talk about ukraine's military needs and how they can help. lloyd austin is hosting the conference of more than 50 countries. the u.s. has already announced another $2.5 billion in aid including striker combat vehicles, more bradley fighting vehicles and avenger air defense systems but ukraine's president says tanks are the top priority. >> translator: but one of the most important elements is tanks, modern western tanks, which we are negotiating with our partners to supply and i think everyone who has already made the appropriate decisions. >> the conference comes as cnn has learned about a secret meeting in kyiv where cia director bill burns briefed ukraine's president about russia's battle plans for the spring. dmitry medvedev said on thursday that moscow may use nuclear weapons if it loses in ukraine. cnn has reporters across all of these developments.

alex marcotte is in washington with details of the new u.s. military aid for ukraine. nada bashir is reporting live in london but first to oren liebermann on the pentagon between the standoff on washington, berlin and the standoff of tanks to ukraine. >> one of the big questions that will surround the ukraine defense contact group in germany on friday where 50 flagss or so will come together to find, ship, organize weapons to ukraine revolves around the issue of tanks. that's because there's a growing standoff, an impasse, if you will, between germany and the u.s. on sending tanks. the u.s. has sent a tremendous amount of mechanized armor capability. they are designed to move infantry across the battlefield. the u.s. has not approved its own m1 abrams tanks. the u.s. views them as too heavy, too difficult to obtain and too much of a logistical nightmare for them to be useful

to ukraine. instead, the u.s. has put it on germany to move the leopard tanks to ukraine. all of whom, if they were willing, would be able to provide those to ukraine, a capability ukraine has been asking for for quite some time now. germany has not yet given its app approval. german leadership will not do so unless the u.s. provides its own tanks. they have told cnn they have us over a barrel. germany does not seem to be relenting from this sticking point and the u.s. doesn't see its tanks useful in ukraine so it won't send them. poland and finland have both expressed a willingness to send their own german made leopard tanks. that relies on germany giving approval first. that will be the big question hanging over the meeting in germany. we will hear from defense secretary lloyd austin and mark

milli to see if there was any break in the impasse. they were optimistic this would be solved or resolved in some way by the end of the week, but administration officials here were much more cautious about whether there was a way forward through this impasse with germany that would allow either germany or other countries to send in their tanks to ukraine. oren liebermann, cnn, the pentagon. >> more on this from nada bashir. the u.s. is meeting in europe. huge amount of pressure specifically on germany. >> absolutely. this is the key focus now, more tanks. in i this is really centered on germany. this is the eighth time we've seen this. the real focus now is on the potential for a spring offensive by russia. concerns around that. and the need, according to ukraine, for more modern weaponry and armament and in particular those tanks now. as you heard oren's report in the u.s. has said it won't be supplying the m1 abrams.

>> due to the terrain. >> exactly. too complicated, logistically complex and difficult to maintain on the ground in ukraine. those are the reasons they're giving. the u.s. has been clear it is still in support of providing more modern tanks to ukraine. that's where germany comes in and that's where the major sticking point is. >> they control not only their own tanks but also who sells german-made tanks. >> that's correct. they control the export of those tanks. >> we're looking at the live pictures from the airbase. the cia director obviously having this, what was a secret meeting with ukrainian president, and he would have had, you know, the best intoel probably on what russia might have been planning. >> exactly. this isn't the first time we've seen the cia director making two back-to-back visits in november and it's a key point of support

for zelenskyy and others in ukraine. we're learning according from one u.s. official and two ukrainian sources who are familiar with these talks that he was there to provide a briefing to president zelenskyy and ukrainian intelligence officials regarding that spring offensive. no further details on that meeting but of course we do know the u.s. is playing a key part in keeping ukrainian armed forces aware of what their intelligence is telling them regarding that spring offensive. the message for president zelenskyy has been clear. they still need more weapons. for now the concern from ukraine is that at this stage ukraine has enough to perhaps stave off a russian victory but not enough to go on the offensive to establish a ukrainian win. that is, of course, the concern. we've also seen the cia director in the past meeting with russian officials, we heard on wednesday from the russian foreign minister sergei lavrov saying there were into breakthroughs but it wasn't useful.

