russia is increasingly isolated. i think very telling was the vote yesterday in the united nations, 141 countries that voted in favor of the resolution condemning russia. russia is falling backwards towards an economy cut away from the world. our sanctions are eroding sharply its economic base, slashing any prospect to modernize it. we will continue to put pressure on russia we will put pressure on russia and continue going after putin's cronies and we'll go after those helping russia to circumvent sanctions or replenish his war arsenal. at the same time we work with

continued financial support, 67 bill billion euros we mobilize so far. second with increased military support, we aim to train 30,000 ukrainian soldiers. and our member states are delivering military equipment. and we will continue to deliver urgent military supplies for ukraine equally important is to work with our defense industry to ramp up production of ammunition and other equipment needed by ukrainian forces, but also to replenish our own stocks. you rightly brought this to the last european council and we are taking action.

rules. he wanted to break the will of the ukrainian people and he wanted to break our unity. president putin failed. ukraine stands and nato and the eu stand with ukraine. yet putin has not given up his goals. he wants a different europe where russia can dictate what neighbors do. he is not prepared for peace. he is prepared for more war. so we must give ukraine what they need to prevail. some worry our support to ukraine risks triggering escalation. but there are no risk-free options. and the biggest risk of all is if president putin wins. because the message to him and other leaders would be that they can use force to get what they

want. that will make the world more dangerous and us more vulnerable. so supporting ukraine is not just the right thing to do, it is also in our own security interests. that is why nato allies are providing unprecedented support to ukraine, working hand-in-hand with the european union. again, estonia is leading by example, providing more military aid as a share of gdp than any other country. nato presence protects the space for allies to provide this support. since 2014, we have significantly reinforced our presence and readiness. from the black to baltic sea, including here in estonia.

ratified the protocols. i've had good discussions last week and we agreed to restart the talks and to convene the meeting between finland, sweden in mid march under my auspices to discuss the implementation of the agreement made last june and how to complete the accession process. and it is good that the hungarian parliament will start ratification process next week. our aim is for both finland and sweden to join as soon as possible. this will strengthen their security, it will strengthen europe's security and it will strengthen nato. so thank you once again for our excellent discussions and for

considering giving weapons to russia. thank you. >> in the chinese paper, i think that you have to see the principles they shared. it is not a peace plan but principles that they shared. you have to see them against a specific backdrop. and that is the backdrop that china has taken side by signing for example an unlimited frie friendship right before the invasion in ukraine started. so we'll look at the principles of course, but we'll look at them against the backdrop that china has taken sides. >> on the question of supplies of military support from china to russia, we are not seeing any actual delivery of lethal aid. but what we have seen are signs and indications that china may

be planning and considering to supply military aid to russia. and china should not do that because that will be to support and i will legal war or aggression breaching international law and violating the u.n. charter. and china is a member of the u.n. security council and they have a particular responsibility to protect the u.n. charter. this is a war aggression violating exactly that charter. and then on the proposals under points presented by china, first of all, china doesn't have much credibility because they have not been able to condemn the illegal invasion of ukraine. and they also signed just days before the invasion an agreement

between president xi and president putin on limitless partnership with russia. so i think what we see now in ukraine is that president putin is not preparing for war, he is preparing for the exact opposite, for more war, for new off offenses. and therefore most likely this war at some stage will end at the negotiating table. but if we want a peaceful solution, we need to also realize that what happens around the negotiating table is totally dependent on the strength and situation on the battlefield. so meaning that if we want a peaceful negotiated solution will ukraine prevails as a sovereign nation, we need to support ukraine military now because that is the only way to create the conditions where president putin realizes that he will not win on the battlefield, he has to sit down and accept ukraine as an independent

sovereign nation in europe. so military support today is the way to achieve the peaceful agreement tomorrow. >> and i have nothing really to add. u.n. charter is something that china is and should be respecting and it says the principles of territorial integrity and also the right to defend one's country and sovereignty. and so if they are providing military aid doing a toin aggr are violating the charter. >> and i have one question to president of the european commission and one question to the secretary-general of the

nato. to the commission, what measures will you take to prevent circumvention of the european sanctions by the third countries. and to the nato secretary-general, how nato will help to secure its defense against russia. >> in our sanction packages we are creating measures to make sure there are no loop holes. we have a sanctions envoy. they are reinforcing the message that any kind of circumvention of sanctions will have consequences. for example, we have included in our sanctions packages the possibility to list persons or entities that are even from third countries that are circumventing the sanctions by

exporting goods from -- or importing goods to third countries from the european union and then bringing them to russia. and so here increasingly we are giving a very clear message that this will not be tolerated and it will have consequences. >> of course we are concerned when we see the challenges that they face and that is a consequence of the war in ukraine. we have agreed now to step up our partnership and also to help to build defense capacity. we have an agreement to help to strengthen their different institutions and to help them strengthen their resilience. and we also welcome of course

