top of the hour. a busy wednesday morning. >> we begin with breaking news this morning. cnn has learned that the fbi conducted a search at president biden's home in rehoboth beach, delaware. the search taking place this morning as a special counsel investigation into the president's handling of classified material picks up. mj lee is at the white house. paula, what more can you tell us about this search. was it expected? sfwlr it was absolutely expected. back when the classified documents were discovered in the office, his attorneys went and also searched his two homes. one in will mington. they say they did discover classified materials at his wilmington home, but they did not uncover any at this property. once this baim the subject of a

special counsel investigation, ten days ago the fbi conducted its own search of the wilmington house. it lasted 13 hours and did uncover additional classified materials. so it was very much expected that the fbi would also go back to the rehoboth home and the big question today will be will they find additional materials. we know from sources that investigators are still going through everything that they retrieved from the wilmington home. as of right now, it appears that does dozens of documents have been taken from the former office and the wilmington home and the big question today for us and investigators is whether additional classified material will be found in this home. we have also learned that our searches could potentially happen in other undies closed locations special counsel robert hur, the man who will oversee this investigation, today is his first day on the job. >> should note the search continues. that'snd' cnn's latest report

ing. mj lee, you look at the president's personal attorney in response to this it begins with the words, today with the president's full support and cooperation, that's been a consistent message from the president's team. that they are cooperating here. tell us their view of this latest search. >> let me begin by reading a part of that statement that with just got from bob bower who was the personal attorney who is taking lead on this issue. he said today with the president's full support and cooperation, the doj is conducting a planned search of his home in rehoboth, delaware, on the standard procedures in the interest of operational security and integrity . it sought to do this work without advanced public notice and we agreed to cooperate. i think you're absolutely right. . the words full support and cooperation is really key here and very telling. they are very much wanting to emphasize that the president himself consented to the search

and that this was a planned search that they are basically on board with. this has really been the white house's theory of the case in dealing with this matter. it's really at every turn emphasizing that they are cooperating with the doj's ongoing investigation and they are really not going to stand in the way it they proceed to conduct extra searches, as we fully expect them to do. what they have said all along is when this investigation ultimately wraps up, they are confident and hopeful that what the investigation will show is that these misplaced classified documents were misplaced inadvertently. it's hard to overstate how sort of careful and tight lipped this white house has been in talking about this matter overall. they are not answering questions about details. they are not giving a play-by-play of the investigation as it's going on. even if there were a future search, we do not expect that

the white house will give anybody a heads up that that is going to happen. >> paula, mj, thank you. with us now is the white house correspondent for "the new york times." also jennifer rogers, former prosecutor and cnn legal analyst. jennifer, if i could begin with you, this is the start of the special counsel's investigation. as paula was saying, this search addition to biden team's own search, is it significant, and what would be the significance if they were to find anything more remaining there? >> i think there are a couple things. it's significant if they find more documents because the scope of the problem here depends in large part on the nape of the documents found and how many there are and where they are found. if we don't know the full universe of them, we are not fully aware of how bad it is essentially.

and then the other is the cooperation issue. one of the major things that distinguishes this from the trump investigation is all of the obstruction that happened on the trump side. it's the fact that this is a voluntary search, and they are cooperating suggests there's no obstruction. you do wonder why they are going back in. there's a reason they didn't want to just go with the searches that have been conducted to date. to know what's going on, we need to know more about why they went in and what they are finding. >> so if there are more documents found, and we should note if, because the search is currently ongoing. because the president's attorneys of the special counsel told us. >> this is exactly when we

surveyed a group of democrats in congress as well as just national leaders in the democratic party. this is exactly what they said they were fearing when it came to the political implications of this story. sort of the updates that could come in the weeks to come. we know there's going to be a prolonged investigation here. and you're going to have more headlines of either a search of documents, increased fbi involvement, as we saw with yesterday's story as well. and even today now with the president's residence, we haven't seen polling data that it currently has impacted voter sentiment at this point we do know that based off a cnn poll that there are voters that draw distinction between this and what happened with president trump and his handling of the documents. but when it comes to the democratic apparatus, there are