you've heard from the kremlin there could be potential at least from russia's perspective for further talks from the cia director that those talks are still way off just yet. now the focus is very much on these talks looking at getting more military support to ukraine, more modern armaments. we've seen pledges from nine european nations for further support on various fronts when it comes to military intelligence. of course, the key focus for president zelenskyy is getting those tanks. >> we'll see how he feeds into that meeting as well. nada, stick around as we follow that meeting very closely. it's a crucial one for the western alliance. president biden meanwhile defending his administration's handling of the discovery and disclosure of classified documents from his time as vice president. documents were found in mr. biden's office in washington, d.c., and his garage in wilmington, delaware. mr. biden defended his decision not to publicly discuss these

documents earlier. >> as we found a handful of documents were failed -- were filed in the wrong place. we immediately turned them over to the archives and the justice department. we're fully cooperating and looking to getting this resolved quickly. i think you're going to find there's nothing there. i have no regrets on following what the lawyers have told me they want me to do. that's exactly what we're doing. there's no there there. thank you. >> the president and his close knit inner circle of advisers are keeping tight-lipped hoping to avoid tripping any legal issues. we'll have more on the story in the next hour live from washington. the u.s. treasury is using so-called extraordinary measures to keep paying the government's bills after reaching its debt ceiling on thursday. now lawmakers on capitol hill are up against a ticking clock to avoid the nation defaulting on its debt for the first time ever. a catastrophe officials warn could be a real possibility.

cnn's manu raju has more from washington. >> reporter: congress and white house engaged in a risky standoff as the u.s. reaches its 31.4 trillion borrowing limit. the white house and congressional democrats say no negotiations to raise the debt ceiling and no conditions attached. speaker kevin mccarthy says the opposite. >> i don't see why you would continue the past behavior. >> raising the debt ceiling? >> yeah. no, i mean -- well, we're six months away. why wouldn't we sit down now and change this behavior that we would put ourselves on a more fiscally strong position. >> reporter: congress likely has until june to avoid default and allow the u.s. to pay bills already incurred. that has happened 61 times since 1978, including three times under president trump with little gop pushback, but to win the speakership on the 15th ballot mccarthy cut a deal with the hard right, that the house would not raise the debt ceiling without commensurate fiscal

reforms. also agreeing to allow any one member to call a vote for his ouster, a dilemma that could grow real as the prospect of default nears. >> do you think that you may have to vacate the chair if he doesn't follow concession. >> that's what vacate is for but i don't anticipate to using it. >> it could derail the world's largest economy. >> we've seen this movie before. i don't think it ended well for them before. i don't think it will end well for them now. >> the u.s. saw its credit rating downgraded in some cuts in a deal to raise the debt limit were later reversed. >> there will not be any negotiations over the debt ceiling. we will not do that. the it is their constitutional duty. >> reporter: yet swing gop votes reject the white house's position. >> but what in the world are we doing here if we're not willing to have a serious conversation about spending? >> i made a commitment that i'm

not personally, i'm just one person, not going to vote to raise the debt ceiling if we don't have a plan to cut spending or are fund the budget. >> reporter: it was said i don't think a clean debt ceiling is in order and he is now trying to find a bipartisan deal. that may require mitch mcconnell who has engineered ways out of a debt crisis in the past. >> in the end i think the important thing to remember is that america must never default on its debt. it never has and it never will. >> reporter: now there's some belief in the capitol that perhaps a deal could be cut in the senate and essentially the house could be jammed, work around speaker mccarthy. there is a process in the house to do that that would require the support of 218 members, what's called a motion to discharge. 212 democrats, 6 republicans signing on to that effort are, but at the moment republicans who are swing votes are not ready to go there with the white house's refusal to negotiate.

congressman don bacon said there needs to be negotiations. the gop can't demand the moon and biden can't refuse to negotiate. there needs to be give and take on both sides. manu raju, capitol hill. debt ceiling debate was the topic of world leaders assembled in davos. another hot button issue is inflation and how to slow it down. richard quest spoke with brian moynihan about the challenges he sees. >> at the end of the day, the economy, people forget how much of the economic downturn was spackled over, it was piled on top of. we still have, think of it, social security increases coming through them. that's more money in people's pockets. companies like us, believe me, our employees are getting paid more. year over year their wages grew because of the great resignation. third thing is federal employees

all got a pay raise. you have the ira and the infrastructure bill. neither one, much money has been spent. you have the supplies to the war in ukraine. these are our stores. we have to rebuild. by the way, the people still have trillions -- more than trillions of dollars in their accounts. >> while an investigative team working at the u.s. supreme court says it has yet to determine who leaked a draft opinion overturning roe versus wade, the leak, the worst breach of confidentiality in the court's history became public on may 2nd when politico published the draft opinion. they conducted 126 formal interviews of 97 employees, all of whom deny disclosing the opinion. they also conducted a fingerprint analysis and looked for contacts between those employees and anyone associated with politico. the u.s. futures stand right here now. negative apart from the nasdaq

