coming out of the ground. could we show it? let me show this to people. watch this. just see that chemical pop out of the creek. this is disgusting. >> that's what the senator is saying. also this morning we are seeing new surveillance video that shows sparks flying from the train less than an hour before it crashed. >> this is important because it could give investigators key clues about what happened, what led this. this is in alliance, ohio. the train on the right hand of your screen 57 minutes before it crashed. the train keeps going down the tracks. by 8:12 p.m. it's in salem. you can see the sparks from an apparent wheel bearing overheating. and another surveillance camera here, same time, same town, the train keeps going for 20 miles after that headed for east palestine. that is where it derailed at 8:55 p.m.

a full 43 minutes after we first saw though sparks? salem. jason carroll is live on the ground in east palestine. jason, this is going to be a cause for concern. i know the ntsb is paying close attention to all of those different clips of the surveillance videos. what are you hearing? >> reporter: well, this is clearly going to be, kaitlin, as you point out, a key part, a significant part of this investigation. according to the ntsb, that surveillance video that you mentioned there shows a wheel bearing, quote, in the final stage of overheat, failure moments before the derailment. again, this according to the ntsb. the wheel bearing is the part of course that connects the wheel to the axle. what is going to happen now is these parts have been isolated, they are going to be taken to washington, d.c., so experts there can evaluate exactly what happened there with those key parts. all of this happening though here on the ground as people

continue to worry about their health, their safety, the air, the water. i spoke to the head of the epa yesterday about all of this to get his assessment of what is happening here on the ground. >> you heard some of the stories coming in, people talking about having are rashes, their pets getting sick. >> i would say if anyone is experiencing any kind of adverse symptom, have their pets go to the veterinarian. they should seek medical attention. we need for this information to get to the state health department so that we can coordinate and be sure that people are getting the help that they need. >> reporter: can you help us clear up what specifically you are testing for? just for vinyl colorfied? >> for at full breadth of toxic chemicals on that train that was spilled. we have the capabilities to detect every single adverse impact that would result in that spill. we will be here for as long as it takes to see this process through. i want to assure the people --

>> reporter: i want to say, when you say as long as it takes, the question is, long term. is someone going to be here a year from now, two years from now to come back, test the water, test the soil? >> i am clear when i say as long as it takes. we will go through this process with the citizens of east palestine for as long as it takes. the federal government will be here for as long as it takes. >> reporter: in terms of the federal response, ohio's governor has also said it's now time for the cdc to get some of their experts here on the ground to evaluate people who say they are now experiencing symptoms. kaitlin. >> yeah, absolutely. they want to know why they are having those symptoms. thank you. also this morning, police in los angeles are investigating two shootings in a jewish community as a possible hate crime. the pico robertson neighborhood on edge after two jewish people walking home from their

synagogues were shot. police arrested a suspect, say they will be ramping up patrols in the area. surveillance video shows the victim from the second incident moments after the shooting. both victims are hospitalized and in stable condition this morning. we will continue to follow that. today five former memphis police officers are charged with murder in the death of tyre nichols. they will appear in court. they are facing second-degree murder, aggravated assault, kidnapping and official misconduct charges. the suspects will have an opportunity to enter a plea today. we want to warn you that the video we are about to show is disturbing. police body camera and surveillance video show the officers brutally beating tyre nichols after a traffic stop. memphis police initially said nichols was suspected of reckless driving but there is no evidence of that. nichols later died of his injuries. joining me to discuss the arraignment and other

developments is shelby county district attorney. there is a sixth officer, preston hemphill, also fired over his role, seen on camera tasing nichols. are you going to bring charges against him? >> that's not the kind of thing that i can talk about right now. we have an ongoing investigation and an ongoing prosecution. what i can say is we are looking at everybody who was involved directly or indirect in the death of tyre nichols, including officer hemphill, people who showed up after the beating had concluded, but we are -- >> we heard about sheriffs deputies, members of the memphis fire department who have been fired or disciplined. so sounds like they are under review as well? >> correct. that is correct. and we are going to do what we can as quickly as i can. but thoroughly. and we will be making decisions about charges regarding all those people in the time ahead. >> it's rare for police officers involved in killings to be charged, much less indicted or convicted.

