bid to become speaker drags on for a third day of voting. the stalemate has paralyzed the house. a big question today whether concessions kevin mccarthy made to lawmakers blocking his path, whether that's enough to get him to 218 votes needed to become speaker. the slow road to recovery for damar hamlin. the team says he's showing signs of improvement. we'll update you on that. prince harry with a stunning allegation, claiming he was physically assaulted by his older brother prince william. we're live in london with details. first, to hear kevin mccarthy tell it, his glass is half full. 20 republican lawmakers still opposing his bid for house speaker. he's failed six times over the last two marathon days to reach 218 votes needed to become speaker. today is day three of the

leadership drama. the house will reconvene at noon. the big question is whether or not we'll see more of the say. lauren fox is live on capitol hill. lauren, what are we expecting to happen? we heard lauren davidson say the hard liners are meeting now. what's next for the broader republican party? >> reporter: well, kaitlan, that meeting you're referencing is critical to seeing whether or not mccarthy is able to cement enough of the hard liners to actually vote for him on the floor of the house, or at least vote present. one of the key questions is whether or not the concessions are enough. one of those concessions, lower the threshold of how many individuals it would take to call for a vote to oust the speaker from five to just one person. i am hearing this morning from one moderate who said this discussion is ultimately going to make the speaker so much less powerful than they have been in the past.

this person telling me i don't like the rules, but i'm willing to hear the discussions. these handful of folks want a weak speaker. the public won't like what they see from the gop. that's the concern this morning from a lot of members who don't want to empower these round table players. >> we'll see if these con concessions are too much. >> kaitlan, everyone at home has to be saying i don't believe it, this is our government. but also, what does it mean to me? how does the housew work or doesn't work without a speaker?

no rules can be approved, no committees can be formed and the house can't respond to an emergency or crisis. now house members have security clearances. none of them can receive military or intelligence briefings. >> we have a third branch of government off line. it's a very dangerous thing for our country. i sit on the house intelligence committee. we're off line. >> i would prefer that we got to 218 yesterday. unfortunately we did not. >> without a speaker and members, there can be no house oversight, no investigations like the kind republicans want to launch on president biden and his son hunter. the speaker is normally the second in line to the presidency. right now that job is empty. patty murray, the president pro tem of the senate is second in line behind kamala harris.

kaitlan? >> we've talked to people on the hill for decades and even they say this is just a moment weher they think it's embarrassing. joining us how to talk about this is republican congressman carole miller of west virginia. she voted for kevin mccarthy all six times. do you expect you'll vote for him today again? >> absolutely. as long as he's a candidate, i'm voting for kevin mccarthy. >> do you think he'll stay a candidate? that's a big question. >> i certainly hope so. we've got almost 90% of our conference strongly behind him. this is a democracy. we need to understand that we aren't ruled by the few. >> that's been a concern that we've heard from some of the republicans who are voting for kevin mccarthy. they say if they do give in, if

he bows out, it's giving in to those hard liners. mick mulvaney compared it to extortion. maybe that's dramatic. >> i love mick. the important thing is kevin listens and he has always listened. i've known him for over four years. he's a true leader. whenever there was a problem, he met it head on. he would listen. he would make a decision and move forward. that's what he's been trying to do here. >> part of that is he's been making concessions overnight, some pretty big ones, including the one about having a one-vote motion to vacate the chair, to essentially oust him as speakespeaker. is that a concession you're comfortable with? >> i don't like it. he has two years to prove himself. that goes by very quickly. we just need to get on with the business that the american

people have sent us here to do, that is to govern. it's to take care of our border, get spending under control, be leaders. >> if kevin mccarthy does become speaker, how much more difficult does it make it to do those things you say you've been put here to do? >> part of what i've heard from people like chip roy is they want to have a voice. everybody wants to have a voice. democracy is messy. it may take a little longer to do with ahat we're going to do, everybody will have their voice. that's been their breaking point. >> do you think it's time to stop with the concessions and go from there? >> well, i wasn't in the meetings last night. i'm not in the meeting this morning. it's time to get to work. i think everybody in america should call their representatives and tell them, let's get this over with.