let's go live to the military aid conference in germany where representatives, including the u.s. defense secretary are gathering to talk about ukraine's needs. >> ukrainian minister of defense and let me also welcome ukraine's deputy chief of defense, lieutenant general moysha. it's great to have all these brave leaders with us. let's give them all a round of applause. [ applause ]

now i know that everyone here was deeply saddened by the helicopter crash on wednesday just outside of kyiv that took the lives of more than a dozen people, including ukraine's interior minister. so let me express our deepest condolences to our ukrainian friends here today and to all of the families in mourning after this tragic crash. we're meeting at a turbulent time, but if you look around this table, you can see the resolve and the unity of this contact group. some 50 countries have stepped up to help ukraine defend itself and deter future threats. when putin launched his reckless and unprovoked invasion 11 months ago, he thought that ukraine would just collapse and he thought that the world would just look away.

putin didn't count on the courage of the ukrainian people, he didn't count on the skill of the ukrainian military and he didn't count on you, on everyone on screen and around this table. but we need to keep up our momentum and our resolve. we need to dig even deeper. this is a decisive moment for ukraine and a decisive decade for the world so make no mistake, we will support ukraine's self-defense for as long as it takes. now we knee that russia remains bent on aggression and conquest. russian forces have increased their horrific attacks killing many innocent ukrainians. the we saw the cruelty of russia's war of choice again just a few days ago in the city of dnipro.

a russian missile strike ripped into an apartment building killing 46 civilians, including children. the kremlin's forces continue to bombard ukraine's cities and citizens. russian forces have targeted power plants, theaters, sports arenas and centers of ukrainian history and culture. russia's attacks are designed to break the spirit of ukraine, but they have failed and the people of ukraine have inspired the world. meanwhile, russia is running out of ammunition. suffering significant battle losses and is turning to its few remaining partners to resupply its tragic and unnecessary invasion. even iran and north korea won't admit that they're supplying

russia. let's compare that to the ground swell of support for free and sovereign ukraine represented in this room. i'm especially proud that the united states has greatly increased its security assistance to ukraine. last month united states announced that we will provide a patriot air defense battery and associated munitions. we also included bradley infantry fighting vehicles and other armored vehicles in that major package of security assistance, and today i'm pleased to announce another major new round of u.s. security assistance that helps to meet ukraine's most urgent battlefield needs. this new security assistance package is worth up to $2.5 billion and it's one of the largest yet. it brings total u.s. security assistance to ukraine to more than $26.7 billion since russia's unprovoked invasion

last february. our new package provides even more air defense capabilities to help ukraine defend its cities and its skies. that includes nasam's munitions and eight avenger air defense systems. this new assistance package also helps meet ukraine's urgent need for armor and combat vehicles so we're providing 59 more bradleys, 90 strikers, 53 mreps and 350 up armored humvees. the and this new package will also provide thousands more rounds of artillery. the so the united states remains determined to lead and to do our part to help ukraine defend itself. the united states will also provide ukrainian forces with combined arms and joint maneuver training. this training will work in

concert with efforts by the european union and others. as the united states increases our support on multiple fronts, we're also prioritizing accountability with cooperation from the ukrainian forces. we're proud to stand together with our valued allies and partners to support ukraine's self-defense. poland has been a leader in providing armored vehicles, in training ukrainian forces and in providing shelter for ukrainian refugees. our german hosts have announced that they will also provide a patriot air defense system for ukraine complimenting our own patriot contribution. germany will also donate martyr infantry fighting vehicles for ukraine and last week canada announced it would provide a nasam's air defense system to ukraine. that's a major investment in

ukraine's ability to defend its skies. france also announced a significant donation of amx 10 like tanks and many european countries have announced their own training initiatives as a part of the eu's military assistance mission to ukraine. these announcements, especially on air defense donations, are direct results of this contact group and today we will continue our important work together. our ukrainian friends will discuss the situation on the ground and their most urgent needs, especially air defense and armored vehicles. and then we'll discuss our complementary training missions. we'll also get an update on ways to energize the industrial base coming out of the national armaments director's meeting and we'll hear about your ongoing support for ukraine's self-defense.

