life after police tracked him down not far from the university campus. the first 9-1-1 calls were made around 9 am, 9 pm monday night. shots were fired at berkey hall, home to the school's social science department, and located at the northern edge at the east lansing campus. as police arrived, they responded to a second shooting, reported at the nearby university union building. which is where the gunman was last seen fleeing on foot. a few hours later, he was found by police on a nearby street, and it was then when he fatally shot himself. at last report, his identity was unknown. also, motive, unknown. when the shooting began, campus police sent an email alert, urging students and staff to secure in place. at this hour, that lockdown has been lifted. >> we were there, locked in the rooms. and the guys were telling us to run out of the back doors, as quick as we can. one for our our lives. i came to the with. from there, i thought, i decided that the campus would be safe, and then i got a text from my brother saying that they are over the area and then

when i came to acres, people start telling me to. and just a terrifying experience. >> joining me now from the new york -- shimon prokupecz. in washington, cnn law enforcement andrew mccabe. and last and national security analyst shawn turner, and cnn's juliette kayyem. thank you all for being with us. let's start with, you shimon. bring us up to speed. what did we know about how this all played out? >> john, about five hours or so, around, as you said, 20 after eight, there was a first call of shots fired and what we've learned from police is that they went from that one location at one of the areas, berkey, that building that the gunmen then went to a second building a union hall where he shot and killed one victim, two others were killed at berkey. so, that is three dead. and then, five are in the hospital. some are with life-threatening injuries. and then, after the incident, police, a short time after that

released a photo of who they believed was a con man. and then, sometime after that is when they encountered him, the police officers encountered him and the gunman shot himself according to police so now the whole thing is underway to try and identify him, to try and figure out exactly who he is, and he has, whether he has any affiliation to the campus. so that's the work that is underway now by authorities as they try and figure out motive, any affiliation, or any other information. police at this point are not and identifying any of the victims. as you can imagine, many family members still trying to be notified. and the other thing that's very important, police are saying that it's safe now that they are on campus, and that the threat is over. so students can go out, go out and about their business, be with her fellow classmates, students, because it's gonna be just a rough few days for those folks on that campus.

>> to say the least. the fbi responded to the shootings. so, andrew mccabe, how did they go about establishing some kind of motive, finding out who this guy was, what his connection is with the school? >> sure. well, that fbi and colleagues will go through all the history they can pull together on this individual. so, they will likely execute search warrants at his residence, and on his vehicle, and any other place ticket associate with him. they will identify all those electronic devices that they can associate with him, computers, laptops, telephones, all sorts of stuff. they will look at his with social media. they will look at his -- internet service providers, email providers, things of that nature, to try to understand what his motivation might have been in embarking upon this

incredibly dreadful act that he engaged in this evening. so, there is a lot of work for investigators to do here. it is basically building a timeline of events. and statements and writings and postings on social media, anything they can associate with him that might shed a light on his intent. and i suspect that that investigation will go on for quite some time. >> andrew, though, we just want to make sure, once the government, gunmen takes his own life, what's the benefit of all that? three people are dead, and the shooter is dead. >> yes, so you cannot undo that, right? and here we are again at the awful and of yet another mass shooting. but it helps us to understand what the shooters motivations may have been. and so, we can use those

indicators to try to prevent acts of mass shootings in the future. and also, to understand whether or not this was a an act that was motivated by individual grievances, and you know, kind of very specific motivations to this person, or was it some act that was engaged in an act of allegiance to a larger -- you know -- ideology or political movement or something along those lines. so, yes, it helps us to understand why people engage in this terrible activity. but it doesn't stop it. and here we are, once again, with yet another mass shooting in america. it's a bit of who we are in this moment in 2023. >> and i want to turn there to lansing, how do communities

will respond to this? obviously, there will be devastation, there will be outright grief. but what do you expect in the coming days? >> you know, in the midst of this tragedy, right now in the community, there is a sense of relief that the threat has been neutralized. but as i have been seeing throughout the day, east lansing, the michigan state university community is a very tight-knit, very close community. most of the people who live in this community outside of the university have some affiliation with the university. and so, over the coming days, it will be all about healing. it will be about working with each other to help everyone get through this. we've got a lot of students here on campus who will need help, to be quite frank, to get through this. when we think about what happened here tonight, you know, that union, that student union where the second incident happened, that is a gathering place for our students here on campus. it is a place where they go to, to meet friends, and to take a break from academics, and to be students on campus.