let's choose our speaker. get kevin mccarthy and start doing what we're supposed to be doing. >> how much longer do you think this could go on? >> i don't have a crystal ball. let's hope we finish this today. >> if it doesn't finish today, does that change the calculus of the other republicans like you who are supporting kevin mccarthy? >> there are more people who have said only mccarthy than there are the no mccarthys. that remains to be seen, how we'll handle that as a group. we are a majority and that's the important thing. we need to think ahead and move on and stop getting hung up on the small things. move forward. do our governing for our country. >> do you think kevin mccarthy should stay in the speaker's race? >> i do. i do. i've watched him for four years. i watched him put together with other people the commitment to

america. as i said, he's a listener and he's a good leader. i've watched him deal with a lot of different problems in a very logical way and i think he's the one for the position. >> if it's not him, is there any effort under way to find a candidate who could get 218 votes? >> i'm sure there would be, but hopefully not at this point because we want kevin mccarthy to be our speaker. >> one last question before you go. the former president yesterday said all republicans should vote for kevin mccarthy. we didn't see kevin mccarthy gain any support. what does that say about the influence trump has on republicans in this disagreement? >> i don't think he said that before that last vote. president trump has a lot of appeal and he has a lot of influence on many, many people. you know, he was our president and so people will listen to him. >> does it surprise you they didn't listen to him yesterday?

>> i don't know when he said it, so i can't tell you if he said it before the last vote or since the last vote. >> he said it yesterday morning before the three votes. we saw victoria spart say she was going to vote present. she withdrew her support for mccarthy. >> from what i understood it was because she wanted us to have a conference yesterday morning and we didn't. that was my understanding of why she voted present. >> we'll see if she does the same today. congresswoman, there's a lot of drama happening here. thank you for taking time to talk to us. >> quite welcome. >> don, poppy? >> kaitlan, thank you. we turn to damar hamlin. he remains in critical condition at a cincinnati hospital. he's showing, quote, signs of improvement. that's according to a statement by the buffalo bills. listen to what nfl executive vice president of football operations troy vincent said during an emotional conference

call. >> dr. seals and to the medical professionals, first responders, physicians, trainers, emts, that evening was outstanding. you gave our brother damar another day to live, another chance to fight. >> obviously a very, very emotional statement. joining us now is ian rappaport. ian, thank you. i know you were on that call. let's start with news we just got. damar hamlin's father addressed the entire bills team on a zoom call to personally update everyone in attendance on his son. that's per a source. he informed the bills damar was making progress and the team needed to hear it. you were on that call and you've

been in contact with the family. what do you know? >> first of all, as far as the call by the father, i was talking to a source explaining to me that it was pretty powerful. it was something where the team felt it. this has been progress over the last day or so because his uncle talked to nfl network about 24 hours ago about originally needed 100% oxygen. now down to needing 50%. this is all good. things are heading into a positive direction. i talked to jordan rooney, a family spokesman. told me this morning things are heading in the right direction. i would expect a statement from the family today updating us on that. the emotion that troy vincent showed is something you've seen all across the nfl. this is not something that affects bills fans. it's not something that affects football fans. it's affected everyone.

troy vincent encapsulated that. on that call so much of the focus was on how fortunate they are, how fortunate damar hamlin was in the unbelievably quick medical response and how integral that was in saving his life. it has been an incredible thing to see, to witness and cover. >> to see, to hear a 15-year veteran of the league who is a high ranking executive at the nfl break down like that and so many players so distraught in ways we've never seen them before, what does that mean about this weekend? do they play? i don't mean just the bills and patriots. i mean the nfl. >> week 18 is on as scheduled. the bills/bengals game hangs in the balance. the games will go on as planned. >> i'm asking you -- you've been covering this for so long. we've never seen a moment like

