kidnapped in mexico. look at the video. you can see a man with a gun as people are being loaded into the back of this pickup truck. you also see a second man in a black shirt. you can see him in the video. he appears to be pulling the people into the bed of that truck. >> now the fbi says unidentified gunmen abducted the victims friday, shortly after they drove into the mexican border town southeast of mcallen, texas. cnn's kylie atwood joins us live from the state department. mexican authorities are expected to give an update any minute now. what are you hearing from u.s. officials, though? >> reporter: as you guys were saying, this happened on friday in northeast mexico. it's four americans who were kidnapped and assaulted in this area. now, according to one u.s. official, this was a case of mistaken identity. the folks that attacked them didn't know who they were, presumably, possibly didn't know that they were americans. but according to that u.s.

official, they were visiting that town for medical procedure. and that mirrors what we heard earlier today from mexican president saying that the americans were there to buy medicine. of course, we're trying to learn more about those circumstances, but it's worth noting that the state department has warned americans against traveling to this state in mexico. specifically because of the criminal activity that takes place there, citing kidnappings that have taken place there on the state department website. so this is an area that has a history of being very violent and very dangerous for travelers. now, what we are learning is that mexico and the u.s. are working tremendously hard to try to figure out what exactly happened here, where these americans are because we still don't know where they are right now or what their identity is. and we heard earlier today from the u.s. ambassador to mexico, ken salazar saying officials from various u.s. law enforcement agencies are working with mexican authorities at all levels of government to achieve

this safe return of patriots. we're watching that and the fbi is also offering up to $50,000 for any information that could lead to arrests or the locations of these americans. >> kylie, i know there are still lots of questions here. i understand if you don't have the answer to this, but we do we know anything about the group that they encountered and who would have been typically in this region that makes it so dangerous? >> we really don't know much about that group. i mean, the most that we know is in that video that you played at the beginning of this, which just presents some images but doesn't tell us anything about who those individuals are. and that is a key question here. but this is an area that is known, as i was saying, for organized crime. it is an area that has been overtaken as part of the drug war that has happened in mexico over the last, you know, five to ten years or so. and so, that could presumably play into this. that could be part of the

mistaken identity that they thought these americans were related to some folks related to drug trades or the like. but we really don't know yet. it's speculative to go there and we'll wait to hear more information from the state department, from the fbi, from the mexican government. >> and we're expecting to hear from the mexican government as we mentioned any moment now. kylie atwood, thank you. now to ukraine where after months of fierce and bloody fighting russian forces may be on the verge of capturing the eastern city of bakhmut. [ gunfire ] >> now even as fighters, russian fighters, surround the city, ukrainian commanders are not withdrawing and instead calling on president zelenskyy to send in re-enforcements. >> cnn's melissa beln kyiv, ukraine, and oren lieberman is at the pentagon. melissa, mercenary fighters re seen planting their flag there. what can you tell us about what and what it signifies?

>> reporter: that is significant, bianna, because we managed to gio locate those images that show the flag being planted on a world war ii monument, attack to the soviet recapture from nazi occupation. it is about 500 meters from the river. that does suggest that wagner mercenaries claiming for days to be getting to the town sent really actually are this time. of course that is a blow to ukrainian forces who continue to say tonight we've just been speaking to an aide to president zelenskyy that nonetheless, ukrainian army will continue to fight. bear in mind that the battles for the town of bakhmut have been really street to street fighting, extremely deadly. that continues this evening. the aides saying we continue to try to defend the center of the town, but our strategic objectives have been met. and that was depleting the russian war machine and costing the russian side as many as they could, in fact, nato given an estimate they believe it is 5

russian soldiers to every ukrainian soldier that have lost their lives over the course of the last seven months siege. >> the defense secretary spoke about the significance of a potential loss of bakhmut. what is he saying? >> reporter: or in this case the lack thereof. defense secretary lloyd austin traveling the middle east said it's more symbolic, the significance, if it does fall to russia is not the end all be all of the battle in any situation here. listen to what he said here. >> i would not view that as an operational or strategic setback. i think it's more of a symbolic value than it is strategic and operational value. what i do see on a daily basis is the russians continuing to pour in a lot of ill-trained and ill-equipped troops and those

