world. ru watching cnn newsroom. just ahead, powerful storms sweeping across parts of the united states with reports of multiple tornadoes, large hail, and damaging wind. we will speak to a professional storm chaser. and the united states is warning china it could face real cost itself it provides lethal aid to russia for the war on ukraine. and the ex husband and inlaws being charged with murder in the killing of a hong kong model and influencer abby choi. we will have a live report with the very latest. live from atlanta. this is cnn newsroom with rosemarie church. good to have you with us. we start this hour with the dangerous storm system battering the central united states right now bringing tornadoes, damaging winds and hail to parts of oklahoma, kansas and texas. two tornado's have been confirmed so far in oklahoma.

there are reports of widespread damage, downed power lines and debris blocking roads in norman. tens of thousands of people statewide are without power. the system is so strong that a wind gust of 114 miles an hour was reported in northern texas in the town of memphis. more than 100 storms have now been reported across the southern plains. more than 65 million people are under high wind alerts. on the phone now is zackery hall, a professional storm chaser. he has been following the storms across oklahoma since sunday afternoon. zackery, hope you can hear me. thank you for joining us. what have you been seeing in the last few hours? >> reporter: thank you for having me. yeah. its been pretty crazy. we have been on the road since around noon today. we have currently tracked severe weather from the texas panhandle back through the state of oklahoma.

we have made it back to western arkansas now where i'm in another tornado warning. it is like never ending today. >> so what happens in these instances? are you chasing these tornadoes? >> reporter: yes. we do our best to track the severe weather. we have the ability to use social media outlets like youtube, facebook and twitter. we provide warning information. what we are seeing out in the field. while it is entertainment value in its own media purposes it's also used to help warn the public of incoming severe weather. >> yeah. and that is the important part of this of course as we have our viewers tuning into get more information on this. you would have chased many tornadoes in the past. what is unusual about this situation? anything? the timing of this? these powerful storms and multiple tornadoes and hail coming at this time? >> reporter: yeah. you know, oklahoma as far as i

know has not had a tornado since february of 2011. we are talking over ten years. so, that in itself is rare. february can have its moments but not like this usually. this is a pretty rare historic event, especially from the widespread nature of multiple states. >> and are you able to explain what is behind this particular weather system? why we are seeing this at this time? >> reporter: well it starts first of all -- the upper levels associated with this system -- it's a very strong upper level storm system. it's so strong that the features here on the ground level where we live -- it can overcome those things, the fact we are in february and it's not super hot and humid like we see in the spring. and it can almost override those things to create the havoc that we have experienced today. it's a rare event. something that we may only see

five, to ten years or so, that's why, you know, like i said earlier oklahoma hasn't seen a tornado in over ten years in the month of february. it's because the systems don't come around often. >> and talk to us about how prepared many of the people in the path of these storms and of course these tornadoes -- they are so unpredictable it's hard to know if they are coming your way. talk to us about how prepared these people are to deal with this sort of extreme weather? >> reporter: i can't speak for everyone. i am a resident of the southern united states. i live in arkansas but the national weather service outlets do a wonderful job of prepping the public to things like that and once that information is transmitted to the public it's your job as a citizen to take that information and digest and prepare accordingly. i like to think people do a pretty good job of preparing. >> and we talk about how

unpredictable tornadoes are. it is a terrifying thought to think of being in the path of the strength of that sort of storm system. zackery hall, thank you so much for joining us and do take care out there. the threat of extreme weather is not over yet on the united states west coast a winter storm dumped massive amounts of show and rain in parts of southern california over the weekend. it led to a rare blizzard warning for the region and now a second storm system is about to move into the area in the hours ahead. camilla has more. >> reporter: the sun is finally out in southern california but we are still left with a lot of snow in this area 1 to 2 feet of snow n higher elevations more than 6 feet of snow over the last couple of days. a lot of snow, a lot of rain and a lot of wind in southern california. that is something that people in this area are just not used to. on sunday some of the highways