those that fear that this could cast a shadow as we get to a likely potential reelection announcement for president biden, as we get to a state of the union address, and as we have a white house strategy of talking about some of the legislative achievements that they passed as well. >> that's the political approach from a legal perspective, the difference here is general lack of cooperation from trump in terms of the handling more cooperation here. but at the end of the day, classified documents in properties of both of them. from a legal perspective, which is more likely to draw a charge? is it the holding of the documents or the refusal to return them? >> it's really both, but the holding of the documents has to be intentional. so another legal issue putting awe side obstruction of justice is were these class fewed documents taken and mishandled intentionally? that's another distinction

between the two cases as far as we know now that trump intended to take them. he's happy to trim them back. so that willfulness is the key element to whether there will be charges putting aside the obstruction on the document retention and handling side. >> so when this news comes as the president is set to meet face to face with kevin mccarthy today to talk about the debt ceiling and any sort of negotiations that can move forward on that issue, do you see this at any point becoming a distraction both for the white house and perhaps even for republicans who want to focus on this now more president bush. >> we have seen republicans have seized on this issue of the white house to criticize president biden. we know that at least some democrats, and you can go to the weekend shows to even last

week,man shlman shon. but there's real substance to talk about at this meeting. i don't know it it will be talked about to the extent, but when you have a potential economic catastrophe that could come after these extraordinary measures, when the deadline is up up in june, you do -- we're going to need to see some movement on that and we haven't seen either side. >> thank you all. another story we're following this morning it was exactly one year ago that tom brady announced his retirement for the first time. now the seven-time super bowl champion says he's retiring once again. but this time he says it's for good. >> you only get super emotional

volan. first question, honest one, is this for real? >> i think there's a lot more reason to believe this one than last year. now that said, i'm not going to fully believe that brady is retired until the nfl season kicks off in september. because we do see with a lot of guys who retire this is an emotional time of the year right after the season. then once august and training camp rolls around, they start to get the itch again. but i do believe brady this time when he says this is for real. you can see the anguish and the frustration on his face throughout the 2022 season, both his team was struggling and didn't look like they were having a bunch of fun out there. and then obviously, off the field his marriage ending in divorce and having all those issues off the field. it was just too much. he's accomplished everything you could possibly accomplish in the nfl. so this time it's more believable. i don't think he has anything up

his sleeve, like he did last year when he was trying to join the dolphins front office. >> we watched him shine now for 23 years. it's been incredible. i would argue we have been spoiled because at his peak, he made it look so easy. talk about what his legacy will mean for the game and the league in the years to come? >> it's going to be hard for the nfl to ever have another quarterback like tom brady. to make it 23 years who is so durable. he tore his acl. he lost four games to deflate gate. otherwise he played 16 or 17 games every single season. then two or three more in the post season. he showed up every sunday for his team. he won everything there is to be won. all of the records as well. he redefine what is it means to be an athlete. 40 is supposed to be when your

body falls awe part. not only continues to play, but he thrived. he was the first quarterback to win a super bowl after 40. he won two of them. so setting new barriers for athletes, changing what it means to be an ageing athlete in any sport, especially a physical contact sport. then obviously, all the records and accolades and fourth quarter comebacks. >> not every body falls apart at 40. can you pick a highlight from his career? >> there are too many to count. how about 2001? he's nobody that no one outside of newnd has heard of. comes off the bench, leads his team to the super bowl. upsets the rams. the game in the snow against the raiders to lead them to victory. a remarkable hollywood-like

a little less than a month after police beat him. vice president kamala harris will be at the service. al sharpton will deliver the eulogy. >> both we're learning the city of memphis plans to release even more videos. one from the incident when they wrapped up the investigation. new records coming to light show some of the officers charge ed in the death had a history reprimands and us is suspensions. ryan young is following the story for us from memphis. so ryan, tell us about the plans today to honor nichols' life. >> reporter: at this point right now, there's a little bit of a delay. we're told the funeral will start at 1:00 central time. as you can see behind me, you can see that winter has set in here. there's a sheet of ice almost across this entire city right now. much of the city is shut down. that really slowed things down.

