good monday morning. i'm jim sciutto. >> i'm erica hill. rescuers in turkey and syria are frantically searching for survivors at a earthquake struck the border this morning. that of course is one of the building that is the moment that you can see when the 9.2 earthquake struck this morning and it collapsed into rubble. more than 2,300 people have been reported dead. and the death toll continues to rise, and it is rising exponentially. in this video, the moment that a child was pulled from debris in northwest syria, and that region is also dealing with the impact

of heavy brutal civil war there. >> one rescue there, and so many others feared for here. >> and now, the chinese surveillance balloon is shot down by an f-22 this weekend, and the pentagon is pushing back against china's threat to reserve the right to use necessary means for what it is calling the similar means around china, and we are told that the u.s. does not conduct similar flights around china, and we will have more on that in a moment. first though, to the rescue operations under way as we speak in both turkey and syria, and we have joanna in istanbul, and what are we learning about at

the rescue operations and the rising death toll. >> as you mentioned, jim, more than 2,300 people confirmed killed so far in both turkey and syria, and more than 1,500 of them in turkey, but the information is slow to come out ofcoms in parts of syria where we are waiting to hear more of the situation there in the coming hours. when it is coming to turkey, we have been hearing from the turkish president to say this is the biggest disaster to hit his country since the last century claiming thousands of lives. you have a rising death toll, and thousands of people who are injured in both countries, and here in turkey, thousands of

buildings according to the officials have been destroyed across the earthquake zone, and a vast, vast earthquake zone stretching across 10 provinces in southern turkey, and they don't know how many people are trapped under the rubble. we have heard the turkish officials saying they have triggered a level 4 emergency which means that they have requested international support. they are starting to put in for mall requests in the last few moments where we are hearing from nato that of course, turkey is a key member of nato, and asking for assistance in dealing with the aftermath of the earthquake, and the country has requested medical equipment and various rescue units and extreme fully equipped hospital and technical equipment for assembly. this is a complex search and rescue operation. you are looking at a country

where they are facing this severe winter storm, below freezing temperatures across many of the parts of the ice and snow and making it difficult to reach these devastated areas, and of course, these powerful aftershocks making it difficult for the rescuers to operate as well as the tens of thousands of people who are now left with no shelter that the turkish people are trying to set up shelters for everyone, because they are asking people to stay indoors obviously after these continuing powerful aftershocks with 7.5 being the strongest that we are hearing from the official, and of course, jim and erica, a lot of concern across the border in syria, a country in no way equipped or ready to deal with this sort of the natural disaster and a population who has gone through so much over

the past decade. >> yeah, absolutely. jomanna, thank you for the update. >> our prayers to the people there. and chad meyers in the weather center, and this is a massive faultline center, and can you explain this? >> yes, the 7.8 did the damage, but the aftershocks are crumbling the buildings that were damaged by the initial 7.8. this is 6:00 local time eastern time today, and we have a yelling across the room say 7.5, and i was like, no, 7.8, and they said, no, 7.5 aftershock, which is a tremendous earthquake all by itself, and you can see all of the others in the 4s, 5s and even in the 6s. this earthquake, the first one was not really an epicenter earthquake where all of the shaking happened under the dot.

this was an epi-line, a fracture of the earth's crust almost 120 miles long. so this fracture, this break pg of the crust happened along the line in the initial one. now, all of these other aftershocks are happening here. well, it is because there are fault lines, and obviously there are, with the arabian and the anatoli here, and the triple-plate here where the initial earthquake happened and yes, it is cold. we have a cold front coming through, and the temperatures in the morning will be around 20. think about this. in this zone, there is not a single person living in their apartment or their home. they are not going to go back tonight, because there is no way they can, because the earth is going to continue to shake, and theirverely damaged. the temperatures and the snow being outside, it is a tough night for the survivors to digging through for survivors

still underneath the rubble. >> yes, it is so tough and for them to try to get some shelters in place. thank you, chad. and also with us is the president of the syrian american medical society in detroit this. i know that you have sent us videos and photos of the hospitals that your organization operates in syria, and they are absolutely overwhelmed with patients right now. >> absolutely. >> what are the folks on the ground telling you in terms of what they are seeing? >> well s, in the hospital, the are overwhelmed with the number of casualties and injuries and the shortage of the staff and the shortage of the supplies and the medication with all of these patients need basically the same treatment with head injuries and fractured bones. this area has been a shelter for

