to the captain, police. >> you see magic johnson there as well. lebron is now a laker. kareem still a legend. that's all for now. abby phillip picks up our coverage right now. ♪ hello and thank you for joining us, i'm abby phillip in washington. president biden has just arrived in wisconsin after last night's optimistic and at times fiery state of the union address. it is no accident that after he repeatedly vowed to finish the job, the president's first stop is in a 2024 battleground state. and last night, when he wasn't listing his economic gains and bipartisan policy wins, biden was sparring with republican hecklers. >> some republicans want medicare and social security sunset. i'm not saying it's the majority. let me give you -- anybody who

doubts it, contact my office, i'll give you a copy, i'll give you a copy of the proposal. i'm not -- politely not naming them, but it's being proposed by some of you. look -- >> and there was another key moment that may have stolen the show. another display of gop infighting on the house floor. and it involved embattled republican george santos. we'll break it all down for you. we have arlette saenz traveling with the president and manu raju is on capitol hill. i want to start with you, the white house, they're feeling good about the speech today. do they see it as the preparation for what could be the launch of president biden's 2024 campaign? >> reporter: well, abby, president biden definitely showed off a fighting spirit last night as he showed a willingness to go toe to toe with republicans and that is

something that will certainly play out on a 2024 presidential campaign trail. the white house viewed the speech last night as starting as a split screen that they believes serves in their advantage. with the president touting the progress that's been made in this country. while republicans sat and jeered and heckled him. and that is going to be part of the delicate balance the president has to strike in the coming months. he wants to call out republicans for area where is he believes they differ, on things like economy, taxes and much to the republican chagrin, social security and medicare. butted president is also seeking to highlight some of the bipartisan work that he's done that has led to some of the progress in this country. one of those areas is on some of the economic proposals, such as that infrastructure law that he signed. and here in wisconsin, the president's focus today will be on manufacturing as he's trying to tout some of the investments that have come since he took

office. but last night, you heard the president trying to strike a pop populist tone. trying to appeal to blue collar voters. >> volkfolks, my investment in people who have been forgotten. so many, i know you feel it. so many feel like you've simply been forgotten maybe the people of the past four decades, too many people have been left behind and treated like they're invisible. i get that. that's why we're building an economy where none's left behind. jobs are coming back. pride is coming back. because choices we made in the last several years. >> reporter: and that is a message that the president has brought here to wisconsin in the past. i remember traveling with him after the 2020 campaign, and he was trying to make the same types of arguments to try to

appeal to working class voters. of course, wisconsin is a critical battleground state which he narrowly won against president trump at the time. and continue the messaging in this state. one through line consistent throughout the president's speech was the idea of finishing the job, finishing the job on the accomplishments they'd may have so far. certainly an argument he will carry into the 2024 campaign as a likely bid is expected in the coming weeks. >> and, manu, i know you remember back in 2009, when congressman joe wilson yelled you lied in president obama's speech. and the year since nancy pelosi ripped up president trump's speech. you had marjorie taylor greene and lauren boebert screaming at president biden's speech in the past. are things deteriorating by lawmakers? >> yeah, it wasn't just one member yelling out you lied last

night. it was multiple members. and republican members who did heckle joe biden last night are defending their decision, they're defiant. even though some other members of the republican congress believe it was simply a distraction. that's what kevin mccarthy believes as well. he believes that republicans who heckled joe biden essentially took his bait, the president goaded them and essentially they've pushed back and now they've created a narrative they don't want going forward. but i asked some of the members about mccarthy's concerns and they pushed back. did you yell out liar? >> i did. >> reporter: you did? >> i did. >> reporter: do you feel that's something that could look badly upon you heckling the president in this forum? >> well, i think the greater offense is for the president to lie to the american people about something so important. >> yeah. he got exactly what he deserved, and i am not sorry, one bit. no thank you, i don't talk to liars. >> i think the decorum here has been terrible on all sides and that needs to go away.

the sooner we can get back to treating each we are with respect and dignity, the better off this country. >> there's a decorum with the state of the union. and on either side, i think it's na inappropriate. i don't want this to be routinish and being disrespectful to the president in the state of the union. >> reporter: behind closed doors, kevin mccarthy told his conference yesterday to be aware of the fact they're going to be on camera, that there are hot mics. he wanted to show the republican party it appeared different than the member, the people and the country saw, in the beginning of january that went to 15 ballots and elected the next speaker of the house. he did not want to show that messy side that led to his election as speaker. instead, he didn't want to hear any of this heckling. but they did hear the heckling but nevertheless, mccarthy is ready to move on. he said that his members took the bait but as you can see from that sound there, abby, they don't believe they did in that. >> yeah, you could literally see

