worrying about your family. >> reporter: the plane took off and then starts to plunge to the ocean and falling for 21 seconds and reaching 775 feet above sea level before it abruptly leveled out and then ascending again, and the plane which can carry more than 300 passengers was mostly full according to williams. >> what did the pilots tell the passengers? >> they got on the intercom and said, whoops, ladies and gentlemen, probably felt a couple of gs on that one, and everything is going to be okay. >> reporter: the crew reported the incident after landing safely in san francisco, and after investigation, the pilots who have a combined 25,000 hours of flight time received additional training, but neither the faa or united will say why the pilots ended up in the dive, telling cnn that the safety investigations are confidential.

and it is unclear if the severe weather in that area played a role, because there was extreme turbulence in an flight hours earlier that injured passengers and we don't know if that maneuver was intentional, and we know that the acting faa acting administrator is going to be testifying wednesday in front of the senate committee about all of the incidents, and there is a good chance this is coming up. >> thank you, gabe cohen. top of the hour this tuesday, i'm jim sciutto. >> i'm erica hill. three students at michigan state university are dead this morning and five others are in critical condition. this is after a gunman opened fire at two different locations on campus in east lansing on monday night. cell phone video caught the horrific moments after the gunshots rang out. you can see the students running

for their lives and some barricaded in their dorm rooms. >> we were there locked in the rooms and the guys were telling us to run out of the back doors and quickly as we could for our lives. i sprinted out into the woods, but from there, i thought that side of the campus would be safe, and then i got a text from my brother saying that they were over there in that area, and then i got to akers, and they were telling me to run, because it is from that area, and it is a ter fig experience. >> and police say that a tip led police to gunman after an hours' long manhunt, and he later died of a self-inflicted gunshot wound, and they have not yet determined if that is the weapon recovered was used in the shooting. we are joined now from east lansing, and the police released some new information on the gunman, and what do we know so far? >> well, jim, we now know his name. the 43-year-old according to the

investigators is anthony mccrae and as you mentioned, the 43-year-old had no ties to michigan state university. law enforcement said to be quite honest, they don't know what the motive is at this hour. but one thing is clear, students who survived that overnight shooting were terrified. we spoke with a 19-year-old sophomore who says that she was inside of her classroom, and her teacher was presenting a history lesson when that 43-year-old entered the classroom and she said that she smelled and felt the gun fire. this is more of her conversation. >> i could hear the gunshots directly behind my head, and i could see the smoke, like gunpowder or something from the weapon firing and then i could smell. immediately i dropped to the floor with all of my classmates and someone was yelling that

there was a shooter, everybody needed to get down on the ground. at that moment, i thought that i was going to die. i was so scared. i will never forget the screams of my classmates as they were screaming for pain for help. >> she says that everyone was huddled together and you could hear her voice trembling as she described the moments. that shooting left three students deceased. another five are in critical condition this morning fighting for their lives. >> i imagine that survivors like that have traumatic memories now to deal with. thank you very much. in a news conference this morning, a medical officer who is treating the five students broke down while describing the efforts to save their lives. >> the four of the individuals did require surgical intervention to treat their

injuries. one individual did not, and was taken to the critical care unit after being triaged in the emergency department. all five individuals remain in critical condition this morning. we received a lot of texts that were just, you know, where people were showing up, where do you need me? it was a sad, but -- very proud moment for all of us here. >> sad but proud night. chief law enforcement officer, and you hear those comments from the medical staff and by all accounts last night and this morning, a tight-knit community, and fast response from the community, and it is not just the school's own force that was responding, but from the surrounding areas, and how

important was that, do you think in this particular instance, and what does it tell us? >> it is always critical, because you don't know if the gunman is going to be still on the scene, but you have two missions there, and a lot of the times, we have seen them split or lost. mission one is to stop the killing. find the shooter. eliminate the threat. mission two, and this is the complicated part which is to stop the dying. we are used to the situations where they have the suspect barricaded or searching for the gunman and cordoned off and the medical people can't get in because it is the hot zone, and they were responding determined that the gunman had fled on foot. they sent the units out to hunt for the gunman and immediately shifted into rtf, rescue task force, and taking the armed police and medical personnel into the building and finding wounded and finding injured, and

