hey, there, i'm victor blackwell. welcome to "cnn newsroom. >> i'm alisonyn camerota. top officials are mourning a dozen of their own but not clear if the deaths are caused by an attack, an accident or something else. 14 people were killed after a helicopter crashed near a kindergarten in the kyiv suburb. the dead are a crew, child and nine government officials and staff including the ukrainian interior minister. >> last year cnn reviewed the minister 42 years old a lawyer and politics trying to reform and engine on the ground. the leaders and held a moment of silence for the victims frederick pleitgen is there. are investors closer to solving

this? >> one thing they don't believe. they say and possibly pilot and fall here in the area speaking them rescue crews, search crews are finishing up the clearing operations. most of the debris is cleared from the area now. they do say the fog was very heavy but a witness i spoke to said we saw the chopper coming in. it didn't look as though the chopper was out of control but he said it was coming in very low and actually did hit that kindergarten, bounced over the kindergarten and crashed right in front of the door of the residential building and, you know, as you mentioned, all the people on board the chopper were killed including the interior minister, his deputy and the

state secretary as well and also several people on the ground including a child. but again, right now, the ukrainians are not treating this as something that is related to the war, however, the president of this country, volodymyr zelenskyy when he was speaking he did say in certain ways this is related. here is what he had to say. >> translator: there are no accidents. this is a result of the war. it's absolutely horrible. everything was happening, rockets that hit our people. civilians, what is happening with kindergartens, schools? every death is the result of war. >> reporter: volodymyr zelenskyy of course speaking about some of the things some of the incidents that we've seen here recently in the war in ukraine. before coming here, i was actually in the town of nepro where ukrainians say a russian

missile struck a residential building there, a missile designed to destroy aircraft carriers and it completely annihilated that building and the death toll is 45. obviously, the ukrainian president there angry generally about the situation but here what you have is mourning really throughout this country and certainly the high echelons of the government. the interior minister one of the most important politicians in this country at this moment, guys. >> fred pleitgen. thank you for that. two u.s. officials say the white house will announce one of its largest military aid packages to ukraine soon but ukrainian president volodymyr zelenskyy is pleading for more tanks. the u.s. says it's not willing to grant. >> there are also reports that kyiv is bracing for a possible large scale russian counter offense. how could this latest package, this huge package for the u.s. he help? >> to date the largest package

was a couple weeks ago, 3 billion including much of that from u.s. stocks, so it could be shipped quickly. before that, just before christmas was a package nearly $2 billion. so if we're talking about that kind of range and two u.s. officials have told us it's expected to be one of the largest packages, you're almost certainly expecting to be a tremendous amount of ammo and other capabilities critical for ukraine. as much as they've innovated and found new ways to used a vanced u.s. technology to take the fight to russia, this is still on the ground a brutal war of heavy artillery and that's where any ammo is critical to this fight. it keeps ukraine in the fight as we see russia trying to make moves in eastern ukraine, of course, any weapons package is something you hear from ukrainian president volodymyr zelenskyy a tremendous amount of appreciation. we also expect that later this week, perhaps with the announcement from other countries of the weapons they're willing to send. the u.k. already announced they will send their own challenger

two tavnks, poland, finland sending german made leopard tanks but germany has not given the signoff and the question of u.s. tanks from the u.s. perspective. m 1 are still too heavy in terms of maintenance, too heavy what they can go over on the ground and they guzzle gas. it's not the right fit right now but perhaps that's kept other countries from sending in their own tanks. that's been sort of the discussion around what is going on. around the questions of the offensive, ukraine said they're bracing for russian offensive and the national security counsel here has said after this winter is over, perhaps they expect are russia to try to carry out more offensives and take more territory. the question, victor and alison, does russia have the manpower and capability for that at this

volodymyr zelenskyy thanked his supporters for the support but as they prepare now, what he needs most is speed. >> the supplying of ukraine with air defense systems must out pace russia's next missile attacks. the supplies of western tanks are is a need. >> is there any risk of the u.s. having sent so many billions of dollars worth of u.s. weaponry over, is putting its own stockpile in a precarious position? >> we likely have to increase industrial capability. we're not going to go to a level where we're going to put our country at risk. so that's number one. but we're likely getting to the point where it's worth the discussion to make sure that doesn't happen and might take the defendant to tell the

military complex to start producing more of these weapons. they have. some of the air defense platforms and artillery rounds, as well. fundamentally, we won't put ourself there. >> let's talk about the 300,000 ammunition the u.s. moved and put in the stockpile. what do we need to know? >> a quick and dirty update on the ammunition. we promised 1 million rounds 155 millimeter rounds to ukraine. 300,000 came from the stockpile in israel. not from israel itself but u.s. supplies there. 100,000 came from south korea, as well. nato put the rest in. that's where they came from. the industrial complex makes 50,000 rounds a month. ukraine right now has let's say about 500,000 of those rounds remaining on site. they're at a firing rate of 90,000 rounds a month and let's say of the 50,000 manufactured,

