just ahead, powerful storms sweeping across parts of the u.s. with reports of multiple tornadoes, large hail and damaging wind and we will speak to a meteorologist on the ground. the u.s. is warning china it could face cost if it provides aid to russia for the war on ukraine and in-laws charged in murder with the gruesome chilling of model abby choi. >> thanks for being with us and we begin this hour with a crust storm system damaging oklahoma kansas and texas. at least nine tornadoes have been reported so far, 7 in

oklahoma and two in kansas. there are reports of widespread damage down power lines and did i bree blocking roads in norman, home to oklahoma's largest university. 10s of thousands of people statewide are without power. and wind gust of 114 miles per hour was reported in northern texas in the town of memphis. more than 115 storms have been reported across the southern plains and more than 65 million people are under high wind alerts. on the phone is max unger meteorologist with the national weather service in norman oklahoma. thanks for taking with us. >> good to be with you. >> talk with us what you're able to able to tell us about the extreme weather conditions in closed and who is getting hit with this? >> as you mention we have had a line of strong to severe storms

but high winds across the southwestern and southern central parts of the statement we have had 7 tornadoes that we can preliminarily confirm across our forecast area across parts of southwest and south central oklahoma but most significant tornado perhaps appears to be the norman tornado moving across the southeastern part of normal and we are going to send a survey team. >> how unusual is that along with all this extreme weather that you're deal with there specifically? >> yes, so in oklahoma statewide we average about one tornado every february. the most tornado we have had on one february day in 2009 and 1975 so with 7 tornadoes preliminarily confirmed this looks to be the handles tornado event in oklahoma history in

february. >> presumably some much stronger than others so how do people in your state deal with these sorts of extreme weather conditions and how much support do they get from city officials? >> yes, so we really always tell everyone at the weather service to be always prepared for the worst and we really always want to tell people to be prepared for when storms hit have a readiness kit, seek shelter, be weather aware and have a man for when storms approach. we know it's unusual but we can't have these type of events throughout the year especially toward early spring they're going to come more so have a plan. >> talk to us about the shelters. what do people go to specific schools? where are these shelters in each city? >> yes, we advise people in their homes when you're looking at shelters in that interior

room in your house. if you live in a mobile or manufactured home we advise you to seek sturdier structure with the community or some other building, sturdy structure is the safest place when storms approach. >> as you say mobile homes the most vulnerable out there. we see those horrifying images of homes torn apart but what about other structures, a lot of the parts that are being hit right now by this extreme weather across oklahoma? how sturdy are these structures? >> yes, so really we are seeing even in some of the most significant damage to some of the homes and buildings we have seen from these storms, really if people were inside in the interior room and covered up they really fare pretty well and actually for some of the information we have had we have had only a few unconfirmed injury reports so luckily a lot

of people were seeking shelter in proper area of the homes and got the protection to ride out the storms safely. >> that is so critical in these situations so we wish everyone across your state and yourself of course just to stay safe. meteorologist max unger thanks for being with us. >> thank you. >> well, the threat of extreme weather is not over yet on the u.s. west coast, a winter storm dumped massive amounts of snow and rain in parts of southern california over the week. it led to a rare blizzard warning for the regional. the storm made for dangerous travel conditions in some areas of course. some residents tell cnn they have been unable to leave their homes since friday. now a second storm system is about to move into the regional in the hours ahead and more from the severe weather from camilla. >> the sun is finally out in southern california but we are left with a lot of snow in this

area 1-2 feet of snow in higher elevations 6 feet the last couple days a lot of snow a lot of rain a lot of wind in southern california. that is something that people in this area are just not used to on sunday. some of the highways remain closeed in the southern california area including interstate 5 which is behind me. normally you would see traffic but authorities are trying to clean up the high way and also the on and off ramps so authorities say it is still not safe for a lot of drives who are essentially stranded on highways waiting to get back to their final destination. in the l.a. area a lot of rain over the last couple of days there was flooding down trees and many many left without power thousands in fact still without power. just about 40 miles south of