having a college experience on campus. so, for that space to be violated, to be, for something like that to happen, at this place, it's really going to stick with these students. but fortunately, as i said, this is a campus that loves michigan state university. they love the students who are here. and so, over the coming days, it's really gonna be about sort of coming together as a family, and making sure that everyone here gets through this. >> and juliet, i've lost count of the number of times we've talked about mass shootings over the years. and here is another one. so, when you look at the situation where these buildings were located relative to the rest of the campus, the northern part of the campus, a road -- as far as security goes, as far as deterrence, this government actually gain access to those buildings? it doesn't appear there was much. but there shouldn't be that kind of security apparatus on campus. so it begs the question, how did this guy get on? why did you choose those buildings? was a target of opportunity? it was there something else? there from what we know at this point, what do you feel?

>> so, you know, your first point is exactly right. we have to stop thinking about we can make things perfectly safe, or if we just fortify them enough, everything will be good. these campuses exist. these universities, shawn is at one, i am at one. i mean, you want them to be that way, youthful people hanging out, you know, those parties, there's all kinds of things, classes, education, all things that make this period in our kids lives, 18 to 22 year old, if not older, exciting, and maybe become citizens of this country, and hopefully, solve the problems that we haven't been able to. so, there is no such thing as a safe college and university. so we are looking at safer, that is all the planning, what's it about. all of what andrew was saying, there are things to learn from motivation, from access, that could help minimize harms, help

stop mass shootings. we should not think, or there's sufficient evidence that shows us that there are, you know, triggering moments, other things that family members can do, access to guns, all of them trying to stop. and then, of course as we've seen in the last four hours, it very, very well planned, well trained, these things don't happen on accident. this is ours, days, months, and years of planning, you know, what a unified command is. making sure that hospitals are ready, and then trying to minimize the harm. you're gonna see ripple effects over the next couple of days, not just for msu. but, you know, i think colleges and universities are gonna have a larger police presence. in a way, it is satisfying, not satisfying, but it will just make people feel comfortable in their whereabouts. but this is a big campus. there was no way, you know, that you could make it safe, and still haven't the a campus.

because then it is just a jail, right? and then we have to accept that. >> all right, shimon, back to you, what do we know about open that was used? >> it appears it was a handgun. if you look at that photo, that was probably our best evidence over the weapon that was used. the photo that the police released of the gunman. you see a had gone in his right arm, so that's what we believe he used, which certainly, so many of the mass shootings that we cover we see a long guns, rifles, and so in the situation, it appears that it was a handgun. you know, to your point about access to the school, you know, it seems he was just easily able to open that door. we don't know which building this is, or to buildings where the shootings occurred. we don't know which building this is in. and you know, this is -- there's some public access here, from my understanding, from some folks who have been tweeting at me, and who go there, or who are familiar with the campus. they say there's public access.

i mean, that is certainly struck me, that was able to open that door. so, i guess the other thing that they d to figure out, and hopefully we will know here sooner than later perhaps, as whether or not yet any kind of affiliation to the school, because it does appear this wasn't random. it does appear there was some planning that went into this. and he seemed to know, you know force that could change, he seems to know where to go. but yes, had gone, it appears was used in the situation. and the other thing that was interesting, the fact that the shooting stops, and in one area in one of the buildings, the union all, the union building. and we don't really know yet why it stops. so, that's gonna be certainly something that's gonna be interesting to hear about. >> also, that relatively low death toll, compared to other mass shootings, where semiautomatic weapons have been used. but shimon prokupecz, andrew mccabe, shawn turner and

