type of significant intelligence collecting capability or what they might have been intended for. at this white house briefing, what you did hear from national security spokesman john kirby is there is clearly a shift into a robust, all-of-government approach to get more answers, not just to the three objects shot down over the course after a three-day period but what they're seeing in the skies. the widening of the apertures, it's at least one element of why we've seen this more over the course of the past couple days. as you noted, victor, this is unprecedented in terms of u.s. fighters taking out things from over u.s. skies. this is john kirby's response. >> where we go from here, i think we just don't know right now in terms of whether they needs to be threshold changes as you put it. i think it's important to take a step back here. what the president did was ordered these actions with the safety and security of the

more about these objects from u.s. officials. what are they saying? >> reporter: u.s. officials are giving us an early read on what these objects are believed to have looked like with u.s. officials saying the object that was down over alaska is believed to be a metallic object that broke into several pieces when it was downed onto the sea ice. the waters have frozen around alaska. they're also telling us that both of the objects down over canada and over alaska are believed to have had pay loads. we don't know what's in those pay loads as phil was saying. the other thing is that all three of the objects are not believed to have propulsion, meaning they were going in the wind stream, didn't have control over the direction that wind stream was taking them or how quickly they were traveling. they're all believed to have different appearances. still a lot of questions here, bri

brianna. we heard from john kirby very clearly that the three objects taken down friday, saturday and sunday are very different from the chinese balloon that was taken down. the chinese spy balloon was traveling at about 60,000 feet elevation, these three were flying -- two at 40,000 feet, one at 20,000 feet, meaning all three posed a threat to civilian aircraft. the chien niez spy balloon is something the biden administration, u.s. intelligence officials were tracking before it came into u.s. airspace. for these other objects, it's not clear they were tracking these at all. they don't believe they have surveillance capabilities or intent, but they don't know that. due to the threat to civilian aircraft and due to the possibility that they were surveilling what was below on u.s. grounds, those are the factors that led to them taking down those objects. i do want to address the question of aliens here, because

that has come up. we heard yesterday from a top u.s. general saying he wouldn't take that off the table as a potential relation to these objects, but we heard very clearly from john kirby today at the white house podium saying he doesn't think the american people have any reason to be concerned about aliens with respect to these drcraft. we heard also from the white house spokesperson saying there's no indication with aliens when these were taken down. they're trying to take that question off the table right now. >> conspiracy theories have been running wild. i know a lot of alien, i guess, believers were sort of let down, deflated. >> so many questions that have not been answered. this is where a lot of this metas metastasizes. democratic congressman josh gottheimer is on the house intelligence committee and is co-chair of the bipartisan problem solvers caucus. congressman, good to see you.

thanks for being with me. had you learned more about these three most recent objects that have been shot down that you can add to what we've learned this afternoon? >> we were briefed, of course, on the balloon over south carolina and obviously china's unacceptable provocative actions there and what we learned from the administration in terms of the intelligence gathering, we haven't learned anything additional beyond what's been in the public space on these last three objects, alaska, canada and michigan. we should be getting a classified briefing, i presume. we've asked for it in the coming days. that's where we are right now. >> on the point of disclosure, i want you to listen to the ranking member on the house intel committee, democrat jim heim on the disclosure, what we're hearing and not hearing from the administration. >> i have real concerns about why the administration is not

being more forthcoming with everything it knows. in the absence of information, people's anxiety leads them into potentially destructive areas. i do hope that very soon the administration has a lot more information for all of us on what's going on. >> we learned a little more today, but we also learned more about the process, not the actual objects. how do you assess the degree of transparency, the disclosure from the administration on these objects? >> i agree with jim. i've spoken to him. i think what would be constructive here, and as you've pointed out, we heard more in the administration today in terms of the secretary of defense and white house security council, those are good steps. it would be good to hear from the white house more, the president, about exactly what the process has been here and what we're learning and what their strategy is because the point is, when you don't give information, there's lots of misinformation out there. i think the public obviously,