california. >> we are following developments in ukraine where the military says 11 attack drones have been shot down todaying including nine in the air space around kiev. so far no reports of strikes on critical infrastructure but at least one person was killed in a drone attack southwest of the capital. meantime on the front lines in eastern ukraine fierce fighting raging and the city of bachmut as russians edge toward the center of the city from three sides. this video on social media shows in of the damage from the battle. this is unclear how and ukranian forces are still inside the city but officials say troops are launching counterattacks to try to preserve their access to the town from the west. the united states is warning

china that if it provides russia with lethal aid to use in ukraine it would quote come at real costs to beijing. this comes after washington said it was confident china is considering sending drones and am mission to moscow. claire sebastian is nothing developments and joins us live from london. good morning, claire. so what more are you learning about this possible lethal support coming from china to russia to help in its war on ukraine and other alliances like that with iran? >> yes, rosemary, the suspect openly talking about the intelligence they have. the intelligence is not about a decision having to be made by china or action having been taken. it's about china's intent. by talking about it publicly the u.s. is trying to put across this would be a red line. we don't know what those consequences for china would be. clearly the u.s. is hoping this would deter china and they're

never going to have to enforce consequences but looking at the way they're presenting blinken talking about having information and now we hear from cia director bill burns. take us into what he had to say. >> well, we are confident the chinese leadership is considering the provision of lethal equipment. we don't seed a final decision has been made yet and we don't see evidence of actual shipments of lethal equipment. that's why i think secretary blinken and the president have thought it important to make clear what the consequences of that would be. >> blinken kept with the top diplomat in munich presenting the details of the consequences. yi almost threatening to moscow after that china is trying to hedge its position abstaining from u.n. vote calling for end to war in ukraine abstaining

support and what would the ramifications likely be if that happens? >> well first all the united states officials are saying is that china is considering it. of course all governments consider their options and it's not really surprising china might at least have discussions about the ramifications of sending arms to russia. nevertheless we are pushing them hard not to do that and the implications would be dire. it could make a difference on the battle fields in ukraine and certainly if china decided to in part own this conflict by throwing its lot in with that of russia i think the ukranian war would come to be seen as a kind of approximate i war in a new cold war setting. we would have russia with iran and china against the united states and europe within ukraine. it would be a major escalation and it would be extremely disruptive. >> you don't think that's what we have right now anyway? >> no, i don't think we are

there yet. china claims neutrality although it tilts heavily toward russia. it provides many kinds of support to be russia that is non-lethal but is maintaining posture of neutrality and posing as peacemaker offering a peace plan last friday 12 points i had mate before which are non-specific like sovereignty territorial integrity respected and failed to criticize russia or even acknowledge russia as and invader but sometime wants to be seen as being above the fray by its own people but it also wants to be seen as neutral by europe because it needs european markets very badly. >> but that's the problem isn't it with the plan the peace plan that china puts forward if it does favor russia. so it's very difficult to see that as an option unless they're will to tweak some of the

elements to it. >> well again it's really hardly a peace plan at all. it's just bromides. we must remember complex problems have no simple solutions. that's not too helpful and doesn't get around the dilemma everybody with a peace plan faces that vladimir putin must not be rewarded for his invasion of ukraine. if he fails you had early the peace plan becomes more dangerous and china doesn't even take on that difficulty for it appears to be paying primarily for the sake of its own people but also with hopes it could perhaps convince enough europeans it might be able to people parts of europe away from the united states. i think that's a very low shot. europe has come to see china over the past several years much more as a threat or challenge which is how the united states sees it. >> so how would you describe the relationship between china and

russia? what's beijing getting out of this? because surely there is a risk of china hooking its wagon to a failed war that russia started here a year into it they haven't achieved what they initially set out to do. >> yes but china of course hooked its wagon to russia before the invasion and the reason it had done that is because a lot of deep historical distrust between russia and china. they have a long fraught history of occasional cooperation but more often working against each other but never in common and what xi jinping and putin have in common is they don't want to have their choices shaped bid the is united states and resent having to work within a global system they think the united states dominates in favor of its interests against their own and also deeply resent worldwide media system what china calls a

