standoff. >> he is identified as 72-year-old huu can tran. he was once a regular at the distance ball where police accused him of opening fire on saturday night. monterey park police describe what officers on the scene encountered. >> the first officers on scene were one of -- some of my youngest officers. only been on the street for a very short period of time. when they came into the parking lot, it was chaos. there were wounded people. there were people trying to flee out all the doors. they immediately went into action and within just a couple minutes those officers entered the location looking for the suspect. that's our protocols here. we don't wait. inside they came across a scene that none of them had been prepared for, so there were injured people inside. there were dead people inside. and my young officers did their job, searched for a suspect.

and then came back and had to deal with the carnage that was inside. and it was extensive. >> the victims of the shooting are still being identified. the sheriff says that the suspect went to another gathering in nearby alhambra where some people wrestled the gun away from him. it was that seized weapon that allowed police to identify him. >> i can tell you that the suspect walked in there, probably with the intent to kill more people. and two brave community members decided they were going to jump into action and disarm him. they did so. took possession of the weapon. and the suspect ran away. >> the los angeles county sheriff's department obtained a search warrant for the suspect's home in the city of hermit. cnn natasha chen has been following developments and has more from monterey park. >> reporter: on sunday evening

on lunar new year when this community was supposed to be celebrating, law enforcement gave a press conference confirming that a man they had cornered in a white van in toerns, california, was, in fact, the shooter of this monterey park scene just a couple of blocks away from us where on saturday night he opened fire, police said, killing ten people and almost 24 hours later, still seven people are in the hospital. now, we understand that the anyages of the victims range in the 50s, 60s and beyond. the coroners office began to take away remains on sunday afternoon. they're still in the process of identifying the people who died. now, it took about 12 hours for police to find this person in torrence, 30 miles southwest of monterey park. this after police say that he had gone from this dance hall in monterey park to a different one in alhambra a city north of where we are. that's where law enforcement

says that a person matching the same suspect description went in armed and that a couple of people actually wrestled with him, tackled him and was were able to recover the weapon that he had. and that's how police were able to also recover that weapon and begin to trace who this person might be. now, this community is still reeling and stunned after this mass shooting happened just after the first day of the city of monterey park's huge lunar new year festival that had more than 100,000 people on these streets. and many of the people speaking at the press conference, local leaders, were at those festivities just a couple of hours before this tragedy. they have reassured the community that they are now safe. that the person that police say died of a self-inflicted gunshot wound when police cornered him. that person is no longer with us, as they put it. and that there's no longer a threat to the community. and this is indeed a huge blow

to a predominantly asian community in monterey park here. again, about to celebrate the lunar new year supposedly a time for joy, for health and prosperity. instead, having to mourn the loss of their neighbors and loved ones. natasha chen, cnn, monterey park, california. >> cnn lauren, national security analysts have been weighing in on what investigators will be looking at as they search for motive. >> when we started to hear these details, the fact he is asian, he had frequented this facility, he matched the age of the victims who are older. this is not a club that we -- might think of a club like 20 and 30-year-olds. this is more of a social club, that he had some relationship or connection to someone there whether through relationship or employment because we just don't

see victims like this in terms of their age on a saturday night in a mass shooting in the u.s. but as well as the age of the assailant, he is older than most mass shootings in the united states are perpetuated by younger men. >> the phase that we're moving into is the investigative phase and it's tying in together, trying to understand the motive of this attacker, why was this location chosen, was this targeted act of violence, was it in response to some sort of grievance with an individual. what were the factors that led this individual to commit this crime at that location and the secondary site. is this something that they went into the first location, didn't see the target they were looking for and moved on to the next location. all of that is going to be part of the investigative process. they're going to start looking at friends, family, interviewing

them, trying to understand was there something -- what was the motivation behind this act? they'll look at all of the digital trace evidence they possibly can. did this person belong to some sort of group? did he telegraph any type of grievance or concern that would have led to this act? this is where investigators are going to start taking the items of evidentiary value from the crime scene, piecing it together with other elements to try to answer the question why. u.s. president joe biden is speaking out against what he calls a senseless attack in california. he's ordered flags at the white house and other federal buildings in washington to fly at half-staffed until sunset on thursday out of respect for the shooting victims. cnn's arlette saenz has details of his reaction to the tragedy. >> reporter: president biden offered condolences to those impacted by the mass shooting in monterey park, california. and acknowledged the impact the shooting has had on the asian-american and pacific

