leader. so what is mccarthy's new strategy to end the chaos? that's a question this morning. >> he voted for mccarthy six times. straight ahead, kaitlan is going to speak with ryan zinke. >> we have new details this morning on a royal feud between prince harry and prince william. the younger brother said the future king, quote, knocked him to the ground. we'll take you live to london on that and is the palace responding? we start with the republican leadership drama playing out on capitol hill. the far right has paralyzed the house for another day as kevin mccarthy has made several major concessions overnight to that group of 20 hard liners blocking his path to the speakership. that comes after he suffered another three humiliating defeats in a replay of what happened on tuesday. except this time after another appeal by the former president

for all republicans to vote for him. mccarthy lost ground when a congresswoman went from voting for him to voting present but not supporting him. the question today is whether the concessions he made overnight are enough to get him to 218. lauren fox joins us this morning. do you know the answer on that as of 6:00 a.m. this morning? >> reporter: we are on day three, still no answer on if kevin mccarthy is ever going to be the speaker of the house. chaos on the floor after congress adjourns for a second day without a speaker elected. >> we have a third -- one of our three branchs of government offline right now. that's dangerous. >> reporter: representative kevin mccarthy failed to secure the job after three more votes

took place on wednesday. the california republican now losing six votes in two days. >> i think it's probably best that people work through some more. >> do you have a deal with those guys right now? >> a lot of progress. >> reporter: failure to elect a speaker means members cannot be sworn in, leaving congress paralyzed until the standoff is resolved. >> disrespect for the institution. and a most cavalier frivolous way. it's quite sad. >> reporter: 20 holdouts rallied their support for republican representative byron donalds. >> for the first time in history there have been two black americans placed into the nomination for speaker of the house. >> reporter: sources tell cnn that mccarthy is continuing negotiations with the group of opposing lawmakers and met separately with freshmen holdouts. i'm sure there are some that may

be no permanently, but mr. mccarthy is not treating them that way. everyone is engaged in these meetings and discussions and he's open to hearing from all of them. >> reporter: republican sources tell cnn mccarthy proposed more concessions one that would allow for a rules change to allow one more to call for a vote to oust the speaker. mccarthy may concede to a vote on a bill proposing term limits for members and a border security plan. although even with all those conce concessions, republican sources say mccarthy would still not have enough votes. >> kevin mccarthy does not have 218 votes. >> and you have 20. >> i -- i asked you a very specific question. if by friday you don't have 30 -- >> i will not sean. i will not withdraw. our asks were not petty of kevin mccarthy. they were not self-serving we

were asking for commitments on what the american people want to see. >> reporter: the question is whether these concessions move away support for kevin mccarthy on the moderate side as those members sticking with him might fear this makes the house completely ungovernable. >> even if he gets the speakership, what that looks like and what the next two years are going to look like. lauren fox, thank you so much. it's remarkable. we'll speak to three of the republican lawmakers involved in this today, ryan zinke, ryan davidson, and carol miller. the buffalo bills say damar hamlin is showing signs of improvement, but he's still in intensive care. adrienne broaddus is live with us in cincinnati for more.

doctors are saying his condition is improving? what are they saying? >> reporter: that is the last update we received from the buffalo bills saying damar's condition improved yesterday and overnight prior. we know he is still in the intensive care unit in critical condition. we spoke with his family member, his uncle, dorian, earlier in the week. and when i talked to him, he shared with me that his nephew was turned over on his stomach. that was a move he says by doctors to help alleviate the pressure on his lungs. he also told us the next step was doctors wanted to get damar breathing on his own. it's unclear this morning where damar's medical team is in that process. we did hear from the nfl's troy vincent. he was on a zoom call speaking and addressing members of the media. as he spoke his voice trembled.

