some what is it you want and they don't have an answer. >> they don't want him. that's the issue and like i said it's largely personal and i think maybe it's partly geographic, he's from california. much of the caucus is from the south and texas so i think there is a little geographic politics here too. it's not well articulated or stated. that's a little bit of it but many just want someone else. >> how much of this group is actually interested in legislating, compromising and getting things done and negotiating and how much is just bumper sticker politics, having an enemy? >> i learned from my experience with some of these guys is they'll always say, we're for things but the things that they're for is simply unacceptable. you can't -- so they'll always

say they have a positive position, but it's never a position that can be sustained by a majority of the republicans or could ever become law, you could never get it through the senate. i don't think many are serious about legislating. i always refer to them as the rejectionist wing of the party. they just reject thing. >> congresswoman, you're leading offense now. how do you see this morning? >> if you are a house democrat -- >> which you were a house democrat. >> this will a few minutes ago, i believe. you are having one of the better days that you'll have as a party in the minority. this is now on full display for the entire world to see, the republican party, house republicans are incompetent, not serious about governing and we see that in the first order. the next speaker of the house is not something that they can accomplish. >> i mean, it's not really fair to say that all of them are not

serious or interested in governing. there are radicals in any party. there's radicals on the left who didn't want nancy pelosi speaker and there was a lot of back and forth. >> guess what, nancy pelosi became speaker. time and time again in consecutive conditions question for all the oourd logical diversity people point to within the democratic party, folks come together and elect a leader. they can continue to disagree. lord knows, there's been plenty between nancy pelosi and individual members of the house democratic congress. >> as someone who's been there what are they all doing? they're standing around talking. >> doing a quorom call right now. you have a red, green and yellow button. they're all pushing the yellow button which means present. voting to be present figuring out how many are there so hopefully there will be 434 of them there when they count. then we'll get into the real action of the nominations and then the actual roll call vote where you vote by voice for a person. >> you've watched this from the

white house when you were in the obama administration and now from this -- >> nobody has quite watched this, in fairness. >> you weren't around in 1923. >> yeah. >> how do you see this? >> look, you know, first of all, for political junkies, this is, you know, this is like the super bowl. it's -- you want to grab your popcorn but there are implications of this because even if kevin mccarthy were to survive here and it's becoming increasingly problematical, there is very little chance that he can govern and what this portends is two years of chaos in the house and that has implications. the congressman talks about the benefits to the democratic party but there are real -- you know, it poretends bad things for the country. here's the thing that intrigues me. mccarthy knew this was a problem. he knew this was a threat. he spent $350 million through his pac to try and defeat right

wing republicans and choose more accommodating republicans and he ended up failing because voters rejected extremism and they -- the whole party was tainted by this group. now, this group that is a relative minority within the republican caucus is controlling the whole situation and that's what the failure to elect more republicans and more moderate republicans has done to kevin mccarthy. >> so, this is a long time coming. the appeasement of the far right. >> uh-huh. you know, it kind of started when he goes down to mar-a-lago and kisses donald trump's ring. and it continued with appearances on fox, with bashing of the left in the ways that this caucus would want him to do. i think his problem comes in when he's trying to play both side, right? he's trying to appease them but also spending the $350 million to defeat them. they are going to make him pay

the brand-new 118th u.s. congress is on the brink of a dramatic showdown over the job of house speaker. republican kevin mccarthy, the republican leader is now on the floor of the house. he is defiantly refusing to back down or step aside as he head into today's vote without the support he needs within his own party to win on the first ballot or possibly any subsequent ballot. let's go back to our chief congressional correspondent manu raju. you just saw leader mccarthy and you spoke with him. what happened? >> yeah, he's making very clear he is not going anywhere. i asked him, is there any scenario in which you would drop out of this race? he said, quote, no. he said he plans to push forward even if this goes to multiple ballots which it's expected to do, something we have not seen in the 100 years, ultimately they will keep voting until someone gets 218 votes and says he will stay in the race until someone gets the 218 votes