finding people in need of critical care, and getting them out immediately. there was a unified command set up at the president's house where all of the commanders were. there were staging areas for the ambulances that had more ambulances than they would need, and it was very organized and very quick. it was clear that the michigan state university police and the state police and the east lansing police, and the lansing pd had practiced this before. >> we have been talking about the mass shootings for 20 years and the police have been learning and adjusting and tactics and the police force were brave and managed to find the gunman and find the critical students and managed to get them to the hospital, and you have been in law enforcement

business, and what would make these shootings less likely or less deadly? >> well, not a single change, but a number of mental health services in a system that is too weak to provide early intervention that is becoming apparent, and we don't know that yet in this case, and we will be peeling back the layers of the authorities in this investigation for days to come, and then simple things. the assault weapons ban was allowed to sunset, access to firearms, and here is an individual who had a felony gun possession arrest that was pleaded down to a misdemeanor which, and we are still backtracking through that, which because he is not a convicted felon could have made him eligible to legally possess firearms. so, it would be a multi-level approach, and all of the

approaches receive resistance. the gun one we know well, and the mental health one is a growing challenge. >> challenges, but it does not mean that we can't continue the discussion and hope at some point to have some action. john miller, always appreciate your expertise. thank you. >> this hour, the senate is receiving a classified intelligence briefing on the three unidentified objects that the military shot down this weekend. the pentagon says that now one of the objects has been identified as a small metallic balloon with a tethered payload hanging below it. >> our congressional correspondent lauren fox is joining us, and oren liebermann as well on the hill, and senators are receiving that briefing right now on the hill. what more do we expect to learn? i know that there is a certain amount they can say coming out of it, but were they hopeful going into it that it would be substantive? >> to be quite frank, erica, i

talked to one senator chris coons headed to the briefing, and the expectations are low that the lawmakers are going to be getting much insight or new insights from the briefing today, and that is in part because of the questions of how much the administration actually knows at this point. what can the administration really provide them if they still have questions about these objects that were shot down. here is what mike rounds said earlier this morning to our own kaitlan collins. >> i think that we've all got a pretty good understanding of what it may be, but we don't know the details. if they want to stick to the program of we have taken them out, and we will give you the details when we get them and that is the best data that we have, then okay. >> i caught up with congressman rounds, and he said he is fine with that, but as soon as they

get it, then they need to give it to them, and there is also, a briefing for those on house recess outside of washington, d.c. jim? >> we are learning more about the operations that took these devices down, oren, and tell us what we know? >> specifically, we are learning more about the third operation in this case, the one on sunday where the f-16 fighter jets were launched to take down an object over lake huron, and one launched a heat seeking sidewinder missile, and as we know, they missed on the first shot, and forcing them to take a second shot to take down that object over lake huron, and we are learning more about the recovery efforts. they are going in different directions. the first object off of the coast of south carolina has been recovered from 50 feet of water including electronics and structure and that recovery effort is going well, but it is

hamperred by the sea conditions there. and in a second effort, an official is telling cnn that the second object may be challenging, because that is the moment that we learned more about the objects that may not be possible to get the definitive answer without recovery. >> and they are much smaller than the ones taken down over south carolina. oren liebermann, thank you. and now to speak more about this is christopher johnson, the president and ceo of china strategies group. thank you for taking the time this morning. >> my pleasure. >> first president -- first, i am wondering if you can tell us the about shooting down balloons and other items the over the u.s., because the u.s. does fly aircraft over chinese airspace,

and so are super power goesing to be shooting at super powers? >> well, it is a potential risk, and one of the things that we have to look at is the chinese surveillance that is conducted around the chinese territory and not directly over the chinese mainland certainly, and not really in the chinese 12 nautical territorial air and seas area, and this a subject of contention in the territorial conversations, certainly. and there is also other item that the u.s. may have flying nearby, and incentivizes them to certainly try to take one down. >> and it has incentivized the u.s. to take a look at the way it is looking at the areas around the u.s., and looking for things more closely, but does it

