guy top of the hour. thank you for joining us. uncertainty reigns on capitol hill, and they'll reconvene following a first day the front-runner kevin mccarthy was rejected three times. one of his allies says he has about 24 hours to say figure this out. we have now learning he's asked five colleagues to lead with negotiating with the no votes. also we're keeping a close watch on today mar ham ling. he remains sedated, his hungle telling cnn he's had to be resuscitated twice. we're going to speak with a athlete who had a similar experience, as wells as the trainer who resuscitated him.

and the suspect in the death of four college students in idaho, and we want we want to begin with manu raju. it's happening by the minute now on the hill. do we know where negotiations stand? do we know if they're going to reconvene today? or maybe punt again? >> that is actually the big question of the hour. whether or not they'll actually come back at noon and have that fourth ballot vote. this is a very tricky proposition for kevin mccarthy and his allies. the concern is that the opposition could grow in that fourth ballot. if that were to happen, this could be problematic to ultimately get to the 218 votes. that's why behind the scenes, there have been serious negotiations between a handful of key emissaries to kevin

mccarthy, as well as some detractors. 20 republicans voted against him in the last round of balloting. he can only afford to lose four votes. right now the emissaries are trying to get a sense of whats dissidents want, present an offer and see if that passes muster, which is why it's very possible republicans may try to adjourn as soon as they get in by june, maybe delay the proceedings. we'll see what they decide to do. there's a warning among the most moderate members about some of the concessions that mccarthy is talking about. the trim is if he goes too far to the right, he may lose the middle. >> there are still a number of things to increase trust and toe make it more likely he would

become speaker. that being said, he can't go somewhere that the conference isn't willing to go. he i think is firmly aware of the fact you won't have 10% of the conference dictate all of the terms of engagement of rules to the other 90%. that being said, i think there's reasonable people trying to find common ground. >> reporter: that is the real challenge going forward. even 23 mccarthy somehow does not emerge as the speaker candidate steps aside, that person would have to provide concessions to the right, but also concessions to the middle of the conference, which is why at the moment really the only option for mccarthy and his allies is try to push ahead, forge together never votes to get to 218. mccarthy making clear last night he's not going anywhere. he plan to say vote ballot after ballot to ultimately get there, and he needs the support to get there, not to see opposition

work together. tell us the importance of all of this. >> jim and erica, i don't think you'll quite hear white house officials say this out loud, but i think in general it's pretty content to let this drama unfold among house republicans. imagine the supplied-day screen we'll see today, right? on the one hand, on capitol hill we have the drama and infighting unfolding among house republicans, and president biden is taking off right behind me to head to kentucky where he will be touting the bipartisan infrastructure bill he signed into law in 2021 and will be joined by republicans, including mitch mcconnell. i do want to set the scene for you a bit in terms of this bridge that he is visiting.

this is the brent spence bridges that connects cincinnati, ohio and covington, kentucky. it has become a politically famous bridge. past presidents, congressional leaders have promised they want to fix this bridge, because officials say it carries basically double the traffic that it is meant to support. now, what the president gets to do today when he goes to kentucky is say, look, $2 billion from the infrastructure law will go towards upgrading that bridge and a number of other bridges as well. so keep an eye on that contrast here -- what is going on in washington, d.c., and then what the president is doing, as he launches into basically the second half of his first term. he's making it very clear, even with the new congress, and with congress now being divided, yeah, he wants to continue to try to work with reps. >> mj, thanks so much joining us

yesterday, other than the frustration you started seek in the latter part of the day, democrats were having the time of their lives. they had just lost the majority, yet they're watching the republicans twist in the wind and not get their acts together. i would say -- you're not going to have democrats bailing out kevin mccarthy, particularly at this juncture, especially when they don't know his fate at this point. i would be shocked. but you know what? as we always saying -- stranger things have happened. >> this is true. in terms of motivation, to put this in the context of motivation, we also heard from don bacon how this has to be team work, that this group, right, they are not team players. but to be honest,eroll, what is

their motto blink first? >> ultimately what they want is they kind of want to disrupt government. they don't like the way it functions, so this is fine. >> they're certainly on a team. it's just that team doesn't involve running the government. they're in a movement. that will give them accolades and pats on the back for stopping the functioning of government, for drawing this out. if they push this to five ballots, six ballots, ten ballots, that will help them with fund-raising, help them get speaking engagement, book deals and media appearances. that's what they're looking to do. that's the dilemma we now find ourselves in. people not interested in running the government are controlling whether we can actually operate government. >> if i could just add, jim. >> yes. >> what i'm hearing from

