top of the hour here in the cnn newsroom. >> president biden is making his way to wisconsin. taking his post state of the union message to the battleground state. just after setting the stage for the 2020 for re-election bid. >> the president is calling for union in bipartisanship. despite what we heard from the number of house republicans, the president is vowing to finish the job. >> fighting for the sake of fighting, power for the sake of fire -- power.
7:02 am
that is my vision and so is many of yours. you rebuild the backbone of america. america's middle class and to unite the country. we have been sent here to finish a job for millions of americans that are not on medicare. including young people that need this insulin to stay alive. let's finish the job. we want to have the best educated workforce, let's finish the job. one police officers and police departments violate the public trust, they must be held accountable. do something. >> let's kick things off today at the white house.
7:03 am
how is the administration feeling this morning? >> they are feeling pretty good this morning because they feel like the president accomplish some of the things that they wanted him to in tonight's prime time address. getting the president to layout the strides that the country is made over the last two years. weather it is the economy of covid being in the rearview mirror or the president talking in great detail about some of the bipartisan legislative accomplishment over the last two years. we know that white house officials want the president to be able to reach out to constituents to feel invisible. we had some messaging that we know was catered towards the blue-collar workers. and people across the country who feel left behind. then there was a forward- looking vision.
7:04 am
making the case to the american people on why the country would be better off having two more years of president biden. there were moments in the house chamber that got quite rowdy. i do not know if white house officials anticipated how rowdy it might've gotten in those moments. >> instead of making the wealthy pay their fair share, i'm not saying that is a not an option. i'm not naming them, it is being proposed by some of them. look, folks, as we apparently agree, social security and medicare is off the hook now, right? all right. all right.
7:05 am
>> white house officials really welcomed this dynamic. they could've not choreographed this moment better for themselves. trying to draw the contrast between republicans and president biden. he is going to be taking his economic message out on the road. he is going to take off behind me to travel to madison wisconsin. the first stop of many that we would expect. all of this is going to pave the road for him to make a re-election announcement. that is something i can come in a matter of weeks. >> we appreciate it. republican tensions as we just saw, they are on display on the house floor. they are on display before the presidents speech. george santos has lied about his personal life and his career. >> a remarkable and uncomfortable moment, mitt romney told santos, you do not belong here.
7:06 am
that is according to a member of congress that witnessed the exchange. santos should be sitting in the back and not in the front trying to shake hands with president biden. >> he should not be in congress and they are going to go through the process to hopefully get him out. he should not be there, if he had any shame at all, he would not be there. >> you are seeing more republican voices say that. republican members of the house and new york state like george santos. what is the movement here? is he getting to the point where he will have to step down? >> at the moment, no. there is no mechanism to get them out of congress unless there is an actual vote on the house floor to ask tell him from congress. right now the speaker of the house is not supporting calls for him to resign.
7:07 am
it would open up a special election that he does not want in this very narrow house majority that he has. even so, mitt romney told me last night that he is disappointed in kevin mccarthy for not calling on santos to resign. on the floor last night there was ample tension. calling out joe biden, heckling biden and calling him a liar over his comments saying that republicans are pushing for social security and medicare. he urged members to not have outbursts because it would undercut the message coming out of the state of the union. i caught up with one of the members that did haggle joe biden, she told me, she has no regrets. >> speaker mccarthy seems to
7:08 am
think that you took the bait from the president last night. >> i did not take any baits. i am a representative of the people, that is what i did last night. i got so many messages from people in my district and it was like i won my election again. people are pitstop for the president of the united states to come into the people's house and lie about the economy, the border, and act like he is terrified of china and unwilling to talk about the fact that they spied on us last night. he got what he deserved and i'm not sorry one bit. senator mccarthy is not upset with us for expressing our views and allowing the president to lie. what will i do? golf clubs? i do not clap for liars. >> this is reminiscent of what happened in 2009 when barack obama gave a speech about healthcare. you live. that is not something that mccarthy wanted to happen here on the house floor.