many of the displace and-of the 4 million live in the area, and 2 million displaced at least once and some of them more than three time, and close to 1 million still living in temporary shelters like tents or makeshift arrangements and now they are displaced out of their homes. it is terrible to see the videos and the news coming from northwest syria, yes. >> you have both turkey and syria asking for the outside help here, and the trouble with the area, it is an active war zone. can international teams get in there safely to provide the help? >> they should. over the years, we have had a lot of the local organizations

have been able to take on the tasks and partners who have been able to get in there, and everybody organizations can take on the tasks to rescue syrians, and the issue is not -- yes, go ahead. >> go ahead, doctor. >> i think that the issue is that not can they, but the issue is they should. yes, they should. yes. >> and when you are looking at -- so there is the very real medical needs and concerns. and those have been exasperated by the syrian war and also in turkey, but in syria, what about the concerns in the builds that

are left, and the vulnerability of the buildings where people are in a temporary concern, and the adequate concerns of where people can sleep safely tonight? >> yes. they have temporary shelters prepped for that from years ago. we don't have that in syria. they have better buildings and in southern turkey and not a building in syria that are weather proof. and the other thing is the capacity of the health care and the shelters and the weather. the mental health, mental health is a big issue wherever a disaster happens in a complex war zone.

right now, u.s. navy ships and divers are search issing for the remnants of a suspected spy balloon from china after a f-22 shot it down with a missile off of the coast of south carolina over the weekend. president biden is calling it a success and he said that he ordered it to be shot down immediately last week, and he is receiving pushback from a number of republicans who said that he waited too long. we are joined from our correspondent at the pentagon. tell us about the strategy and the timing about the shooting down of that balloon.

>> they said it is deliberate action and that the pentagon had briefed the president about this balloon over montana which is unusual about past balloons like this, and when the president said, okay, shoot it down right now, but the military advised him not to do that because of the risk of the debris could pose to civilians on the ground as well as infrastructure, and not only that, we are told that the officials told the president that the best way to preserve the payload of this balloon, essentially the equipment underneath the balloon that is used according to the u.s. for surveillance would be to shoot it down over water, because it would not be shattering overland, and be able to be recovered by the navy vessels for example and divers. so that is really why the president decided to wait until saturday when it was projected to be over the atlantic to have this balloon shot down, guys. >> well, we should note that the u.s. has jamming capabilities

which the u.s. said they did use while the balloon was over the u.s. natasha bertrand from the pentagon, thank you. and now, there are allegations of what the u.s. could do to china for taking down the balloon, and the right for china to act similarly, and the u.s. flies crude and uncrude surveillance around the chinese air space which is the global hawk aircraft which can fly on high altitude, and also, the poe sigh -- poseidon which is capable to fire missiles, and i had a chance to be there when the chinese angrily confronted that aircraft. >> this is the chinese navy. >> and so the question is if the

u.s. did not heed that warning, and i asked brigadier general patrick ryder about the veiled threats of some sort of retaliation of thoat balloon being shot down, and i was told that we do not conduct any surveillance over the u.s., and so there is no such threat. we do not fly where international space does not allow, and we take the conduct of our surveillance seriously. we always take the safety and security of our service members seriously, no matter where they may be serving as released from

efforts to communicate with the chinese at every level. they were basically the chinese either didn't answer the phone or said that they needed more time. and of course, we didn't have a lot of time. and having those lines of communication in a crisis is very important. i told this in the clinton administration with the chinese bombing of the embassy in belgrade. >> and you have said that they are on the waters edge for a long time, and the attacks are principally coming from the republicans about how soon the command was given to shoot this down, but looking at the decision from the white house, it was to be advised not to shoot it down over u.s. territory, because we cannot

control where the debris land, and what is the white house explanation? >> well, the instant republican response before there is any detailed briefing or before any information has been gathered and it is things like marco rubio saying that the president has been committing dereliction of duty, and the gop saying that there is some formal vote to rebuke the resolution on the same day of the state of the union, and a lot of this happened on the same day of secretary of state blinken is supposed to go to china, but it is important that it is happening before the state of the union address and whether or not this is china's plan or not, but it is a test case of how americans react socially and politically to future intrusions in the space, and will they shoot it down, and how is it