ukraine would like to see a clear pathway to membership there. so what can ukrainians do to make that dream happen. the prime minister's thoughts as well. thank you. >> the accession process is a merits based process. so it is not rigid time wise, but it depends on the candidate country. and it is amazing to see the determination of ukraine to go through this thorough process but at utmost speed. already their step forward to apply for becoming a candidate country, they had to do a lot and it was impressive to see how they were delivering the fighting of the war and the highly digitized state of the administration which is impressive. therefore it is of course in the

hands of ukraine how they perform, how they reform, how they improve the status of their country with strong support from the european commission because this is our task to advise and support and to help as much as possible on that. so i can only say it is impressive to see the strong will of ukraine to join the european union, the willingness to reform thoroughly their country, and all this while fighting an aggressor. it is in their hands. we will have as a process of all presentation of the progress in spring to the member states, but more important is the report in full that summarizes for all candidate countries in the accession process their progress during the year. and i am confident that ukraine will excel in this report in the fall that then will be presented

to the member states. >> i invited president zelenskyy to attend the nato summit in july. i really hope that he can be there in person, but of course it depends on the swituation because there is a war in the invasion of his country. nato's position on the membership for ukraine remains unchanged. we've stated several times that ukraine will become a member of the alliance. at the same time, we all realize that the first step to ensure that that will happen is to ensure ukraine prevails as a sovereign nation. without that, it will not be an issue. so all our efforts is now on ensure that ukraine prevails, that putin doesn't win, because then there will be no issue of membership for ukraine. and then when the war ends, then

of course we need to ensure that history doesn't repeat itself. because there is a pattern of russian aggression. georgia in 2008, crimea and eastern donbas in 2014, and then the full-fledged invasion last year. and we need to make sure that when the war ends now, that russia is not able to continue to chip away at european security and we need to break this cycle of russian aggression. this will be about enabling the ukrainians to have strong armed forces themselves so that they can deter russian aggression themselves, but it will also be an issue of creating the framework and -- the political framework that they cannot

continue to attack an independent sovereign democratic neighbor ukraine. so we need to help ukraine move forward. ukraine is part of the atlantic family. and first step is that ukraine prevails as a sovereign nation. >> and to add to that, that is why we have to believe in ukraine and we have to give military aid so ukraine can defend themselves and then when the war is over, then move on with the open door policy of nato. >> next one please. >> and a question to the secretary-general. you mentioned talks with turkey. how can nato act on turkey in order to speed up sweden's joining process?

>> this is a priority for nato and for me. and i have just met with president erdogan and we discussed how we could make progress on the accession of finland and sweden. and we agreed to restart the talks and convene a meeting in bru brussels. and we need also to understand that so far this has baeen -- they applied in may last year and already in june 30 allies decided to invite them. and all agreed including turkey on the accession protocols and all have signed this accession

protocols. and then 28 out of the 30 allies ratified in national parliaments. hungarian parliament said that they will start the process of the discussions and the positions next week. and then on finland and sweden, i cannot guarantee any specific date, but on finland, turkey has made it clear that they don't see any problems with ratification. with sweden, there are some issues still remains. both finland and sweden have lived up to their commitments that they signed up to at the nato summit last year so i think the time has come to ratify both of them now. but of course turkey has not a position and then we have this try lateral mechanism to address how to ensure that the accession

process continues to move forward. and most important thing is not whether final land and sweden joins the same time, but that they join as soon as possible. and we need also to understand that they are in a total different position now. they are more secure now. because as part of the process, they have now been integrated more and more into nato civilian and military structures, defense planning, capability targets. nato has increased its presence, different allies have provided -- it is inconceivable that finland or sweden will be faced with any military threats from russia without nato reacting. so we are making a lot of progress. we've come a long way and i'm

confident that we will finalize the process. >> time for final question please. . >> reporter: and i've asked you this once, but can you tell us what evidence you have that china is giving -- is thinking of giving weapons to russia? and to all three, i know this is the final question, so very quickly and directly, you are here for estonia's independence, but what message directly to president putin do you want to send today about ukraine's indep independence. >> question we are monitoring cd we have seen signs that they will end lethal aid to russia. this is a big mistake and very serious and that is why the united states and all allies have conveyed that this should not happen. and the message to moscow is that president putin started this war, and he can end this

war today by withdrawing his forces. if it doesn't do that, we will stand by ukraine for as long as it takes. this is about ukraine. it will be a tragedy if president putin wins for ukrainians, but it will be dangerous for all of us. and therefore this is in our own security interests to ensure that ukraine prevails. >> ukraine is not only fighting for its own independence and territorial integrity, but also for universal values. and these are the values of peace, respect for the international law, respect for the u.n. charter, and therefore ukraine is not only fighting for its independence but also for all of us. and we will stand by ukraine for as long as it takes. we have shown resilience and