islander community. the president on sunday evening ordered flags at the white house and other federal government buildings be flown at half-staff. and he also in a statement pledged federal support for the local community. president biden saying in a statement, quote, jill and i are thinking of those killed and injured in last night's deadly mass shooting in monterey park. while there is still much we don't know about the motive in this senseless attack, we do know that many families are grieving tonight or praying that their loved one will recover from their wounds. even as we continue searching for answers about this attack, we know how deeply this attack has impacted the aapi community, monterey park is home to one of the largest aapi communities in america. many of whom were celebrating the lunar new year along with loved ones and friends this weekend. congresswoman julie chu who represents monterey park said she received phone calls from the white house as long as homeland security secretary

mayorkas. president biden spent the weekend in rehoboth beach, delaware. he received updates. the president in his statement said that he directed her to ensure that the federal government is offering all support necessary to the local community. now, one thing that is very important in the president's statement is that he notes that there is still no motive that has been determined to be tied to the shooting. that is something law enforcement officials have been working through throughout the day. but president biden with his statement trying to make clear they're offering support to a community that is grieving these very deep losses. arlette saenz, cnn, traveling with the president in rehoboth beach, delaware. meanwhile, the president has picked a replacement for outgoing chief of staff ron klain. sources tell cnn jeff sines is expected to fill the role. he ran mr. biden's covid-19 effort. >> he is described as a master implementer and also told that klain favor him as his

successor. he will remain close to the west wing. u.s. senate democrats insist president joe biden is committed to transparent investigation after six more items were found friday during a search at his delaware home. >> one house republican says the law should be applied equally to the investigations of president biden and former president donald trump and democrats say they welcome the inquiry. >> to think that any of them ended up in boxes, in storage one place or the other, is just unacceptable, but having said that, let me make this point clear, joe biden has said from the start, we are going to be totally transparent about this. let the chips fall where they may. >> i do think this was inadvertent. the whole point of having a special counsel is to ensure that and to give the american people confidence in that. but frankly, martha, i also don't think this is an issue that's keeping americans up at night. >> classified documents can

never be taken out of a skiff ever. i'm currently on the house intelligence committee. that's number one. number two, we need equal application of the law. that's going to make sure we ensure. we will do a deep dive circumstances around the prior administration and current administration both dealing with classified documents and making sure the law is applied equally across the board. that's what the american people are demanding. >> six items found friday are in addition to approximately 20 item found previously at mr. biden's home and private office in washington. cnn's jessica schneider has more. >> reporter: after that fbi search on friday lasting 13 hours, the white house is getting their message out that they have been fully cooperative in the past few weeks with federal officials. so the president's personal attorney bob bower, he stressed in a statement that they did provide prompt access to biden's wilmington home, and it's clear that biden's attorneys have been communicating with the team for the u.s. attorney who has been handling this investigation out of chicago, john loush before

that's handed over to the special counsel hurr. crucially here, friday's search was not conducted with a search warrant or a subpoena. of course, that marks a stark contrast to the search that was conducted in august at mar-a-lago. that was undertaken after months of back and forth with doj officials and trump's team. and it was after a subpoena and then ultimately a search warrant was issued all because trump and his team were not handing over what turned out to be national defense information, also classified material. so that's why possible obstruction has been raised as a possible offense in that case. you contrast that with biden's team. they've made very clear that they've been working with federal authorities on this since november when some of this classified material turned up from the penn biden center in washington where president biden had that office after his term ended as vice president. and then notably, in a statement from january 14th, the president's personal attorney