this. you don't think that changes? >> i would say players being able to deal with the emotional part of this is what makes them different. they go out there and put everything on the line. it is intense. it is emotional. it is physical. they know the risks. they go out and play in a way that so many of us probably couldn't. to watch that humanity play out on the field was incredible. i think the broadcast did a great job showing the close-ups of josh allen and joe burrow and so many of these tough dudes who were watching a player fighting for his life in a way they've never seen. that's why so much discussion was, like, were they going to continue playing the game. no. no one on the field wanted to play a game. sean mcdermott the bills coach told zach taylor the bengals coach i should be with damar in the hospital. it was clearly different. that said, the players' ability to compartmentalize and do their

jobs is one of the things that makes them special. >> okay. to know the risk and to actually experience it are two different things. people train to be in a war zone or emergency situation. it's just training. when it actually happens, it can change things. i've been asking people this morning is that going to change for the players to having experienced this and seeing the reaction around the country and around the world? >> like what aaron rodgers said. >> man, that next hit could be me. >> yeah. this is something that the players know. it is unfortunately something that -- you know, it's pretty infrequent, but it does happen. we've seen some tragedies on the field. ryan shazier would be one, from

the pittsburgh steelers. this is what these guys do. it's what they've been doing their whole life. it's their jobs. it's something they love. >> not an inflection point? >> doesn't feel to me. the emotional part of it has been amazing. getting all of us who love football -- i cover it as my job and also love it -- to realize these are humans out there who put so much at risk so we can watch them, that has been incredible and something that i don't know that i needed to have it put in perspective. i know it's just football. being reminded there's life and so much more was an important thing. because it was such a random event that happens -- those kinds of hits happens 100 times a game, 200 times. it so happened in that moment something happened to damar hamlin's heart. the chief medical officer for the nfl said there was a

harry's upcoming book he describes an incident where prince william physically assaulted him. a report says the two were arguing about harry's wife meghan and william knocked him to the floor. there's the racism allegation which is huge and then this. this is stunning, brianna. >> reporter: i'll just read the entire quote we've had published by "the guardian" it is salacious and full of detail. prince harry said prince william set down the water, called me a name and came at me. it happened very fast. he grabbed me by the collar and

knocked me to the floor. i landed on the dog's bowl, the pieces cutting into me. prince harry goes on to say prince william apologized looking quite saddened. he said he didn't tell his wife what happened immediately, but she noticed some of the visible signs on his back, the cuts on his dog bowl. this is simply prince harry's version of events. he's given two prerecorded interviews on his book "spare" which is based on the treatment he received. we can expect more of these details to come out. with kensington and buckingham palace, we're not hearing anything from them, it's hard to

back to business. everybody can benefit from staying away from the race issue, getting this done. it's a divided time right now. both from kind of invoking frederick douglass and saying he wouldn't be anything but a republican, i'll tell you, the republican party is different than when he was in. hearing the groans in the background was jarring. i can't see the visual, but this idea that -- byron donalds, i don't know much about him. he's a second term member of congress. he's obviously in the freedom caucus. i don't know the dynamics in there. the times have changed. there are some members of congress that are republicans that hold the mantle of abraham lincoln and some that don't. these 20 out there that are doing their best to tear down government -- frankly some have been trying to since they got to congress -- is not a great

example of lincolnism. >> the republicans bringing up race, while saying race should not be a factor in politics and there's not a place for it, it just strikes of hypocrisy to me. >> well, yeah. look, i think you're a great person to say how does that impact you personally. the idea that, hey, we'll put him up and invoke race, if you're blind to race, then you need to stand up and say byron donalds is the best man for the job and here's why. this is after having put up jim jordan and everybody else. right now the freedom club, all they're trying to do is extract as much as they can from kevin mccarthy. they'll extract it all and probably put somebody different up. it's all a game to them. there's real consequences. >> why do you call them freedom club instead of caucus? >> it's just a club.