mccarthy suhushing them from th podium. manu, the other congressman that has been a thuge distraction, george santos, he was confronted by mitt romney last night. what do you know about what they said in that moment? >> reporter: yeah, mitt romney told him you don't belong here. romney telling him he does not believe that george santos should be a member of congress, in fact, saying he believes he should resign. when i asked mitt romney about that yesterday, he made it very clear he didn't think santos should have been so out front and shaking the president's hand. and he also believed that kevin mccarthy should call on santos to resign. >> i didn't expect that he'd be standing there trying to shake hands with every senator and the president of the united states. he shouldn't be in congress and they're going to go through the process and hopefully get him out but he shouldn't be there, if he had any shame, he shouldn't be there.

>> reporter: are you disappointed that kevin mccarthy did not call him to remind him? >> yes. >> reporter: mccarthy said there's an ethics committee process that will play out and he's expected to face investigation. but mccarthy has not gone as far with the republicans in new york and to flip to the democratic side to tighten his already narrow majority if santos were to step down. abby. >> what a moment, manu, we've seen a lot on the hill that was certainly one for the books, thank you so much. with me is democratic strategist maria cardona and republican strategist alice stewart. maria, obviously, 2024 is the context for this. you're a democrat. did biden show democrats actually who may be the worst skeptical people on this that he has the juice for another run? >> undoubtedly, abby, i think that was one of the most

important takeaways from last night's speech. because if you were anyone, and you're right, including people in my own party who might have had misgivings about whether joe biden is up for a re-election fight, because it will be a fight, i think they came away last night saying yes, absolutely. he's not only ready, but we should be enthusiastic about a joe biden re-election fight. because what he demonstrated, abby, is that he not only has been able to deliver these past two years massive accomplishments on behalf of the american people, both with democrats and as well with bipartisan help, so he demonstrated he can actually reach to the other side of the aisle and get things done on behalf of the country. but he as demonstrated that moving forward, he still has plenty of fiery fight in him. and plenty of ways to go about expanding those who are not just supporting him now, not just who supported him in 2020, not just

who supported democrats in 2022, but he wants to expand the pool of americans, by showing that he is fighting for everyone. we talked about how he did a lot to show blue collar, working class america, that he is there for them. he talked about very specific issues. he talked about big, broad issues. he really showed that he is there from a substantive standpoint. and he was funny and he was witty and smart and fiery. and really brought it to the republicans and showed them what real leadership looks like. >> alice, i know you'll respond to a lot of that but the speech was according to cnn's polling pretty well received. 72% said they had a positive reaction. that's pretty much in line with the last few addresses that biden has given. obviously more democrats tend to tune in when it's a democrat giving the state of the union address. but from a republican's perspective are there things

about a potential 2024 biden run that republicans should be nervous about. i mean, this is a man who has often been underestimated. >> well, look, we can all acknowledge president biden is a very friendly and he was fiery last night. when he gives a speech, it is received positively across the aisle. but the problem is i hate to correct my friend maria, while he did point out the accomplishments of this administration, he also threw out red meat to the progressives talking about everyone will pay their fair share. just because the president says this does not make it so. we look at recent polls, abc "washington post" follow, while the president touts great job numbers, 44% don't feel they're better off when he took off. 6 in 10 democrats don't want to see him run for re-election. and i think governor sarah huckabee sanders and the gop response speaks for a lot of

republicans who feel that she is the youngest governor in the country. and he as the oldest president in american history, it's a person example of this is time for a generational change in america. it's time for republican leadership. and she made it clear, pointing out several cases with regard to how he has failed to secure the border. his failure to stand up strong and early on china. and a lot of the economic problems that we're still having. she made the case that he is infit to continue to serve as commander in chief. and there are many republicans who feel the same way. the goal now is to find the best republican to stand up whether against him or the democratic nominee as we head into 20 the 24. >> alice, since you brought it up, i want maria to respond. i want to play a little bit of what sarah huckabee sanders had to say in her response. >> the dividing line in america is no longer between right or left. the choice is between normal or crazy.