potentially have a negative impact in terms of surveillance capabilities? >> well, i certainly think that one of the questions that we have in the u.s. cases, are we getting what we might call almost false positives in the sense that as you are mentioning by opening up the apertures of the filters of how we are looking at the radar data, we are seeing more things than we had in the past, and decisions are being made to take them down, but the problem is as we just heard, if you can't recover them, you can't figure out what they are about, and then we are ending up in a sense of chasing our tails to a certain degree of things that are not having a nefarious intent at all. >> and china has lost one balloon over the coast of south carolina, and what the pentagon is saying is a broader intelligence gathering program exposed to the public, and then

lost a meeting with antony blinken that china wanted, an is this a sub-loss to the chinese? >> yes, it feels that way, and that we lost an opportunity that both leaders have been carefully trying to craft some means since the meeting in bali, indonesia, to some respect, and the balloon is a symptom rather than the disease. in other words, it is telling us how difficult it is going to be given the underlying tensions in the bilateral relationship that are not being resolved to move to that direction to have a unilateral relationship where our allies want to see and they are trying to court china in that way, but in terms of the strategic blender as we were discussing that all of the sudden that incident has caused a lot of pressure to be put on

this morning on wall street, well, now the stocks are up a little bit after a key inflation report shows that prices grew slightly more than expected last month, and investors are worried that the slightly more consumer prices index rises more than expected. joining us is gina a reporter for the new york times economic report. >> thank you for having me. >> and if you are comparing january to january, but month to month, december to january

prices, what does it mean for the longer term trend for prices -- flattening or still going down? >> yeah, the critical thing is down, but not down as nearly as much as we expected or you would hope if you were as the fed is currently trying to get the inflation back to some kind of normal and it is 6.4% over the last year, and this is really higher than the 2% that we are used to. >> and the attention on the next fed meeting and would have been anyway, and the last one they raised rates 0.25, and following a number of 0.75 raises, but are some looking at this saying they are going to have to tick up the raises? >> most of the economists are going to have to raise up the rate increase, and so they will have to stick with the quarter

point per meeting patient gradual steady pace and perhaps go up further than they previously expected to which is going to weigh on the economy and slow it down more drastically, but do it in a more gentle way than the rapid increases. >> i will ask you every time we come on the more general view of the soft landing on those rate increases versus the chances of a hard landing or dipping into the recession. >> right. so, increasingly we are hearing the economists talking about the scenario of no landing which is basically going to mean that we haven't seen much of a response in the economy from the rate increases yet. we have a low unemployment rate and the lowest since 1969, and the wages are growing rapidly, and the inflation is slowing down a little bit, but not as much as we expected and we are not seeing the cracking in the economy that people anticipated at this stage, and it is still remains to be seen when it shows up. >> and the market is still strong because you see some

contrast, right, between the headline job losses and particularly the big tech companies, et cetera, while the overall figures are quite strong, and so it is a dr. jekyll and mr. hyde-type market, and what is the picture from the economist standpoint? >> i think that the fed numbers are giving you a head fake when you are looking at the overall market. so looking at the jobless rates are the best reading of the job market on a regular basis, and they are so very low, and still seeing very low unemployment, and still half a million job gains, so overall, it is looking like a robust job market, and it is important to note that technology is one tiny sector in the broader economy. >> and people are at work literally behind you while we are speaking, and maybe that is a good sign of the economy. >> thank you. and soon grieving families and activists are going to be on

capitol hill testifying about teen suicide. >> and it is coming as teens are experiencing record high levels of suicide and other risks. so now i know that you have spoken to one of the women who is testifying this morning, and what is she going to say today, brianna? >> one of the women testifying lost her son carson after he was cyberbullied on an app that worked with snap chat and allowed people to harass him anonymously online and he died by suicide after that happened, and she is going to be here making the case for herself and for many parents, and she has a growing number of parents who have lost kids to this case, and this is from a growing number of

companies who are monetizing this, and making money off of kids who are uniquely vulnerable to the mental health risks that social media engagement brings with it. we caught up with kristen mcbride before this testimony. >> i woke up to horror that he had hung himself in our garage while we slept. there are no words to describe the tragedy of that morning and every day afterwards. i think that there is really a level of helplessness especially from the parents who are trying to keep their kids safe online. i really want the committee to see the face, the personal tragedy that is a result of these social media companies being completely unregulated. we need help from the federal government, and we need it now.