could have five men or even one member to put us where we are today. that does not speak well to their tblt to get things done. just like we saw with mj lee, when federal projects come through, hundreds of billions, there has to be coordination at the local governments. it's the job of members of congress to sort of see that through and make sure that it happens. there are some real consequences here. there is not just a political fight. this will hit real people if it goes on much longer. >> great point. >> jackie, we heard that kevin mccarthy has now empowered five lawyers to talk with the rebels, i believe is how they put it. will that do anything at this point? >> it's hard to say, erica, honestly, at errol pointed out,

well, a story we've been following closely, i'm sure you as well. we're learning new details about the condition of damar hamlin, who went into cardiac arrest during monday night's football game. his hungle says he had to be resuscitated a second time after he arrived at the hospital. he remains in critical condition there this morning. they put him on his stomach to take some pressure off hi lungs. it struck me, because i remember during the covid pandemic, they would do that with patients

going through recovery. more evidence of support here at niagara falls. fans, by the way, have donated more than $6 million to the gofundme for his handle toy drive. coy, i know you've been talking with the team, in touch with the nfl. what more are you learning this morning? >> reporter: well, the bills say they'll try to get back to work today. they will hold meetings, only a walk-through today. typically this would be one of the most intense practices of the week. the team will not have any media availability, either. they are still processing what's going on. but i do want to point out something powerful beyond measure that happened month night. the decision to stop the game in progress represents a paradigm switch perhaps we're seeing in the nfl.

no longer are we living in the barbaric days of looking at players as disposable, replaceable pieces of meat. even 5, 10 years ago that game may not have stopped. coaches would have said buckle up, time to focus and play on. so we can't overstate how impactful it was for head coaches of the team, the lead commissioner, roger goodell, all those decisionmakers to make the decision to stop the game. the players are recognizing the power in that moment. here is dion dawkins. >> i'm truly blessed that we didn't have to keep playing. the fact we didn't have to go back, like, out there on that field and play. it just shows that there is care, and that's all that we could ever ask for, is that, you know, we get treated as people. you know, like most people just

lacrosse game. it's shocking to see this. he takes a hit with a ball on the field. we'll play this here with that warning in mind, and imagine his parents seeing that. fortunately his head athletic trainer was right there with life-saving equipment, administered within minutes, and frankly peter is back on the field again. peter, enginjeremy, great to hau on. >> thank you for inviting us. >> for folks at home not familiar with your story, if you could just say briefly how this happened. what happened to you and what was the reaction on the field at the time? >> yeah, so i had commotio cordis. it's like a millisecond of your heartbeat when it opens up, and when it's hit, it's like a --

it's almost like a -- just stops your heart. it doesn't know what to do. the response was mr. parr, and a trainer, and a lot of field came out to help administer cpr. >> this is one thing that's been theorized as may have happened to damar hamlin as well. is it tough for you to see that, bring back tough memories of your own case? >> yeah. i saw it pretty quickly after i heard about it, and it was scary. it was like me and my parents just saw it, and it's like -- it looked similar, so we kind of

just thought back and, you know, it reminded us of, like, what had happened. >> jeremy, good to have you here, too. listen, peter's parents say you saved his life. within a couple minutes, folks were administer cpr, and you have one of these aeds by the field, you got it up and running and shocked his heart, in effect, back into rhythm. how did you manage that? how important is it to have a plan for something like this? >> i think that's the key statement right there. you know, having a sudden cardiac arrest is extremely rare in athletics. we still have to remember that, as rare as it is, it's even more rare to have a survival case. i think we're very fortunate we had a try amount of help. we had resource on the field. we had an aed on site, and we had a plan for not just cardiac arrest, but a plan for anything

potential catastrophic or a severe injury that may happen. you can't plan for everything, but in peter's case, i was on site. we had a physician on site, and medical personnel, an athletic trainer for the opposing team, too. he was struck. it was an innocent-looking play, a play that happens a thousand times in the course of a lacrosse season. he got hit in the chest, and eerily similar to monday night, he took a keppel steps afterwards. i remember him recalling he could follow the path of the ball, and then he bod,just collapsed on the field. at that point, you know, his teammates, the officials, the spectators are all aware that something out of the ordinary is happening. fortunately for us, we were there, able to respond, evaluate and figure out that it was a catastrophic injury, and