we're giving them 40,000. that's a high number. that puts our military at risk. so let's say they're actually at a 50,000 round a month attrition rate with their rounds. that means they exhaust their ammunition in ten months. if you're the defense minister of ukraine, that's too short a timeline. something has to change. this number has to improve or we need to find more artillery rounds. >> let's talk about the tanks, the mod terern tanks ukraine is asking for and the u.s. doesn't think is practical to send. why the disconnect? >> they would be difference makers no question about it. especially in the numbers the ukrainian military wants them but the tooth to tail ratio is too high. the ammunition, the amount of diesel gas, material, mechanics, the things that support those are too high. it's too much to really ask the ukrainian military to absorb that. the question is does the u.s. military support that in poland or romania? do we play backup to that? that puts a significant increase from russia on u.s. support

there and really tips the balance completely in the favor of ukraine. >> without these advanced tanks, the western modern tanks, is it possible that the ukraine can go on this attempt to retake some of the territory that russia has taken? >> yeah, i don't thinkperspecti. i think they reached a stalemate. they need offensive weapons to do that. longer range missiles to possibly maybe the next step that comes but if they send these ground armored vehicles like that, that would change the game completely but i don't see them sending them yet. >> major, are you as struck when you see president zelenskyy speak to world bodies like in davos today like the steadfastnessunwavering. he seems to have this north star always, which is ukraine will win this despite long odds and now one of his top military

him. he stood there stoic as these items were read off and at one point he shook his head when the prosecutor brought up saying he had used his son's ipad to conduct these searches. >> okay. what is the defense have to say about all of that? >> reporter: well, not much in court. we did get a statement from the defense attorney and all this tracy miner. she sent the statement to me. i received it on my phone at 9:17 a.m. that was before the court proceeding was even over. it is easy to charge a crime and even easier to say a person committed that crime. it is a much more difficult thing to prove it. in my experience, whereas here, the prosecution leaked so-called evidence to the press before they provided it to me. their case isn't that strong. that coming from tracy minor, defense attorney. a lot of legal experts would disagree and based on what we heard today, they would probably

tell your their case at this point appears to be very strong. back to you. >> okay. jason carroll, thank you. next hour, failed gop candidate solomon pena is set to appear in court. the new mexico election denier was arrested on multiple charges related to four shootings at the homes of local democratic officials. >> the arrest warrant says pena intended to cause death and serious injury to those who targeted. he visited the homes of at least three of the officials before the shootings. cnn josh campbell is following this story for us. what's the latest? >> you mentioned this suspect allegedly going to the homes is so important. having worked investigations when you have a crime, what authorities will do is look into what is called the victimology. what is the relationship between an offender and a victim? here it appears the suspect went to three of the residences that were ultimately targeted by -- with gunfire in this alleged conspiracy and what we're hearing from these officials targeted, the suspect was very

irate. he was talking he felt he lost his owner election despite having -- won his owner election despite having lost it in a landslide and again, a trove of evidence authorities unearthed they presented in this crime affidavit including text messages between this suspect and these other alleged c co-conspirators sending addresses of those struck by gunfire and uncovered the weapons they believe were used and a pistol with a high capacity magazine and an assault style fully automatic weapon. so again, very troubling there. finally, it's important to note on the evidence part authorities say they have a cooperating witness, someone involved with knowledge of this conspiracy who flipped and now providing information to investigators. so a very strong case there. i want you to hear from officials who are on scene and this morning we heard from the police chief and district attorney talking about the dangerous nature of this case and why prosecution here is so important. take a listen.

>> you follow the court's investigation and he's becoming more aggressive in the manner and asking them to do activities that clearly put lives in danger. >> it's unacceptable at every level. it doesn't matter if they're democrats or republicans. we're going to do everything we can to bring all the individuals involved including mr. pena to justice. >> this is exactly what law enforcement has been warning about, there are people out there receiving these election lies, believing them, internalizing them and can prove to be dangerous. we reached out to an attorney for pena for comment. we are waiting for the court hearing to begin any minute now. we'll wait and see whether this judge determines this individual remains a threat to the public whether he is issued no bail but again, very serious charges here and a very serious case. the area there, obviously, new mexico troubled by elected leaders apparently target in a politically motivated attack. >> josh campbell with the

reporting. thank you. let's discuss with cnn senior law enforcement analyst andrew mccabe. good to see you. we discussed how election denying is dangerous for our democracy. we saw on january 6th and several times since how it's dangerous to life and limb. when you see this suspect, solomon pena targeting these lawmakers, going to their homes, i mean, what does that tell you about our climate and this suspect specifically? >> vehictor, it tells me the concerns we have and law enforcement and intelligence leaders had, that we may be entering a period of political violence has happened. we are there. this is no longer kind of a strategic discussion about the next threat that might be over the horizon. it's here. we've become a country which people resort to violence to express frustration over politics and obviously, january 6th, the best example of that as

you said, we have had many other examples in the last few years. cesar who began mailing pipe bombs to people he thought were political enemies and ricky who tried to attack the fbi cincinnati field office with an ar-15 acting out on, you know, another guy who we know was consuming lies and propaganda. the list goes on and on. this one unfortunately will be headed to that as yet another example of what is happening in this country. >> i remember having to flee my office because of cesar sayoc and the bomb he sent to his perceived enemies and so, the fact that election denial lights the fuse and it's a pretty quick line, how does the fbi now change their approach, if that's the right word knowing we're in this climate? what are they doing?