remained closed in the southern california area, including interstate 5 which is right behind me. normally you would see a lot of traffic but authorities are still trying to clean up the highway, not just the highway but also the on and off ramps. authorities saying it is still not safe for a lot of these driver who are essentially stranded on the side of the highway waiting to get back on the road to get to their final destination. in the la area a lot of rain over the last couple of days. there was flooding, downed trees, and many, many left without power. thousands in fact still without power. just about 40 miles south of where i am the ground crumbling and rv's ending up in the santa clara river because of what happened as a result of this storm. many of the residents there extremely concerned and essentially also stranded because they could not get on

the highway. here is someone impacted by all of this. >> i'm travelers bakersfield and i can't get to work right now because of the snow. the 5 is closed going toward bakersfield soy haven't been able to get back and forth to work for a couple of days and also i'm just kind of afraid we will have to evacuate if it gets worse. >> reporter: and it's still not over. we expect more storms over the next couple of days. not as intense as what we saw over the last couple days but we could still see some rain, some snow and wind in the southern california area so authorities still telling people to be very careful, especially since we are not used to this type of weather in this area. on the frontlines in eastern ukraine, relentless fighting is raging in and around the city. that is where russian forces are now eyeing further advances as they edge toward the center

of the city from three sides. this video posted on social media shows some of the damage left by the ongoing battle. it's unclear how many ukrainian forces are still inside the city but troops are launching counter attacks to try to preserve their access from the west. the united states is warning china that if it provides russia with lethal aid to use in ukraine it would come at real cost. this after washington said that it was confident that china is considering sending drones and ammunition to moscow. so, we are following developments and are live from london. officials say china is considering sending these weapons and ammunition to russia. it is not decided yet and china deny itself but what more are you learning about this? >> reporter: yeah. the united states has warned of consequences. we don't know what those

consequences are but they have according to jake sullivan, the national security adviser been told very clearly and specifically including in that detailed conversation that the secretary of state had with china's top diplomat in munich just over a week ago. the united states is releasing this intelligence talking in public about this of china's intent as you say, not of any concrete evidence of any decision having been taken or any action have not been taken because they want to deter china and they are keeping the pressure up on this. take a listen to the cia direct ear, bill burns talking about this on sunday. >> we are confident that the chinese leadership is considering the provision of lethal equipment. we also don't see that a final decision has been made yet and we don't see evidence of actual shipments of lethal equipment and that's why i think secretary blinken and the president have thought it important to make clear what the consequences of that would be.

>> we don't know what those consequences would be. jake sullivan has described the chinese position as awkward. they are continuing to maintain a level of nuetrality, abstaining from a un vote calling for an end to the war in ukraine but also presenting their own peace plan, really trying to make a virtue of that suggesting they could mediate talks between russia and ukraine while at the same time refusing to call this an invasion. the united states is clearly hoping that this will work. that's threat will have more of an effect for example on china than it did on iran which was already isolated and continues to provide russia with drones. because chain a you know its economy just opening up after covid and potentially has a lot to loose so they continue to keep the pressure up and by talking in public. >> thank you to claire

sebastian. the united states department of energy has determined the spread of covid is most likely the result of a leak from a chinese lab in whulan. that's according to an updated classified intelligence report but two sources said that the department only has low confidence in the findings. the lab leak idea is one of several that have been floating around washington but there hasn't been a consensus or official opinion from the white house on the cause of the pandemic. a former united states ambassador to china said no matter what the reason, chinese authorities should have sounded the alarm sooner. >> whether it came from a labor from animals is that the chinese were very slow in alerting the world to it and only came out from bits and pieces from scientists and doctors with in china and by them it was too late. >> meanwhile one united states

house democrat said that there is nothing earth shattering about the energy department's findings. >> i'm not entirely surprised. the chinese have mishandled covid at every step of the way trying to sweep it under the rug, trying to strategy of zero covid that failed and temperatures of thousands, hundreds of thousands of chinese are dead as a result of the mismanagement of this -- of the pandemic by the chinese communist party. so for it to come out that's whole thing started because of mismanagement. i mean, looking look we need to see if it its true but i don't find it surprising. >> some republicans feel the report is enough to demand responsibility from china. michael mccall the republican chair of the house foreign affairs committee said it's critical that the administration also begin to work immediately with our partners and allies around the