troops are very quickly meeting their demise. >> it is worth pointing out a critical distinction, the city of bakhmut may not have strategic value but it's an important strategic decision on the part of ukraine where to fight the russians. for now, ukraine has chose on the do that in the city of bakhmut, knowing that if they fall back and still have options to do so to withdraw, they'll simply fight them further into ukraine. it's ukrainian's decision to keep that fight going in bakhmut. the cost incredibly high to russia. that's why we heard what melissa reported the strategic objective of bakhmut to deplete russian resources is being achieved. >> we should note the cost is increasingly high for ukrainians, too, in terms of manpower and ammunition as well. one more for you, we're learning ukrainian pilots arrived in the u.s. for assessment for training. does this suggest possibly f16s or any fighter jets in ukraine's future? >> reporter: it certainly seems to indicate that window or rather that door has not been closed. what we learned from three sources briefed on the matter,

there are two ukrainian pilots in the u.s. being assessed on essentially their flying abilities in flight simulators that can simulate a number of different aircraft including crucially f16s. volodymyr zelenskyy openly asked for f16s for months now. department of defense indicated their position has not changed, meaning they don't see it as a priority right now. but certainly seems to indicate there are considerations, perhaps around that. those two ukrainian pilots are in simulators being evaluated, assess on their abilities to fly aircraft. crucially, this isn't flight training. they're not in actual aircraft doing any sort of operations or training, but if this goes well, the sources familiar with the matter say there may be more ukrainian pilots who come in for this same sort of assessment or evaluation to find out their own flying skills and what it would take for them to learn perhaps western fighter jets. >> thank you for the reporting. let's bring in david sanger, cnn political and national security analyst and white house and national security

correspondent for "the new york times." david, good to see you again. let's start with bakhmut and how you interpret what we heard from secretary austin to try to down play the strategic and operational significance of bakhmut. what did you hear? >> so, victor, this was consistent with what the administration has been saying for a while about bakhmut. and it's why they wish that the ukrainians didn't pick this fight to begin with. bakhmut is not that strategically important, but once the ukrainians committed to it, it became a seven-month long battle just because it was sort of the next town in line. and now it has come to symbolize the question of who can break whom. you may recall that when president zelenskyy came to speak before congress, he brought a battle flag from bakhmut. he had been there just a day or two before he came to washington.

and so, it has become a greater symbolic importance than strategic importance. that's a problem when they can't let go. what the u.s. would like the ukrainians to do is take the forces that they have been -- they've dedicated there and focus them on the counteroffensive that they're hoping to do in the spring. their fear is that this is a bit of a distraction. >> yeah. and one could argue that the first few months in ukrainian's fight to defend bakhmut has been successful in the sense that it has deflpleted russian forces a their ammunition. it is becoming very costly for ukraine. david, how do you wrap your head around the fact that event ukraine's top military officials as recently as today are still recommending that they double down in defense of that city? >> yeah, it's a little hard for me to understand. i think at this point they've committed so many forces to it that they don't want to have a

significant defeat. if you think about this from the fall forward, it's been pretty unending series of victories or at least stalemates for the ukrainians. the fear that everyone that i talk to has is that at this point even if the russians don't have a good strategy, and even if they, too, are running out of ammunition, they can just keep pouring resources and people at these battles in a way that the ukrainians i worry about may not. and just the mass of the russian force may tush the tide. and the american fear is they don't want the narrative to change that russia is beginning to take back land. and i think that's why you heard secretary austin be a bit dismissive here of what the importance is. >> the reporting that there are two ukrainian pilots in the u.s. for assessment as president zelenskyy continues to ask for

these fighter jets. the defense department says they're still a no, that ukraine doesn't need those now. this follows zelenskyy pointed out, no to tanks. tanks. no to the patriot missile systems. okay you can have the patriot. is there some geopolitical value in just the public deliberation of the u.s. at some point we'll get there, but we have to hold off potentially saying, yes, we'll give these seemingly escalatory, by some, resources to ukraine? >> victor, it's a really great question. and zelenskyy is right. almost everything he's asked for ultimately has been delivered. after the u.s. said no, then maybe then, okay, we're doing it. their concern about the f16s is twofold. the first is they don't need them right now, but this administration has not done a great job of anticipating what

the ukrainians might need six months or a year into the future. i think the second big concern is that f16s, when putin looks at them, he'll say that's something that can reach anywhere in moscow, any place around russia. and that the escalation risk here is particularly high. including the possibility of nuclear escalation risk. so i think that that's a big portion of what they're concerned about at this point. >> they're also extremely expensive. david sanger, thank you so much. the battle for the 2024 gop presidential nomination was on full display this weekend when former president trump and florida governor ron desantis delivered dualing speeches giving us a preview of their possible showdown. and southwest flight was forced to make an emergency landing as smoke filled the cabin. we'll have details on what caused engine failure just moments after takeoff. and we'll cocome to you with a replacement you can trust.