they always pretend to be this caucus. they sit together on the house floor. you know where the president comes in for the state of the union. if you look off to the left, they sit there with matt gaetz. it's a club. i've seen a few members of this club try to distance themselves from this effort. there are a few supporting kevin mccarthy. there's got to be a point where they have an internal discussion and say is this what we want to be? you may see -- this is the positive of what's going on right now, people are starting to see this in the public. when i would go out in the past and try to explain the dynamics within the party, nobody would care. it was tough to explain. now you see it. what the club is trying to do is destructive. >> i worry that folks are seeing the same headlines, still no speaker, but not understanding

the consequences for them at home. can we talk about a big one? all the house members cannot get intelligence briefings this morning. what does that mean for this country? >> it's serious. look, i don't think a few days of not finding a speaker is really the end of the world because keep in mind there are governments like parliaments that go months without forming a government. the problem is the house in its current form. there's a latin term for it. it exists for only one reason, to elect a speaker. that's the only existence. that's why you see vote after vote after vote. either you adjourn or you come in and you vote for speaker. it's the only option. that includes things like coming in and getting briefings, having discussion about the next round of aid to ukraine. a few days we can handle. even a few weeks we can handle. if this thing goes on, it starts

to have dangerous impacts. >> can you talk -- if you were a republican in congress now, like you just were, this would be you. >> like a day ago. >> right? >> hallelujah, happy to be on your team now. it would be you. what does it tell you about how republicans will govern? kaitlan has been asking this question to every republican for the past few days. >> this tells me it's going to be a rough year. when we had big majorities as republicans, we had a hard time passing conservative legislation because the freedom club would say it needs to be more conservative. they oalways moved the goal pos. what i truly worry about, besides the internal dynamics, i worry about the debt limit. the debt limit is here's your

credit card bill. are you going to pay it or not? you don't save money by not paying your credit card bill. i don't know how kevin mccarthy after the promises he makes -- after he says only one person can vacate the chair, that is weakening the chair. getting to that debt limit, everything else will be messy. government is messy. the debt limit can have a massive impact. look at 2011 and what the stock market did when we approached the debt limit. it dropped a couple thousand points. >> it did. >> i want your opinion on this because i tend to think that in this moment people are overindexing the former president. the media, people in government. look, this is party of one. "new york magazine" has trump sitting there at a table. when he put out on his social media platform everybody gather

together and vote for kevin mccarthy, correct me if i'm wrong, kevin lost a vote. what does this say about the political influence, the waning political influence of the former president? is it really a party of one for him do you believe at this point? >> i don't think yet. to put it on -- view the science of what's going on. trump may be fading as an influence. he still has serious influence. to diminish him is dangerous. trumpism has taken hold in the party and it's being learned by people. trump may not be an issue, but this idea of the way to be a good republican is to own the libs, to say outrageous things, to yell, right, that to me, as a republican myself, it's disheartening to watch because that's not the republican i am. i worry even as trump fades,

which he is, that trumpism takes hold. at the same time i don't want to be totally dark. there are signs of optimism here. the question will be are there members of congress, which i would be in this position four days ago, as mccarthy starts giving concessions -- look, have no doubt, he'll give any concession it takes to be speaker. he'll make all 20 of these people chairman. the question is when do the moderates or normal republicans get off the band wagon. if you declared yourself only kevin, you have to negotiating power. if you haven't you'll talk to democrats about a candidate. >> people at home go why did you cut him home because the producers are saying rap. i don't think it should be taken

there's one thread that connects all of us, right? it's that we know that we are the modern day gladiators. we're providing entertainment for the masses and doing something we love, but also putting our bodies on the line. >> that was aaron rodgers talking about how shocked he was about damar hamlin going into cardiac arrest mid game. is america's most-watched spot losing its allure? i would be shocked if it is. harry? >> let's take a look. we'll look at high school participation rate. it's down 14% from 2001 to 2021 after decades of consistency. what's going on? let's look here.

football is still king among the fall sports. 974,000 players versus 436,000 in soccer, but the trend line is interesting. football is down 14%. soccer is up 16%. why is football seeing a decline in high school participation? it comes down to safety concerns. this was asked by parents in a poll don't feel comfortable letting your child play. 44% for football. that's way more than the other top sports. baseball 11%. soccer 10%. baseball 9%. it seems safety concerns are driving this. the favorite sport to watch in america is still football. 36% among adults, ahead of basketball at 12%, baseball 11%.