♪ state of louisiana is reeling from a pair of mass shootings on sunday. three children and five adults were injured in trevor port after witnesses say that several people pulled up to a home and fired at least 40 times. police believe that the home was targeted, but the motive is unclear. meanwhile, 12 people were shot in a baton rouge nightclub early on sunday, which police believe was also a targeted attack. the police chief says more people would have been shot if not for the quick action of officers on the scene. police are working with federal authorities to figure out how the shooter was able to get a gun inside the club. and we're learning more about the gun that a 6-year-old boy alledgedly used to shoot a virginia teacher this month. a lawyer for the child's family says the weapon was kept on the top shelf of the mother's bedroom closet. >> police say the boy brought the weapon to school where she shot and wounded abby zwerner.

police announced charges for six people arrested in atlanta after saturday protest where windows were smashed and a police car was set on fire. each of them faces felony and misdemeanor charges, including domestic terrorism and arson in the first degree. meanwhile, atlanta city officials are denouncing the destruction of property. nick valencia has this story. >> reporter: officials are denouncing the events of saturday night as acts of violence, saying that protesters have the right to peacefully demonstrate. but what happened here in downtown atlanta, they say, was anything but. speaking shortly after these events on saturday night were stopped, the mayor of atlanta said several of those arrested were out of town. >> make no mistake about it, these individuals meant harm to people and to property. we continue to protect the right to peacefully protest. we will not tolerate violence or property destruction. my message is simple to those who seek to continue this type of criminal behavior, we will

find you, and we will arrest you and you will be held accountable. >> reporter: this destruction of property comes just days after the activist was shot and killed by police at the site of a proposed police fire and training facility, proposed $09 million facility that would take up 85 acres just outside the city of atlanta in a predominantly black and brown neighborhood. demonstrators were protesting the proposed construction of that facility as well as the death of the protester. it was during saturday night that i spoke to his mother who denounced the acts of violence, saying that the movement she supports the movement and is planning on showing up here in the united states from panama to help support this and drive this forward. she is also speaking to human rights lawyers to see what her options are and seeking justice for her child. one thing is clear that the rhetoric is ramping up between the police and the activists as this proposed construction or this proposed police training facility, the fate of it lies in the balance. nick valencia, cnn, atlanta.

israel's prime minister is now without a key ally in his cabinet. dismissal came a day after the largest turnout and weeks of protests against benjamin netanyahu's government. hadas gold has more. >> reporter: benjamin netanyahu isn't even one month into his new term as israeli prime minister, and he will already have an empty minister's chair at his next cabinet meeting. forced to fire area derry after a ruling last week said deri would not serve as minister because of his previous criminal convictions. putting off the dismissal for days, netanyahu ultimately told deri he was doing so with a heavy heart and would find a legal way to get him back into government. needing to carefully maintain the alliance with deri, whose 11 parliamentary seats netanyahu needs to stay in power.

gunshot wound after a police standoff. he's accused of opening fire at a dance studio on saturday night, killing ten people and injuring ten others. the sheriff says that tran went to another gallery in nearby alhambra where two people were wrestled -- who wrestled the gun away from him. it was that seized weapon that allowed police to identify him. >> we're looking at all criminal history, mental health history and those are all things the detectives will take a very hard, long look at and see if it impacted what occurred here. the motive. that's part of the learning lessons and sharing them with our partners and seeing if there's any gaps that were there that we may have missed. >> cnn's natasha chen has been tracking developments in monterey park and spoke with one lawmaker about the mass shooting and what needs to be done to stop gun violence. here is part of that interview. >> reporter: there's one more thing from that press conference i want to get to, which is the

sheriff using quite strong language when it comes to gun violence. he was talking about saying that the status quo is not working, so we need to re-examine what we're doing and what may work better. saying that california already has pretty strict gun laws. what are your feelings about what can work better given that clearly this happened in a place where we're already pretty strict? >> reporter: there is a clear path forward. i have been a member of the congressional gun safety caucus since sandy hook. so we're talking about a long time. and there is common sense gun safety legislation that should have been passed by congress a long time ago. see, the universal background checks are the best way to make sure that guns don't get into the hands of dangerous and violent people. but there are loopholes. and people can buy guns without those checks, without the background checks, by buying

online or at gun shows or through personal purchases. those loopholes have to be closed. and i want to tell you, that the majority of americans support these common sense laws, which would make us all much safer. >> reporter: there's definitely still a lot of work ahead in the long term for that issue given that some of the residents here who talked to us today even commented that america's gun issue is out of control, maybe it's best not to go out in public spaces right now. what would you say to those people who came up to us with that sentiment today? >> i understand the fear. i understand the anxiety, but what we have to do is change our gun laws. we need their voices to be included in that. but we also need to come together as a community. we need to participate in everything that is going on.