juliette kayyem, thank you all for staying up late. much appreciated. join me over the phone the mayor of east lansing. mister mayor, my condolences to you and your city. thank you for being with us. >> thank you. >> at this hour, what are your first impressions? what are you doing? how is the city going to recover from this? >> we are in our command and control areas here. with a lot of support tonight. we had our worst and it was here with us, our state representative julie berkey, and our staff. we have support from michigan state police and the fbi, which are all present on the scene, so we're just here in our command center providing support but as of tomorrow we will pick up, and again, these things back together in the community. it won't be easy. but we'll get there. >> explain the ruling in a versatile place within the community. how big is it is? is this where people come together, a focal point?

it's a fairly big campus, obviously. and in terms of what has happened there, how does that now reverberate across the community? >> you know, students are about half of our population. so we have the relationship with east lansing and michigan state, strong, vibrant relationship. we all consider ourselves part of the big ten cities. so whatever impacts east lansing, so we're basically all in this together. the governor was in contact with other local officials and everyone else. so, it's a regional approach, and that's kind of what happened tonight as far as long enforcement supporting everything else. so, we're kind of one big region here along with the capital city of lansing. >> what happens in cases like this, often, uc initial shock, initial grief. and then, the focus shifts someplace else. but the people at the scene of these shootings have to deal with a lot. it's not just days, but it's in weeks and months to come. so, this will be a long process, recovering, for many people involved in this.

>> yes, and i just had a conversation tonight. and these are constant, you know, public safety conversations that we are having. and we are having them around our public schools, we're having them around a large public communal event, around large football games, anything public. safety and security, celebration security, that kind of conversation is always happening for us. it just shows the difficulty to predict the unpredictable. and the readiness for that. but we do spend a lot of our time on planning for and executing and planning for public safety, and even mass casualty type events, i think community responded accordingly. >> do you think there is a need for a review of security at the university? and what do you know about the condition of the five people who were wounded, and some who are in critical calm condition? >> you, know i can speak directly to the security at the university. we are kind of indirect support of that. i will let them speak directly to that.

and a shelter in place order has been lifted. the mystery continues around the three objects shutdown in as many days by the u.s. air force. senators on capitol hill who received a classified briefing in a few hours, and u.s. authorities have been unwilling to say or speculate where all three objects came from. unlike the suspected china spy balloon shot down more than a week ago, this is what we know right now about the unidentified objects. the one shot down on friday, over alaska, has been described as a metallic objects that broke into several pieces. it's believed to be carry a payload, just like the one shot down over canada on saturday. all three objects apparently look similar but of different shapes. but none as large as the chinese spy balloon. and just off the coast of south carolina. the u.s. navy and coast guard had almost finished recovering debris from what is left of the china balloon. but their search will now move further from the coast for any parts which may have drifted out to sea. and right now, there are a lot of theories about precisely what those objects might be.

but one possibility has been ruled out. the white house says there are no indications the objects are from our space, or alluding to extraterrestrial activity. phil mattingly is reporting from washington. >> reporter: we are laser focused on confirming their nature and purpose -- >> three days, three unidentified objects shot down by u.s. fighters, no precedent. >> efforts are actively underway right now at all sites to find what is left of those objects so that we can better understand and communicate with the american people what they are. >> and no shortage of unanswered questions, driving a robust all government response from president biden. >> every element of the government will be doubled to understand and mitigate these events. >> the recovery efforts underway from downed objects, and critical. >> they are focused like a laser on figuring out what happened and coming up with sort of a comprehensive analysis of how we deal with this present and future. >> even white house allies are raising concerns.