fortunately ems arrived quick live. the key impact is having the aed on site that we could get that attached to him and diagnosed and revived within two minutes of his injure,. >> the story on the american heart association, which folks watch, by the way, because it shows how important and how quickly you acted. peter, good news here. you were back on the field, right? does that -- by the way, every medical condition is different, but i imagine that offers some hope for folks who go through this. >> yeah, absolutely. he's an astonishing case, though. i think it comes back to how quick he was revived, an he was transcripted to the hospital. he was awake, conscious and speaking to us, as he went into the ambulance and transported. he had fantastic medical care afterwards with a sports

>> all this as officials in moscow, idaho, are now preparing for his arrival in that state. as our cnn correspondent is there, veronica, when do we know more about when he's expected to riff, and then what happens? >> reporter: we've been pressing authorities about the exact transportation process. will they be driving him? flying him? how long will it take? that's just information they refuse to reveal for security reasons, not just because of kohberger, but also because of the authorities. police have told us, though, they have ten days to get him here. we are standing by, waiting for his arrival here in moscow, idaho. his fame yesterday was in court when he waived extradition. they were crying. at one point he turned around and mouthed "i love you" to them. we do know his father was with him when he made that cross-country trip back to pennsylvania.

his father this flown to washington state. they had driven together in the white hyundai elantra, and during that trip they were pulled over two times, in the state of indiana once be a shave, and another by indiana state police. they were let off with a warning both times. the body camera video, you can hear the conversation with them. the second time he was pulled over for tailgating, let off with a warning. authorities say there was no alert on a license plate or specific individual outside of that white hyundai that police were looking for in idaho. there was no reason to alert that incident. we are still standing by waiting here in idaho for his return. guys? >> important developments. we'll be watching, veronica miracle, thank you so much. joining me now, casey, good to see you this morning. so many people are trying to piece together what may have happened here, especially now

that there is a person, right, set to be extradited, the suspect, to be charged. some of the things that stand out. i would love for you to com on what you see in these comments. if we talk about the crime itself, nearly two months ago, somebody walks into the house in the middle of the night, kills four people brutally with a knife, walks out, there's not much trace left. what does that tell you about a person who would operate in that manner? is there a chance -- i mean, is this typical of a first-time offender? >> it's not just an ordinary first-time offender, but someone who is highly organized and intel intelligent. the fact he's a doctoral student in criminology and criminal justice, it sends a shudder through my spine.

he knows, by the way how all this extradition works, how he makes a plea. i think he's anticipated all of this, to be honest. but it begs the question -- did this guy kind of cross the line between dr. jekyll and mr. hyde, and maybe criminology was the magic potion that gave him the confidence to try something he was studying. this is not typical. this is definitely an outlier. in terms of his motive, it could be the thrill of the experiment, i'm smarter than everyone else. i'm going to see if i can get away with it. that's our best conjecture. >> from the beginning we heard this was a isolated, targeted attack, which raised questions. right? if it was targeted, whether someone in that house was a specific target, whether there could have been a connection between the person who committed these brutal, horrific murders,

and one or more of the victims. would any of that be quote, unquote typical? >> well, the targeting would be more typical. what would be most typical is if it was somebody within the victims' continuer circle who knew them. i would say this guy is completely unrelated to these four people. if there is a connection, i would predict it's something so superficial that the victims didn't even know about t like maybe he met these girls in the corner club and offered to buy one a drink and she turned him down. she wouldn't even remember that, but for him, if indeed he is the culprit, that could have loomed large in a life that's full of rejection, and that looms large, and he may be gin stalking. i don't believe there was any vendetta, any revenge. i don't think he knew them at all. but did he case the joint?

you learned more about what happened. >> there was a press conference yesterday. we also spoke to the sheriff this morning on cnn this morning. he gave more details as to what happened. it all had to do with the fact this snowplow began to roll after he had used it, the snowcat, to tow a vehicle out of his driveway. he's so lucky to be alive. take a listen. >> a family member quickly ran to a neighbor's house, asked for help. the neighbors came out with some towels, and then fire from the fire protection district and/or lake tahoe came down. we care flighted him. when he arrived, he was speaking when our deputies arrived on scene. for what had just occurred, he was in good spirits. >> unbelievable. the snowcat we learned last night, it's over 14,000 pounds.