we must continue to live our lives. now, one thing i can say about monterey park after having lived here for such a long time is that it is resilient. the people are strong. and i think we can get through this. there's so much healing that still has to be done, but we can get through this together. ♪ germany appears to be bending to pressure to supply ukraine with a weapon that kyiv says it desperately needs. germany's foreign minister says her government would not stop poland from providing the german-made lee pard 2 tanks to ukraine even though berlin is hesitant to supply them from their own arsenal. >> they are meeting to discuss their support for ukraine on the same day that russia is holding talks in pretoria. >> let's get more from nada bashir in london. >> this is an important development because even though

nato allies have been supplying ukraine with weaponry and tanks, a lot of them are very old from the '60s and '70s. there's this backlash against germany for their reticent to allow countries to provide them of their own volition. what's changed here? how easy will it be for ukraine to be supplied with these tanks? >> clearly germany is now bending to some of that pressure we have seen. we saw those defense chiefs meeting on friday. a big emphasis, big focus was on securing the transfer of these tanks to ukraine or at least allowing third countries including poland to be able to transfer their own tanks because of course germany holds the export license for these tanks. now of course we learned from germany's foreign minister that they will not stand in the way of the third countries. this will allow countries including poland to be able to then apply to send these tanks to ukraine. according to the foreign

minister of germany, they haven't received any formal requests just yet. foreign ministers are meeting just in the next hour or so to discuss further support for ukraine. we also learned from germany's defense minister that, in fact, they are looking at going to some sort of decision on the potential transfer of these tanks. but the crucial fact here is that germany wants us to be a concerted decision by germany and its other european allies. they do not want to act on their own because of course there is the concern this could lead to an escalation, provoke russia. >> how significant of a shift is this? because germany has its reasons for being reticent. o olaf schultz concerned about the potential of escalation, the more russia views the west and nato being actively involved in the conflict, the more there is concern about retaliation that expands the conflict beyond ukraine. so, is this an important shift?

are we seeing germany fall into line more with other european countries who have taken a bolder stance? >> it does appear so. we heard from germ sni's defense minister spoke on sunday and said it's clear that ukraine needs these tanks. they need to be able to defend themselves and go on the offensive, particularly as we are hearing warnings of a potential spring offensive by the russian armed forces. there is concern this would be seen as an act of provocation by nato and european leaders. we heard the lower house of russia's parliament saying this could lead to a global catastrophe if europe, if nato is supplying ukraine with offensive weapons that they could use to target russian territory. russia has long held that this is an existential threat to russia's own state security. so the concern is this could be another step now shifting nato's involvement, europe's involvement away from supporting ukraine's defensive efforts and now more towards the offensive against russia. >> and it's natural that russia would frame it as such. thank you. >> sergey lavrov heading towards

south africa, some saying testing that nonaligned position, david, of south africa on ukraine. >> reporter: that's right. you saw that warm welcome of south africa's foreign minister, the foreign minister of russia. the invitation came from the south africans to sergey lavrov and both sides praised the other in their on going relationship, both diplomatic, military even and financial. and it shows again that the blockade both financial and diplomatic of the west against russia has significant holes, very significant holes including large part of the continent, the indian subcontinent and china. of course, i want you to listen to the south african foreign minister calling for negotiation. >> it is important, therefore, that i mention on behalf of

south africa our sincere wish that the conflict currently between russia and ukraine will soon be brought to a peaceful end through diplomacy and negotiation, as we believe this is the desire of all of us in the globe. >> reporter: well, lavrov repeated assertions that it was the ukrainians that have stepped away from any negotiations, and his estimation of president zelenskyy. there is some irony, of course. south africa said it is neutral, abstained from critical votes criticizing russia, south africa is seen siding with russia by welcoming the foreign minister with open arms. you also had strong comments from the foreign minister of south africa, including to us in recent months, and in other interviews calling some of the