>> in the absence of information, people will fill that gap. >> but a new cabinet level task force, underscoring a rapid evolution in the u.s. approach. >> we are actually looking for these with extra vigilance. we're starting to see them in different ways, and president biden has now made the decision that we are going to not allow those over u.s. territory. >> with u.s. fighters on three separate locations using a single missile to take down objects over alaskan airspace, over canada's yukon on saturday, and over lake huron on sunday. all in the wake of the shootdown of a chinese spy balloon earlier this month. officials, making clear these three objects are demonstrably different in appearance and capabilities. >> first of all, these are not posing a threat to the united states or americans. these are benign objects. from what we can tell. >> with current and former officials signaling they don't believe they originated in china. >> does that mean do you think it's china? >> no, i do not. >> or any other state actor.

but acknowledging there has been a shift in radar parameters, even as the white house dismissed the idea of political pressure which has contributed to the rapid escalation in the use of u.s. forces. >> we're gonna put a push on. this is reacting to the chinese fire balloon, so we're going to act quickly to take down any objects over our airspace because the pressure is palpable -- >> these were decisions based purely and simply on what was in the best interest of the american people. >> all as they tamp down any theories tied to extraterrestrial or alien origin. >> there is no, again, no indication of aliens or extra terrestrial activity with these recent takedowns. >> and what we still haven't heard publicly from president biden since those three consecutive days of shoot downs of objects, officials say he's very engaged. he was briefed regularly on the matter. he's been consulting with people inside the government as well as with at least one foreign leader, canadian prime

the panel's findings. cnn's sara murray has details. >> a judge in georgia says parts of the grand jury report that looks at efforts by donald trump's allies to overturn the 2020 election in georgia can be made public later on this week. but only parts. the judge says that if you look into efforts by the former president and his allies to determine if crimes were committed, most of that will stay under wraps including most importantly whether the grand jury recommended whether anyone should face charges a part of this investigation. but the judge says the introduction and the conclusion and another potentially important section of this report could be made public, whether people purged themselves before they came to the grand jury. it says it discusses the concern that some witnesses may have lied under oath during your testimony to the grand jury. before the grand jury does not identify those witnesses, not identification maybe publicly disclosed at this time.

i say community because our entire region came together. we have law enforcement, we have firefighters, ems, we have health care, and first responders from over mid-michigan, from over michigan, who answered the call and rushed to campus to help. i have been in constant contact with mayor ron bacon, east lansing who was at the police station. he wants to be here but he has been in the police station coordinating along with my chief, along with a state police, along with the county and several others. we know that now we have to come together to heal. lansing will provide resources in conjunction with michigan state university and east lansing and others. it's time for us to bring vied the resources that our families need, our residences need. i've heard from families in residences all throughout the city of lansing in addition to

that we have since we last had a briefing about an hour ago. i will start by sharing an update that the five victims that were transported to the hospital were transported to spiral hospital in lansing. all five of those victims remain in critical condition. i will also share that the incident that occurred off campus with the suspect occurred in the city of lansing off campus's. that suspect is -- we now know is a 43-year-old male. 43-year-old male is not affiliated in any way with michigan state. it's not a student, faculty, staff. and we have no idea why he came to campus to do this tonight.

it's part of our ongoing investigation. as the president said we know this news is so difficult for those within our campus community and beyond. it's important to remember that the grief some individuals may be experiencing is normal and there are a number of individuals can seek support including talking with friends, families and colleagues. after this briefing we will be sharing support of resources through our police and public safety social media pages that we've been asking people to follow as well as the university communications highlighting other rory resources that are available in addition at tomorrow at the hannah community center. >> just a reminder that this is an ongoing investigation that will involve multiple agencies

that are currently here on campus and maybe some based on expertise that will also assist in the future. this is a process. it will take some time. i know we all want answers and as soon as we have and we will share them. that is something that will occur over the next few days. we will continue to have these updates, with our community as well as with the media moving forward with it. it's a process. the answers will come. hopefully what has been shared to this point is enough to assist in what we are all trying to do which is to recover at this point. the next couple of days as you've heard from president woodruff and deputy chief rodman with will be resources available to those who've been impacted. if you witnessed people who