failed. this of course all on the one year anniversary of the start of the war in ukraine. questions about china as well, which is obviously the talking point of the day and whether or not it does plan to arm russia with weapons and stoltenberg saying that there are signs that china plans to do that. >> and this is interesting to hear there from both when asked about china's 12 points that it released today, these sort of things that they want to see happen in the conflict, it was very clear that from the eu perspective and nato perspective, china has taken a side in this already. it is not a neutral partner. both stated this, that china

signed this unlimited partnership agreement with russia. yes, it is an open question if china is supporting with weapon supplies. if it did, it would be potentially very big because china has a massive amount of capacity to make the sort of weapons and provide russia with the technology that it is struggling to find. let's face it, it has been turning to iran to provide it with drones. russia is having some equipment supply issues. so this would be big. but no evidence. but i was very struck by that, that china in this -- i think it goes to the heart of wang yi, the top foreign policy adviser to president xi said at the munich security conference last weekend, that europe needs to listen clearly, that legitimate security concerns must be addressed. i think for all the eu and nato representatives who were there in munich, that was understood.

it is a message. china is saying that russia's skufrt inter security interests not taken at face value, this is an unwanted aggression by russia, unwarranted invasion of ukraine which again they both said. china hasn't even mentioned that, which is a starting position for everyone else. so to the point of china, not an impartial player in this. >> and kristie lu stout is following this from hong kong as well. and they came out with a position paper, didn't they, china, on ukraine but they didn't call it an invasion and that is what people are picking up on. >> because at the end of the day, china wants to present itself as this responsible international peace maker while maintaining the no limits alliance with russia as it refuses to condemn the invasion of ukraine. and on this anniversary, this first anniversary of the war in ukraine, they have release this

12 point position paper on bringing about a political settlement calling for the ending of hostilihostility, end unilateral sanctions and resumption of peace talks but it doesn't give a concrete map forward. we heard a comment from the eu delegation in china said that this paper is just that, it is only paper, it is not a peace plan. but we also heard from china calling it as a good sign and urged china to do, quote, everything to end the war in ukraine. earlier we heard these very interesting comments from a senior official at the u.s. state department about a peace plan, a peace plan that would work is a peace plan that would be enduring and just. take a listen to this. >> it can't simply be a cynical cease ffire that allows russian to go home, rest, refit and return.

if xi jinping can get putin and his army out of ukraine, i think that we'd all applaud and give a peace prize. >> in the last hour or so, they addressed this 12 point position paper that was released earlier today. and this is what was said, on the basis of the chinese political paper, china is ready to continue to work with the international community to play a constructive role in the political settlement of the crisis in ukraine. no new language there, just promise to play this constructive role, to be this responsible international peace maker, but we're still awaiting concrete details of a chinese peace plan. >> thank you very much. and nic, a year ago at the beginning of the war, you happened to be in moscow so you were there when the war broke out. just take us through that day when you heard that they had

gone in. >> there was all the speculation that it was about to happen. there were all the denials from the kremlin that it was going to happen. there had been a number of diplomatic initiatives, last minute visits by leaders. i think emmanuel macron was one of them and programs the prime minister of hungary who had also been there. there was this sense that whatever russia's troop buildup, that the united states abdominal lies had been warning the world about, there was a sense that this could still be stopped.abd the world about, there was a sense that this could still be stopped. but on the streets of moscow, this weird dichotomy, the huge walls around the kremlin where putin makes his decisions. but literally outside just days before, they didn't think that it was going to happen because they thought it was a brotherly nation. they had friends there. we were speaking to ukrainians

who were married to russians on the streets outside of the kremlin on red square. so there was that. but then the moment that it happened, there was this backlash in russia and the world witnessed it, protestors took to the streets and putin sent out the riot cops. and they had literally one mission which was to round up as many of them as possible and within a few weeks, these protests flittered away because people had been arrested in some cases multiple times, were facing years in jail. but just walking away from those votes, you could find "stop the war" spray painted on the walls. but the repression that has existed in russia has suffocated all independent voices and suffocated any protest at all in the past year. but there was a weird dichotomy in the days leading up to the war. >> and we'll hear from president zelenskyy many times today. another meeting coming up.