worldwide discourse power system in which united states is able to define russia china iran as bad actors and see united states as a threat and need each other as partners to combat that threat. that is why xi jinping stood with vladimir putin before the olympics last year and pledged no limits partnership. that doesn't mean china supported or knew about this war which hasn't worked in china's interests. >> robert daly answer that for the analysis. appreciate it. >> thank you. >> this just in to cnn, the european council is sanctioning a russian national and the sudsidiary of russia's group in sudan for facilitating the exploitation of sudan gold wealth citing serious human rights abuses in countries including sudan. a cnn investigation in july was the first to expose the

mechanism by which the mechanism was operating in iran circumventing u.s. sanctions. u.s. department of american has determined the spread of covid-19 is likely the result of a leak from a chinese laboratory in we happen. that is according to an updated classified intelligence report. but two sources tell cnn the department only has low confidence in the findings and china's foreign ministry is responding as welling saying a lab leak is highly unlikely. the theory is one of several that have been floating around washington but there hasn't been a consensus or even an official opinion from the white house on the cause of the pandemic. some republican lawmakers feel the report is enough to demand accountability from beijing but a former u.s. ambassador to china says whatever the reason, the u.s. has to be ready in case

remaining in the single market for goods. so, it's complicated but what they're trying to do here is find a way to relieve the fears of the unionist party in northern ireland that the protocols put a barrier between northern ireland and mainland u.k. so some things leaked to journalists seem to indicate that one of the ways to get over some of the barriers that have been in place going across the irish sea from mainland u.k. to northern ireland might be agreements whereby trucks that are just going from from the u.k. to northern ireland go through a green channel and trucks going through from u.k. to northern ireland and on to republic of ireland go through a red channel. there's a lot more to it than

from rome. what are you learning about the story and those who perished on that ship? >> yes, we are finding out bits and pieces of information and we know there are a lot of young children and women among the victims and survives. what's interesting about this particular shipwreck it's not a normal way people come to italy and europe by way of the mediterranean most come from libya north africa. this left turkey about four days ago we are told and had mostly people from afghanistan from iran from pakistan people from somalia on board according to testimony from the survivors. you know it is a tragedy. these ships very rarely make landfall in calabria but they've welcomed migrants throughout this ongoing crisis in italy. let's here what the leader there had to say.

hundreds of thousands of people living in tents. the number of those camps being set up across southeast turkey is rising. we visited some of these camps in the heart the area hit by the earthquake. many families are crammed into tents, sometimes three families in one tenth. their hope is there will be a long-term solution and president erdowan has pledged the rebuild the area but workers on the ground say these camps could be in place for years some 2-3 years the expectation from those supporting the response effort on the ground. and there has been criticism and backlash against the gotta's plans to rebuild quickly. there have been warnings from the union of architects and engineers too hasty beginning to' excavation in parts of

30,000 apartments to begin construction in march so there is clearly work underway, and say there need to be more investigations and preparation to assure these buildings are safe. overall there is a growing sense of frustration and anger directed toward the government particularly with election looming in fact just yesterday there was a football match soccer match between two turkish teams and italy sport, both teams mocking the show of solidarity with teddy bears and thousands of stuffed animals thrown onto the pitch but there were also calls for the government to resign with a moment where the match paused at 4:17 to correspond with the time the earthquake struck in the morning and those calling for the government to resign and the president to step down could be heard there. there was clearly a growing backlash against the government. the government has conceded that

letters and palestinians in the west bank and what we understand an attacker came up and shot at the two brothers point-blank and they died. the attacker then fled and there is a massive manhunt by israeli authorities to try to catch the attacker or attackers, no claim for responsibility by any militant group although several celebrating the attack. hours late they're was the summit in akaba where israelis palestinians jordanians and sat down for a rare summit. last time one took place more than ten years ago the whole point of the meeting to calm the situation on the ground especially ahead of the overlapping muslim and jewish holidays of ramadan and openwave that are coming up toward the end of march beginning of april and there were good statements coming out of this meeting both sides in a joint statement