and i've heard from a lot of my stints, they want to know what's going on, what threats are out there. these are obviously different instances, but the military has taken action. i'm glad we've taken action. i commend the military and the guard for being decisive. i think that's the right steps. but we need to hear more and learn more. >> you don't think putting admiral kirby out is enough. you think the american people need to hear from the president about these objects? >> i think it's good action that we heard from the admiral and we're hearing from the secretary of defense. those are all good steps. i haven't heard the full briefing from the secretary of defense, if there's more detail out there. i heard him cut off a minute ago on your program. the bottom line is this, whether it's the president or the white house or others, we need more information out there because people are concerned. the bottom line is this, i think it's good we took action -- decisive action against china. i think it's good we're taking action here especially if aif

situation is threatened. obviously that's the right steps. we need more information. >> after the balloon was shot down which china claimed after denying and eventually asked for it back, the question is are these other three items of chinese origin? bianna spoke with former secretary mark esper saying he doesn't believe these are chinese spy balloons. based on them not having propulsion, to have pay loads, the third shot down yesterday did not. >> as i mentioned, i've asked for a briefing to learn more. in the meantime, unless the administration makes that public, we haven't learned anything, specifically where they're from. we know what they have said is they were at 40,000 feet or below threatening aviation.

i think we clearly made the right decision. i'm sure they're learning more as they collect the debris and figure out exactly where they're from and what was involved in those pay loads. >> we heard from the president through a pbs interview last week that he said this episode does not hurt u.s.-china relations. what we heard from john kirby today, and i wrote it down, this certainly is not helpful in moving in the direction that the white house was hoping to move. how do you think this episode impacts the relationship between the u.s. and china? >> i agree it's unhelpful. i think it's really important that we keep channels open. i think dialogue is critical. we have to understand they have taken aggressive action, unacceptable and provocative with the balloon. it's important we keep talking, but make it clear to them and i think it was the right decision that secretary blinken canceled this trip. make it clear to them that this is unacceptable.

i'm sure that's the dialogue that's going on right now. >> let me ask you one more -- on a different topic, but we're not going too far. this is on tiktok. you know there are plenty of states that have either started or enacted bans or are working toward potentially banning the use of tiktok by state employees on state devices. the senate majority leader was asked over the weekend about potential national ban of tiktok. he said it is something that should be looked at. do you support a national ban on tiktok? >> well, i agree with him it's something we should look at. i've had legislation on this where clearly they're using tick together to both -- there's no protection -- not a lot of protections for kids. there's a lot of information we know they're stealing, the chinese government through tiktok and a lot of privacy concerns overall, and especially with our children. i think we need to aggressively

>> to quote a famous line from jay-z, no one wins when the family flueuds. we see with this republican caucus in the house there's a lot of feuding going on. it remains to be seen whether there will be, let's say, five house republicans who would, if all else fails, join a discharge petition -- what's called a discharge position, join with 213 house democrats and force a floor vote on a clean bill because the white house is signaling and democrats in congress are signaling that they are not willing to agree to the demands of these republicans to simply, especially as part of a process that would simply honor our commitments. i think people widely conceive of the budget negotiation as the more appropriate vehicle forgetting some of these cuts that folks are talking about. until they articulate what they actually want to cut, you can best believe democrats are going to refer to prior statements

from people in the house and the senate on the republican side about their intentions to cut social security and medicare. >> mondaire, sticking q you, assuming there is some sort of plan that is agreed upon among these five families, do the democrats then risk liking like they're the unreasonable party or the administration specifically because they have said from day one they will only take a clean bill and nobody wins, regardless of which party if the country does default? >> i think given that this is something that should not be controversial, that we're talking about people, this country just honoring the commitments that it's already made, paying its debts, that it's really a high -- a tall order to put the blame on democrats for something that should be a routine negotiation or not much of a negotiation at all, so to speak. look, part of this is what are republicans going to propose cutting? that's a big part of it, in

terms of how reasonable the republican party's demands are going to be perceived. i really think democrats have the better posture in this situation. i think you see it in terms of how vehement the response was when the president alluded to plans by certain republicans to cut social security and medicare. they're very sensitive about this, and they know they may have asked for -- may have gotten more than they bargained for. >> s.e., on what republicans will propose, social security about 21% of federal spending, medicare, medicaid, championship, aca, another quarter percent about. defense and national security 13%. is defense off the table for republicans to cut do you think? >> i mean that depends on how much sway people like marjorie taylor greene and the house freedom caucus have. these are the folks saying america first, no more money for ukraine. we'll see how empowered they feel. to mondaire's point, listen, i

russia has already started a new offensive in ukraine. ukrainian officials are already seeing a high tempo of russian attacks, what they fear is a prelude to a massive new assault. >> one ukrainian official says there was record shelling in the east this weekend, but these drone videos also show heavy losses for ukrainian tanks. cnn's david mckenzie is in ukraine.