world to hold china responsible and to put in place updated international regulations to ensure something like this cannot happen again. the epa has approved resuming shipments of contaminated waste out of east palestine ohio where a train carrying toxic chemicals derailed earlier this month. it comes as house republicans plan to investigate the derailment and what they describe as a flawed response by the biden administration. cnn's priscilla alvared has more. >> reporter: the president is defending his response to a train wreck in east palestine that left toxic chemicals seeping in to water, air, and soil, saying that administration officials and federal teams are on the ground helping residents navigate the aftermath of this wreck, especially as concerns grow over long term health of these residents and for those who are

already saying that they feel sick. now, federal teams are on the ground going door to door to inform residents of how to access free health assessments as well as get testing for their drinking wells or drinking water. the administration has come under fierce criticism for their response and whether they acted quickly enough after this wreck happened. now transportation vet responded to that and said that president biden takes this as a top priority. >> the president has taken a personal interest in this situation from early on and i wanted to make sure that he knew about what i saw on the ground. both in terms of the administration response and that's something that has been really well coordinated. our department comes in as transportation policy making sure that in this moment with so much focus that we are acting to hold norfolk southern responsible and to make sure we do more to prevent all

derailments. >> reporter: the president said they were on the ground two hours after the wreck and that they have been working and are engaged with local and state officials. as far as if he is going to visit there are no plans as of yet. cnn. the white house. and i want to bring in ron brownstein the seven year editor for the atlantic. what are the political consequences of the biden administration's handling of the ohio train derailment with some republicans calling response flawed in. >> when you are president everything that happens in your watch lands on your desk. the people there are hurting and scared and worried and the administration is going to face questions about whether it acted quickly or completely

enough but the broader republican argument that biden is down playing this because he is not interested in a blue collar, rural community that is deep in trump country. i think trump won over 70% of that county. i think that is a much harder case to make. biden has made clear, i think -- just looking from pure politics he puts no higher priority on anything than improving the democratic position among white, working -- among working class voters of all races and this kind of outrage that he went to ukraine instead of ohio really seems to be off point. as i said there's a real issue about if the response has been fast and complete enough but the idea that this is being down played or given less priority because it's a republican leaning community seems to be a harder case to me. >> and on the issue of ukraine the president has been very clear about his support for ukraine and it's president as russia continues to wage war on

that nation. many republicans disagree with that continuing support. how dividing could this issue prove to be, especially as we countdown to the 2024 election? >> reporter: the first place we will see that play out is in the republican primary itself. i think at the moment the way it's changing is it's -- it's -- changing in a way that is going to put more pressure inside the republican coalition than necessarily put pressure on biden. i think the biden administration feels comfortable that among voter that they have a chance of winning. that will still broad support for maintaining a robust united states commitment to ukraine and to standing up to putin. i think what's happening in the first instance is going to be this division between the nikki haley, mike pence on the one hand who are treating this as a kind of extension of a regan like view that we have to stand up to russia and then the forces on the other side like

many of the fox hosts, and even ron desantis has been pulled in this direction in his comments that are being kind of pulled toward that trump position of s too much engagement with ukraine and the polling hows that among republican voters this kind of feedback loop is already operating where you see more leaders in the party questioning it, more -- and more voters in the party saying polls are not sure we should be doing this and that is the justification for more leaders to pull away so there is going to be a battle in the republican party first before they decide whether it'll be a confrontation with biden. probably the contrast will be the house will move in a more skeptical position. i think the senate republicans will stay more supportive. >> and ron, former vice president mike pence and other gop names are skipping week's political action conference. what does that signal to you and what's expected to come out of this year's meeting?