betting it ultimately will be him. he said we cannot give in to a few members of his republican conference who simply want what they will not get. he said that is not the way this process should work. he indicated some of the demands they have made such as getting more power essentially on key committees, other measures, as well, to empower them over the speakership and says he has given on a lot of issues but the things they are asking for simply will not fly and says he is ready to dig in. now, jake, i'm also told by sources that he remembers 2015 very well. that at that time when he did not have the votes to become speaker he bowed out before this all ultimately went to the floor. he does not believe that was the right move or course of action and has been informed by that decision going forward and plans to grind this out and to his benefit his allies believe they have so many supporters willing to stange with them they'll willing to battle it out as long as it cakes and mccarthy that's what he plans to do as well is this on your screen you're

seeing right now people at home individual members of congress apparently posing for photographs with leader mccarthy. we just saw the delegation, the republican delegation from new jersey earlier. let's bring back our congressional friend rodney davis. what are you hearing from your colleagues on the hill? what's the sense? what's the mood. >> i'm hearing kevin mccarthy is digging in for the long haul and the 85% of the republicans in our conference that voted for him to be the speaker, they're excited about that. they want to see him fight. and they want to see him stand up to these five members and a few others that seem to be moving the other way. >> why are they excited about it? i mean, i've never really seen a race like this before where a speakership remains in such doubt. they're just mad at boebert and gaetz and the hold-outs? >> well, it's a long time

coming. as some of the discussion has been already today, this happened to john boehner. similar things happened to paul ryan. it seems that republicans when given the chance by the american people to take over the house want to fight with each other before they get down to the business of holding democrats accountable. but the pressure is going to -- the pressure is going to continue to grow against those who are holding out. why? because there's no alternative. matt gaetz, andy biggs, they don't have an alternative. they all know andy biggs is not an alternative. he will never be speaker but there's no one they're supporting that will which i why i think kevin is in for the long haul. >> i do have to ask you, congressman davis, as you know, you don't actually have to be a member of the house of representatives to be speaker of the house and there has been a lot of discussion because the speakership is in such doubt there's been a lot of discussion about maybe there's a consensus candidate, maybe somebody who used to be a member of the

house, we've heard names like fred upton, the congressman from michigan. we've heard your name -- this is the not the first time you've heard that. what's your response to that? >> yeah, it hasn't happened in our nation's history. it's not going to happen this time. we're going to see -- we're going to see the candidates nominated right now that i think will be the final candidates that will be considered for speaker of the house. i think kevin mccarthy if he's willing to stand in for the fight, i think that's going to energize a lot of governing republicans because, remember, a lot of the new freshmen -- >> let's listen in. congressman elise stefanik listen to the nomination. >> to nominate kevin mccarthy as speaker of the house to lead america's new republican majority. sacrifice. today hakeem's leadership style is quite simple. spread love, it's the brooklyn way. [ cheers and applause ] and it's borne of this working class upbringing in that same borough hakeem and his brother were raised in the first home their parents ever bought thanks to their collectively bargained salary and it's where they live today. it was in this house where his younger brother saw a future leader, where his mother saw a thoughtful passionate young man and where his father saw a competitor whose gpa went up when his younger brother started high school. [ laughter ] his family always at his side, some here with us today and some watching from home, his mom and

dad kenny, j.j., joshua and younger brother dr. hassan jefferies. they told their sons it doesn't matter what you do, but it has to be done in the service of people. and that's how hakeem will lead. he's going to serve all of us so we can best serve the american public. that selflessness, that commitment to success of those around you is what shaped his career and what will shape our joint future together. he knows success isn't about personal achievement. he is the leader who will be with you in the beginning whether it's your bill and important priority in your district, he'll ride alongside you as you do the work and be there at the end to see you through. because he knows that our success means that we can raise the quality of life for our con stitt weapons creating better jobs and building safer communities. he has guided every step of the way by his faith and his mom -- that his mom instilled in him.

sunday mornings were always easy in the jeffrey house. the young man who knew he wanted to be attorney would argue with his mom but failure is a good teacher. he lost those arguments and now hakeem goes to church every weekend, sometimes that one where his church family is at cornerstone baptist or somewhere else in the district where he can meet his constituents where they are. he remembers that after church on sundays he'd go to nano's house where there was an open door at his grandmother's house for the entire neighborhood and elders to come through with food and conversation. a young hakeem listening to everything but usually just trying to catch the score of the jets game. [ laughter ] this is where wisdom gets passed down. and now guided by the faith and wisdom of leaders like jim clyburn, greg meeks, john lewis, steny hoyer, nancy d'alesandro pelosi.