david, does ukraine believe a new russian offensive has begun, it's under way now? >> reporter: victor, you can't really set your watch to it. what you have seen is this very significant uptick of attacks in certain parts of the eastern front. according to the nato secretary-general at least, he believes this has already started. >> we've seen it start already. we see what russia will do now is send in thousands and thousands of more troops, accepting a very high rate of casualty, taking big losses, but putting pressure on the ukrainians. >> reporter: the pressure is being felt mostly around that eastern front, around vul hleda

where you see russian troops in wave after wave and getting obliterated by ukrainian forces, at least based on the evidence we've reviewed. they've been hitting minefields, attacked by drones and art artillery. even the russian supporters are criticizing the russians for throwing a huge amount of resources without much gain. one of the biggest issues with the ukraine space is they're running short of basic large caliber ammunition. that's something nato will be discussing into tomorrow to try and ratchet up production to get them to the front. >> the delivery time to deliver that ammunition is actually increasing we heard from stoltenberg to 28 months from 12 months. quickly, david, there are qu conflicting reports as to whether russia is gaining

traction. from what you're seeing, is this a formidable, reconstitutioned russian force? >> bianna, it's certainly too area to tell. in the areas of bakhmut, it's strategically important. if you look at this sent out by the wagner mercenary group, it shows wagner in place in what are significant parts of that satellite village, of that area. the russians say they've largely taken control of this zone. the ukrainians dispute that. our teams on the ground are seeing that the entrances and exits of these towns are under russia fire, which means for all intents and purposes, they do not have full control anymore of that zone. i remember being here several months ago and speaking about the same towns and villages that were under constant bombardment then. so whether this attritional

warfare brings any closer the aims of the kremlin to take over those areas in the east, it certainly doesn't seem like it. this is very, very intense fighting, and neither side can potentially hold out forever with this kind of warfare. >> david mckenzie, thank you. retired u.s. army major mike lyons joins us now. let's pick up with the claim from this wagner group claiming control of back mud. it's not just the ability to take over the village, but the ability to hold it. do you think the russian forces are better equipped this time around to hold this territory throughout the rest of the winter into the spring offensive it's expecting? >> victor, it's going to depend on how many reenforcements that russians can get into the town and whether they decide to go on a full offensive.

if they did, they would bypass that and not just look to stay there and hold it. what i see happening right now from a military perspective is a covering force battle. that happens right before the primary larger offensive scale operations. reports i've seen show them fighting along a front of about 500, 600 kilometers, very wide there in the east. again, it's not giving the russians enough time to reenforce with certain soldiers as they planned on doing. ukraine is doing a very incredible job using artillery to fight back, as you saw, attacking some of the russian soldiers in the open. >> the casualty rate, as you know, on both sides is extremely high. we don't know specific numbers. they've been pretty opaque from ukraine and perhaps that's understandable. but how should they approach in the early days of the offensive?

>> we have to be very concerned that the equipment can't get there on time. we don't see tanks showing up there. there are certain videos you see on the internet. but they're howitzers and the like. also, the ammunition, that in and of itself is a tremendous problem. as the secretary-general said, if nato countries don't start mobilizing more artillery rounds, it looks like ukraine runs out of ammunition in the next few months given the amount of artillery the russians are firing at them. >> we heard from secretary-general stoltenberg that, for example, the large-caliber ammunition increase friday a 12 to 28-month order placed to delivery time. something ordered today would be delivered almost two and a half years out. will there come a point at which the allies will say no, we simply cannot give you more because we don't have it to give? >> i think that's going to