>> reporter: well. i mean -- the person who runs the conference is under -- facing accusations from another republican volunteer in georgia and so provides a reason to stay away. i mean cpac, you know, has become less of a reflection of kind of main stream conservative thought than the kind of farthest vanguard and a pro trump organization during his years. it'll be interesting to see how much interest there is in ron desantis there. i think that -- for these candidates, you know, it's not -- again it's no longer a measure of the broad spectrum of republicans voting in the primary and it's easier to skip. what's interesting the broader pattern of republican, potential republican candidates

about it. so many of those vessels go down in the mediterranean without anyone knowing about them. what happened in this particular case, it's an unusual type of accident. a shipwreck because a lot of the votes come from libya. this left turkey about four days ago and it was carrying migrants from afghanistan, from iran, from pakistan, who are generally seeing a lot of the migrants coming -- come from african nations. it broke apart about 12 miles off shore. it hit rocks. a lot of the people didn't know how to swim. a lot of bodies washed up on the shore along with -- along with the remnants of the boat. we heard from the regional head of the area. let's hear what he had to say about the tragedy. >> [speaking non-english] >> it is a day of grief. this is a struggle that falls in to a general indifference. we are a region that welcomes

this is cnn. the ex-husband of model abby choi appeared in court in connection with her death along with members of his family. that's according to public broadcaster rthk. three of them have been charged with murder. steven jung is here now live with the details. steven, what more are you

learning about this shocking story? >> reporter: yeah. shockingbecause abby was not only killed but dismembered. on sunday investigators found a skull, several ribs and hair believed to be her remains in a large soup pot and that's after they found some other parts of her body friday in a rental unit in a northern suburb of hong kong where they found some body parts and also a meat slicer and electric saw as well as some clothing. as of now some parts of her body including the torsr remain missing which is why the police deployed 100 people including divers. what we know as we said her ex-husband and his older brother and father have been charged with murder while the mother has been charged with obstruction of justice. the ex-husband was arrested saturday at a ferry pier while

he was trying to flee. now despite a lot of these details the biggest question remains a mystery. that is why? there has been speculation, local media but the authorities have not confirmed anything. what we know is that abby was a model being photographed from london to paris and she was also very active on social media with more than 100,000 followers on instagram. all of this of course came to a halt when she was reported missing last wednesday before the discovey just a few days later in a city of more than 7 million residents. for the most part considered to be very safe for people of all ages including young women. that's why a lot of people there and and across china are trying to process the news. abby choi left behind two children with the ex-husband

us live from lagos. stephanie what is the latest on the fall out from the elections and of course anger from some voters unable to cast ballots? >> reporter: good morning. results are slowly trickling in and we have had one state counted so far and later this morning the commissioner group known will be having a meeting to announce more results. there is some controversy amid that as you said. there's a lot of anger, many people are questioning the integrity of voting because they had announced they had a flag ship technology that would cut out electoral fraud where results would be transmitted in realtime to avoid issues of rigging. however, they have now come out to say that technology has had glitches and results were not

actually able to be up loaded in realtime. now, they have come under a lot of criticism from people that we spoke to about the way that the election itself has been done. as you said many polling units did not vote. the picture that is emerging is of widespread delay, polling units wore people, election officials just did not show up and many voters, thousands of voters that pictured -- that number is unclear how many did not vote. i spoke to one candidate who said that in his area there's at least 30 polling units that did not get to vote on saturday. now as you can imagine that has led to a lot of anger, many people particularly young people who voted many of them for the first time are saying that their votes are being stolen and that is an acquisition that they are leveling at inic and other parties here in lagos where

they accuse people of disrupting their votes. we went along to one polling unit on saturday which was attacked by people who tried to the ballots who beat voters up, and who -- you know lagos is a strong hold of the apc ruling party candidates and we have reached out to them for some comments on that to find out what their reaction is to this accusation that across this state many were not able to cast their votes because they were disrupted by people who were intent on snatching their ballots. >> so frustrating for those people who won't get an opportunity to vote for their next president. stephanie, joining us live from lagos. many thanks. jill biden was in kenya on sunday wrapping up a trip to the area as she tried to rise awareness about a drought in the horn of africa.