>> it requires deploying the tactics and techniques of domestic violence extremists that is searching for sources of information, searching for sources of intelligence, recruiting people to report on the activities of their co-conspirators, things like that but also requires a little new shift, the fbi and dhs have to pivot and recognize this threat is coming from a slightly different place. you are no longer looking at discrete groups focused on maybe anti black discrimination, anti immigration, anti-government feelings, generally what have you but you have a collection of those motivated groups rallying around the same sort of political motivation, the per institute of extreme, right wing

no response there. that is the height of irresponsibility by kevin mccarthy. he could have put her on house administration. there is many committees you can plug someone like her where she can't do real damage but rena showed there is a danger element here with george santos, foreign adversaries would be champing at the bit to exploit. when you're this caught up in legal woes, you don't have an off ramp and this makes you susceptible to blackmail. she's somebody as well. she's not demonstrated the judgment. the integrity to be on a committee dealing with the homeland and finally, one of the biggest issues homeland security should be dealing with is home grown domestic terrorism, the proud boys and oath keepers. this is a woman that said she and steve bannon had led january 6th, they would have won and would have been armed. totally irresponsible. >> let's look at the house

traders on wall street are busy deciphering a mixed bag of economic data. the dow is down more than 400 points. after another disappointing retail sales report on the flip side, producer prices fell last month. evidence that the fed's interest rate hikes are cooling the economy as intended. >> cnn is with us now. the fed has to balance all of these different variables so what is this latest one mean for them? >> you would think maybe it would mean they would slow the pace of rate hikes. we heard citibank saying it's changing the call for the february fed meeting to a slower rate hike and we heard from several fed officials saying they're not done yet and part of the reason the dow was off more than 400 points. what did we learn in the report this morning. the whole sale retailer inflation, supplier inflation and what it showed is prices fell 0.5% on a monthly basis on an annual basis, prices are higher by 6.2%. take a look however at the last few years of annual ppi or

producer inflation and you can see the trend that is certainly encouraging. 6.2% at an annual rate as i just said but compare that to the peak of 11.7% in march of 2022. we like to see it. now, take a look at consumer inflation, which is inflation that we as consumers all experience on a day to day. you can see it is following a similar trend. consumer inflation also falling. you have consumer inflation falling, producer inflation falling. wage is moderating. part of the reason why you're hearing banks say the fed can do a little less now because it is working. at the same time, we got retail sales that showed look, it was a disappointment. consumers really pulling back how they're spending. retail sales fell 1.1% on a monthly basis in december, november was also revised lower and guys, the pull back was pretty broad based even parts of the economy that had been doing really well like restaurants and bars, we saw some pull backs there in the last month. so, you know, is it good? is it bad? it's like when you're in a relationship and the label isn't

stuck in his driveway in the snow. there was unprecedented snowfall in the area. we know that jeremy successfully moves the car, gets onto the snowcat and somehow slips off. an unidentified neighbor calls 911 and we have a little bit of that 911 call. take a listen. >> how's he doing? >> a lot of pain. he's conscious. we've got him covered in blankets. his head's covered. slowly drifting off. >> is he starting to drift off into sleep? >> yeah. stay awake. >> all right. so this 911 call goes on for 20 minutes. we're not playing all of it for you all because it is very disturbing and graphic in nature, but at one point, you hear the caller say that his chest, upper torso, his ribs have been crushed. you saw, you know, on the 911 call that you are hearing that he's drifting off to sleep. so the good news is though, that he survived, right? and we know in that press

conference that the sheriff's office did a few days later that, you know, it took them over 20 minutes, 25 minutes to get to him because roads were closed. there was all that snowfall in the area, and he was airlifted to a hospital, got out of the hospital just the other day. he's recovering at home. we're hoping to hear from him soon, maybe even here at cnn, and, you know, it's incredible. he's posted on social media updates from the hospital when he was there. his family surrounding him, his television show premiering the other day, and so, you know, he's posting about that. it's just obviously a long road to recovery, but it's incredible that he is alive. so it's one of those stories that, you know, has a happy ending at the end of all of this, but we obviously still want to know more details on his condition and how he's doing because that was such a heavy piece of machinery that crushed him. >> yeah. a very severe accident here, but as we've seen on social media, his spirits are high. >> yes. >> that certainly helps in