the left and all these other institutions. >> scott jennings is senior political commentator and former special assistant to president george w. bush. scott, it seems republicans at this point, from what you see there, we don't have the notion that desantis is running yet. this is just speculation. nothing is official. but you have the idea of anti-woke versus i am your retri retribution. which one do you think is more appealing to republicans? >> well, i think what trump did at cpac is certainly appealing to the hard core trump fan. that's exactly what they want to hear. and you know, there's a significant number of them in the party. the question is, are there more people who would rather go in a different direction? i think there are if you look at some of the polls. who can capture that vote share, looks like desantis right now has most of it. other people are trying. i don't think you go to the ronald reagan library and speak to 1300 people if you weren't intending to run for president. he just tweeted out a video in

fact with some of the highlights from his speech. what you hear from desantis of his repackaging is forward looking, hopeful. what you hear from trump is america is a hell scape and unless you elect me, it will get worse. i'm sensing a negative campaign and really candidly positive campaign from desantis. we'll see which one wins out. >> let's bring in bakari sellers, former south carolina democratic state representative. what stood out to me in part was this straw poll, not scientific, but this was trump's convention. these are trump people, right? he didn't win two thirds of the votes there at what has been dubbed as trump pack this year. i wonder what you see there and what you heard in the former president's speech this weekend. >> well, i think that the former president has a clear path to victory in a republican primary. he doesn't need two thirds because this car wreck that we're going to watch all the

republican primary with multiple people running, he's only going to need a quarter to a third of them to turn out and support him any way. as long as he still commands 25% of the base or a third of the base which i don't think anybody will argue that he does, he'll be just fine. i think the president realizes that. and he's an underdog. a lot of people saying that this may not be his turn or maybe it's ron desantis' turn. we have seen what happened when donald trump got counted out before, he beat everybody, all the front-runners, he beat everybody. i think donald trump is gearing for a fight. the other thing on the flip side with ron desantis, i personally think he's more scott walker than anything else. but he hasn't been -- he hasn't had to take a trump punch proverbally yet. i think when you get in the ring with donald trump, it is a totally different animal and donald trump is going to prove his prowess again. i think you'll have a rematch of biden/trump because trump only needs a third of the republican primary voters to win. he doesn't need two thirds. >> scott, what do you think

here? what does trump and desantis -- >> yeah. i think he'll -- >> go ahead. >> he'll need more than a third of the vote. he got in the mid 40s in the 2016 primary. bakari is right, the rules favor flur alty. but a third won't get it done. i think desantis is far different than anybody who ran in 2016. his favorables are higher and i think his ability to grow is higher. i think trump is sitting at about what he's going to get. he dominates the non-college educated crowd. it's hard to imagine him recovering the college educated voters. desantis dominates the college-educated republicans and i can see he will easily grow into trump's share of the non-college. desantis has more of a ceiling than bakari may give him credit for. i think desantis and trump are occupying almost all the room in the race right now. these other folks are interesting and they'll be around for a while, but i'll be shocked if most of them actually make it to when we start casting

ballots and at that point, if desantis is in and comes down to a one on one fight, i think he has an excellent chance. i wouldn't count out donald trump. he's the establishment. run for president three times. served one term. has all the money. has a cadry of political -- he is the establishment. taking out the establishment in a campaign is never an easy thing. >> bakari, the former president resurrected a lot of the american carnage language that we saw in 2021. we just saw the defeat of lori lightfoot in chicago, many voters talked about crime being a problem there. i wonder how you interpret president biden's decision to back the overturning by republicans or the effort to overturn the crime legislation out of d.c.? now we know they're going to try to pull that back, but that decision from the president in the context of this -- the issue

of crime becoming paramount for some voters. >> crime is going to be a looming issue going into the 20124 election. we know that. and i believe democrats learned a harsh lesson from 2022 in that you just can't wish it away. you can't just say that people aren't feeling crime. you can't say that it's not on your doorstep if you're running for, say, governor of new york. you have closer races than usual. if you misread the emotions and the feels of your constituents and people who are out there. that's first. second, i think joe biden, of all people, this is not someone who is soft on crime. this is not someone who is a defund the police type of candidate, but he's going to have to grapple with and i think d.c. is a microcosm of him trying to grapple with having criminal justice reform that many of us want in light of nichols who was bludgeoned by memphis police. he has to show he has the