but when you talk about this family and what they have been through. when you put the pieces together, they saw that video last week. then you say what has happened to the city. you can tell that people really have taken this to heart. there are folks like eric gardner's mother who understand what is this family has been through. >> we know that the family needs all the support that they can get at this time. we know that they are overwhelmed by the death of their son. and it's so fresh for them, but for me, it just digs into old wounds. i have to live my son's death over again. it's just not fair to us. it's not fair that we have to suffer at the hands of the police that are not doing their job. and lose our children. >> there's so much symbolism in all of this. you think about last night, the

parents being at the place where dr. king gave his last speech. and the idea that this community here in memphis was calling for better policing because of the spike in crime. they were hoping that some of these units were going to go out and get some of the violent criminals off the street. instead after talking to several police department members yesterday, this has been a blow to them as well because they understand that people now don't trust them like they used to. you put all this together and you have a city that's hurt ing. and a family dealing with pain. a lot of us simply can't understand. >> all attention and focus is on that family and community today. ryan young, thank you. i'm joined by cnn seen your law enforcement analyst charles ramly. he led police departments in more than one city. you and i have spoken about incidents like this for a number of years. different circumstances, but a lot of commonalities. i wonder if we could focus on the possibility of change and what changes you think might make the most difference. one thing we have learned in the last 24 hours is two of the officers involved here had been

rep ri manded prior. had he did not report that the suspect dislocated his shoulder. desmond mills junior documenting that. are these kinds of things exceptions or, in it your experience, do you find them more common with these, quote, unquote elite anti-crime units like the scorpion unit here? >> it really depends on the department and how well they screen officers going in to specialized units now. if you're going to create a specialized unit, one that's designated to fight crime, you have to pay attention to those kinds of things ask look at the history of the individual. not necessarily scened. those are not the kind of people you want to have in a unit like that because they are going to have more citizen contact.

they are going to make more arrests and when you look at that video and see those officers, i'm not surprised that they have a history of use of force that is not what it ought to be. >> there's been success in reducing crimes in some cities with the use of these, but i wonder is there something inherently wrong with the setup that arrests maybe show insent vised that it leads or make it is more likely to have encounters like this where there are genuine questions as to why he was pulled over in the first place. no evidence of reckless driving, as they sited. >> first of all, you have to have some flexibility in deployment. you have to have someone who is not tied to the radioto be able to deal with specific problems that occur within your particular city. the question is how well do you screen those officers that you're putting into a unit like

that. and even more importantly, the supervisors that you are putting there to monitor their behavior, you have to be very clear in terms of their mission, what you expect and if what you're looking for is numbers, arrests, guns, drugs, whatever it might be, this is what you're going to wind up with. you're putting an emp sis on something thatten doesn't take into account the way in which individuals are get ting the arrests. so supervisors have to pay attention and make sure that people are policing in a constitutional way. you can a at the same time. >> leadership matters. as you know, there's been calls to reintroduce the george floyd justice and policing act, including a number of things. ban on choke holds, ban on no-knock warrants, but also this revoking of qualified immunity, which protects victims or

prevents a victim's ability to sue police for misconduct. i spoke to a former louisville police chief yesterday who said, forget about qualified immunity because officers don't care about it. in your view, would it be best to get something passed and remove that as a sticking point? >> you have to get something passed. there needs to be some national standards. i had the honor of chairing president obama's task force on policing. and one of the recommendations we made in the report was that there be some national standards or some leadership development. all those kinds of things that need to happen. use of force, certainly certification of police off officers, accreditation of agencies. there's a lot of areas in which the federal government can set some standards. 18,000 police departments in

widely expected to hike interest rates again. but this time by just a quarter of a point. this would be the smallest hike since the central bank began its cycle last march. >> joining us now is the federal reserve and economy reporter for the "new york times." jenna, they are still happening, but it's coming down. are we coming to the entd of the fed tightening rates? >> that is the question everybody would like to know the answer to. we should get some hints a about that today. the chair gives the press conference after the release at 2:00 p.m. and he is hopefully going to have to sort of give us a little more detail about what the fed is anticipating going forward. as of december, they were anticipating two more rate increases after thrks but inflation has been a little slower since then. some are expecting that to dial that wac. >> given that inflation has consistently been on the downward trajectory. it's still high. but it is going down. the economy has remained resilient. why doesn't the the fed just take this opportunity to sit it