can you talk about some of the challenges in this particular case because you are seeking a lot of these are second-degree murder charnls, right? what are the challenges for you specifically? >> well, in tennessee second-degree murder requires proof that the defendants knowingly killed tyre nichols which means that they acted in a way that they were reasonably certain that their actions could cause death. in any case where you have a police officer as defendants, of course there is challenges if, you know, jurors are inclined to credit police officer testimony more than the average witness. >> believe they fear for their lives, et cetera. >> et cetera, yes. and that's always the case. but we believe we have a strong case. we believe we charged appropriately and we will be able to prove every element from second-degree murder down to the other charges beyond a reasonable doubt. >> we have been hearing there are now defense attorneys in the county who want to review any

cases touched by the scorpion unit. hundreds of arrests. what concerns do you have some of your cases will be overturned as a result of all of this? >> it is a concern. and what we have decided to do is we are proactively reviewing every case involving those six officers we just got done discussing. and we'll also take a look at any other case that defense attorney will bring to us if they have some, you know, credible reason for thinking that the case might be suspect. i have a concern as a district attorney about manpower issues because that is going to be a time consuming process and i, you know, have a lot of other cases we need of course to prosecute. and then there is the chance that some non-trivial number of cases will eventually be overturned. >> that's the shelby county district attorney steve mulroy. thank you for speaking with us. >> thank you. >> we'll be right back. chairman of the foreign affairs committee republican congressman mike mccaul. we will get to what is happening on the ground there in a moment. but you heard president biden yesterday. do you think he said enough? >> well, i think he should have talked more, do a sort of state of the union, if you will, after the first spy balloon was shot down. i think the world and the american people deserve to hear from our commander in chief about what happened. and certainly after the other three balloons were shot down, what in fact those were. and we still don't know today what the other three were. there are reports that they are blouns that may have been worth as little as $12. seems like we missed the big balloon and let the other three that were not a threat, we shot them down. >> yeah, the president said yesterday that those seemed to be benign, don't have any ties to china's spy balloon program, yet the u.s. is using f-22

fighter jets, scrambling them and using sidewinder missiles to take them down. is there a better way in your view to deal with objects like that? >> i just think more accuracy. look, i think the threat level is, alert level is high. keen sense of awareness. there are a lot of objects in the sky that are not a threat. the spy balloon is different. huge massive in size. we know what they look like. it should never have been allowed to enter u.s. airspace or flew over three major military nuclear installations from montana, which was the triad, which is air, land and see nuclear to omaha, nebraska, our strategic command is, where president bush was taken after 9/11 and over our b-2 bombers in missouri, taking images and sending them back to china. we can't allow that to happen. >> do you know that that balloon took images and sent them back to china?

have you been told that? >> well, i know that it had the capability to do that. i don't want to be the one to confirm that. but it certainly had the capability and the fact it was not shut down, you know, i question the jamming, whether that was effective or not. and certainly when it was shot down over the atlantic it stopped. but i think even more disturbing as you pointed out, a lot of the components in the spy balloon were made in america. so these are american components, american parts in a chinese spy balloon and we've seen this movie before. the hypersonic weapon that circled the earth with precision and landed, carried a nuclear payload, is built on the backbone of american technology. as chairman of the foreign affairs committee, i will make sure not to sell this technology to our adversaries. the president said yesterday they want to establish new

parameters how to guard american airspace. you are the chairman of the foreign affairs committee. what should that look like, do you think? >> i think if we know it's a threat and it's a spy surveillance balloon, that we should not allow it to enter u.s. airspace. plain and simple. i think more importantly here is the message sent to the american people and the embarrassing situation to the world that we would allow a chinese spy balloon to go all the way as cross our country without any action until after it was leaving our airspace in the atlantic ocean. i think it projected weakness and it was almost comical we would allow that to happen. so i think the president is correct though that he needs better rules of engagement here. >> he said he is also going to speak with the chinese president soon. what do you think his message to him should be about this? >> we are not going to tolerate

your spying on the united states in plain view of the american people. short and simple. i mean, this is flying at about 60,000 feet altitude. it could take better imagery than a satellite can and can be more stationary. we have to send a strong message to xi jinping that we will not allow invasion of our airspace with spy satellites or balloons and also we are going to stop selling him the technology that he is using to build his war machine that could be turned against taiwan in the near future and ultimately the united states. >> and you are on the ground in munich. i know the topic there is ukraine. that's the biggest topic that everyone is talking about. the nato secretary-general said they believe the new russian offensive from ukraine has already started. do you agree with that? >> well, i think it's going to start soon. i know that the new general that

putin put in place is put there to launch a major offensive invasion with 300,000 troops. i think the anniversary -- putin looks at dates. so i think february 24th, the one-year anniversary may be a target date. we just heard from the supreme allied commander in a private briefing i had with him that it could go -- it could be as late as the springtime, late springtime for this offensive. meantime, it's good to hear from him the weapons that are coming in. i also asked whether we need more air to surface aircraft. he agreed with that assessment as well as longer range artillery to hit the iranian drones in crimea which ukraine doesn't have but need. >> president zelenskyy is there. they are asking for the f-16 fighter jets. what else? >> i think in the words of many

military and security officials i have talked to here, we need to give them everything they need. we need do it now. we can't wait. time is only -- errs on the side of putin. it's goal to delay this as long as possible for many reasons. but declares is to ukraine's disadvantage. i would say the sooner we bring this to a close, the better, as we look at the will of the american people and the congress. i think we need to give them everything they need to win this thing and not have a slow bleed into the winter and springtime. >> congressman, one note on that is skeptical republicans back in washington on this, they are saying that the funding you -- to ukraine needs to stop. that's some of your republican colleagues. can you get another funding request passed through this congress? >> yeah, i believe so. and it would have to be bipartisan. just like here in europe. >> we talk to our counterparts.