there were some terrifying moments on board a southwest airlines flight. bird strikes caused engine failure. look at this video from a passenger shows the cabin filling with smoke. >> yeah. the flight was headed to ft. lauderdale, florida, but returned to havana, cuba, where passengers, thankfully, evacuated safely. carlos suarez is following this story. do we know what happened? >> reporter: yeah, victor and bianna, we are finally hearing from some of those passengers on board that southwest airlines flight. now the cell phone video from inside the cabin of the aircraft really captured the terrifying moments on board that flight shortly after the airplane, 737, took off from havana, cuba, on its way to fthd lauderdale hollywood international airport. the passengers we talked to said it was 10 to 15 minutes of what

you are taking a look at that. that cabin filled with all of this smoke. according to the airline, all of this happened right after takeoff when that aircraft hit a number of birds. one of the birds appeared to have hit the engine, which caused it to catch on fire. the other bird apparently hit the nose of that aircraft. so the decision, of course, was made to bring the airplane back to havana's international airport. once it was on the ground, all the passengers were able to get off safely. a number of them boarded flights earlier today and arrived at ft. lauderdale hollywood international airport late this morning. you can see there, a lot of them hugging their family members. they all describe just these heart breaking moments on board that aircraft. here is just what one passenger told us. >> there was a big boom. and we said, what happened? and the smoke started coming into the cabin, and they just said stay in your seats.

and we had to start breathing, you know, put our heads down. and try to get the oxygen out but no oxygen masks came down. so we had to keep breathing. in our masks, heads down. people were screaming, not knowing what to do. >> reporter: just incredible stuff there. southwest airlines says it is looking into the possibility that because of that fire on the engine the aircraft itself did experience some type of engine failure. victor and bianna. >> horrifying listening how that passenger was describing the frightening moments were like. thankfully they're all okay. carlos suarez, thank you. today in east palestine, o ohio, soil is being removed. a process that the epa says could take up to two months and produce additional odors for residents living near the site. norfolk southern who owns the train is making a new set of commitments to those affected. financial assistance while the

soil work is under way. a plan to pay for damages incurred by rescue crews and a scholarship fund for high school seniors. union chief tells cnn that the company is aware that workers on the site have experienced health issues, but they haven't received any official reports. meanwhile, investigators are arriving today at another norfolk southern train derailment on the we know side of ohio. this is in springfield. the fire chief says 20 of the 212 train cars careened off the rails. four tankers were identified with nonhazardous materials. but two tankers contained residual amounts of diesel exhaust fluid. >> now at first a shelter in order was issued for residents who live within 1,000 feet of the site. jason carol joins us live from springfield. jason, how did this happen again? >> reporter: yeah. i mean, that's the question that a lot of folks here in the state of ohio are asking themselves. and perhaps, bianna, we will get some answers when the ntsb holds

its briefing just about half an hour from now. want to set the scene from where we are right now. just where the derailment happened. i think you can still see right over my shoulder one of the cars which is still on its side has not yet been removed. this latest derailment, of course, happening on saturday, just about 5:00 p.m. there was video from someone who was inside car when he captured these trains just as they began to derail. 28 of 212 cars ended up derailing. again, state officials saying there was no release of any hazardous materials, although the train was carrying some hazardous materials, some of those cars including propane and ethanal, but the cars were not involved in the derailment. >> technicians will continue to be on site to ensure that there isn't any contamination that has been missed. there have been multiple sweeps by multiple teams of

over the weekend in atlanta, protests at a police and fire training facility turned violent. at least 35 people were detained after construction vehicle was set on fire. protesters threw bricks and rocks and fireworks, molotov cocktails at officers. there have been several clashes over the construction of a $90 million, 85 acre law enforcement training campus. >> defund the police advocates have been arguing that the facility will result in more officer-involved violence against minorities. they nicknamed the project, cop city. and environmental advocates argued the site should, instead, be protected green space. cnn's nick valencia is live in atlanta. nick, what caused tensions to really boil over at this particular protest? >> reporter: yeah, hey there, victor and bianna. this all started as police started clearing out a music festival taking place there in the area, according to activists, police began to