look at the younger adults. football has the advantage at 28%. basketball is far closer at 17%. look, football is still king, but there may be as the millennials and gen-zs start growing up losing its strength. >> the other sports are at a smaller level, so there's only room for growth. >> that may be the case. >> thank you, harry. poppy? as we were talking about earlier in the show, nfl games will be played this weekend. the bills are set to face off against the patriots sunday. how will players do that? how will they actually handle it going on the field after what we all witnessed? former cincinnati bengals head coach marvin lewis joins us. good morning, coach. all our thoughts are with all you guys who are connected to the league. you experience this in a way we don't. should games be played this weekend? >> well, that's a big question.

i think the nfl is going to push forward. i think obviously, as all the players came back to their team headquarters, whether it was tuesday or wednesday, i think the teams had access to professionals because we as coaches aren't professionals to deal with this. they communicated with their team leaders, their captains et cetera to talk about this and have open communication about this. i think it's very important. they did see one of their brothers on the field be resuscitated on the othefield a that's not normal. we see catastrophic injuries all the time, but never to this extent. >> coach, you know this from coaching. when something get ns in your head, it's hard to get it out. we talked about aaron rodgers. he said that it really --

watching damar it really effed him up, that's what he said. how do you mentally prepare for this? you know the possibilities. once you actually see it happen and realize, man, it could be me, i'm wondering if that's top of mind and if they take that on to the field with them? >> don, i think -- i can't imagine there's not going to be some that don't take it on to the field. i think that's it. that's why i think this time, this week, this open communication, expressing their thoughts, their feelings, that's half the battle so they get this out and come to some sort of resolution in their minds to push forward on this. they know the inherent dangers, but this was in front of everyone. >> what about players that just

can't bring themselves to play? if the games go on as normal this weekend, what should the nfl do in your mind, coach, for those folks? should they be given more grace than the rules provide for? >> yeah, i think that's probably something that the commission and troy vincent and so forth are considering. i'm sure a number of head coaches are having to deal with that. >> what would you ask as head coach? what would you want for your guys? >> i would think you have to. no question about it. there's got to be some grace given. you get to this point in the season a lot of times guys are dealing with injuries and so forth. you internally, as your club, give grace to a guy, give him the time to get back and heal. this isn't a physical injury as much as a mental injury. just like they did with covid, there may be some changes done

to rostering and so forth for this weekend. again, that's really way above >> i don't know what happens next. well, you can kind of -- this will fade. hopefully damar will be fine and people will get back to playing the game and it will make its way off the front page and the lead story, but that doesn't mean they can't make the game safer, but to make it absolutely safe, according to oh manny jones who you know was on the program earlier in the week, he said that's like trying to make a safe cigarette. it's just not possible. so do we even know what happens next? >> well, i think one of the things -- this was a cardiac issue. these guys are given extensive physicals. maybe there's a deeper dive done and so forth. if there's anything there, they continue to look further and make sure. maybe it's a yearly thing, not

a redwood tree fell on a home in sonoma county. stephanie elam joins us live in san francisco. steph, good morning.

>> reporter: good morning. we've stein a call store a state of emergency by the governor of california, also the city of oakland as well as all these different municipalities are working to fix up after the storm has come through the sfrn area. we've seen downed trees. in fact, a tree fell on a car as it was moving in san francisco yesterday. crews getting out there. luckily that family unscathed that was inside that video. we've seen other video of a gas station being blown over. the closer you were to the ocean, the higher the wind gusts, the hurricane force wind gusts affecting a lot of the different parts of the coastline here. it is a lot calmer now. more rain is expected to make its way in here. right here in los angeles county, that's where we're seeing the brunt of the storm making its impact. that means they're very concerned about mudslides in places where there have been wildfires because that soil has been loosened up. still very much a concern about flooding for much of the state. we still have a lot of power