it's time for a new generation. of republican leadership. i'm the first woman to lead my state, and he's the first man to surrender his presidency to a woke mob that can't even tell you what a woman is. >> this seems like a pretty strong kind of culture war argument, to be frank, i mean, maria, what does that say to you? >> it says to me that they absolutely -- republicans have absolutely no interest in expanding their party. and alice just said it, she said that the republican response by sarah huckabee sanders really spoke to republicans. and that is a huge problem. because if republicans do not expand, the ways in which they reach out to new voters, younger voters, voters of color, women voters, they are never going to win the white house ever again. so, i welcomed sarah huckabee

desperation is growing more dire by the second in earthquake-ravaged turkey and syria as the so-called foo24 ho golden window. earlier there was a miracle, rescuers cheering as they pulled six people, including this child with short brown, curly hair out of the debris. that glimmer of joy amid so much grief. the death toll is now 12,000 people. making this disaster one of the deadliest quakes in decades, cnn's nick paton walsh is inside

the region where the 7.8 magnitude epicenter was recorded. nick, what are you seeing in this hour? >> reporter: yeah, absolutely right, abby, to say that window of rescuing people alive is certainly closing. it is still bitterly cold here. and the commotion you can see behind me is the continued bid in the dark of night to excavate. i think it's fair to say they're moving in a way that shows a lot less of the caution that when we saw when he first got here last night, piecing their way, very carefully, sometimes, by hand, listening for survivors, it's noisy, it's fast-paced. and sighi also have to tell you today, to this time, so close to the epicenter, we've seen a lot of bodies pulled out. devastating numbers. a 4-year-old pulled away in a blanket here. an 8-year-old girl, a number of men often lined up in the

streets in large numbers with tarp p tarpaulins. and president recip tayyip erdogan of turkey, he flew into this town today as part of a trip of earthquake-ravaged areas. i think he accepted it to say the government's response that first day wasn't that fast. and also fair to say hampered by appalling conditions. and there is anger that something was not done fast enough. you'd feel it too if you felt they couldn't save your loved ones. on top of that piece of rubble today, we climbed up to see medics rush in. they thought they found somebody alive. sadly, they left with their stretchers empty. and the daughter of the man who died furious that nothing had been done fast.

we'll see this play out for days across turkey in the wreckage of how any person could have done more, responded faster. but right now, the digging continues, the bodies that are brought out, so many of them lifeless. abby. >> so many doing so much to try to save whoever they can at this point. thank you, nick paton walsh for that report. and ukrainian president volodymyr zelenskyy made a surprise visit to the uk today just his second trip overseas since russia invaded his country. he met with king careharles iiid the prime minister and he also delivered a rousing speech to members of parliament. >> translator: do we have a feeling that it will crumble once again? i can see in your eyes now, we think the same way as you do. we know freedom will win.

[ applause ] >> cnn's scott mclean is in london for us. scott, what is the british government saying about that possibility of sending fighter jets over to ukraine? >> reporter: yeah. it is very complicated at this point, abby. but, look, president zelenskyy was very clear that his country needs them, fighter jets, long-range missiles. those are at the top of his wish list, and he made that abundantly clear when he spoke to lawmakers earlier today. in fact, he seemed confident that he would actually get fighter jets. two years ago, he thanked lawmakers for the delicious tea, this time he thanked them in advance for the jets. now, the uk is not sending fighter jets, but what they are committing to is more sanctions on russia and more training of ukrainian troops. part of that training includes training ukrainians to fight

fighter jets. the caveat, the uk included here it's just not that practical to send fighter jets to ukraine because these are complicated machines and the training on them takes a whole lot of time. the prime minister earlier today was asked to clarify his stance, why they're providing the training but not the jets. and here's part of his answer. >> we've been very clear, and we've been clear for a long time, that when it comes to the provision of military assistance to ukraine, nothing is off the table. >> reporter: and prime minister went even farther than that saying, look, the first step for providing advanced aircraft is actually training ukrainian pilots, ukrainian aviators to actually fly them. now, another thing that's on the ukrainian wish list is long-range missiles. specifically missiles that can go 200 miles. the hesitation from the west is they may be used to strike within russian territory. russia itself, not just

today, a troubling new admission surrounding tyre nichols' death. according to internal memphis police documents, demetrius haley, one of the five former officers who were charged with murder admits to taking pictures of nichols after that deadly beating. and texting one of them to several people. now, surveillance video did capture that moment. and there's a warning here for you watching at home that we're about to show you something that may be difficult to watch. here is nichols already handcuffed, propped up, bloodied and appearing to lose consciousness, when haley grabs his phone and snaps a photo. now according to a police document, haley sent the memo to five people, including one civilian employee and two p.d.

