the symbolism was very int intentional. 361 days after rush sa's invasion, there's a tangible element probably most critical of all, that was nearly half billion dollars in new security assistance and economic aid that the president announced while he was in kyiv, that assistance tracks with past u.s. defense assistance whether it's javelins, vehicles, radar systems as well, so nothing new, nothing dramatically different in terms of the weapons system given up to this point. it was still a discussion. president zelenskyy underscoring that was something he brought up in the meeting with president biden, something he'll continue to push for. the president biden making clear the u.s. will be there no matter what the decisions are. take a listen. >> the ukrainian people have stepped up in a way that few

some speculation that president biden might do something like this around the anniversary over the past year, we've seen a steady stream of world leaders of other american officials come here through kyiv, to pay their respects and to speak with president zelenskyy. president biden was an outlier in that respect. when he travels anywhere it comes with a massive security imposition on wherever he is. it speaks to the status of this city that he's able to come here, after a full year of fighting, a year ago it appeared that the russians might take this city. might be able to topple the zelenskyy government. there's very little threat these days to this city, except of course we should note the occasional attack by missile or by drone, but because of the
12:07 pm
security concerns and the secrecy in which this trip was carried out, this was a complete surprise to everybody. we literally only learned about it when we saw biden in person walking across saint michael's square right behind me, at that church. the first reaction from ukrainians here and across the country was surprise. and then thanks. thanks for reiterating the u.s. support for ukraine over the past year. and in the future. thanks for coming at this moment. thanks for reminding the world that ukraine is still fighting this fight, but victor and bianna, they really see this as a means to an end. what they really want is the military aid that ukraine says they need, believes they need, to fight russia. here's little bit of what we heard in the streets today. take a listen. >> translator: it's for the

n news. one thing they keep talking about, they believe, they say this shows that the u.s. is very much party to this conflict as they put it, they have been trying to frame this not as a war between russia and ukraine but a war between russia and the west, something that vladimir putin has been talking about and other commentators have been talking about as well, since things have been going badly for them on the battle fooel, we're fighting not only ukraine but all these western countries. we believe we're going to hear more of that tomorrow, tomorrow big speech by vladimir putin. they do believe that this is going to be landmark, a very important speech, federal assembly, both houses of parliament and give some indication as to how russia
12:11 pm
intends to progress with their special military operation. so far vladimir putin shows absolutely no sign of backing down in all of this, in fact the russians seem to indicate they're in it for the long haul with the mobilizations going and the reinforcements they've been sending to the battlefields, guys. >> more mobilization to come in the months ahead. fred, thank you. steve halt, national security analyst. also with us, steve anderson. >> we're expecting this speech, the state of the nation speech tomorrow from vladimir putin, it seems from what we heard from fred's reporting is that the kremlin is allowing thus far some of these bloggers and commentators saying vladimir putin isn't doing enough, obviously they ban anyone that this war is illegal and shouldn't happen. what will you be listening for
12:12 pm
in putin's speech tomorrow? i'm curious whether he'll call this a war at this point. >> we don't know what he's going to call this thing. finally admit that it's a war to everybody. i think i'll be looking for any indications as to how putin's going to move forward on this. that's extremely difficult to tell for someone like vladimir putin. he sometimes does leave markers out there in his speeches. pretty much what fred was talking from moscow, more of the same, because he doesn't have that many options left for him. he might lean toward this is stalemate, we fought the ukrainians to a stand still, we're going to go with the annexed parts of the country. very interesting speech. look guard to talking about it

afterward. >> general, this spring offensive which some people believe has already begun, indication that the russians will be able to execute better than the initial invasion a year ago or the last surge that hit that wall of the ukrainian counteroffensive. >> well, thank you, victor. no indication any better than they've been thus far. they have a bad army. poorly led. poorly trained. poorly equipped. they don't know how to conduct nuclear warfare. combine direct fire and indirect fire. that's not going to change any time soon. ukrainians have put up an incredible fight. that will continue and the russians essentially are just throwing meat to the grinder, so to speak, by putting all these fresh troops in there.
12:14 pm
it's so imperative that we serve our support to the ukrainians this summer so we can end this war and give them the opportunity and the capability they need to drive the russians all the way out. otherwise, we'll be talking about this for years to come. >> steve hall, despite losing hundreds of thousands of troops, logistically, strategically, i'm struck by something i heard from a military expert who i tend to agree with, vladimir putin is at his most vulnerable not now but when the war is over, that having been said why would he have any initiative now to try to push for an end? >> you know, i don't think that he's going to try to push for an end, because he can't at this point. as we were just discussing, the military failures keep coming hard and fast for russia. that's not good for putin. he has to be wondering, at what
12:15 pm
point is the balance going to change in his favor i think what we're seeing now is what we saw with the soviet union during world war ii, where the kremlin and stalin was prepared to throw as many russians at this to die horrible deaths. he didn't care. vladimir putin is in a similar situation. my question is, when is there going to be pushback? we'll have to see. >> the president went with the announcement of a half billion dollars of additional lethal military aid. didn't include the f-16s, which the ukrainians are asking for. bipartisan group of lawmakers who sent a letter to the president, start the process now. they need them, we support it. what do you think?