7:09 am
he believes that some took the bait. he believes that what he did is smarter and not giving into what president biden was trying to do an egg them on. no regrets. bob good also called him a liar last night told him the same thing. he claims that joe biden deserved it. >> that is quite a moment in the house. thank you so much. maybe that moment that is getting a lot of attention this morning. republicans are health link during the presidents state of the union address. social security and medicare of course really got a good reaction. >> the president was trying to get the members and the members are passionate about it. he said something that we know is not true. social security and medicare are off the table. >> there is speaker mccarthy
7:10 am
reacting this morning. listen, i think it is interesting that you have the speaker this morning and the speaker had said that prior to the state of the union. there were republicans that were calling for this. both things can be true in this moment. they are reporting that they feel like they have not choreographed this better. there was choreography. in terms of the economic message. >> republicans have boxed themselves in. they care about deficits and their concerns go underground for a few years well the president is a republican. they keep saying that they care about deficits. some of them actually have called for major changes to the entitlement programs. they explicitly sent to raise the retirement age. some of them have called for these things and some of them have rolled out.
7:11 am
they have done every mathematical path to get deficits down. raising taxes, cutting defense, wiping out the discretionary defense spending. those things are unpopular to do. they boxed themselves in. they think it would help them to say, we are responsible but then if you actually look at the kinds of things that would be required to achieve that fiscal responsibility, they are not popular things to do. >> a lot of uncomfortable conversations and decision- making. people perk up when they hear social security and medicare and medicaid. part of his goal there is to make people feel better about things. people do not feel great. also his goal was to show, i get it, i get these issues. one of the things that really
7:12 am
resonated, when he called out all of the different fees, it is $50 for your family to sit together on the airplane so that you can have your kids with you on these resort fees, those are all really relatable, could there be some action there? >> it would require legislative action to do some of these things. i realize that these are small potato kind of issues. the fees you get charged when you go to a concert and hotel room. they are annoying. they get under my skin. they are relatable. will the emphasis on those things be enough to draw away the frustration that americans feel about broader forms of price increases that they are experiencing every day? it is moderating but it is higher than it normally is. i do not know. i hope that for my own sake that they do go after these
7:13 am
resort fees. i do not know if that is sufficient to make people feel like their finances are keeping up with the cost of living. >> do you think there is something that the president could've said in that moment? we look at other signs that things are better. there are a lot of people in this country that say, i feel like i am worse off. is there anything? >> it is a bit of a puzzle at this point. the job market is very strong. hiring has been going up. inflation is too high. if you look at the consumer sentiment numbers, they are out of sync with that data. if you talk to members of the administration, they will blame the media. people look at their bank accounts and they are going to
7:14 am
be upset. people in the administration have also said that people are worn down because of covid and that is the reason they are so sad about the economy. i don't know. i think the challenge for the administration is to celebrate the wins with outstanding tone this -- there are struggles because of price increases. >> we appreciate it. thanks. the ukrainian president is meeting with king charles at buckingham palace. he arrived in london this morning after his second trip out of ukraine since russia invaded a year ago. he already met with the prime minister and addressed parliament. >> we know that freedom will
7:15 am
win. we know that russia will lose. >> last night he thinks president biden for voicing his support for ukraine during the state of the union address. here is what biden said. >> we stand for the most basic of principles and the rights for people to live free of tyranny. will we stand for the defense of democracy? it keeps fees and it prevents open season that threatens our prosperity. one year later, we know the answer. yes we would, and we did. we did.

7:19 am
and they are saying very specifically, the ukrainians need this to prosecute the war effort. if they cannot do this, they cannot win. >> let's talk about what folks are concerned about right now. russia has mounting the forces. when i speak to the u.s. military officials, they say sure, they are not capable forces or well-equipped or armed. should the ukrainians be afraid of the russian offensive? >> yes they should. one of the things to think about is quantity. when you look at -- >> the reason that we have the pictures is because they seem to be a softening the battlefield. >> you are seeing preparation of the battle space. you see some of the things that
7:20 am
can happen here. the russians could potentially move in this way and go after -- right here. there is a possibility they can roll back the gains that the ukrainians made. >> that only happened a few months ago. >> exactly. when you see what can happen in the south and the north, because when you see what you are doing, the ukrainians took the city but it is under russian artillery range. it is not a safe place to be. these natural boundaries are helping the ukrainians and the russians. if they get the more maneuverable forces, they could for the river and go back this way. maybe those things can be essential there. thank you so much as always. still to come, president biden warned of china last night and said that we will act