officers and one female acquaintance. joining us is sergeant dorsey, retired police sergeant. sergeant dorsey, hearing that and seeing that video, what goes through your mind to just hear also that haley admitted that he did this? >> well, it just speaks to the immaturity and the lack of humanity that this officer and the others who were on scene displayed. i think it's so important for officers to be psychologically re-evaluated on a regular basis. and now i'm going to say, you know, particularly before you unleash, in this case, unsupervised, ill-trained miscreants on to a community. you're going to put them on a specialized unit where they're out there hunting elephants that they need to make sure they have the right skill set. and when they get out of that unit, let's face it, officers in

patrol can see gnarly stuff and it can get you twisted if you're not careful. >> and tyre nichols' parents attended the state of the union address last night. and this morning, they spoke with cnn's don lemon and they shared their message to congress. take a listen. >> moye message to congress is that if they had passed a george floyd bill initially, my son may not have died tragically the way he did. so, i think that congress needs to get together, both parties, and get this bill passed. so that no one else has to suffer the way we're suffering right now. >> what do you think about that? would the george floyd policing act -- could it have saved lives -- could it have saved specifically, tyre nichols life if it had been passed? >> it's really unfortunate and

almost unconscionable that the handlers and the spokes speaking for them and through them have convinced this family that somehow passing the george floyd reform act would have saved their son's life. be clear, what the president talked about last night was banning certain activities by federal officers. he said that, federal officers, for a reason. federal officers did not shoot breonna taylor. federal officers did not murder tyre nichols. federal officers didn't sit on the neck of george floyd. nor did federal officers choke eric garner. and so, the problem is local. and it needs to be addressed with mayors who have police chiefs who are looking the other way. those chiefs serve at the pleasure of those mayors. and that's where change is going to come. not federally. i don't say no to whatever the president might want to do, but the george floyd justice and reform act in many cases does a disservice to the man's legacy. it would change nothing.

>> it's an important point that a lot of this is happening at the local level and requires local solutions as well. sergeant dorsey, thank you, as always, for your insight into all of this. and lawyers representing the family of gabby petito have released a selfie photo found on her cell phone after she was murdered by her fiance. it shows her face bloodied and scratched on the very same day police stopped her and brian laundrie to investigate a domestic disturbance call. her family accuses the officers of ignoring how serious that assault was and not providing the protection that ultimately could have saved her life. cnn's jean casarez joins us with more. jean, how significant do you think this photo is for the purposes of this lawsuit? >> well, we've never seen it before, abby. this is the first time, the allegation was made in the wrongful death complaint with the moab city police department and moab city itself.

but we've never seen the photo until now. i spoke to the attorney brian stewart, one of the several representing the petito family, her photo was never recovered. they took the cell, it was recovered from the cloud because they don't have that phone and they believe brian laundrie threw it away. and brian stewart's experts have told me they looked closely at the photo. what that they're assessing, first of all there was a gash on her face made by brian laundrie. and they believe his hands grabbed her in the face area quite a few times, enough times, that fingers got blood on them because they say it smeared blood on the forehead, on the eye, to the side of the eye and to the side of the mouth. now, in the wrongful death lawsuit, here's what they say,

at some point prior to interaction with moab police officers brian grabbed gabby by the face so forcefully that he cut her cheek and drew blood. gabby took a photograph which shows blood across her nose and her left eye. and in that body cam video that we have all watched over and over again, it goes for an hour and a half. they talk to abby. you never see a close-up of her face, though. the allegation is that officers saw these injuries. they asked her about them. they never questioned brian about them, they seem to take more of an interest on injuries that brian had. and they ultimately determined that gabby was the aggressor in this whole situation. and they almost arrested her. they told brian there would be a no contact orlader. he could go to the police department the next day and undo that very easily, so they didn't do that.

pregnant women is now inspiring a new u.s. task force. their goal, expand blood pressure screenings across prenatal care. this is coming as the cdc is warning hypertensive disorders in pregnancy appear to be rising. cnn's medical correspondent dr. tara narula joins us now to discuss. dr. narula, why is this new recommendation so important at this particular moment? >> well, this is a draft recommendation that's open for public comment until about march 6th. and expands on the 2017 recommendation that all pregnant women be screened at prenatal visits for me eclampsia. now natal groups say we shouldn't just be screening for eclampsia, but pre-eclampsia and all conditions of pregnancy. why is this important? as you mentioned hypertensive situations are on the rise.

many pregnant women are getting older. they may already have hypertension. they may be obese or over weight. but we know that cardiovascular disease is the cause of mortality. and coming from pregnancy. in addition, we know a lot of these deaths take place within the first six weeks postpartum. they predominant disproportionate affect people of african american decent. it's simple to screen for blood pressure. what needs to happen just just screening but plugging them in postpartum care. if they did, they should be connected to a cardiologist or a primary doctor after. because the hypertensive disorders of pregnancy are risk factors for hypertension in the future and cardiovascular disease in the future. so, every doctor should be taking a pregnancy history because that informs us a lot about a woman's future risk of
