watched the videotape of a man unarmed, unprovoked, being beat to death by officers of the law. we talk a lot about gang-bangers in the street and what colors they wear. in memphis, it looks like they wear the blue color. >> we're learning more about the investigation into tyre nichols' death. an attorney says more video will be released soon. >> meanwhile records show several of the officers charged in nichols' death had a history of minor violations. the initial report filed doesn't match what we've seen on video. nick valencia reports. >> reporter: a bundle of contradictions between what the world witnessed in the video showing police beating tyre nichols and what is reportedly found in the initial police report about the incident. first reported by the "new york
1:04 am
times," a photo of a police report was posted online by a memphis talk show host. the district attorney's office says the d.a. does have a report that has that same account of events. the report suggests nichols was pulled over after police say that he veered into oncoming traffic, it says that he was violent, sweating profusely and irate when he exited the vehicle and started to fight with individuals, at one point grabbing one of the detectives' done. things not seen in the street camera, but the very thing officers talked about during the enco encounter. >> he grabbed my gun. >> reporter: the report also says nicholss was struck with a department issued baton while given verbal commands to stop resisting.
1:05 am
it says nothing about the multiple times officers kicked him while he was lying on the ground. the shelby county sheriff's department also listed in that report posted online releasing a statement saying the release of reports in connection with the investigation is unauthorized. and the sheriff's office cannot comment. >> this issue of lebelieving police reports on their face is something that needs to be considered. >> reporter: in addition to the firings of the five black memphis police officers now facing second degree murder charges, three memphis fire department personnel have been let go and two sheriff deputies have been put on leave along with the two additional memphis police department officers also on leave. >> we're looking at everybody who had any kind of involvement in this incident. >> everybody who was on the scene who contributed in any way should be held fully

1:07 am
>> the u.s. postal service says expect disruptions across texas and arkansas due to several closures or road conditions. >> and texas is experiencing dangerous road conditions. this video was taken monday of cars sliding down the freeway. and in austin, they responded to more than 200 collision calls because of the weather. the state's governor had this warning for drivers. >> anybody who needs to be out driving needs to be very cautious of the conditions because your eye may not be able to perceive the hazard that is in front of you. >> in the coming hours we'll hear from u.s. federal reserve chair jerome powell after an expected interest rate hike. the fed is expected to raise rates by a quarter of a point which would mark the smallest increase since it began hiking rates early last year in an effort to tame inflation. here is a look at how u.s. stock
1:08 am
follows are at the moment, they are looking down. despite ease in inflation, consumer confidence continues to waiver. crumber confidence index dipped last month from december. the survey by the business think tank found consumers are feeling more confident about the can economic conditions but the confidence wanes when looking ahead to the next six months. and the u.s. president and kevin mccarthy will meet today for the first time since kevin mccarthy took over as house speaker to discuss the national debt. it soared to more than $31 trillion and if that debt limit isn't raised, the u.s. will be in danger of default. joe biden has been warning republicans not to use the debt ceiling as leverage to negotiate spending cuts, but it seems that is exactly what they intend to do. phil mattingly has this report from the white house. >> rarely is there a meeting with higher stakes and yet such
1:09 am
low expectations attached to it, that is the reality here at the white house as president biden is scheduled on wednesday to meet for the first time with speaker kevin mccarthy. they do have a relationship, they have interacted in the past. when biden was vice president, mccarthy was majority leader and they would have breakfast at times. but their relationship is described as cordial, professional, and now extraordinarily important and the reason why is a deadline just a few months away, the dead line now looming over washington. president biden saying that there will be no negotiations. mccarthy saying that is where this meeting should start. white house officials say that is not what the meeting is about. so the dynamic is complicated. when you ask president biden will there be any negotiations at all, this is his response.
1:10 am
and with that response is a one do window into the political and policy push by the white house again saying that there will be no negotiations on the debt limit but willing to have a negotiation on deficit reduction, that would involve both sides laying out their budgets. the white house will put theirs out march 9. house republicans have not set a date. but they want to start negotiations and white house officials saying that they are ready to talk anything republicans put on the table in terms of cuts whether it is entitlement programs or any type of domestic spending. this is not necessarily going to launch a full-scale deficit reduction agreement. instead it will mostly launch political attacks and that is probably the best that you can get where things stand. this is now about politics, in
1:11 am
some degree it was about posturing. that is something that will be behind closed doors until kevin mccarthy and president biden speak to reporters likely after. but right now there is no clear roadmap to get out of the divot that they are currently sitting in and likely won't be one anytime soon. instead it will be both sides trying to use politics to sway the country toward their side as they move closer to potential catastrophe. phil mattingly, cnn. today around half a million people are expected to skip work in the uk in what is being called the biggest strike in decades. >> workers are demanding wage hikes amid rampant inflation. unions are also protesting efforts by the uk government to restrict benefits. >> it is not clear until they
1:12 am
actually do. >> sgabsolutely. this will be the largest walkout in at least a decade, so significant disruption is expected. and we'll see more and more of these strikes over the next month or two, and this is off the back of a row between trade unions and public secretary sore and government over pay rises in relation to the cost of living prices. and today we'll be seeing strikes by teachers, part of the national education union, as well as transport worker, civil servants and universities. and next week we're expecting strikes by nhs workers. we heard yesterday from the general sect of the sect of the national education, he is expecting at least 200,000 teachers to strike.
1:13 am
and so thousands of schools are expected to be closed or partly closed. and when it comes to rail, there will be significant disruption up and down the country. of course there are questions around what the government is doing. they say the door remains open. this is said to be a hot topic in parliament. but the unions say that the government is not listening to their demands and not open to negotiations and not offering what they want which is a pay hike. >> and it is interesting. it depends on public support. and all the unions are coordinating today apart from the nurses who feel that they have more public support so they are having a separate strike. >> and it seems to be pretty evenly split in terms of the public support. but the government is absolutely not responding in the way that unions would hope and they are trying to ensure that vital