depend on how well the ukraine military does over the next 90 days. if the ukraine military can actually threaten russian troops, maybe more in the south, maybe threaten crimea. if they can do that and show they're making advances and at least get to a hard stalemate on the ground, then maybe they negotiate. the position they have is still not what they want because they've still given up some land to russia. i think it's going to determine how well they fight. if they get russia to the negotiating table, it's going to be a potentially long haul, though. we'll have to industrialize some of our industries in order to make sure we can meet that requirement. it's definitely excessive. >> there's no indication that vladimir putin is serious about getting back to the negotiating table any time soon. we know ukrainians continue to ask for longer-range weapons. thus far the united states says no. there's a "washington post" report that says that ukrainian officials have only launched these long-range, more advanced

weapons, the himarches in particular with coordination from the united states. do you think hearing that is a sign from ukrainians that perhaps they can be trusted with these longer-range weapon and won't be directed into the russian federation itself? >> the himars are giving the ukraine military an advantage in what was in the past mass fire weapon, destroying wide swaths of land in areas. now they can be much more precise. but the longer-range artillery fire and missiles and rockets is what ukraine wants. i think there's a real risk for the united states government to do that as those become truly offensive weapons. they could be launched into the sea. they could be launched over the border into russia. i think that's where the slope becomes slippery where, if ukraine wants to decide they want to do that for their own survivability, once we give those weapons to them, we can't get it back. i don't know that it's a matter of trust, but the type of

warfare for those weapons, they're purely offensive. >> you said we would have to. i wonder if we means the west, the allies of ukraine, would have to industrialize some of our industry to provide ammunition to ukraine. are you talking about invoking defense production to pass that ammunition on to a third nation? is that what you're saying, or am i getting that wrong? >> i'm talking about actually manufacturing. talking to people in that industry, 155 artillery rounds consists of dynamite shells that are easy to manufacture. the fuses are mechanical timed fuses. the different components for those to be manufactured takes time. we'd have to secure the raw materials to do that. the united states manufactures 450,000 to 50,000 rounds for itself on a monthly basis. in order to help ukraine, for example, other nat tow countries would have to supply about that

. this week we will get our first look at parts of the report from that special grand jury in georgia that's been investigating donald trump's actions in that state after he lost the 2020 election. >> cnn's sara murray is following the story. sara, what can we expect from this report? >> reporter: one of the things we do know is included in this report is the special grand jury's recommendation about whether anyone should face criminal charges, whether that's donald trump or any of his associates for their actions around the 2020 election. that part we are not going to see publicly this week. the judge made clear in this ruling that he thinks because of the district attorney's on going

investigation and because essentially when you go before the grand jury, you don't take an attorney in with you, because people are being talked about in this granted jury report, like donald trump, the former president, who did not appear before the grant jury, that this full report shouldn't be made available. there are sections that could give us an indication of where the grand jury is leaning. it's interesting because we don't see this kind of evidence before anyone faces charges. the judge says he's going to release the introduction and the conclusion of the special grand jury's report as well as a section that specifically has to do with witnesses the grand jury believes may have lied. that's important. it's possible the grand jury recommended people for charges based on perjury. we don't know that. we won't know that on thursday. again, it could give you an indication of where the grand jury is headed with this investigation. the reason the judge is going to let that section come out is because he says that section does not name names. we're going to be looking in

today shocking new video in the murder trial of alec murdaugh. the disgraced lawyer is accused of killing his wife and son in june of 2021. now the court released the police body cam video from the night of the killings. it has never been seen publicly. >> cnn's randi kayins us from walter bboro, south caroli. take us through it. >> reporter: this is body cam video, as you said. we've been waiting for this because it was shown in court to the jury. we've only heard audio from it. but

some of the more disturbing images, you don't see the bodies, but you know and you can tell where they are, but this is quite a disturbing scene. it's late at night, 10:30 at night, and the first person he sees on scene is alex murdaugh. he is -- appears to be visibly upset, though the deputies testified in court that they did not see any tears. he's pacing around, at one point, he calls one of his brothers on the phone. he is wearing, it's worth noting, a white t-shirt and shorts, which the prosecution has said that's notable in court, in other testimony, because they believe he changed and showered after killing his wife and son. but the deputy first on the scene asks him how he found his wife and son, and here's what he said. >> i went to the house and they weren't home, which was odd. i tried to call -- >> okay. >> and then i knew they had been down here before i left to go to my mom's and so, that is loaded, you might want to unload it.