who themselves dream of a certain world for their children. it is a time now to protect those dreams. this is the future. i'm sure you do not want to allow such a world order where hatred will grow. your parents would not want that kind of world for you. you would not want such a world for your children. this is exactly such a world order that russia seeks for all of us, not only for ukraine but for the whole world. russia wants the power to destroy nations and they talk openly about it in moscow. yes, russia wants to destroy people and human values and the russian troops by their actions

are teaching the world to hate. russia is concentrating its forces, last forces trying to convince everyone that hatred can be stronger than the world, that is why you and i have to sit down. we have to do it. we must act as fast as a father or mother who saves their child and a son or daughter who sees their parents' need immediate help. it is about what kind of world people will live in, people who dream, love and hope that their freedom will be protected for ukraine, for all of the countries. it is about people who believe that evil and hatred will always lose. the kremlin must lose.

open world of rules, rights, and responsibilities. again, thank you for being here today. now as always, we're going to pause for a minute while our friends in the media depart. thank you. >> the u.s. defense secretary hosting that meeting at the ramstein air force base in germany outlining what the u.s. is committing and talking about how they can commit more broadly across the group there. crucial moment. russia's regrouping. it's not a moment to slow down in any way but to dig deeper and that the world was watching this, particularly ukraine, russia, actually history watching this moment. so a real sense of gravity and then bringing in president zelenskyy from ukraine who made some very generic points but really setting the scene, don't you think, nada? he was setting the tone for the meeting. >> yeah. absolutely. he expressed his gratitude for

the support from ukraine and other european allies. he was very clear, ukraine needs more in order to gain victory over russia. very clear russia needs tanks. those are the essential -- >> this is a ground war in terms of pushing back the russians. >> exactly. lloyd austin was very clear that there has been stepping up of those air defense systems, but the focus now is on the ground defenses, particularly for president zelenskyy. that will be the focus of today's meeting, discussions set to take place now. of course, a lot of international pressure growing on germany to allow for the transfer of those leopard 2 tanks to ukraine and also of course because they control the export licenses. if germany's not willing to transfer its own tanks, to allow other third party countries, namely poland. we've heard from the poland prime minister who suggested that poland may well go ahead with the transfer regardless of germany's position. they said they will wait for

germany to give the okay, but if not poland will do the right thing. otherwise, prime ministers, there is mounting pressure on germany. we've heard from the u.s. defense secretary, lloyd austin, saying he is working with his german counterpart and the dutch prime minister who said these talks are ongoing. they are waiting for more concerted coalition agreement with regards to the transfer of tanks, but he said to cnn on wednesday that he is fairly confident that there will be some sort of positive conclusion to these discussions. >> what's the issue? we understand the issue that germany traditionally doesn't get involved or send equipment to foreign conflicts because of the history there, but they have committed a patriot missile system, which is the most defensive sort of system you could sort of come up with. they're hesitant be about the tanks. just explain the difference. >> well, they are very much focused on supporting ukraine when it comes to the defensive but -- >> but not the offensive. >> not the offensive. that is what ukraine is speaking

contradict claims by george santos. this time it's claims that santos made his mother -- said his mother was at the world trade center during the september 11th terrorist attack. here's eva mckend with the latest. >> reporter: embattled new york republican george santos has long claimed his mother was present at the world trade center on 9/11. >> she was in south tower and she made it out. my mom fought cancer until her death. >> reporter: but newly uncovered immigration records obtained by cnn appear to contradict his repeated claim. the records indicate santos's mother said she was in brazil between 1999 and 2003 and not in new york city during the terrorist attacks in 2001. >> do you have any comment? >> reporter: santos has refused calls to step down from congress even as he faces mounting legal issues and a steady stream of revelations that contradict

joe biden reaffirmed the federal government's commitment to supporting california as it recovers and rebuilds. veronica miracle has more on the story. >> reporter: president biden spent the day touring storm ravaged santa cruz county including spending the better part of an hour here where a pier has been essentially ripped in half and local businesses that rely heavily on local tourism have been impacted. the nine atmospheric rivers have battered the state but the central coast was hit especially hard and president biden wanted to come here, he said, to see the damage himself and also to assess what more the federal government can do to help the state of california. the now this comes after last night the president and the federal government authorized additional disaster assistance to the state. that's on top of a major disaster declaration that happened on saturday. right now there are more than 500 fema personnel on the ground