need assistance, please speak up. encourage them to seek help. sometimes they're just unable to do it alone and sometimes they just need to have a little assistance to get them go. those resources will be available. we will now take questions. >> other than the eight were shot other any other victims tonight? >> to our knowledge there are only eight total victims in this case. three that are deceased and five in a hospital. >> do you have any updates in this surgical status of these victims? are they in surgery? now >> we do not have those specific updates. what we were told by sparrow hospital that they remain in critical condition. when we may have future updates, more specific updates in the morning as we coordinate that

information with the sparrow health system. >> students, faculty members? >> we are still working to fully identify all the victims are dana find in this case and, if they have an affiliation with our university we will continue to pursue that and we will share that information as soon as we are able to. please understand up behind every victim is a family and loved ones and we need to be respectful to that. we will share information as soon as possible regarding the identity of those victims, especially the deceased and any affiliation that they may have had with michigan state university. >> can you just characterize what their age range is? i >> don't currently have that information. our investigators have that information. we're still processing and working through it. hopefully tomorrow will be able

to put that information together and share more details. over here >> [inaudible] >> has been a collaborative process with that. we do have the ability to partner. we will do that in a certain stance like this. the preferences for those agencies that have those resources and expertise at this level. they will take the lead on that particular step in the investigation. we are this happened here we are the primary law enforcement agency will be involved every step of the way. but when you have resources like when you do locally at the state level on the federal level, we are gonna take advantage of those resources. yes sir. >> was this suspect found that it was a contact?

>> so again, we are still working through the investigation. our understanding is that the suspect was confronted by law enforcement. a >> mom is it the home in east lansing of the suspect? >> i cannot confirm any information about that. her several parts of the investigation including the suspect's residence where he lived that are part of that investigation. not able to show that at the time. in front. >> was a suspect -- a resident? >> i cannot come from residency status at the time. -- [inaudible] >> no we don't have a current update on the weapon tied that was used. that will be part of our investigation. obviously and we will work through that we will share that information when we are able to. please understand that we may

have additional information. before we share that, we want to make sure it's accurate. so that's part of the process that we're working through with the investigation is confirming the accuracy the information which is why we want to be mindful of that as we share information. go ahead. >> can you confirm what the suspect had on him at the time, a bus backed back a weapon? >> i cannot, cannot confirm what the suspect had on him at the time. all i can confirm is what he was wearing and had on an on campus in the photograph that we released during the incident. yes sir. >> can you tell me more about how the suspect was contacted by police? >> i cannot offer any additional police swab why the police contacted the suspect. what i can say, is with the overwhelming response that we

had from law enforcement across the strait, we began to deploy those resources out imprimatur zones, in different ways, and all these officers were looking for that specific suspect that we identified very quickly with a photograph that was shared to all the officers in the field. there were hundreds of officers that were looking for this individual. what led the officers to come across him and contact him, we will determine that. that will be part of our investigation but i'm not able to show that at this point. in the back. >> can you describe the residents [inaudible] if you could just talk to the monumental task the you had [inaudible] >> sure. i'll take the first part of that national tonight over the chief for the monumental monumental task. the two buildings in question for keyhole is a academic

building. purely an academic building. there's no residents, or facility. that building is unlocked and open to the public during business hours if you will. this incident did occur before the building was secured overnight. to my knowledge there were activities occurring in that building as part of the academic function of the university. the second building the msu union is similarly open to the general public. does not require any access. so billing that's open on only two students, faculty and staff, but to the general public. and that building was open at the time. it does have hours that it closes, this occurred during the hours it was open. alternate over the chief for the second part. >> that's part of the monumental task. we do have areas that are accessible to the general public. the task itself that we have over 400 buildings on campus so

in over four 5300 acres. part of a process in the response that we had is that we were able to divide and organized to be methodical in the search process without to obtain evidence that was shared as it came through. with a university of our size and the areas that we are responsible for, that becomes a task and it's also part of what we try to establish here as a culture is that we all are in some way accountable to each other and safety and things of that nature. with it, the question you are talking about access control things of that nature, those are components that are not open to the general public. but the facilities where this actually occurred, at the time it was open to the public. go ahead. >> don't know how long the suspect was on campus prior to the first?