he said, in part, there is no playbook when it comes to managing these real-life threatening events. he said, this game of football is guided by best practices and policies, but the only practice that mattered was the reaction of those first care responders. listen in. >> that evening was outstanding. you gave our brother damar another day to live. another chance to fight. and i think we all have to recognize the power of prayer. >> reporter: and he was talking about the emergency action plan carried out by those first responders. so, don, it's still emotional for everyone involved. folks waking up today hoping to hear some good news. >> adrienne, thank you very much. appreciate that. >> you just heard the emotion

there from that nfl executive, very emotional. also denying some acquiscusatio that the league officials planned to restart the game. it comes after reporting that both teams were given a five-minute warning after hamlin left the field in an ambulance. explain to folks why that matters because the nfl is saying we never thought about restarting this game. >> reporter: i think a lot of people are looking for answers, was right done by damar hamlin in that situation? was the nfl correct in their emergency action plan as they call it. and this issue doesn't seem to be going away. a broadcaster for espn said they were told players were told to start warming up again. troy vincent from the nfl denied that. i was on the media call at

midnight of the game. at that time this is what vincent said. there was no time period for the players to get warmed up, the only thing we ask is sean, sean smith the referee, communicate with both coaches to make sure they had proper time inside the locker room to discuss what they felt best. i was communicating with the commissioner. it never talked our mind to warm up to resume play. that's ridiculous, insensitive, not a place we should be in. when asked about it further, yesterday vincent got emotional, doubling down. here's what he said. >> it was insensitive. and frankly, it lacked both empathy and compassion for damar's situation. who is still in the woods and fighting for his life to this day. it was just so insensitive to

think we were even thinking about returning to play. >> reporter: those emotions are real. i was on an hour and a half conference call with former bills players. and there was a lot of emotion just like that. this is a difficult, i think, as former players. i say that as a nine-year nfl veteran. vincent played in the nfl for 15 seasons. three of those were played here in buffalo at the same time i was here. we sat in the same position meetings for half of our days, playing safety just like damar hamlin. i reached out to troy for comment but have not heard back. >> i think that's one of the things that is so striking. at least to me, to see these tough, larger than life guys breaking down. you saw all the players on the field there, because you see how it hits them in the heart, their humanity, right. and that begs the question of what do they do this weekend?

do they play -- not just the bills/patriots, does the nfl have games scheduled this weekend? >> it's a good question. and current players have been asked about this, including joe burrow who was the opposing quarterback, and he said he believes the locker room is split if there were a question as to whether or not the nfl as a whole should resume play for the final week of the regular season this weekend, he said he personally wants to get back out there because he prefers for things to get back to normal as soon as possible, that's an understandable answer. as athletes you're trained to have a next play mentality, focus on the moment and move on and try not to let anything negative influence you for moving forward. but he also said he feels there are a lot of guys that wouldn't feel right going out there completely to be able to continue to play after what they witnessed. >> if that's the case would they be given the grace to not play?

what's going to happen? so many questions. this morning, bryan kohberger is in moscow, i daho o face charges. he was booked into the jail last night after being arrested in pennsylvania. he accused of stabbing four university of idaho students on november 13th. veronica miracle, live in moscow, idaho this morning. wh what happens now? >> reporter: it was a long flight over and today we expect a hearing, though that hearing time has not been set. the courthouse opens at 7:15, and it is in the same location as the latah county jail where bryan kohberger was quickly taken yesterday after that long flight. once he arrived at the airport, it was a quick exchange from the pennsylvania state police over to the authorities here. they booked him once they got

apparently harry said this altercation ensues, then harry offers william some water and this is what happened, quote. he sat down the water, called me a name, and came at me, he grabbed me by the collar ripping my necklace and knocked me to the floor, i landed on the dog's bowl, which cracked into my back, and i laid there dazed for a minute, got onto my feet and told him to get out. he goes on to say that later william came back and apologized. >> i will say all of this is coming from harry's point of view. williams' side not addressing this. so we have harry's point of view. the other thing is, it is two brothers and there was tension. i have heard stories about tension, haven't heard about it getting physical, doesn't completely surprise me. it's a massive expose of that relationship. and it's all going to be in the

the release of the book, which is upcoming. he says he wants his family back. that he wants to have a father and brother and his door is open we heard him say that quote in a trailer released by itv which conducted one of the prerecorded interviews. especially if he genuinely does want to rebuild those relationships with his family, it's definitely an interesting strategy but he said also that he doesn't think that being silent will make anything better. but when you combine that with the level of allegations and these reports in the book, as you said, wow, they are dramatic, you do wonder how he thinks that could be achieved. >> and what could be achieved? what exactly is he achieving by putting -- by airing family dirty laundry? that's the question. >> yeah. a huge amount of frustration is built up, he talks about not being able to control his narrative. so the palace controlled his narrative. if you look at the book, as i