industries can't take this kind of action. former south carolina governor nikki haley is expected to announce that she is running for u.s. president at an event in charleston in two weeks time, that is according to a person familiar with the plans. >> she would be the second candidate. so far only donald trump has officially announced his candidacy. a top election official is calling for an investigation into republican kari lake after the failed gubernatorial candidate posted voter signatures on her twitter account. >> it is part of her effort to prove that signatures didn't match what they had on file. lake's camp did not respond to cnn's request for comment. video from the deposition of donald trump last year shows the former president refusing to

united states. you can't have too many cooks in the kitchen. and we have our own backyard to deal with. and it is not that -- i think this is a monumental importance because i think the peace of the world is at stake, as it is with iran getting nuclear weapons, it would destabilize the entire world. so i'm really devoting my efforts to that and the other peace ideas that i have, the economic ideas. but if asked by all relevant party, i'll certainly consider it, but i'm not pushing myself in. i've been around long enough to know that there has to be a right time and the right circumstances. if they arise, i'll certainly consider it. head of the wagner mercenary group has responded about the allegation also of abuse. >> he was asked for comment after a wagner defector
1:36 am
described the brutality he witnessed. scott mclean is following the developments with more. what was the response? >> so let me first just run you through quickly what the de defector made. the main claims were first that wagner troop gave him very little direction, so they were told essentially about a ukrainian position, that they wanted to attack and they were told to try to capture but beyond that, they were given no direction. they had to figure it out themselves. and these are not exactly experienced soldiers. many are ex-prisoners just trying to survive for six months to try to win their freedom. he also said that wagner fighters were executed for not obeying orders. so if you showed up at the front lines and got cold feet, you were rounded up and shot in front of the newcomers and buried in trenches to try to motivate the others to actually go and to fight.
1:37 am
and so cnn put these claims to wagner and we got a response from the group's leader in an email through the press service that was written in a clearly sarcastic tone. it said dear cnn, do you really think that we'll discuss our military issues with you while you are our open enemy. it is the same as discussing military matters and sharing information with the cia, it can be said with confidence that the wagner group is an exemplary military organization that com blis with all of the necessary laws and rules of modern wars. the statement also went on to actually invite americans when are interested in joining wagner to get in touch via the press service and suggested to cnn that maybe we could interview them afterwards. one of the other claims is that wagner instead of paying out this insurance payment for soldiers who were killed on the front lines of five million rubles would instead just declare them missing to avoid
1:38 am
paying. and so they responded saying that there is not a single case of thon payment and russian news outlet actually followed up on the initial query and he went further saying that they did not have a single soldier listed as missing and that all of the wagner fighter bodies were found and brought back, which is a pretty remarkable claim. and not everything that medvedev said was negative, he was also asked about abuse of civilians and killings of civilians and he said he didn't see any of that and wagner actually had very district standards and that if any of them were violated, there would be consequences. >> scott, thank you. suspects have been arrested in connection with a suicide bombing at a mosque in pakistan on monday. the death toll is still rising with at least 100 people reported killed so far. police believe a suicide bombing

with the jailing of the leaders of an elected government and the crackdown on what had started as a peaceful protest movement, this has plunged the country into economic downturn with the united nations estimating that some 17 million people will need humanitarian assistance this year. and has also plunged the country into a worsening conflict. now, in the streets of the biggest city, they were surprisingly empty today and that is because it appears that there was a silent protest, that people were simply not coming out to show their disapproval with the coup. all the more remarkable if you've ever seen how these streets normally teem with traffic. nobody daring to protest because those protests have been met again and again with deadly force by the security forces. scenes in the countryside much,

much more unpleasant, let's put it that way. we've acquired exclusive footage from combat medics who were attached to one of the people's defense forces in the east of the country that show running gunbattles that were taking place last autumn, show kind of how ill-equipped the fighters, the opposition rebels are in some cases using homemade weapons to go up against a military that is equipped with helicopter gun ships and warplanes and tanks and heavy artillery. and despite that, this is arguably the worst obstacles on the battlefield that the military has really faced in k myanmar generations. it has been fighting ethnic militias for generations. and the prognosis is quite dire here. united nations put out a statement office for the coordination for humanitarian affairs, and they were
1:49 am
predicting that in 2023, they would witness continued political instability, ongoing or escalating armed conflict, persistent displacements, slow or stagnant economic growth. and against the backdrop, the military regime is proposing to hold elections later this year, which is all the more surreal when you consider the military has basically thrown the leaders of the main opposition parties in jail and outlawed them. >> ivan, thank you. still ahead, pope fronancis has a strong message for those who he says are exploiting africa's natural resources. i'm feeling better. body pain? headache? nope. all in one and done. cuh-congestion? better. cough? fever? better. mucinex all in one relieves 9 symptoms in 1 dose. it's not cold and flu season. it's always comeback s season. hi, i'm lauren, i lost 67 pounds