indiscriminately arrest those who were just there, they say, to enjoy music. this week, though, had been billed by protesters to be a week of action. protests and festivities with things kicking off with the music festival. according to police, things took an ugly turn when protesters turned agitators and threw rocks, brooks, molotov cocktails at police. 35 people were initially reported to detain. we now can report that 23 of those have been charged with domestic terrorism charges. this has become a ground zero of sorts. this proposed police and training facility, dubbed cop city, activists not just in and around the atlanta area and nationwide come to air their grievances against police. climate activists against this proposed training facility because they feel it will have a detrimental impact to the environment. now earlier i spoke with a national activist who says we

should expect civil disobedience to continue this week. also taking exception with what police are saying about these outside agitators. he said the language being used by police, calling those arrested outside agitators is meant to separate protesters and meant to criminalize and detach a movement from its home-grown origins. we should mention, however, of those 23 that have been charged with domestic terrorism, just two of them are from georgia. az mentioned, franklin says civil disobedience will continue this week with march 9th being the day they asked for the nation for planned action. bianna, victor? >> nick valencia, thank you. >> thank you, nick. the rift in the democratic party over d.c. crime legislation is growing. president biden is facing blowback after announcing he will not veto the gop legislation to rescind a controversial change to the criminal code in the nation's capital. critics of the legislation question if it's too soft on crime. actually it's their allegation. the chairman of the d.c. council is now attempting to withdraw

the legislation after it became clear the senate intends to nix it. however, president is reaffirming his support of d.c. statehood, renewing the debate over whether the district should be able to govern itself. co-founder of neighbors united for d.c. statehood is with us. josh, good to have you. you called the president's backing of the bill a betrayal and a gut punch. why do you think he's doing it? >> why do i think he's doing it? >> yeah. >> politics. politics is about perception. and he doesn't want to be perceived as being supposedly weak on crime. i think there's been very little discussed about the substance of the crime bill. it's just more sort of catch phrases for the general public. >> so, you say that he doesn't want to be seen as weak on crime. the weak on crime narrative from republicans is not new. and here just a month ago, this was the white house position on this. the white house opposed this and

another d.c. bill. it says -- i'm going to read it here, a statement from the omb there. this taxation without representation and denial of self governance is an affront to the democratic values on which our nation was founded. your view on the timing? because initially, as evidenced by the democrats in congress, they just were pretty sure that the president was going to oppose the change of the criminal code. >> yeah. i mean, i think from his past statement just a few weeks ago to what happened last week, it's a complete 18 o 0. one i don't understand. i think being perceived weak on crime, we have an issue with the president being weak on democracy. if he truly believed in statehood, he would stand up for the right of the people of d.c. through our elected officials to enact legislation. that's what this law did. i think the stated bill has two core components.

it gets autonomy for the people of d.c., the 700,000 of us live here, work here, raise families here. but also gets us equal representation in congress. and i think he is betraying at least one of those two fundamental principles by turning his back on us. >> if you say it's weak on democracy or he is weak on democracy, do you believe that he is genuinely in support of d.c. statehood and home rule? >> you know, i call myself a cynical optimist being a statehood activist. i do think the president and members of his party do believe in d.c. statehood, but i think one of the real problems that we have in the district of columbia is we have no elected member in congress, voting member in congress who can call us their constituents and who -- they have to respond to. and because we're not anyone's constituent in congress, they can turn their back on us when ever they want to. that's what happened with the

votes in the house, potentially the vote in the senate and with the president himself. they don't see any sort of political loss by turning their backs on the people of d.c. >> well, even ones closest friends, certainly police kal representatives, they don't do what each constituent would have them do 100% of the time on every issue. is this enough to unmoor you from the president's camp, to lose your support? >> well, one you're assuming that i supported the president. so, be careful there. you know, d.c. statehood is a nonpartisan, civil rights and voting rights issue. in the recent past, we have had support exclusively from the democratic party. we expect the democratic party to continue to support us. we also expect the republican party, the party that claims to be for small government, to also support d.c. statehood, to

support the right of american citizens who pay federal taxes to have representation in their government. so, it is a nonpartisan issue. is my -- this definitely hurts my opinion of the president. i definitely look at him in a lesser light than i did two weeks ago. i felt like he could take a strong stand and say, no, i support statehood. i support the right of the people of d.c. to enact their own laws. and i'm going to veto this legislation. he chose not to do that. and then he chose -- he said he would sign it. so, yeah, still is a betrayal and gut punch and i do question my support for the president after he turned his back on us. >> josh burch, thank you so much for joining us. >> thank you for having me. king charles has invited prince harry and meghan, the duchess of sussex to his coronation in may. the question is will they actually go? we'll discuss. ♪