and we've seen him speaking to his troops about his main message appears to be that we'll win the war this year, we can do this, no one expected us to be this successful, we can do but what is his message to g7 leaders? >> that we'll do it in a year but we need your support. dmitry medvedev, deputy chair of the russian security counselor who has the strongest alliance, today said russia will have victory and president putin's message is that russia will have victory, everything is going according to our plan, more and more people in russia will buy that, even the military bloggers who support the army, even wagner's leader seemed not to buy everything that the kremlin has to sell on the war. but i think what is absolutely clear when you listen to both

sides, when you listen to jens stoltenberg, president zelenskyy, whoever you listen to, this is not a year of peace. this is a year of war because both sides have to figure out can they win it on the battl battlefield. and the sense of ukraine allies says they must be given the chance to do that because it is important for the values of democracy, it is important for ukraine sovereignty. russia equally determined to fulfill president putin's vision of sort o reuniting the old russia. this is the core. and these two competing views of what the world order should be have yet to meet and fully engage on the battlefield and ukraine is getting more and more military equipment which could tip the balance if you look at where they stood a year ago, russia's army now depleted and

not having all these nations coming to its aid with all the sophisticated air defense systems, longer range and highly accurate rocket systems more sophisticated battle tanks than what russia has on the battlefield. so if you take it from that view, ukraine is actually now getting the wherewithal to perhaps begin to fight the war on a more equal footing. so that is what has to be decided. >> and if intelligence is correct and china will supply equipment, then that just changes the dynamic completely and perhaps does speak to putin's confidence. >> and it speaks to potentially further escalation. putin's confidence is partly based because he has a narrative and if he backs down from it, then he knows that he won't survive long as leader of the russian people. china has a tremendous amount that they can bring to the war, not just ammunition. they can put their finger on the

baffle the scales and they can support russia. russia is fighting a hybrid war. russia has been using cyberattacks, not very effectively because cyber capability is not particularly strong. it is well recognized and i heard this last weekend in munich talking to officials there, that china has much better and stronger cyberattack capability and many more people than russia to implement that. this is also a way should china choose and we've heard from officials today that there is no evidence that china has gone this far in in its support for russia, that these are ways that the equation, the diplomatic equation behind the war can be shifted as well as shifting it on the battlefield. and this is also a moment where the world watches to see what role china is going to play as independent broker.

or will they put their finger on the scale in the favor of russia. >> and this idea that china do want to become an independent broker in this moment, which is seen as very cynical by many in the west, i mean, that is a change in their sort of strategy that they sold in the past, which is that other people's conflicts are their issue. we won't get involved just as you shouldn't get involved in ours. >> and the issue of sovereignty, issues close to the heart of the foreign policy of beijing. but if you look again at this 12 point document, and it does talk about territorial integrity, but does it talk about the fate or future of crimea or the donbas? it doesn't address that and china has not addressed that. and this war in ukraine has put china in this very awkward position. some analysts say perceptions of

conflict. beijing released a new position paper about the fighting in ukraine. melissa bell is live in kyiv. and we have a series of events which president zelenskyy will be leading today. >> reporter: that's right. it is all about showing on one hand the resilience of ukrainians, their determination to make this as president zelenskyy has been saying throughout the morning the year of victory for ukraine. but also series of events that we've been covering here over the course of the last few hours designed to show the important solidarity of the rest of the world on this grim anniversary. we've seen here in kyiv just behind me outside saint michael's, the polish prime minister visit the wall of remembrance with his ukrainian counterpart. and we heard from president zelenskyy himself at a tightly secured ceremony where he spoke

to ukrainian soldiers and the families of fallen ukrainian soldiers telling them that victory was going to be up to them. have a listen. >> translator: it is you who will decide whether we are all going to miss. whether ukraine will exist. every day, i have hour, this is you. ukrainian soldiers which will decide it. >> reporter: of course even as ukraine braces for those missile strikes that you mentioned that were warned of by head of ukraine's military intelligence only last night saying that it is the 23rd, it is the 24th, it could have been either. precautions have been made to try to spare civilians. children being kept from school, people allowed remote working. but beyond the sense of preparedness and bracing for what may come, there is also a tremendous sadness here at the huge cost of this war.

of course not just for the military, but for civilians as well. this is what we've seen first of all in those parts of the country occupied by russian troops from which they then wit withdrew, but also the victims of the missile strikes and broader effects of the war. this war has left no one untouched. so today is about remembering and marking and paying their respects to that. >> and everyone here and this is a fight about principles, about european principle, and ukraine has to become part of the european union coming out of this because that is the side that ukraine has chosen today. >> reporter: that's right. and that press conference we were listening to, just across the border from russia, very

surely in a very stated way vladimir putin's worst nightmare only 18 months ago that there should have been this determined effort by nato and the european union on his doorstep. and this is precisely what he was talking about, missiles within striking distance of russia and here we are, direct result of all this over the last year. and important words that there is in-compressible time when it comes to having a candidate country join the european union, but it is clearly fast tracked for a number of different runs. practical, pragmatic, the countries pushing for even more support for countries like ukraine. and one was struck about the history of estonia also a former soviet state and now within the e uflt, now within nato, this is exactly the fate the leadership of ukraine of their country as