the central united states. more than 115 storms have been reported across oklahoma, kansas and texas including tornadoes, large hail and damaging wind gusts. at least two tornadoes have been confirmed in oklahoma including one in norman home to the state's largest university. there are reports of widespread damage there with downed power lines and road closures. so do stay with cnn for the latest as this system continues to move through the region. we will watch it. the united states is commending israeli and palestinian officials for holding talks on deescalating talks. officialsfrom both sides say they will seek a just and lasting peace. the west bank saw another deadly flair up that undermined the talks. >> reporter: two israelis and a palestinian are dead after a

day of violence in the west bank as officials from israel and the palestinian authority met in jordon in an effort to try to calm the increasing levels of violence and tension here on the ground. the first event happened in a town that sits on a busy road that is often used by israeli settlers to get to other settlements. it seems as if an attacker or attackers uses a car to hit the car of two brothers before then shooting them at what local officials said was point blank range. they both died from their wounds. the attacker or attackers got away. they ran away and israeli officials say there is currently a manhunt to try to find them. then just a few hours later officials from israel, the palestinian authority, jordon, egypt and the americans were

all meeting in the southern town of akaba to have a rare summit. it's not happened in more than a decade, to try to calm the situation on the ground, especially ahead of the muslim and jewish holidays of ramadan and passover. there's a lot of fear the holidays will make the situation on the ground worse. there was a joint statement that the israelis and palestinians want to work together to potentially come together on security cooperation that the israelis agreed to stop settlements for a few months while the palestinians would commit to not issuing any sort of actions against israel in the un. they also agreed to meet once again in mara head of ramadan but then just soon after the joint statements came out that were agreed upon by the officials there from all of the

different countries, we were getting statements from israeli officials seemingly going against what had been announced at that summit. the israeli prime minister saying that construction and regulation in the occupied west bank will continue and that there would be no construction freeze. then his minister of national security -- one of the most right wing members of the new right wing government, tweeted out something that essentially said what happens in jordon stays in jordon. essentially pushing back against this agreement that israel would stop settlements, considered illegal under international law but they don't agree, something that's so important to many members of this right wing government. then as night fell more violence in the west bank, specifically in the area where the attack took place seemingly might be called revenge attacks by

settlers. one palestinian man was shot dead. clearly, the situation on the ground only getting worse and many people are not necessarily optimistic that whatever the officials came to agree in jordon will have any sort of immediate effect to help calm the situation here in the region. cnn jerusalem. a school in northern florida has released video of the moment a student brutally attacked a school employee, allegedly over a handheld video game. so far the school and the employee's husband have not commented on her condition. isabel has more now on how it all happen. >> reporter: the video is very difficult to watch. we see a student that's 6'6", approximately 270 pounds just

brutally attacking his teacher's aide. according to the arrest record that student told the school resource deputy the reason he went after her was he was upset that she allegedly took away his n intendo switch. i will show you this video but first a warning. it is disturbing. this happened on tuesday in flagler county. that's just south of st. augustine, north of daytona beach. in it we see the 17-year-old running toward the school employee in the black and then knocking her to the ground, according to the arrest record, that's 5 to 6 feet he knocked her and then she appears to be unconscious as he starts to punch and kick her. eventually on lookers assess the situation and see that this is a big problem and start to pull him away. those are students and employees of the school pulling him away. even as they do he is still trying to kick and punch at this school employee who is later taken to a hospital. listen to what the sheriff of

flagler county, rick staley, had to say. >> this could have been a homicide. when you push people down like that, they hit their head and you never know the outcome. fortunately other students and faculty members, administrators, came and intervened. >> reporter: and this incident just highlighting a growing problem for educators and that is the rise of threats and violence directed their way, often times by students inside of school grounds. we have a study by the american association conducted during the height of the covid19 pandemic that looked at over 15,000 and it found that a third of teachers reported being victims of threats and violence from students. it turns out that it's support staff. school resource officers, aides like in this instance, and bus drivers. they are the most likely to

report physical aggression. 99% of the aggressors actually being students. the survey found that up to 34% of educators reported interest in either quitting or transferring schools because of the school climate or school safety issues. now in this case the teen was arrested and he faces a serious felony, battery with bodily harm. he has been turnover to the department of juvenile justice. in the day ahead the double murder trial of alex mu rdaugh is set to resume in south carolina. it'll follow a heated cross where murdaugh was grilled about the killings of his wife and son. the prosecution pointed out problems in his previous statements to police including a claim that he was not at the dog kennels where the killings happened. he has admitted to previously lying but insists he did not
