7:01 am
top of the hour, this thursday, i'm jim sciutto. >> i'm erica hill, and any moment, officials in michigan are going to give an update of the investigation into the deadly mass shooting into michigan state university, and
7:02 am
we will bring that to you when it happens, and share the disturbing details about the note that the gunman left inside of his backpack detailing other possible targets. at some point this morning, a georgia court is going to release special report of president trump's efforts to overturn the election. we will expect to learn more about that. and we will learn more about the mass shooting and one of several in the last few weeks. we will learn more adrian there in lansing, michigan, and what are we expecting to learn? >> it is expected to learn more at any moment, and now, i have learned from a university spokesperson dan olson, and he said that we will learn this morning the updates on the students who were physically injured. at last check we told you that they were in critical condition and at least four of them we
7:03 am
know underwent surgery, and we will learn more ant the progress. olson says that we will have what he says, quote, high level updates of members of the law enforcement, and lots of folks that we heard from the vigil last night want to know why? why did this happen? why did the shooter purchase the gun? why was he targeting msu, as the law enforcement officials told us that this shooter had no ties to the university. so, we will hear high-level updates from members of the law enforcement, and next steps at the university. i spoke to the professors who have taught on this campus for years and those professor that i have heard from said they are supposed to return to class on monday, but members of the staff are concerned, and concerned about the students and wondering how do they walk back into the classroom monday after what happened here today. part of that update is going to be outlining what is next for
7:04 am
michigan state university as well as talking about the different counseling services that will be provided. meanwhile, we have been sharing with you and our viewers throughout the morning about this note that investigators say that they obtained from the 43-year-old shooter and our very own john miller spoke to a law enforcement official who is close to the investigation who said that the note is two pages, and the 43-year-old started a note with the introduction who said that anthony mcrae, and he goes on the say i will be shooting up msu and he says that another team will finish the city of lansing, and that is not all. there are also targets in the note, so it is unclear if the members of law enforcement that we will hear from at any moment will talk about the targets. we know that one target was a warehouse. the other, an employment agency, a discount store and a church. as you can imagine, all of this is difficult for the folks who
7:05 am
are still coping with what happened here monday night. alumni who returned to the campus for homecoming, and some saying, myself included, never thought that they would be back on campus to cover a mass shooting. jim and erica. >> thank you, adrienne broadus. and now, a grand jury report on president trump and his allies' efforts to overturn the election in georgia, and the report is to be released in the hour, and it teams that we will be getting a fair amount of information? >> there is a fair amount of concern of the grand jury witnesses who appeared and may have lied in the testimony. so we are looking for the tenor of the grand jury in all of this.
7:06 am
what we are not going to get and which everyone is eager to see is whether this special grand jury recommended if anyone should face criminal charges, and the judge felt that it was premature to release this information and he did not want names dropped in the early release of the report, because people have not been officially charged and so they have some ability to defend themselves, and he did not feel it was fair to put it out there, and it is all stemming back to the information of 2021 when the president called brad r rasenberger and pressured him to get him more votes, and people like rudy giuliani, and people like governor lindsey graham, and others that they had to dig through, and there is only a sliver of that today, and a lot of it we will be waiting for as
7:07 am
the district attorney determines whether he is going to bring indictments to anyone. >> and we will learn more, sara, when that is released. we are going to go to michigan now for that press conference. today, on law enforcement matters, my comments are going to be brief, and where to focus on now, and the process to guide our decisions as we move forward. as you'll soon hear, the five students at sparrow are in critical condition, but i am pleased to say that we are seeing some signs of improvement in some of our students, and the spartan nation continues to send good thoughts to each of them, to their families and to the doctors and nurses at sparrow hospital. as i have said before, grief is a profoundly personal thing, and we know from the trauma experts and from talking to colleagues
7:08 am
at other universities who have experienced similar tragedies, everyone grieves differently, and the recovery process is not linear. and so each member of the campus is going to have different needs and the focus is on providing the flexibility as possible in supporting the diverse needs of the campus community. so as we move forward, i will ask the campus, and the spartan nation as extended here to provide empathy and grace. and the knowledge that each person's support may be different and we will be considerate of that. i am extremely grateful for the quick actions that we have had pulling together the many counseling and support services this week. we know that many in the community will continue to need services for months to come. and that some haven't reached out yet. i am encouraged, and can report of that hundreds of students have already utilized our
7:09 am