out and take a more wait and see approach as oppose odd to raise interest rates. >> i think that's what they are trying to do with this slowdown, but there's a real tension. when they stop raising interest rates or as they have been slowing down, markets tend to be forward locking. they see that as a sign the fed isn't being as aggressive as it was before. and ironically t can actually load to money being easier to access in the economy, which can help to reaccelerate. it's difficult for them to spread that needle. they are still weighing on the economy. >> big picture, starting to see some data about the economy being better than some had expected. there's some good jobs data that just came in as well. you speak to economists a lot about this kind of thing. is there a lifting of the nervousness about a recession this year?

or is there still a lot of fear there? >> i think two basic narratives. some are feeling good about this. they say inflation is coming down. we might hit the magical soft land ing. and then you talk to others who say the economy is reaccelerating. the fed might have to do even more and we may have an even more painful recession down the road. i think you can read this data either glass half full or glass half empty. >> i'm typically a glass half full person. the angle of the debt ceiling, how close is the fed watching that debacle and what will they do in the months ahead we're trying to see where washington lands? >> seriously doubt they are going to tell us anything about what they are going to do, by think it's really important and interesting to note that jay powell, the fed chair, was the point person at the fed when we had the last debt ceiling issue. he really cut his teeth in

washington policies. he really made a name for himself by being outside of the fed and working on convincing republicaningses to raise the dell creting. so we clearly have a fed leadership team that's very attune to this issue, very conscious of how dangerous it could be for the global economy if we were to reach that level and head towards a default on government funds. >> it's not their first rodeo in terms of dealing with the debt limit. thank you so much. still ahead, an unsolved mystery at the dallas zoo. two missing monkeys finally found in an abandoned home. who took them and why? ♪ i got you.

this is truly an incredible story after a mass six-day search in australia, a capsule that fell off the back of a mining truck has been found. this silver capsule no bigger thn the size of a coin went missing while a contractor was transporting it. crews had to search the great northern highway, which is about the size of california's coastline. officials warned it could pose a health risk for the next 300 years to anyone that came across it. they have now set up a 65-foot hot zone around the capsule, which will be put into a led container. >> glad they found it.

another story, two monkeys who were taken from the dallas zoo are now back home at the zoo this morning. police found them inside a closet in an abandoned apartment after a tip led them there. the animals went missing monday after their enclosure was, quote, intentionally compromised. >> it's the latest in a series of suspicious incidents at the dallas zoo. a cloud ed leopard also went missing a few weeks ago, but he was found unharmed. a fence was cut on another enclosure. and a vulture was found dead from an unusual wound. joining us now is jeff. in this case, the results ended well. talk about the species and can they be domesticated at all? >> that is a great question. good morning to you both. this really was quite the mystery. there was an essence of

any changes that stands out to you that maybe worries you? >> i haven't seen the details. i just think that it is important that young americans have access from the full history, that we don't hide from the bad parts and celebrate the good parts. ap classes make college more affordable for students. and so we don't want to be white washed. you see books being removed from classes, the chilling photos of empty shelves. something insidious is happening in florida and it is extraordinarily disturbing. >> it disturbing for many fami and teachers who say this is a distraction to say the least. and i do want you to weigh in on new legislation being introduced today called the american teacher act and it will have a threshold of $60,000 minimum

salaries for teachers, inflation adjusted for cost of living in each state. i know you support this legislation. i guess my question to you is do you think enough members of congress do as well to get it passed? >> i desperately hope so. i was in d.c. last week to support this and testify. i will say that strong military is our best defense as a country, but our best offense is a great education system. there has not been a republican or democrat in to this. no one goes in to teaching to make $1 million. teacher are the most altruistic i know, but they also shouldn't have to take a vow of poverty to help our kids, to education our kids. so this is right thing to do. i hope that it receives bipartisan support. this is nation-building work. >> for anyone who didn't appreciate a teacher's value, first of all, shame on you, but especially the pandemic was