going to be messaged, and who do they perceive the enemy, china or the opposing political party, and because the u.s. media is not centered, china can see it happening in realtime in polling and on cable tv, and there is intel-gathering information, but there is a major political and intel gathering operation happening right now. >> yeah. >> and susan, to that point, does this, does this become in some ways a win for china looking at the way it is continuing to fuel the finger pointing and posturing in this country? >> well, i guess it is a win for china if america overreacts, but as i compare the civil military ooverreactions in the united states with what must have been going on inside of china, it seems to me that the contrast

right now, rescue crews are searching through collapsed buildings and mounds of twisted concrete and metal and some of it turned to dust as you can see there. and there of course they are trying to find survivors of the massive earthquake and the aftershocks. at this point, the death toll 2,300 across turkey and syria, and the number is expected to grow dramatically, and some estimates that it should reach tens of thousands. >> you are looking at the piles of rubble, and you wonder how anybody can get out. there are moments when a child was rescued from the rubble, and sadly multiple powerful

aftershocks have been reported this morning and turkish officials are saying that there are multiple. chad myers noted one that is nearly as powerful as the original earthquake, and we go to istanbul as we are watching and qatar and kuwait is setting up an air bridge to try to fly supplies to turkey and syria, and do we know what is needed where and what is needed most? >> jim, it is a massive earthquake zone, and 10 provinces and homes to millions of people in southern turkey impacted by the earthquake, and we are still getting updates from the turkish officials from the extent of the damage and the casualties and as well, you have the situation in syria. as you mentioned earlier more than 2,300 people confirmed killed in both countries more than nearly 1,500 of them in

turkey alone and hundreds in rebel-held syria, and these are vulnerable population there of displaced people, and then you have got also hundreds confirmed killed in the government-controlled areas of syria. and we have heard, jim, recorded more than 130 aftershocks and some of them so powerful up to 7.5, and one of them an earthquake themselves. and ter figrifying situation foe people dealing with the 7.8 magnitude earthquake, and the situation is dire. turkish officials are saying that thousands of buildings damage and destroyed. many buildings flattened and this happened in the middle of the night at 4:00 in the morning. people were in bed. they were sleeping when this happened, and so you can imagine that the expectation here is that there is very large number

of people expected to be under the rubble. we have heard from president erdogan here who says that they don't know how many people are trapped under the rubble. now, of course, it is getting dark here, and it is going to be challenging for the very frantic and really delicate search and rescue operation that is ongoing. then, of course, there's the weather situation. the temperatures are going to be dipping below freezing tonight. you have got this winter storm that is impacting turkey especially in southern turkey. ice and snow making it very hard for the rescue crews, but also for the millions of people in this impacted zone who are now without shelter, because they have been told to stay outdoors, and they cannot go indoors, because of the fears of the collapse as these aftershocks continue you know, turkish officials are

scrambling right now to set up the shelters for everyone, and as you mentioned, they are requesting support from everyone, really. nato, the eu, dozens of countries so far are offering their support and assistance with this major catastrophe. >> and the need is so great as the rescue operation, and the medical, and shelter and humanitarian needs. thank you so much for the updates. and later today, president biden returns to the white house from camp david, and this is ahead of the second state of the union address. in preparation for the speech, the capitol police are ramping up security around the capitol complex adding a non-scaleable fence. m.j. lee is on the lawn of the white house, and what is the focus expected to be for the speech tomorrow evening, and any changes based ton changes over the weekend? >> well, we have a pretty good

sense of the broad themes and the tone that we expect to hear from president biden. in so many ways, he has been previewing what he might say tomorrow night in the various events and speeches that we have seen over the course of the last few weeks. the state of the union speech from the president of the united states is a way for him to just sort of check in with the country on precisely that, the state of the country and where he believes that things stand, and given that he halfway through the first term, we certainly expect him to look back on the last two years and out the some of the big accomplishments and whether it is on the economy and covid and how far the country has come in that sense, and then we also expect him to preview the next two years and some of the challenges that he sees coming, and what more he would like to accomplish, but ererica, with t

events over the weekend with the spy balloon, and how that might seep into the speech, and containing china is such a big part of the foreign policy portfolio, and over the past few months we are seeing an effort in washington by the administration to mend ties and re-set things with beijing, and obviously, that is a huge area of interest to watch. and now, just in the political dynamics to watch as well, this is obviously the first time that the president is going to be speaking in the setting since congress became divided and talking about the unity he talks about so often, and also a preview of the re-election launch, and a lot of politics an foreign policy is an angle, and he is going to be working on the speech over the weekend, too. >> so much to watch. m.j. lee, thank you so much.