counseling services that were provided at the hannah community service and/or in the residence halls. we have provided services to employees that is called reflect and connect. we are looking for or looking into training for supervisors as more faculty and staff begin returning to positions today and into next week. we are encouraging empathy and patience in an atmosphere for all to recover at their own pace. we will continue to offer these services into the future. today, msu is resuming standard operations after 48 hours of being in modified operations. while we returning to standard operations, classes remain suspended through sunday. this standard operations means that the university offices are open, but in this case with wide latitude provided to supervisors across our university network. the two buildings, berkey
7:10 am
remains closed for the semester, and the second building, the union, is evaluated for decisions to be reported later. fbi special agent in charge of michigan, jim toraska is going to report in a moment for those members of the faculty and staff and students who have materials still in those spaces. staff across campus are meeting with those members who are impacted with the families that we have lost as well as those at sparrow. we have been talking to the students, faculty an staff who are in the class of the shooter in the berkey hall and those in the union monday night. we are listening and supporting at all levels. the core leadership team is meeting daily and we will continue to do so to prioritize the needs of campus. we want to be supportive and not
7:11 am
only of the campus, but we understand that the community is involved, and we want to give people the confidence to reengage and stay engaged as we come together. our alumni network and over 500,000 spartans' strong are contacting us and wanting to get involved, and they are generously donating time and items to be helpful to the community including 15,000 candles last night as well as flowers associated with the vigil. for those who want to give in a way to support msu at this time, we have set up a fund called spartan strong fund, and you can find that on the msu website. chief lynch has also told me of the many people who have dropped off food and other items to the msu pv and as i understand we are out of kitchen space at this
7:12 am
time, and we thank you for that outpouring in many ways. we know that as a campus, we have hard work ahead of us. moving forward won't be easy. unfortunately, others in higher education have been through this, and we are connecting this many ways of how to evaluate our best plans forward, and as we are moving forward today, we will make informed decisions and lean on each other. none of us have all of thtof th answers, but we have each other. at this point, i want to turn the briefing over to the chief of police and adjunct professor in the school of criminal justice marlon lynch. marlon. >> thank you, president woodruff. good morning. i'd like to start with some thanks to outreach by our colleagues.
7:13 am
our local partners and well established associations. the michigan associations of chiefs of police and the international chiefs of police, and the international campus of local law administration, and the international law enforcement accreditation, and we have received your thanks and prayers and we appreciate you for that. in addition to that, i wanted to share some positive things that have been shared with me. in helping us in our response to this critical incident, we had approximately 19 law enforcement agencies and six fire departments, and numerous emergency medical services as well respond to that. we had off-duty police officers not only from our police department, but from local and partnering agencies that
7:14 am
responded that came without a request to help in that particular situation. not a surprise though. what occurred on monday night as far as our response is a collaborate effort and is the product of constant and continuous training together, relationships and preparation for that. we also unfortunately had an opportunity to respond last week to the high school with a similar result, and the difference is that was not confirmed and it was ruled to be false. so, just imagine the stress put on the first responders to the situation responding to the high school that we take seriously and to otherwise notify and then a few days later responding to this situation here.
7:15 am
we have to recover, too, and to heal and that process has begun and we have made services available, and our health and safety staff, and we have short-term plans and long-term plans as we move forward for this, and we are definitely consulting those who have been through the process before for that particular reason. we have learned a few amazing things, and again, not surprising just knowing what has occurred and who is involved. our students who were in berkey hall, and in addition to being placed in situations that they have probably never been encountered with before, and when their students and friends and classmates needed assistance, they rendered aid. they took the time to render aid
7:16 am
with that. the officers that responded and to the buildings within minutes, one of the first thing they encountered were the victims and the victims happened to be our students, and they stopped to render aid and immediately got emergency medical services on scene to remove them so that they could get the treatment and the care that they needed. those are significant because it gave them a chance, those who had been wounded, and they are still fighting, but based on, based on those being present at the time stopping to actually render aid to them. the dispatchers. dispatching is a key component to what we do with our response, and if any of you have heard any of the radio traffic that happened that night, it is amazing. they were calm, they prioritize,
7:17 am
they communicated well. they did their job. they did their job extremely well. extremely well. my point in this is to say it is not based on an individual. we all have roles. when it comes time to do what you are trained to do, that happened. there is a caring component as well. some very selfless, and in stopping to assist when they could have easily just run out of the building themselves. there was nothing wrong with that at all. that is part of how they are actually trained. our students, they received the training and run, hide, fight. unfortunately, some of them in the high school years and middle school years and thinking about the generation here now, they have had to go through it.