attitudes from european partners, as she put it, patronizing, bullying. the south africans, according to them, shouldn't be forced to take sides, more specifically in this conflict. those calls for negotiations it's unclear that south africa has any leverage in this whatsoever, but it does show that the economic and military ties with other parts of the world outside of europe and u.s. are still pretty strong with russia. max? >> david in joe hansburg and nada in london, thank you both very much. ukraine says a cargo ship carrying 30,000 tons of wheat is on its way to the port of djibouti and ethiopia as part of the grain from ukraine initiative. the previous tle ships sent 80,000 tons of humanitarian wheat from ukraine to ethiopia and somalia. more than 30 countries have joined this initiative with total donations of almost $200 million. almost 3:00 p.m. in the afternoon in pakistan but shops

♪ all right 20 million people in the northeastern u.s. are under winter weather alerts as yet another storm system moves through that area. >> the national weather service says up to 10 inches of snow could fall in parts of maine and new hampshire. rapid bands of heavy snowfall are expected starting monday afternoon, which could make road conditions very dangerous. pakistan has been hit with a massive power outage. a breakdown in the national power grid left much of the nation without electricities. the ministry of energy says system maintenance work is progressing rapidly and power has been restored in a limited number of grids in islamabad. let's see if we have any electricity? good news from your side. >> reporter: hi, max.

no good news just yet. there are parts of the city of islamabad which do have power, but the entire country is abuzz with the hum of generators because from the north to the south this country of 220 million people does not have any power. there's actually not really been proper explanation of when we can expect the power to be restored across the country. you've got schools, hospitals, construction sites, et cetera, all running on backup power at the moment. and the fact is, cost of living crisis in this country, fuel prices have already skyrocketed. the people who can afford to have generators here in the winter in pakistan, most of them can't afford to get the fuel. we are seeing long fuels at power stations, petrol pumps. as night descends and the cold creeps in, people have enough fuel to kind of make sure that their heaters are up and running.

i mean, the fourth city of pakistan, it is the financial center of the country. that doesn't have any power. we have seen -- we're hearing from telecom companies they can only operate their entire systems on backup power for a certain amount of time. if the power does not come back in the next couple of hours, we will see some communication outages as well. pakistan is suffering from a fuel crisis, from an economic crisis that is having a historic low. this is really the tip of the iceberg of when it comes to crises hitting the country at the moment. max? >> sofia in islamabad, thank you. in china concerns of covid haven't stopped millions celebrating the year of the rabbit with celebrations. residents travel to see family for the lunar new year. >> but there are fears that traveling could cause covid

cases to spike. more than 12,000 new covid-related deaths were reported in the week just before the new year. cnn senior international correspondent ivan watson joins us from hong kong with more. what sort of picture are you getting there, ivan? >> reporter: well, you know a lot of pentup demand because much of china has been locked down for the last three years due to the restrictions over covid, with quarantines and lockdowns and even travel between provinces being restricted. so, this is the biggest holiday of the year for chinese and for many people this is the first time they're getting to see some loved ones in three years or go back to their hometown or home village in three years. so, there's a lot of enthusiasm and excitement that the zero covid regulations have been lifted. and chinese state media has been reporting that millions and millions of people are on the move. the numbers on the eve of the lunar new year holiday, on saturday as you mentioned, 26

million people moving that day alone. that's a 50% jump from the same day the previous year, but it's still some 50% down from the absolute migration of people that same time in 2019 before the pandemic hit. the ministry of transportation is estimating that more than 2 billion transits, passenger travel things will take place by the end of the 40 day spring festival. and there are concerns that this will further spread the virus. you've got the chief epidemiologist of china's center for disease control saying he doesn't think it will be that bad, but already by his estimates 80% of the population of the country have gotten covid in the past month and a half. but as we see, you mentioned, the death toll last week at least 12,600 deaths in hospitals from covid alone. so we'll just have to see what kind of impact this huge migration of people could have