>> i do not have that information currently, how long the suspect it was on campus before he entered bookie hall the location of the first incident. it is not known at this time, but that is something that our investigators will be interested in and we'll be following up on, but i don't have that now. in the back. >> these college buildings. are you aware of any safety mechanisms that were inside? >> we do have a robust and comprehensive safety plan on campus. like the chief said, we have a lot of buildings and every building is built differently, constructed differently, but we have assessed and we continue to assess our security features within those buildings. in this instance today we relied very heavily on our notification systems. we know that during an incident involving an active shooter not providing clear instructions to

the community involving actions to take is very important. that's why we pushed out the information very quickly that there was an incident occurring, to shelter in place, to run, hide and flee. we implemented the training that we've had in place. the emergency plaza we have had in place, and we instituted the training the not only the officers had but that we have trained our community how to respond to an incident like this. it's hard to talk about specific physical features of a particular building. down the road after this instant, that is obviously something we will look at and if there are ways to improve, we will look to improve, but right now we are focused on the immediate response and immediate aftermath to this tragedy. go over here. >> when you first out i was issued what was [inaudible] >> i first tried to get the

information, so is critical to me that i have accurate information. and then my thoughts immediately went to the individuals who had been shot and their families and the students around them. i think one of the things and most proud of is on a campus the size, how quickly every student, staff faculty member took action. they sheltered in place and they did so for hours in order to allow our law enforcement to come together and quickly be able to survey the campus and set up the parameters that were described. so my thoughts immediately went to those individuals who were in that room, that classroom and my prayers went to heaven. >> i think he said before you

were responding to berkey all the really calls or turn it to be false, she believed those were intentional calls are just part of the chaos? >> just to be clear, the initial calls were only berkey hall and the union. after the suspect left the union, we did receive multiple erroneous reports of several other either shooting incidents or incidents across campus at other locations. obviously that's going to be part of the investigation, in terms of where those phone calls came from and who placed them. at this point i can't offer any specifics, but that is something we are very interested to determine and will be one of the focal points of the investigation to see if that is related in any way. go ahead. >> how many other reports rather that weren't true or false? >> i don't have a specific number but we did have numerous, i'll say more than more than

five reports of either reports hearing shots on a campus that never occurred or approving a shooting that occurred at a different location. we immediately gave to the resources that were being deployed on a unified command structure. we dispatched teams to each of those calls and they quickly arrived and quickly determined that the incident as reported did not occur at that location. i can't emphasize enough that even though we were dealing with two different scenes we continue to use our resources, our enforcement partners to actively ensure the safety of the rest of campus at that point. >> do you know if there's any security footage that will be released at some point? >> we obviously do have

surveillance footage because we quickly released one of the images. that and it's that we were able to quickly capture and quickly disseminate to the public, and we can thank the public enough for receiving that information and helping us to locate that suspect. so yes, we do have cameras in a lot of buildings on campus. each building has a separate system in place, but yes there are surveillance cameras that will be useful and helpful in this investigation that will aid our investigators in putting the pieces together in trying to understand a little more about what happened. >> i'll take one more question. >> go ahead. >> the next 48 hours what can we expect from students and staff [inaudible]

>> you'll still see a continued presence due to the fact that we do have crime scenes that need to be processed with that. it'll be the ongoing investigation of communicating with witnesses as well on campus. they'll be a lot of activity in regards to support for our community. as mentioned earlier with our counseling services, our health services. they'll be notifications that'll be made for where those will be gathered to take place along those lines. we made the announcement that 48 hours the operations of the university will change. it does not mean that our campus will become vacated. we have approximately 19,000 students that reside on campus. we will still have things to meet their needs as well. i can't say that it will be business as usual because it's not. it's not going to be business