7:18 am
they have had to go through it. so i found it positive to be able to communicate that. those are some stories that need to be discussed as well. and hopefully, that is what has been taking place and some have done that, but i think that we need to take a moment to state that, the appreciation for that. so, what we are here now is going to be updates in addition to the michigan state police and public safety representative that is here, we will also have lansing police department, michigan state police as well as the fbi come with updates and, again, we appreciate your presence here with that. deputy chief. >> good morning, everyone,
7:19 am
chief. i wanted to begin honoring our victims, the students. again as a father, i cannot imagine what the students have gone through, and the past few days have been so unbelievably difficult for our officers and our community, and we continue to mourn with our community and start the healing process. the vigil last night was unbelievable the turnout. we want to thank our michigan state police partners for providing security at that event so our msu police officers could attend and be with our community and mourn together. that event truly was
7:20 am
unbelievable how wonderful that event was. i wanted to add some additional details. we have received questions about the ages of the deceased students, and those are as follows -- arielle anderson was 19 years old. brian fraser was 20 years old. and alexandria verner was also 20 years old. we were present yesterday when they were recognized in the chamber of the michigan house of representatives, and that was a very moving experience as well. as the president mentioned, the five students in the hospital remain in critical condition. out of respect for the families, we will not be releasing the names of the victims in the
7:21 am
hospital. we do understand that some of those names have been made public by family and friends, but we feel strongly about not confirming their names out of respect for the families, and we hope that you understand. so even though the investigation is complex and bifurcated, it will involve many different agencies and different parts of the investigation are being handled by different agencies in a very unify and coordinated effort. the unified cooperation between all of the agencies involved and the resources that have been deployed to campus from all over the country is impressive.
7:22 am
i'll share a few brief updates regarding the investigation and some of our partners here today will elaborate on some of the details as well. we can confirm that the shooter had two handguns on his person when he was located. those handguns are both 9 millimeter, and he also had additional magazines and ammunition on his person. our investigative team did work with the atf partners to locate those weapons and they were registered to the shooter.
7:23 am
they were owned by the shooter but not registered. and we can confirm that a note was found on the shooter, and the location that the shooter was located was roughly 3.8 miles northwest of campus. as i said the michigan state police is here today and they will share additional information about that shooting scene. we want to thank all of our local, county, state and federal partners for all of their assistance that they provided throughout this investigation. the investigative assistance that we received after the initial incident has been absolutely overwhelming as well. as the interim president said, we would also like to thank the media for being active partners
7:24 am
throughout the investigation and your ability to share the information while understanding the sensitive nature and having compassion for the families is very much appreciated. at this time, i am going to turn it over to lieutenant rene gonzalez from the michigan state police. we will be available for questions at the end. rene. >> thank you, deputy chief roz rozman. the information they will be giving out is held by the mlpd -- sorry, mlpd and msu officers had in contact with the shooter at east lansing road. our detectives responded to east lansing road and large street where the deputies contacted the
7:25 am
shooting suspect anthony mcrae was observed walking. what had happened is that the lpd officers received a call that a subject matching that description was walk down the street on lake lansing road in large street in the city of lansing. the officers made contact, and two officers made contact with the shooter approximately 20 feet from mcrae. they exited the vehicle and orord or ordered him to show his hand, and he produced a weapon and then killed himself. it does appear from the body-worn camera that mcrae did not verbalize anything to the officers prior to shooting himself or taking his own life. once they had waited for two additional state security officers to arrive on scene, they walked up to the shooter who was laying on the ground, cleared the scene for their safety and then started life saving efforts on him, however, he was declared deceased on the
7:26 am
scene. after that, two other state troopers showed up on scene, and the detectives arrived on scene, and they conducted interviews with the officers on scene, photographed the area and downloaded body-worn cameras and in-car videos and also counted rounds to make sure that no rounds were fired, and also, there were two lansing officers and two lapd officers. the search was done and after the scene was secured, there was a search warrant authorized, and a search warrant was executed and there were ammunition found and mcrae's father was also on scene and interviewed by the lapd officers at the residence. once the residence search was conducted, the officers began a
7:27 am
