the boating death of tyre nichols and efforts to prevents will become a water shed moment in the push for criminal justice reform. hours after the video was made public showing nichols ruthless beating at the hands of memphis police, officials shot down the specialized scorpion unit all five former officers who have been charged in nichols death were members of that unit. local district attorney discussed the timing of the charges and the video's release >> we knew that longer the video was delayed the more unrest and suspicion about the process there would be, so the video needed to be released soon but at the same time we also knew that releasing the video without an announcement of charges could itself be provocative and incendiary, the best solution was to expedite the investigation and to investigate -- expedite consideration of charges so that the charges cod come first and then the

release of the video, and i think that proved to have been a fruitful sequence of events, because as we were seeing, the has been demonstrations. there has been reaction to the video, which is certainly shocking but they've been peaceful. >> during a news conference in memphis sunday, the president of the tennessee chapter of the naacp said congressional action on police reform is needed. cnn has more >> we heard from the naacp in tennessee the president applauding the memphis police chief for firing those officers involved in the beating of tyre nichols. and for doing so went 20 days not waiting months to a year to do that. also, she applauded the da for charging those officers involved and finally demonstrators who took to the streets peacefully around the u.s. saying quote, we've shown the world how you do it. here's what else she had to say

taking time off of work. also, written within that gofundme is they hope to use the money to build a memorial skate park, we know that tyre was so in love with skating and sun sets. isabelle cnn atlanta. tyre nichols's death is renewing focus in washington on criminal justice reform, and in particular, on the george floyd justice in policing act. among its provisions it proposes a ban on racial and religious profiling boy law enforcement and certain police procedures and over hauls immunity protecting police officers from being sued in civil court. the bill passed the democratic controlled house in 2021 but not the evenly split senate. senate majority whip said it's time to return to negotiations.

atlanta, we appreciate you talking with us. >> thank you for having me. >> the united states and indeed the world is shocked and horrified boy the broult on this deadly attack on tyre nichols at the hands of five police officers. video reigniting this brutality and the need for reform, and while these five police officers have been charged with second degree murder and their specialized unit shut down, what more needs to be done do you think to send a clear message that another black man dying at the hand of police will not be tolerated. >> we, legislation, there's a elements that i notice being a police officer and coming from the community that's most effective for the black community. one i notice that officers are immune from civil chaos.

many times an officer with the, you know, a subject will be handcuffed and also actually start giving licks and i will say stop, and officer say what do you care about let the city cut the check. i notice that was pretty common i have an older brother in law enforcement he was there seven years before me. i have other family in law enforcement they would say the same thing, we need to start not owing the payout on the taxpayer's back put it on officers as well. that's one. >> why do you think that we copy saying this happened again and again in this country? >> historically, culturally, the law enforcement the way it polices through force and intimidation, we need to change that mindset and because we need to change that mindset and because officers are allowed to do that historically in the police department hasn't held them

accountable they are able to get away with that. guys up after they run it's common it's been around for centuries. hand down, definitely needs to change, we need a task force for the doj that combined with federal and state legislation that will investigate all police shootings and police use of force complaints. actually investigate my misconduct. it shouldn't happen. >> what was the culture of this specialized police unit that was responsible for this brutal and deadly attack on tyre nichols and what should happen to the memphis police chief who just a day before that unit was dismantled defended it by saying the unit did good work? >> now, don't get me wrong, the unit that what is designed to do. if it's done correctly it does do good work. when i left patrol i went to a specialized anti-crime unit, these guys are targeting the

most violent individuals on the street you have to have normally with aggressive or of hiss you're going after drug dealers robbery, murders killers, it's a well needed unit to combat crime. but it needs more oversight and it definitely, definitely needs supervision because when i was a part of it. rarely seen a supervisor. if the guys in the unit pretty much had free reign to do what they want. you have some bad apples within that unit, although abuse the freedoms, not being held accountable, no supervision, it does good work but olympic anything if you have the wrong personnel in that particular unit you'll have incidents like this . >> and what about those people at the scene of the attack and its aftermath where we saw no one intervene or offer no one intervene or offer assistance to tyre nichols, what should happen to those people failing to act?

how should they be held ow as a criminal. they should be held accountable but what we need to do is we need to get officers, i work with officers a lot. i was one that always intervened, pulled officers off of individual, what are you doing he's in cuffs? a lot of officers didn't do that because the police department provided no protection for officers who comes forward. there's no formal retaliation when officers as we speak out. so you have a huge problem where officers wanting to speak out but get retaliated against. when i started speaking out i started getting calls and assignments with no backup, they sent a strong message i was told you need to start keeping your mouth closed if you want help out here because the same people i'm trying to protect, same people now i have the police and sometimes they can get a little crazy on the street, you'll need backup. if you're talking against these guys, these are the same guy that is will leave you out to dry when you need them. so you got to have protection for the officers who come out

place will be reassigned to another position within the school district, now the third school system employee to be removed from their post since january 6, when a sixth grader on campus shot and wounded his teacher on wednesday you'll recall the school board voted to cut ties with the superintendent of the entire school system. there's also the principal at richneck elementary that resigned, the attorney maintained school administrators were warned three times the day of the shooting that the child was armed with a firearm but the attorney maintaining they failed to act, she even plans to file a lawsuit against the school system. the school district not commenting because of the ongoing investigation but ahead of the first day of classes since that shooting, parents and students and staff are in a tough situation as many of them have to decide whether or not to return to school on monday, michelle brown is one of the parents who we've had an opportunity to speak to, her son