understand it from people who managed to get hold of it, is it's called spare and it's all about his frustration with being the spare heir, always running second and that was accentuated when meghan game in as well. the reality is, he was a spare. it is a hierarchy, that is the -- you know, the system, the monarchy, so he's got an issue with the monarchy system effectively. william's side would say he did try to give harry an elevated role but harry didn't feel that. and he -- the way it trans -- you know, the way it plays out, if there are briefings they tend to fall on side of the more senior royal and that's what frustrated him, so he's trying to put everything out in his own words on these platforms but he's controlling the narrative as he wants it but we're not getting william's narrative. >> and it's very common for the person who is technically the

congress-elect ryan zinke of montana he has voted for mccarthy six times. i imagine you will be voting r for him again today? >> it's not about a speaker at this point. it's whether the republicans can actually govern. >> can they? >> i think they can. we'll get there. i'm a former seal sand i've bee to a lot of battles in my life. not every battle is led by george c. pat ton but we win because we step up. generals don't win wars, it's the front line. and in this city it isn't the speaker that passes the bills, it's the body, the chair and the members that all have a say. so who the speak eris has to make sure he has the votes but also listen to the body and we're not there yet. i support kevin because 90% of the caucus voted, it's like a

primary, with 90% of the body supporting an individual, in this case kevin mccarthy. you have a small minority that are outcasts and what are the demands? up front, what do they want? can't tell you. because they just don't like kevin, there's a trust issue. but there's also a trust issue with the body, with the 20. so it's more about trust, and rather than, you know, a leadership. >> kevin mccarthy made several major concessions overnight. is that enough to get him to 218? >> we'll see. but he's made concessions before on a rule package, how you conduct, what's the threshold to vacate the chair, you know, all of us want the same thing. we want to make sure we hold the government accountable. we want to make sure fiscally we have discipline because we have not. but we can't begin this process until we have a speaker in place. that's the first step.

govern. will we have the same problem with a different candidate, likely? >> matt rosen dale is the other candidate not supporting kevin mccarthy, he was a no vote. is that a mistake? >> there were several mistakes. i'm one if you have differences solve them internally, don't show disorganization, dysfunction not only to america but the world. because the world is watching this. and we have elections in 2024, can the republicans govern? are we a functional body that can address big issues. we have issues of inflation, energy, border. there's a lot of issues that have consensus on body sides, there's problems. you can't be an american and go we don't have problems with this country. almost everything is not functional. and to address that, congress needs to do their duty. i've been to a lot of battles,

it's not the generals who win the battles, it's the front line, in this case everyone has to step up and do their duty for the benefit of the country. >> do you think what's happening right now for republicans is embarrassing? >> i think it's embarrassing now i do. now there's a lot of hard feelings on both sides. you have 90% of the caucus standing firmly behind kevin mccarthy. is he perfect, no. i don't think anyone is perfect. but how you win battles is you leverage the chairman, the members, listen to members and lead forward and articulate what is it the republicans -- what's our goal? our goal is to curb inflation, to make sure we have a border. to make sure we use the power of the purse judicially and stop the excessive spending. we can't even begin that process until we have a speaker. >> you used to work for trump. >> absolutely. >> he told republicans yesterday

they should vote for mccarthy. mccarthy lost support yesterday. does trump have any influence over what happens here with the republican speaker? >> what's the influence of the outliers, because jim jordan is for kevin mccarthy. more than half the freedom caucus is for kevin mccarthy. so what is their base? where do they get their base support? certainly not from president trump. it's not from jim jordan. who are they going to rally around? a lot of it too are sound bites. you look in the hallway, a lot of these members have not been irrelevant but certainly haven't been media icons right now. and you look and they go around the hall and there's a mob of media. so they're getting their time in, quote, the press and they're making money off of it. so they're you know, fund-raising. >> but i want to go back to trump. does he have influence on this or not? >> certainly yesterday he did not have influence because it

to three times. every minute that goes by that you don't restore a heartbeat their chances of survival drop by 7 to 10%. in this country, the rates of by stander cpr are low, talking in general around 40%. so we need to do a better job as a country about pushing people to get educated in cpr. one of the greatest things they can learn is hands only cpr. people think you have to give breath you don't. >> let's start with adults because it's different for babies so i want to get to that but start with adults. >> if you see someone go down, make sure the scene is safe. next step is call 911 and then push hard and fast in the center of the chest. the best way to do it is take the palm of your hand, place it between the nipples, take the other hand, put it over top and push down hard and fast to depress the chest by two inches,