surveillance on campus to track the shooter once he cleared the msu campus until he made contact with the lapd officers. they were able to track his journey from the campus to where they made contact. they were tracking additional parts of the campus to surveil where he might have been. detectives also conducted more surveillance on his phone with cada and two additional bus tickets were found in his possession. found on mcrae were two handguns the one that he shot himself with and one in the backpack that he was carrying and he had a loaded magazine loaded to capacity in the left breast pocket, and he had eight magazines of loaded ammunition
7:28 am
with a pencil-sized pouch containing nine rounds of loose ammunition, and two empty magazines in his person as well. and two pages of notes in his wallet on the person as well. that is the note that indicated where he was going to visit and also kind of gave the indication of a motive, but it is nothing that we can actually confirm just yet. the investigation is ongoing, and at this time, we believe that there were no other subjects involved and that mcrae was the lone shooter in this incident. we will now turn pit over the chief solsby. >> thank you, lieutenant. good morning. i'm elliott solicitby and i'm the -- elliott solsby and the chief
7:29 am
of police in east lansing, and we want to make sure that we have complete closure here of this incident. i want to start with giving my condolences to the families of this tragic incident. having a son in this great institution, i can only imagine the great pain. i want to give my great thanks to the officers involved, and many were off duty and dropping everything to come to assist and making sure there were no losses of life and preventing this tragedy from getting any larger. i want to thank the citizens with the media's help saw something and said something. without them, we may not be in this position here today. i'd like to clear up a few things, a few top ticks of misinformation that we have been asked about. about either the accused mcrae or the address, lansing address
7:30 am
on howe street in east lansing. lpd has not been for any well check. there was a well check on february 5th, but it was not related to the accused, and there were not any responses to shots fired at this address. the call history for the accused in this situation is very limited, but i will share this with you now to avoid any questions in the future. starting back in 2005, mcrae was contacted for a larceny complaint by the lansing police department. 2006, a traffic violation. 2007, a traffic violation. 2007 again, another traffic violation. and in 2019, he was arrested by the lansing police department for a ccw, which is carrying a concealed weapon, and for that case, the weapon is still in the
7:31 am
lansing police department custody. as the lieutenant shared is -- we have been listening to the update of the lansing police department -- and in the headlines they found two handguns and additional magazines and the police say that the guns were purchased legally, but not registered. so they have are accounted many encounters with the police including an arrest for carrying a concealed weapon, and also, they said there were two bus tickets and not where they were, but also in the letter that he said about going to possible other location, and we will await other information on that. >> in term of the letter, jim, he said that in the two pages of notes there, maybe a motive, but
7:32 am
nothing we can confirm yet. chief law enforcement analyst jim mill ser wier is with us, a said maybe a motive, but nothing we can confirm. and we know that there were some words and locations, but based on your experience, how do you read the note? >> well, in the note, he makes himself out to be a victim, and he lists 12 targets that he claims to be a team of 20 shooters, and i talked to maryann o'toole who is a well known profiler and he said that is a person who is a loner and a nobody to want to create this note, and this aura that would give him power and create fear if he went on to hit one or more of the targets to leave that note to say this is a army of 20 and i'm in command of it, and in other parts of the note he said
7:33 am
that people hate me and they made me a killer and no one noticed me. i am hated. so he is feeling isolated and angry, and when you consider that he did this shooting and escaped this scene and intended to escape the scene and had a potential list of a dozen other targets where he held some grudge against these places the employment agency, the store, the fast food restaurant, and the church, and a fully loaded magazine, and ammunition, and two guns and 50 other bullets, and there is a good possibility, and good possibility that he intended to carry forth more shootings until he was captured. >> one other point in the note, that they do confirm that heing
7:34 am
team of 20. he was acting alone. >> right. this is part of the attempt to make himself larger than he is. and all of those places were visited by the police who said that they were mentioned in this letter, and there is no threat, and there is no team of 20 but asking at the same time what is the connection if any of this individual. >> john, as so often following the mass shooting like this, we found this the guns were purchased legally, but not registered, but he was arrested in 2020 for conceal and carrying a weapon, and should he have been able to purchase a weapon like that? >> well, there are two sets of law, and he should have had to
7:35 am
purchase the federal act of that he was not in violation of any federal order of conviction, and then in michigan, you have to apply to the state police and give them your information and they have to do a separate background check to make sure that there are no prohibitive encounters with the law enforcement, and because, jim, he was not a convicted felon arrested on the felony, he plead that down to a misdeknmeanor an plead it down, he was still qualified to buy the two weapons, the 9 millimeter high point, and the cm-3 pistol, it was legal. >> and they say that the gun is still in their possession. >> as ridiculous as it sounds, erica, part of the sentence was that he had to forfeit the illegal gun to the police department as part of the plea agreement. >> john miller, always