wojcicki took over when it was 51%. google was number one, by the way. look at this jump. a 31 point jump. overtook facebook, number one in 3 at 64%. it wept up to 70%. that's what's going on here, is youtube really accelerated its growth over the last decade. and more than that what i think is interesting, if you look at the other organizations that are social media, facebook, tiktok, twitter, look at their favorable ratings. 52, 40, 38. very low. the unfavorable in tiktok and twitter above the favorable rating. youtube 70% favorable versus 17% unfavorable. a very popular organization. >> yeah. >> you know what it's so popular with? young people. i have a 19-year-old brother and 16-year-old sister, they are always on youtube. >> it's the number one. u.s. teenagers who used these in 2020, youtube, 95%.

we are so excited to have her back in the league this year after an awful ordeal. >> was it your first time meeting with her? >> yes. we wanted to give her the holidays to be with family and friends and just, again, just a remarkable experience. she has a remarkable story about what she went through. we are looking forward to having her back in the w. >> she is looking forward to playing? >> she is. >> can you tell us who she will be playing with? >> she is an unrestricted free agent. she will -- he she expressed she wants to play for feelphoenix, mercury. >> i was thinking about this on the plane out here yesterday. it has been a remarkable for the wnba and for you as commissioner. a year you never expected. brittney was retained a year ago today. what has it taught you about the game? >> teaches you resilience, teaches you to be player first, we had the most viewed season in 15 years, most viewed players in 20 years and we are only 26

years. the momentum around women's sports and to keep the conversation going around what these players stand for. >> one of your big focus -- your focus has been profitability and equality and getting these women what they deserve. we will get to charter flights in a minute, but when it comes to these media deals you've been negotiating, that's a huge part of this. >> huge part of the economic model of any sports league, any sports, is around media rights, corporate sponsorships. women's sports less than 5% of all media coverage is women's sports, yet 50% of the athletes in this country are women, less than is% of corporate sponsorship dollars in sports goes towards women's sports. we're trying to move that numerator and more the percentages. >> media companies coming to the table in a media way do you think? >> we're trying to build in economic model, market the players, build household names and rivalries so there's more eyes on the game, more content, short, medium, long form

content, content is king, live sports is keeping broadcast alive, live broadcast alive. >> and we like to say news, too. >> news, too. >> let's talk about the charter flights, it has been a big question, big issue you're dealing with. wnba players because of your bargaining agreement with the union they all got to fly private or none will fly private. you said it's going to cost 20 million bucks, we don't have that money right now, stewart said all travel deserve to travel in a way that prioritizes prior health and safety and results in a better product. what's it going to take for these women could be able to fly private? >> we are in the midst of a huge tlan transformation in in league. we're working on something broader this year. there's a lot to think through. you don't want to jeopardize the financial viability of this league. we are at the at this tipping point with this huge momentum,

having companies step up, we have had five great companies step up, our wnba chang makers, but we are in the middle of it. we raised kplal a year ago $75 million. you will see the with. represented at nba all-star like we never have. the viewership and the pop plagues of the nba season and pop liesing on that in our season. >> the storm, record valuation, $151 million, that's 15 times what other teams have been valued at or recently sold at. do you think that represents what's ahead for the league? >> it absolutely does. this is part of the strategy, growing fandom, viewership, household names and franchise value our our owners. seattle have been in it a long time, a lot of success, four wnba championships, well-deserved, they opened climate pledge arena in seattle for the first time to professional basketball.

a great story in seattle. >> can we talk about history being made as well. candice parker, what's going to happen with her this weekend? >> candice is such an icon in the sport for both men and women, this isn't just about the wnba and women's basketball. she was a free agent and will play for las vegas moving from chicago and formerly l.a. we are proud she will make history as the first ever women of color commentator for all-star 2023 in utah. >> expansion finally. you will tip off the 27th season. people forget how young you are compared to the nba. 12 teams now. >> yes. >> what do you think we're looking at new fewer tour? >> we're certainly looking at a couple in the next couple years and a couple after that. no exact goal, but we've got a lot of interest from a lot of cities, used to be a team here in utah, we have portland and the bay area and a lot of other places around the country, denver and austin and philly. lots of interest, which is --
